I can confidently say no to this, for a plethora of reasons. While it is true that not all Emanators align with the goals of their Aeons, looking at the examples we have of the Lord Ravagers and the Arbiter-Generals who are very directly sponsored by their Aeons, it is very much a case that they are more or less an extension of Nanook's and Lan's wills, respectively. We have seen the kind of imposing and sheer presence the Aeons have and how THEY can influence one's perception through the Simulated Universe alone, and that's a dumbed down version of an Aeon's aura!

I am very strongly of the belief that an Aeon with a lot of investment in THEIR Emanator(s) can effectively act through them. In the case of the Arbiter-Generals and their successors, the reason why Lan's decision would not deviate from theirs or vice versa is because of that influence. They choose because it is Lan's instinct that guides them to choose.

Looking at the case of Jing Yuan, for example, he has two candidates that he can select between: Fu Xuan and Yanqing. In this case, Lan would accept either one of them, as the reason they are candidates in the first place is because of Lan's will. It is ultimately Jing Yuan's decision in the end in this scenario, but both of them work. If Jing Yuan were to die before finalizing his decision, Lan would choose the one that would most benefit the Alliance in that moment, the one most prepared to accept THEIR will.

Does this mean that the next general is fit for their role? Not necessarily. They may be too bloodthirsty, too weak, too rash with their decisions. They may end up changing drastically as they reign, as well. Lan does not influence this. But that matters little to Lan, as Lan is not the one involved in nurturing them: only sponsoring whoever is the best fit in the moment.
