It is seen as disrespectful to not notify a person that you are going to poison them. To adhere to cultural values but not alert their potential victim, most leave a sign signifying that a cup has been poisoned either on the bottom of the cup itself or the bottom of the part that holds the drink. Something in a deep ocean ice moon (i.e. Europa) is preventing traditional means of descent into its depths (emp like effect? Electronic tech?).
