I think the thing that makes Joren so unnerving, is how little there is of him.
Wyldon and Duke Tirrsmount are obviously sexist, but they don't turn into villains and in fact, are able to support Kel in the end, because they have other values as well. For instance.
Pierce is a nuanced writer, including her villains, so most of the serious misbehaviour has something underneath it.
Its not always a good something. Yolane and Roger are Like That because they want the crown. Even Blayce gets real practical benefits from serving the Maggur making killing devices (in addition to being a total and complete creep). Ozorne's a whole kettle of fish but even if I restrict myself to information available before 1997 he's three years into a famine when Wild Mage starts. He isn't just having fun evil time.
Even when Burchard of Stone Mountain is in Kel's room screaming at her, his grief and distress are clearly real, even if what he's doing about them is disgusting.
Joren... there's nothing. There's not a scene he's in, other than very incidentally, where he isn't either bullying someone or scheming to ruin Kel's life (and eventually to kill her, because I don't think the Chamber would have killed him if he hadn't meant that seriously). And he get's nothing from that. There isn't a single tangible benefit to him if Kel doesn't get her shield.

absolutely the best moment in keladry's whole series is when burchard of stone mountain bursts through kel's door to attack her and raoul smashes into her room in his underwear carrying his sword, simultaneously revealing that he's been banging buri and showing extreme anger for literally the only time in kel's whole series, in kel's defence. not to mention that kel does not have any reaction to him and buri, at all. and then he casually hints at a past drinking problem, tells kel she's changing the world, and goes back to bed with buri. fucking legendary.
