Forced Labor Continues in Colorado, Years After Vote to End Prison Slavery 
Coloradans voted in 2018 to amend their state constitution to ban forced labor in prison. Years later, incarcerated people are still being punished for refusing work assignments.
Throughout Abron Arrington’s decades-long incarceration in Colorado, he often found himself in solitary confinement—not because he was causing trouble, but simply because he refused to work. He didn’t see the point given he was paid 13 cents an hour and figured his time could be better spent learning physics. Before Arrington was incarcerated in 1989, he was studying to get his aircraft mechanic license. But within weeks of returning home from the U.S. Air Force, at 22 years old, he was arrested and ultimately sentenced to life in prison for a murder he didn’t commit. In 2019, he received clemency from Governor Jared Polis and was released after three decades behind bars. “I was actually 30 years a slave,” Arrington, who is Black, told a crowd of people gathered in one of Colorado’s oldest Black churches on Juneteenth, the federal holiday that commemorates the emancipation of enslaved African Americans. “So, this is deeply personal to me.”

In 2018, after years of community organizing, Colorado sparked a national movement when voters overwhelmingly passed Amendment A, a ballot measure that deleted half a sentence from the state constitution that allowed slavery and involuntary servitude “as a punishment for crime, whereof the party shall have been duly convicted.” Colorado was the first state to do so since the signing of the 13th Amendment. Since Colorado removed its language, Utah, Nebraska, Vermont, Oregon, Alabama, and Tennessee have followed suit with similar constitutional amendments. Organizers in around a dozen more states are now pushing to get similar ballot measures in front of voters during the 2024 elections.

But in some ways, Colorado’s Amendment A only abolished prison slavery on paper. That’s because the Colorado Department of Corrections (CDOC) has continued to punish those who refuse to work. Since 2018, there have been at least 727 documented instances where an incarcerated person was disciplined for failing to work, according to a 9News investigation this past summer, with punishment ranging from changes in housing to loss of privileges and delayed parole.

Today, incarcerated workers produce more than $2 billion each year in goods and commodities, and over $9 billion in services for the maintenance of the very prisons that confine them—all while being paid pennies an hour or nothing at all, according to research conducted by the American Civil Liberties Union and the University of Chicago Law School’s Global Human Rights Clinic. Their labor enables mass incarceration by offsetting the cost of the country’s ballooning prison system, which has grown by 500 percent over the last 50 years.

In addition to off-setting costs for federal, state and local governments, approximately 4,100 companies in the U.S. have directly profited off of prison labor, a number that is likely an undercount—including large companies like Walmart, McDonald’s, Starbucks, IBM, Tyson Foods and Microsoft, according to a database created by the advocacy organization Worth Rises. “A lot of people are making a lot of money off the system,” said Arrington, who has worked for the reentry nonprofit, Second Chance Center, since his release. “It is no different than it was 200 years ago.”

i saw you wrote to devon. i'd like to write to someone also incarcerated in the CDOC - can you tell me what kind of letters they allow? like, can you send pictures/polaroids? what about drawings, colorful paper/envelopes etc.? or are they super strict and only allow you to send plain letters (written on white paper with black/blue ink etc.)? :)
you can send pictures through mail or the app they use. polaroids specifically aren’t allowed
most things on normal (white or yellow) paper are allowed as long as they’re appropriate. letters are usually read by someone within the facility so just keep that in mind. that means no sending sexual pictures or letters, they will know and its not allowed. you can talk about mostly anything else as long as it’s not illegal
stickers are usually removed, holiday cards might be photocopied instead of actually given to them. actually not sure about colorful envelopes, it might be allowed but they are generally very strict

i saw you wrote devon. i also wanna write someone who's incarcerated in the cdoc system and i was wondering if you could tell me a bit about the mail rules? like, can you send pictures/polaroids? can you use stickers, colorful paper, send drawings etc.? or do you have to keep it super plain and write on white paper with blue/black ink..?
So, i tried writing by letter first but never got a response initially so I assumed it got lost out in the abyss somewhere (I'm also in Canada so that may have something to do with it idk). i opted for contacting digitally instead, since a lot of inmates have tablets and can just message online through that, essentially like emailing. you have to pay for stamps but they're not expensive at all, i'd recommend either JPay or Securus.
You can send pictures too, and they'll tell you if your message gets blocked by the facility for whatever reason. The messages and photos all get reviewed by the facility staff before the inmate gets to to make sure you don't say/send anything inappropriate.
There's mobile apps for both platforms too which makes it way easier, easier than using it on a web browser at least.

When it comes to quality control, business owners and market vendors have specific criteria for ensuring the freshness of their produce. Many respondents emphasize visual inspections, checking for damages, rots, and signs of over-ripeness. Others rely on trusted suppliers who consistently deliver high-quality goods.
According to Janelle Ruiz, a food business owner from Iligan City, "I personally check the texture, color, and smell of the produce before purchasing. I also make sure to buy only from trusted suppliers who consistently provide high-quality goods."
Similarly, Marco Dela Cruz, a market vendor from Cogon Cagayan de Oro, shared, "I always check the freshness by looking at the color, texture, and smell. I also source my produce from reputable farmers and suppliers."
Common Challenges in Ordering Fresh Produce
Despite their best efforts, many food business owners and vendors face difficulties in ordering fresh produce. The most common problems include:
Inconsistent Quality: Produce sometimes arrives damaged, overripe, or of poor quality.
Supply Shortages: Seasonal fluctuations and supply chain disruptions affect availability.
Delays in Delivery: Late deliveries force business owners to find last-minute alternatives.

Antonette Reyes, a food business owner from Macapaya CDO, mentioned that "shortages and damages" are the most significant issues she encounters when ordering fresh produce. Similarly, Marco Dela Cruz highlighted that improper handling during transportation often leads to damaged goods.
Balancing Pricing and Quality
Pricing is a crucial factor in choosing a supplier, but for many business owners, it is not the sole determining factor. While affordability matters, reliability and quality are equally important.
Leah Malleguez, a food business owner from Bugo CDOC, emphasized, "Pricing is important because it allows me to sell at a lower price to customers."
On the other hand, Rita Masion from Kauswagan CDOC stated, "Pricing is crucial, but quality and reliability matter more."
The Impact of Shortages and Delays
Shortages and delays in fresh produce supply have a significant impact on food businesses. Some owners are forced to adjust their menus, find alternative suppliers, or resort to frozen ingredients. Others experience increased operational costs and customer dissatisfaction.
Janelle Ruiz noted, "Shortages, especially of ingredients essential for our best-selling dishes, force us to make last-minute menu changes, which can be inconvenient for us and our customers."
Solutions for a More Efficient Buying Process
Many respondents shared suggestions on how the buying process could be improved to make sourcing fresh produce easier and more efficient:
Real-Time Inventory and Pricing Updates: A system that allows business owners to see what is available in real time can help them plan purchases more effectively.
Better Communication with Suppliers: Regular updates on stock availability and expected delays can help businesses prepare for shortages.

Erick Nash Malferrari from Agusan CDO stated, "Buying through online platforms with delivery services would make the process more efficient."

Sourcing fresh produce is a crucial yet challenging aspect of running a food business. By improving supplier communication, implementing real-time inventory updates, and offering online ordering with delivery services, the fresh produce supply chain can become more efficient. These changes will not only benefit food business owners and market vendors but also ensure better quality and pricing for consumers.

Week 1-2 of Interviewing Different Businesses

Me and my groupmates, Angel Jean Obsioma, Ian Gariel B. Ramas, and Francen P. Sellote, roam around the city to look for businesses that we can go to and ask the business owner or staff if we can ask a few questions regarding their business, so that we can gain knowledge and in-depth understanding about how business works, and we also asked permission if it is okay to take a picture.
Here is the list of the businesses we interviewed and the key information we gathered for week 1-2.
1. N Jess General Merchandise

The N Jess General Merchandise is a hardware business that is owned by Ms. Carmela Barton and her father, and was established in the year 2015. It is located in Door 3 Lacar Building, Zone 12 Upper Carmen, CDOC. Before it became hardware, the very first business that they did, with her family, was they were a wholesaler of Coke and beer. Additionally, they were engaged in the sale of nails. But because the nails are more in demand or needed than their coke and beer and the staff member that was assigned to their wholesale business failed to do his/her duty, they focused more on this. They are rolling the money that they got from selling nails to grow their business, but now it is in line with hardware. Their family also wants to build this business so that her father won't go back as an OFW, as it will serve his retirement venture.
Now that their business grows, aside from selling hardware, they also do partner contractors. They also have 17 staff. But she also said that even though their business is now established, there are really months that their business is slow in sales, but still they were able to pay their expenses. 
Then we also asked about how they were able to start or build their business. She answered that they first looked for a place or location as to where to put the business, a location where it can be seen by people, and then look for suppliers.
2. Happy Sip

Happy Sip is a milk tea business owned by two sisters, Rema Hasan and Merlyn Hasan, built on March 5, 2024, in Zone 12 Upper Zayas Carmen, CDOC. Aside from selling milk tea, they also have coffee and snacks. They solely own the business, as they don't have any partnerships, but they franchise it. They also have another business, which is an ukay-ukayan.
They came up with this business since their other business, ukay-ukayan, is not that good in terms of sales, so they did this business to have other income. We also asked the first thing they did to have this business, and Ms. Rema Hasan said that they first contacted someone on Happy Sip as they want to franchise it, as this business has a main store in Manila, and then asked a deal about the supplier. She also added that when they ask for supplies, they usually get those supplies, like around a month, since the supply is from Manila, and the delivery can usually take a month, and that is why they also ask for a supply in advance.
And lastly, she said that there are really times that the sales of their business are not that big since a milk tea is not something that people need on a daily basis, unlike rice that people really needs in their daily lives, as it is just a want and people do not crave for it every day.
3. AJ Water Refilling Station

AJ Water Refilling Station is owned by Mrs. Leonor Jamito and was established on June 28, 2024. It is located in Zone 12-C Uzlai Upper Zayas Carmen, CDOC. Mrs. Jamito shared with us that she put this business up so that her children will have something left or depend on, because we do not know when will be our last time on earth. She also said that there are only a maximum of 3 staff that she has, including her, as they are just starting. She added that you should just keep holding on, as there are really times that there are not that many customers, but there are also times that there are a lot. We also asked her about what she did first to put up this business, she answered that she saved money first, as this kind of business needs to have a large amount of capital because of the materials that are needed in this business.
4. Jasmine Garden

Jasmine Garden is a business owned by Mrs. Amelita Dap-og which was established in the year 1992, and the main garden is located in Gusa, CDOC, which where they are invited by the LGU so that they can help in the beautification of the place, but her and her family is currently residing in Tagoloan. Her business is about the different kinds or variaties of flowers, and also landscapping, which is where her son, Alejandro Dap-og is in-charge.
In the beginning of her business, she and her family, which is also the ones who's with her in managing her business, they only sell small amount of flowers. Additionally, she also said that upon raising her business, she first propagated her plants. And now, she can accepts suppliers of her plants regardless of how big the display would be.
We also asked her as to what is the first thing that she does to established their business, and she said that she looks for a perfect location as to where to placed it.
And she shared to us that their business is mostly invited and participated in several floral diplays such as festivals, just like the Kaamulan. They also joined in different contests and won some prizes, like Best in Flowering, and Best in Bonsai Plant. And in the recent Higalaay festival, she also participated in the display, located in the Gaston Park, and said that for them to join the displays, they must submit their business permit.
5. Aquarist Fish Shop

Aquarist Fish Shop is a business owned by Mrs. Devenia Socorro M. Chua, and their store was built in the year 2010 at Rizal Fernandez Streets, Barangay 1, CDOC, but they were already selling fish in 1993. Their business is not only selling different kinds of fish, but they also have different animals, accessories for aquariums, and fish foods.
They do not have any partnerships; they solely manage their family business. Their store only has 3 staff, which is also just her, her husband, and her son.
We also asked her what are the things that they did to start this business and why did they came up with it, and she answered that the first was to invest and then set up the aquariums since this is where the fish will be placed. She added that they also searched for suppliers, and then along the way, their suppliers will be the ones to contact them to ask if they still have supplies. She also said that they created this business so that they have income, and they chose to sell fish as his husband is fond of different kinds of fish.

Located in COGON, CDOC, the Oro Gadget Center is more than just a store; the owner of this store is Mr. Monte and his family; he did not give us his full name for personal reasons. The store offers gadgets and gadget accessories; they also provide quality products with warranties on every purchase, whether brand new or pre-owned. Senior citizens can enjoy special discounts, and they also have exciting promos to watch for. The store currently operates without employees, the family is the employee that handles everything, Their vision is big, and they want to expand nationally and want to open a branch in SM malls. Their challenges are in accounting and tax management but Sir Monte remains determined. The advice he gave to us is "Always be patient and ready to handle pressure, don't quit, even if there a little customers. Success will come"
ACN Trading

ACN Trading was founded in 1983 and has been a trusted name for the community for over three decades. They have around 20 dedicated employees, ACN caters to unique customers like the sikad drivers and motorcycle owners, and they provide high quality parts and services. They have even taken a business online like the Facebook page so making it easier for customers to find parts they need and they can also message the page. The owner tells us the long lasting for success is knowing what you're good at and what you love. The quote about that is "Focus on what you're passionate about and where your talent is".
Honda Cogon

Honda Cogon has been a trusted destination for over three decades and a trusted destination for motorcycle enthusiasts in CDOC. They sell Honda motorcycles which is my favorite brand for motorcycles, and they also offer a range of services, from sales and spare parts to lubricants and appliances. They have a branch that is under Desmark and Premio, but Premio caters other brands like Yamaha, Suzuki, and Kawasaki. The challenges they have are demanding customers and factory defects but they maintain customer-first approach. For the customers the provide a free wifi and coffee to ensure a welcoming atmosphere. They have a special promos, discounts, and aholiday deals, and the make sure customers get the best value for their hard earned money. The manager Mr. Jomari Pamisa shared an advice for us, his advice is "It’s not about how much you have, but how you use it. Follow your passion, ignore the naysayers, and learn from those who’ve been there before". Honda Cogon have 17 employees and 1 trainee.
Century Enterprises

For the last 14 years, Century Enterprises has been providing a products to local business owners, especially retail store owners which include my family which is also a business owner. They have four dedicated employees. The store offers attractive deals like a one gallon of oil will have a free one kilo of it. Older customers have a special discounts, ensuring they will keep coming back. Despite not having any branches, they have maintained a strong and steady customer, providing good service and fair pricing go a long way. Jenny Labor, the owner of Century Enterprises, tells us to save money first before starting a business.
Obsioma Car Aircon Repair

Colorado is poised to become the first state in the country with segregated holding cells for transgender women in prison, if a judge signs off on it.  After a class action lawsuit was filed by several transgender inmates in 2019 against the Colorado Department of Corrections (CDOC) alleging discrimination, harassment and assault, a judge is scheduled to rule on a consent decree that would bring further changes – including surgical sex changes and hormone treatment – to the state's penitentiary, Fox News Digital has learned.  The consent decree, a court-ordered settlement in a legal dispute, would also require all trans women currently or previously in CDOC to receive a $2.1 million payout, depending on the severity of the alleged assault, discrimination and harassment while in prison. Diane Baird had spent four decades evaluating the relationships of poor families with their children. But last May, in a downtown Denver conference room, with lawyers surrounding her and a court reporter transcribing, she was the one under the microscope. Baird, a social worker and professional expert witness, has routinely advocated in juvenile court cases across Colorado that foster children be adopted by or remain in the custody of their foster parents rather than being reunified with their typically lower-income birth parents or other family members. In the conference room, Baird was questioned for nine hours by a lawyer representing a birth family in a case out of rural Huerfano County, according to a recently released transcript of the deposition obtained by ProPublica. Was Baird’s method for evaluating these foster and birth families empirically tested? No, Baird answered: Her method is unpublished and unstandardized, and has remained “pretty much unchanged” since the 1980s. It doesn’t have those “standard validity and reliability things,” she admitted. “It’s not a scientific instrument,” Eli Hager reports.
