2023 Art Dump

Not as much as last year, which would be a feat. A lot of Kingdom Hearts art, still, as well as OC things.

In the Keep Reading below, you can learn about each thing, if it interests you;

From Left-to-Right, Up-to-Down:

-Baldr and Bragi's battle stances (specifically from when they were fighting Cerberus in the Underworld). wanted to draw them like this, but never found a reason to post it as-is. I was going to include it in another compilation that sat in my Drafts for half a year (with other art on this dump).

-Character art for a friend's KH D&D character- a 'Nort replica with no memory of who he is, only that he's running from Vexen.

-Art in that compelation. It's from the first time you speak to Demyx. I like how it's the first thing he ever asks Roxas; I was going to do more, but... didn't.

-Interpretation of the Keyblade from Missing Link's promo image. I needed it for my KH D&D, as I was going to give the players a keyblade based on the stats they chose in their DttH. The keyblade didn't end up being used.

-Silly Bragi/Luxu doodle. I think he'd have to try hard not to ace any history exams, or at least know more than what he's currently being taught.

-Aerith and Cid shop 'interface' I drew for my KH D&D. I wanted a visual for my players instead of just vague descriptions, so I drew these, the portraits are the characters currently in the session.

These aren't going to feature as heavily as the Mawkeepit, but I wanted to draw them so readers could get a better idea of how they looked.

The Compromise of 1850

The Compromise of 1850 emerged from mounting tensions in the United States over the expansion of slavery following the Mexican–American War (1846–1848). In the wake of the Treaty of Guadalupe Hidalgo, which ceded vast territories to the United States, policymakers grappled with whether slavery would be legally authorized in these new lands. The discovery of gold in California in 1848 precipitated a rapid influx of settlers, prompting local leaders to draft a constitution that outlawed slavery. Southern legislators resisted California’s free‐state status, fearing it would upset the balance of power in the Senate and embolden abolitionist sentiment. Simultaneously, debates raged over the status of slavery in newly organized territories such as New Mexico and Utah where local populations were divided. Congress, primarily through the efforts of prominent figures including Henry Clay and Stephen Douglas, sought a legislative package to quell the escalating crisis by satisfying Northern and Southern interests.

The proposed compromise consisted of five interrelated measures designed to address the contentious issues at play.

California was admitted to the Union as a free state, a victory for Northern interests.

The federal government assumed $10 million in debts Texas had incurred during its years as an independent republic, while the new boundary limited Texas’s claim to lands westward.

The territories of New Mexico and Utah were organized with the principle of “popular sovereignty,” meaning that white male settlers in those territories would vote to determine whether slavery would be permitted.

The slave trade (but not slavery itself) was abolished in Washington, D.C., appeasing Northern critics of the capital’s overt connections to slavery.

A more stringent Fugitive Slave Act was enacted, requiring federal officials and citizens in free states to assist in the capture and return of alleged runaway slaves.

While passage of the Compromise of 1850 temporarily diffused conflict, its long‐term consequences deepened the nation’s divisions. The strengthened Fugitive Slave Act, in particular, outraged many Northerners who were forced to participate in the recapture of escaped slaves. This enforcement spurred increased activity by the Underground Railroad and galvanized abolitionist movements. Politically, the Whig Party, already fracturing, struggled to hold together and ultimately dissolved. A new political alignment around slavery emerged with the rise of the Republican Party in the 1850s. Additionally, the principle of popular sovereignty proved problematic, as ensuing conflicts in Kansas and Nebraska illustrated that local votes could not easily resolve deep‐rooted moral and economic disputes over slavery. Although Henry Clay and other architects intended the Compromise to be a “final settlement,” it merely postponed the inevitable clash, setting the stage for the Civil War a decade later.

KODIAK, Alaska—At Coast Guard Air Station Kodiak, the USCGC Stratton, a 418-foot national security cutter, was hemmed into port by a thin layer of ice that had formed overnight in the January cold. Named for the U.S. Coast Guard’s first female officer, Dorothy Stratton, the ship was not designed for ice; its home port is in Alameda, California. After serving missions in the Indo-Pacific, it was brought to Alaska because it was available.

Soon the sun would rise, and the ice would surely melt, the junior officers surmised from the weather decks. The commanding officer nevertheless approved the use of a local tugboat to weave in front of the cutter, breaking up the wafer-like shards of ice as the Stratton steamed away from shore and embarked toward the Bering Sea.

In the last decade, as melting ice created opportunities for fishing and extraction, the Arctic has transformed from a zone of cooperation to one of geopolitical upheaval, where Russia, China, India, and Turkey, among others, are expanding their footprints to match their global ambitions. But the United States is now playing catch-up in a region where it once held significant sway.

One of the Coast Guard’s unofficial mottos is “We do more with less.” True to form, the United States faces a serious shortage of icebreaker ships, which are critical for performing polar missions, leaving national security cutters and other vessels like the Stratton that are not ice-capable with an outsized role in the country’s scramble to compete in the high north. For the 16 days I spent aboard the Stratton this year, it was the sole Coast Guard ship operating in the Bering Sea, conducting fishery inspections aboard trawlers, training with search and rescue helicopter crews, and monitoring the Russian maritime border.

Although the Stratton’s crew was up to this task, their equipment was not. A brief tour aboard the cutter shed light on the Coast Guard’s operational limitations and resource constraints. Unless Washington significantly shifts its approach, the Stratton will remain a microcosm of the United States’ journey in the Arctic: a once dominant force that can no longer effectively assert its interests in a region undergoing rapid transformation.

During the Cold War, the United States invested in Alaska as a crucial fixture of the country’s future. Of these investments, one of the most significant was the construction of the Dalton Highway in 1974, which paved the way for the controversial Trans-Alaska Pipeline and the U.S. entry as a major player in the global oil trade. Recognizing Alaska’s potential as a linchpin of national defense, leaders also invested heavily in the region’s security. In 1957, the United States began operating a northern network of early warning defense systems called the Distant Early Warning Line, and in 1958, it founded what became known as the North American Aerospace Defense Command.

After the fall of the Soviet Union, such exigencies seemed excessive. The north once again became a domain for partnership among Arctic countries, a period that many call “Arctic exceptionalism”—or, as the Norwegians put it, “high north, low tension.”

But after the turn of the millennium, under President Vladimir Putin, Russia took a more assertive stance in the Arctic, modernizing Cold War-era military installations and increasing its testing of hypersonic munitions. In a telling display in 2007, Russian divers planted their national flag on the North Pole’s seabed. Russia wasn’t alone in its heightened interest, and soon even countries without Arctic territory wanted in on the action. China expanded its icebreaker fleet and sought to fund its Polar Silk Road infrastructure projects across Scandinavia and Greenland (though those efforts were blocked by Western intervention). Even India recently drafted its first Arctic strategy, while Turkey ratified a treaty giving its citizens commercial and recreational access to Svalbard, a Norwegian archipelago in the Arctic Ocean.

Over the past decade, the United States lagged behind, focusing instead on the challenges posed to its interests in the Middle East, the South China Sea, and Ukraine. Its Arctic early warning system became outdated. Infrastructure off the coast of Alaska that climatologists use to predict typhoons remained uninstalled, seen as a luxury that the state and federal governments could not afford. In 2020, an engine fire in the sole Coast Guard Arctic icebreaker nearly scuttled a plan to retrieve scientific instruments and data from vessels moored in the Arctic Ocean. Two years later, a Defense Department inspector general report revealed substantial issues with the structural integrity of runways and barracks of U.S. bases across the Arctic and sub-Arctic.

Until recently, U.S. policymakers had little interest in reinstating lost Arctic competence. Only in the last three years—once Washington noticed the advances being made by China and Russia—have lawmakers and military leaders begun to formulate a cohesive Arctic strategy, and it shows.

On patrol with the Stratton, the effects of this delay were apparent. The warm-weather crew struggled to adapt to the climate, having recently returned from warmer Indo-Pacific climates. The resilient group deiced its patrol boats and the helicopter pad tie-downs with a concoction conceived through trial and error. “Happy lights,” which are supposed to boost serotonin levels, were placed around the interior of the ship to help the crew overcome the shorter days. But the crew often turned the lights off; with only a few hours of natural daylight and few portholes on the ship through which to view it anyway, the lights did not do much.

The Coast Guard is the United States’ most neglected national defense asset. It is woefully under-resourced, especially in the Arctic and sub-Arctic, where systemic issues are hindering U.S. hopes of being a major power.

First and foremost is its limited icebreaker fleet. The United States has only two working icebreakers. Of these two, only one, the USCGC Healy, is primarily deployed to the Arctic; the other, the USCGC Polar Star, is deployed to Antarctica. By comparison, Russia, which has a significant Arctic Ocean shoreline, has more than 50 icebreakers, while China has two capable of Arctic missions and at least one more that will be completed by next year.

Coast Guard and defense officials have repeatedly testified before Congress that the service requires at least six polar icebreakers, three of which would be as ice-capable as the Healy, which has been in service for 27 years. The program has suffered nearly a decade of delays because of project mismanagement and a lack of funds. As one former diplomat told me, “A strategy without budget is hallucination.” The first boat under the Polar Security Cutter program was supposed to be delivered by this year. The new estimated arrival date, officials told me, will more likely be 2030.

“Once we have the detailed design, it will be several years—three plus—to begin, to get completion on that ship,” Adm. Linda Fagan, the commandant of the Coast Guard, told Congress last April. “I would give you a date if I had one.”

The Government Accountability Office (GAO) has long warned that the U.S. government and military, including the Coast Guard, have made serious miscalculations in their Arctic efforts. For one, the Coast Guard’s acquisition process for new boats is hampered by continual changes to design and a failure to contract competent shipbuilders. Moreover, the GAO found in a 2023 report that discontinuity among Arctic leadership in the State Department and a failure by the Coast Guard to improve its capability gaps “hinder implementation of U.S. Arctic priorities outlined in the 2022 strategy.”

Far more than national security is at stake. The Arctic is a zone of great economic importance for the United States. The Bering Sea alone provides the United States with 60 percent of its fisheries, not to mention substantial oil and natural gas revenue. An Arctic presence is also important for achieving U.S. climate goals. Helping to reduce or eliminate emissions of carbon dioxide, methane, and black carbon in the Arctic protects carbon-storing habitats such as the tundra, forests, and coastal marshes.

Capt. Brian Krautler, the Stratton’s commanding officer, knows these problems well. Having previously served on Arctic vessels, he was perhaps the ideal officer to lead the Stratton on this unfamiliar mission. After a boarding team was recalled due to heavy seas and an overiced vessel, Krautler lamented the constraints under which he was working. “We are an Arctic nation that doesn’t know how to be an Arctic nation,” he said.

The Stratton reached its first port call in Unalaska, a sleepy fishing town home to the port of Dutch Harbor. Signs around Unalaska declare, “Welcome to the #1 Commercial Fishing Port in the United States.” The port is largely forgotten by Washington and federal entities in the region, but there is evidence all around of its onetime importance to U.S. national security: Concrete pillboxes from World War II line the roads, and trenches mark the hillocks around the harbor.

As Washington pivoted away from the Arctic, Alaska and its Native communities have become more marginalized. Vincent Tutiakoff, the mayor of Unalaska, is particularly frustrated by the shift. Even though Washington made promises to grant greater access to federal resources to support Indigenous communities, it has evaded responsibility for environmental cleanup initiatives and failed to adequately address climate change.

Federal and state governments have virtually abandoned all development opportunities in Unalaska, and initiatives from fish processing plants to a geothermal energy project have been hindered by the U.S. Energy Department’s sluggish response to its Arctic Energy Office’s open call for funding opportunities. “I don’t know what they’re doing,” Tutiakoff said of state and federal agencies.

Making matters worse, the U.S. Army Corps of Engineers is moving ahead to make the northern Alaska city of Nome the site of the nation’s next deep-water port rather than build infrastructure near Unalaska, the gateway to the American Arctic and the port of call for the few patrol ships tasked with its security. It seems that the decision was based on the accessibility needs of cruise ships; Unalaska is not necessarily a vacation destination.

By failing to invest in places like Unalaska, the United States is hobbling its own chances for growth. The region could be home to major advances in the green energy transition or cloud computing storage, but without investment this potential will be lost.

In the last year, the United States has tried to claw back some of what it has lost to atrophy. It has inched closer to confirming the appointment of Mike Sfraga as the first U.S. ambassador-at-large to the Arctic. In March, the U.S. Marine Corps and Navy participated in NATO exercises in the Arctic region of Finland, Norway, and Sweden. The U.S. Defense Department hosted an Arctic dialogue in January ahead of the anticipated release of a revised Arctic strategy, and the State Department signed a flurry of defense cooperation agreements with Nordic allies late last year.

Nevertheless, it has a long way to go. Tethered to the docks at Dutch Harbor, the weather-worn Stratton reflected the gap between the United States’ Arctic capabilities and its ambitions. Its paint was chipped by wind and waves, and a generator needed a replacement part from California. Much of the crew had never been to Alaska before. On the day the ship pulled into port, the crew milled about, gawking at a bald eagle that alighted on the bow and taking advantage of their few days in port before setting out again into hazardous conditions.

“I know we’re supposed to do more with less,” a steward aboard the Stratton told me, “but it’s hard.”

France charges woman for "crimes against humanity"

A French court has charged the ex-wife of a top Islamic State (ISIS) leader with genocide and crimes against humanity for allegedly exploiting a teenage Yazidi girl in Syria, French media reported on Saturday.

Sonia M., 34, is an ex-wife of top ISIS official Abdelnasser Benyoucef. She was charged on March 14 by a Paris judge for “genocide” and “crimes against humanity,” Le Parisien said.

The Yazidi woman was 16 when she was enslaved by Benyoucef. She accused Sonia M. of rape and said she had knowledge that her husband was raping her. On her time in Syria, the Yazidi woman also said she was not allowed to eat, drink, or shower without informing Sonia M.

ISIS swept through vast swathes of Syria and Iraq in 2014 and declared a so-called “caliphate” in a brazen offensive that saw the group take control of around a third of Syria’s territory as well as several Iraqi cities, including the northern city of Mosul.

ISIS was declared territorially defeated in 2017 and 2019. During the jihadists’ brutal reign, they committed heinous atrocities, such as genocide, sexual slavery, and massacres against Yazidis, Christians and Shiite Muslims.

More than 6,000 Yazidis were abducted when ISIS overran the community’s heartland of Shingal (Sinjar) in 2014. Around 2,700 remain missing. Earlier in April, Germany detained an Iraqi couple suspected of being members of ISIS.

During a special session held on 17 April 2024, the National Assembly of Armenia unanimously voted on a draft resolution to designate August 3rd every year as a day to commemorate and honour the victims of the Yazidi genocide.

I am finding myself really drawn to matariki, my knowledge around it is limited so I think I will find enjoyment out of educating myself further. I guess i will decide which aspect of it that I am drawn to the most, so far I like the idea of decolonising the time, we live in a world based off of the gregorian northern hemisphere calendar, that makes no sense to the environment we live in.

I like this idea with matariki and time, how it calls upon those to spend time together with family, how afterwards it is encoraging us to take time off, but while researching I am finding things that I know I can relate to other things e.g this quote from dr. rangi matamua “I understand that there are tribal variations and differences, and that's awesome. It's meant to be different because we're different. I really support the coming through of traditional regional variations. My version has nine stars, because I can only go off what my ancestor says. If you have seven, have seven, if you have Puanga, have Puanga. And for Pākeha, accepting that has been a lot better, but Māori, we can get pretty territorial about stuff, like 'that's not what we believe'. That's the bit that makes me hōhā because that's not the point. The point is we celebrate it.” - which could be related to idea's in the Oxford History of Science soooo i guess i need to pick what aspect.

I could also go with how reading the stars gives us wisdom and tells us about the year ahead - wishing to different stars can mean different things, what all the different stars mean in my understanding etc.

now I still do not know what it means exactly by ideas i am discussing in my definition because I have no idea if it does want me to have my own definition for matariki. but I have found a couple of works that respond to ideas of/around matariki. Alot of the pieces of art/design I have found personify the stars in some way rather than potentially relating to my definition, but I guess as I delve further I can expand my definition and this may become a part of it.

this coat of arms was requested by King Tawhiao in the late 19th century. it includes sevens stars of matariki and is also known as Te Paki O Matariki (the fine weather of matariki). This expression refers on one level to the the king's senior men whose support sustained the king movement.

they were designed by Tamaora Walker and Akapita Scally, these absolutely beautiful taonga were made for the 2022 maori new year. Tamaora and Akapita drew on the concept of Kaitiaki. Known as a guardian kaitiaki are responsible for protecting something very special - similarly to the stars who stand for something and represents things such as food that comes from the sky or the earth or salt water or freshwater. Tamaora and Akapita took these concepts and ideas and created the stars as guardians of their element. they look beautiful and are finely crafted pieces of art.

i can't figure out how to rotate this image its just a poster that got put in my mailbox. but this poster promotes puanga - the celebration of matariki. Puanga is a single star that appears in the evening sky shortly before matariki rises each year. Puanga rises higher in the sky than matariki so it's recognized over matariki by some iwi and hapu who cannot view matariki. This was designed by David Hakaraia and is referencing the view of Puanga and matariki from the ahumairangi hill. He says of the work that the sky represents a kereru, fat from eating miro berries preceding the rising of Puanga.

Drought ravages California’s reservoirs ahead of hot summer (AP) Each year Lake Oroville helps water a quarter of the nation’s crops, sustain endangered salmon beneath its massive earthen dam and anchor the tourism economy of a Northern California county that must rebuild seemingly every year after unrelenting wildfires. But now the mighty lake—a linchpin in a system of aqueducts and reservoirs in the arid U.S. West that makes California possible—is shrinking with surprising speed amid a severe drought, with state officials predicting it will reach a record low later this summer. While droughts are common in California, this year’s is much hotter and drier than others, evaporating water more quickly from the reservoirs and the sparse Sierra Nevada snowpack that feeds them. The state’s more than 1,500 reservoirs are 50% lower than they should be this time of year, according to Jay Lund, co-director of the Center for Watershed Sciences at the University of California-Davis. Miami Faces the Hard Choices of Climate Change (NYT) Three years ago, not long after Hurricane Irma left parts of Miami underwater, the federal government embarked on a study to find a way to protect the vulnerable South Florida coast from deadly and destructive storm surge. Already, no one likes the answer. Build a wall, the U.S. Army Corps of Engineers proposed in its first draft of the study, now under review. Six miles of it, in fact, mostly inland, running parallel to the coast through neighborhoods—except for a one-mile stretch right on Biscayne Bay, past the gleaming sky-rises of Brickell, the city’s financial district. The dramatic $6 billion proposal remains tentative and at least five years off. But the startling suggestion of a massive sea wall up to 20 feet high cutting across beautiful Biscayne Bay was enough to jolt some Miamians to attention: The hard choices that will be necessary to deal with the city’s many environmental challenges are here, and few people want to face them. The trouble is that the magnitude of the interconnected obstacles the region faces can feel overwhelming, and none of the possible solutions are cheap, easy or pretty.

These days, Figueroa rarely travels without his security team. As a candidate for mayor of this Spanish colonial city—once popular with American tourists, now lashed by drug violence—the 53-year-old businessman has already taken a bullet in the chest. Mexico is in the final days of one of its most violent electoral campaigns in modern times. Eighty-nine politicians have been killed since September, according to the security consulting firm Etellekt. Scores more have been wounded or threatened. The campaign has become a stark illustration of crime organizations’ quest to expand their control of Mexico’s territory. US troops storm sunflower oil factory in Bulgaria (Foreign Policy) The owner of a sunflower oil factory in Bulgaria has taken legal action after U.S. soldiers accidentally stormed his business during a NATO training exercise. The mix-up occurred while soldiers were simulating the clearing of an airfield in southern Bulgaria, and continued on to Marin Dimitrov’s factory, where workers watched on as gun-wielding soldiers stalked through the premises. The incident has led to a rebuke from the highest levels with Bulgarian President Rumen Radev calling it “absolutely unacceptable.” “We always learn from these exercises and are fully investigating the cause of this mistake,” the U.S. embassy in Sofia said in a statement.

Beijing Introduces Three-Child Policy (Foreign Policy) On Monday, China announced that married couples would be allowed to have up to three children, raising the official two-child limit in a widely anticipated move. Despite government hopes, the introduction of the two-child policy in 2016 failed to produce a baby boom. It’s unlikely the latest policy change will affect China’s fertility rate, either. The public has responded with mocking contempt toward the idea that government restraints have held parents back from having more children, rather than the exorbitant costs of child rearing in China—from migrant families forced to pay fees for local public schools to upper-class parents who fear their children will fall behind without flute or calligraphy lessons. So why keep a limit on the number of children a couple can have at all? One reason is to provide cover for the ongoing forced sterilization of the Uyghur minority in Xinjiang, whose birthrate fell by nearly 50 percent between 2017 and 2020. Another is that China now has an enormous family planning bureaucracy that supports many jobs. Party leaders may also be concerned that the rich flaunting large families—such as late Macao casino tycoon Stanley Ho, known for his four wives and 17 children—would spark resentment.

Lebanese leaders exchange barbs as country sinks into crisis (AP) Lebanon’s president and prime minister-designate traded barbs Wednesday, accusing one another of obstruction, negligence and insolence in a war or words that has for months obstructed the formation of a new government as the country sinks deeper into economic and financial crisis. The power struggle between the premier-designate, Saad Hariri, on one side and President Michel Aoun and his son-in-law Gebran Bassil on the other, has worsened despite warnings from world leaders and economic experts of the dire economic conditions tiny Lebanon is facing. The World Bank on Tuesday said Lebanon’s crisis is one of the worst the world has seen in the past 150 years. In a late night burst of anger, protesters blocked main roads in Beirut and north of the capital. A young activist told a local TV station the protest was against the constant humiliation of Lebanese who line up to fill their cars with fuel, increasing power cuts, search for medicine and deal with confused banking decisions that are robbing thousands of their savings. The Lebanese pound, pegged to the dollar for 30 years at 1,507, has been in a free fall since late 2019. It is now trading at nearly 13,000 to the dollar at the black market.

Netanyahu opponents reach coalition deal to oust Israeli PM (AP) Prime Minister Benjamin Netanyahu’s opponents announced Wednesday that they have reached a deal to form a new governing coalition, paving the way for the ouster of the longtime Israeli leader. The dramatic announcement by opposition leader Yair Lapid and his main coalition partner, Naftali Bennett, came shortly before a midnight deadline and prevented what could have been Israel’s fifth consecutive election in just over two years. The agreement still needs to be approved by the Knesset, or parliament, in a vote that is expected to take place early next week. If it goes through, Lapid and a diverse array of partners that span the Israeli political spectrum will end Netanyahu’s record-setting but divisive 12-year rule. Netanyahu, desperate to remain in office while he fights corruption charges, is expected to do everything possible in the coming days to prevent the new coalition from taking power. If he fails, he will be pushed into the opposition. (Foreign Policy) While a new government is not yet set in stone, normal business carries on: Benny Gantz arrives in Washington today to request $1 billion in emergency military aid in order to replenish Israel’s Iron Dome defenses and help restock its bomb supply following the bombardment of Gaza. “I would imagine that the administration would say yes to this request and it will sail through Congress,” Senator Lindsey Graham said on Tuesday.

In Syria camp, forgotten children are molded by IS ideology (AP) At the sprawling al-Hol camp in northeast Syria, children pass their days roaming the dirt roads, playing with mock swords and black banners in imitation of Islamic State group militants. Few can read or write. For some, the only education is from mothers giving them IS propaganda. It has been more than two years since the Islamic State group’s self-declared “caliphate” was brought down. And it has been more than two years that some 27,000 children have been left to languish in al-Hol camp, which houses families of IS members. Most of them not yet teenagers, they are spending their childhood in a limbo of miserable conditions with no schools, no place to play or develop, and seemingly no international interest in resolving their situation. Only one institution is left to mold them: remnants of the Islamic State group. Kurdish authorities and aid groups fear the camp will create a new generation of militants. They are pleading with home countries to take the women and children back. The problem is that home governments often see the children as posing a danger rather than as needing rescue.

‘Come On In, Boys’: A Wave of the Hand Sets Off Spain-Morocco Migrant Fight (NYT) Daouda Faye, a 25-year-old migrant from Senegal, was elated when he heard that Moroccan border guards had suddenly started waving in undocumented migrants across the border to Ceuta, a fenced-off Spanish enclave on the North African coast. “‘Come on in, boys,’” the guards told him and others as they reached the border on May 17, Mr. Faye said. Normally, Morocco tightly controls the fenced borders around Ceuta, a six-mile-long peninsula on Morocco’s northern coast that Spain has governed since the 1600s. But now its military was allowing migrants into this toehold of Europe. Over the next two days, as many as 12,000 people flowed over the border to Ceuta in hopes of reaching mainland Spain, engulfing the city of 80,000. The crisis has laid bare the unique pressure point Morocco has over Spain on migration. Spanish government officials and other experts say Morocco increasingly sees the migrants as a kind of currency and is leveraging its control over them to extract financial and political prizes from Spain. Hours after the migrants began pouring into Ceuta, Spain approved 30 million euros, about $37 million, in aid to Morocco for border policing.

A Military Drone With A Mind Of Its Own Was Used In Combat, U.N. Says (NPR) Military-grade autonomous drones can fly themselves to a specific location, pick their own targets and kill without the assistance of a remote human operator. Such weapons are known to be in development, but until recently there were no reported cases of autonomous drones killing fighters on the battlefield. Now, a United Nations report about a March 2020 skirmish in the military conflict in Libya says such a drone, known as a lethal autonomous weapons system—or LAWS—has made its wartime debut. But the report does not say explicitly that the LAWS killed anyone. The assault came during fighting between the U.N.-recognized Government of National Accord and forces aligned with Gen. Khalifa Haftar, according to the report by the U.N. Panel of Experts on Libya. “Logistics convoys and retreating [Haftar-affiliated forces] were subsequently hunted down and remotely engaged by the unmanned combat aerial vehicles or the lethal autonomous weapons systems such as the STM Kargu-2 ... and other loitering munitions,” the panel wrote. The Kargu-2 is an attack drone made by the Turkish company STM that can be operated both autonomously and manually and that purports to use “machine learning” and “real-time image processing” against its targets.

Washington’s “Northern Fantasies” Previously, the North Pole together with the Arctic Ocean were mostly occupying the attention, aside from a bunch of scientists, of those who enjoyed Andersen’s fairy tale The Snow Queen. However, today those locations, in spite of their relative obscurity, captured the imagination of the White House dwellers, who declared to the world that this vast expanse of land, still partially covered with ice, belongs to the United States and nobody else! The recent spike in Washington’s interest towards this region of the world can be attributed to the fact that scientists seem to be convinced that in 25 years the ocean around the North Pole will be completely ice-free in summer months. This may open up possibilities for resource development and navigation along three routes linking Asia and Europe. One of them is the so-called Northern Sea Route that transits mostly Russian territorial and internal waters and offshore Norway through the Barents Sea; while another is the Northwest Passage, which transits the Canadian Arctic Archipelago along the coast of Alaska. However, it’s safe to say that the Northern Sea Route is mostly ice-free already throughout the three summer months, so it’s remain open for navigation during the season. In spite of the fact that it runs along a partially populated coastline, China has already started using this route for commercial purposes, with billions of dollars being invested in the navigation structures required to increase the traffic. There’s also a rapid development of search and rescue infrastructure, while the keels of an entire fleet of icebreakers designed for the route have already been laid. And it’s hardly surprising, since it shaves 20 days off the time it takes to ship a cargo along the traditional Asian-European route passing through the Suez Canal or through the Panama Canal. It’s no wonder that the Pentagon and the State Department are all about the North Pole these days. Last May, US Secretary of State Mike Pompeo presented to the general public his Northern Doctrine in a speech to an assembly of the Arctic Council, attended by countries with Arctic borders— Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States. For sure, he would claim that Russia and China were militarizing the region, while slapping Canada that claims sovereignty over the Northwest Passage with remarks about the illegitimacy of such claims. Some American media sources are convinced that the underlying agenda of the meeting was to discourage Canada or China or anyone else from joining forces to develop the Northwest Passage. Additionally, Pompeo accused Beijing of “planning to build infrastructure from Canada, to the Northwest Territories, to Siberia.” Even though China has no Arctic borders, it remains interested in developing the region due to the possible commercial gains it can obtain from this approach. So far, China has invested some 90 billion dollars in the Arctic. It has been building icebreakers and special cargo ships for the Russian route. It has a stake in Russia’s Yamal liquefied natural gas plant, on top of investing in four mines in Greenland and one in Canada. Back in 2014, it became an observer on the Arctic Council, demonstrating its northern ambitions by describing itself as a “near-Arctic state.” However, the above-mentioned Pompeo dismissed this characterization by claiming: “There are only Arctic states and non-Arctic states. No third category exists—and claiming otherwise entitles China to exactly nothing.” However, it is necessary to point out that there’s considerable differences among the Arctic routes, in spite of the fact that they look very similar on paper. The Russian Northern Sea Route is a more convenient one, and much better developed in comparison with the Northwest corridor, which means that some day it may be transformed into a major shipping route. That is why Washington is keen to ensure there’s “special American supervision” over its traffic. Indeed, according to US Secretary of the Navy, Richard V. Spencer, the primary goal of the US Navy in the coming years is to build up its forces in the Arctic. How else could one explain the fact that in American official policy papers the sovereign rights of Russia and Canada are now described as “claims”? In this light, Donald Trump’s recent intention to buy Greenland doesn’t look as an eccentric idea of an eccentric businessman anymore. This intention was widely covered by both the American media along with the majority of international media sources a couple of months ago. In fact, there’s nothing laughable about Trump’s desire to acquire those “useful lands,” as this announcement was a testament of Washington’s intention to get a deadly grip on all of the northern territories, as the United States is convinced that it is entitled to putting at least one more star on its flag. During the course of an international meeting with the representatives of the Arctic Council, Russia’s President Vladimir Putin said in his statement that the common approach to the Arctic should be based on the principles of universal and indivisible security, as development of these territories is essential both for the global economy and for the global environment. At the beginning of October, representatives of a total of 15 states attended this event in St. Petersburg, including all countries participating in the Arctic Council: Denmark, Iceland, Canada, Norway, US, Finland, and Sweden. There’s no studying the Arctic without conducting a proper topographic survey, which means that one should bring a lot of scientists and equipment to this harsh region of the world. Just like with Antarctica, both airplane and satellite footage are useless for these purposes. However, as of today Russia is the only country that possesses a sizable fleet of ice breakers that consists of 38 ships, seven of which are powered by nuclear power plants. Sweden, Finland, Denmark, Canada and America no more than a handful of icebreakers, while China, Germany and South Korea have but one icebreaker each. However, all of those have grown obsolete, as Russia is the only state to possess nuclear-powered icebreakers. Therefore, against the background of Washington’s wild fantasies about its primacy over the Northern Sea Routes, the Russian government has recently developed a code of rules for foreign warships navigating the Northern Sea Route, obliging non-Russian vessels to notify Moscow at least 45 days in advance. Moreover, Russia can deny them right of passage, if it chooses to do so. It is expected that foreign states will be providing the name of the vessel, as well as its main parameters, such as displacement, draft and propulsion capacity. The name of the ship’s captain should also be indicated. All ships admitted to sailing along this route must take aboard a Russian marine pilot. In the event of an emergency or ice complication, foreign warships must inform the nearest Russian port or military base. By introducing these rules, Russia insists that the path along the Northern Sea Route passes “within its territorial waters,” as the United States introduced similar restrictions back in the 1920s.

What Only You Can Provide (5&6 pt.1)

This one got a little long and sorta blended the lines between prompts 5&6 so I’ll be posting it in two parts. First is in Adora’s perspective. Prompts: Habits | Fate Content Warning: Reference to Major Injury

           Adora wakes to the sound of the wind against their door and Catra sleeping on her arm. Far from the worst way to wake up, and for all that has changed in recent months she is glad that this has remained the same. As her eyes adjust she can make out only the fuzzy outline of Catra, the slope of her ears and the soft tangle of her hair. She traces the gentle curve of her jaw with her eyes and the freckles on her cheekbones. A gentle smile finds her lips as she follows Catra’s hair around the frame of her face to the errant strands running dark rivers between her closed eyelids. She stares, longer than she needs to, longer she should. She’s found herself doing this a lot, ever since Catra found her with her drawings. She still etches her face some mornings, and though Catra has told her she wouldn’t really mind if Adora wanted to sketch her when she was awake, she hasn’t worked up the nerve. There’s an admission in the act that Adora can’t name but is attached to such an overwhelming fear that the very thought brings to life a chill up her spine. It’s infuriating. Partially because each time she shies away from it, or anything else that could bring forth that feeling. And because she, despite that fear, there is such a deep longing within her that she feels so helpless to ignore. But without a name, she cannot be sure of how to answer it.

Removing her arm from underneath Catra is an agonizing process, both in the difficulty not to wake her and the urge not to disturb something so beautiful as her sleeping face. Her hand is numb once it is free and she can feel the pinpricks of the noise as the blood flows back. From the bed she hears a rolling chirp and Catra’s head lifts from the bed, eyes closed. With her other hands Adora smooths back her hair before scratching at her scalp.

“I’m headed out. Go back to sleep, Catra.” A loud purr is her only response, and Catra arches herself against Adora’s hand for a moment before returning to the bed.

Since the completion of the cabin, her daily routine has changed dramatically. Without a larger project to focus on she threw herself into different tasks, training herself in multiple fields. She covered strength and endurance training in her trips to retrieve firewood, which were just as long of a journey in the snow as they were before. If anything, the retrieval of firewood was more problematic since the first snow fall and nearly all of the trees they’ve taken have come from the northern side. Catra and her became more frequent visitors to the villages surrounding the Whispering Woods in the last few months as a result. And with turn of the year behind them and the promise of three more full months of winter it they are due for a few more trips.

Her martial training has turned to a balance between practicing and inventing moves with the various weapons she can transform the sword into. She pours herself into the staff the most, summoning one with two points that she can wield in the same manner as the batons they used for practice back at the Horde. Catra helps, where she can, and no mater how much stronger Adora gets she cannot hope to master the speed and agility of Catra. Adora has a much harder time practicing with the sword in its natural state. The blade is long and heavy, and though with her strength she can easily wield it in one hand she cannot decide if it feels more comfortable in either style. The Horde had no use for swords, and it is an unknown territory that brings frequent frustration.

She delights most, however, in the practice of drawing. After a life lived in martial practice she is terribly want for a creative outlet. It is relaxing in many ways, and is an easier fulfillment to judge than sword play or her physical strength. The improvement is tangible and though she has to resist the urge to critique herself on her craft she finds a thorough enjoyment in the task. As she turns to drawing more and more in her spare time her subjects grow from Catra’s sleeping form to the area around them. She draws the cabin from several angles and tries to capture the feeling of living within it. The simplicity of their living is difficult to portray in a way that satisfies her, and her attempts ultimately center around the implements she finds them using the most. She has a dozen drawings of their utensils, their bows, and the two chairs they keep by the fire place.

Adora puts on her winter gear at slow pace, taking care not to disturb Catra any further than necessary. In the half of a year since they left the Horde her old uniform and jacket are no longer suitable for her to wear. Her musculature is changed, her shoulders broader for the extra muscle and her arms thicker. Thus, the tight uniform shirt and jacket both are unwearable, seams worn down to bits by her growth spurt, never mind the blood that stained them both when she was gored by a boar’s tusk in their first month. She now wears a combination of clothing they have found in ruined villages and that which they made themselves. The simple, but thick trousers fit her nicely and their dark color matches well with the plaid and flannel designs of the shirts they found. She’s taken to wearing a coat made a mixture of deerskin and the fleece they got from a few trapped sheep deep in the woods. The fit is loose, intentionally so given her recent growth, and the ends of the hem reach down to her mid-thigh and are cut of by a cord tied around her waist. An elegant fashions statement, it is not, but it is warm all the same.

She secures the sword to her pack with a few loops around the cross guard. Though malleable in its other forms, the sword stubbornly refuses alterations to its natural state, which has only made transporting it more troublesome. The blade is sharp enough to cut with the barest touch and no stone, metal, or otherwise has been able to so much as scratch or dull the blade. Their attempts to make a sheath for it have been unwieldly at their best, and a terrible danger to Adora’s fingers at their worst. Adora would rather carry it in any other form, but, for now, she needs the sword.

She opens the heavy curtain they hung around the door frame and steps inside before opening the door to prevent the cold draft from entering the cabin. As it continued to get colder the need to properly seal the cabin from the elements became more and more pressing. Though the wood had been tightly slotted together, the aging and settling of the wood introduced gabs that had to be stopped up, and their door had to be replaced twice as the frame changed shape and it no longer sealed the frame. The curtain had been the latest of their additions, preventing all of the heat in their home from escaping each time they opened the door. A welcome and useful addition, borne of a friendship they made only recently.

Completing the rest of her gear with a knitted cap and thick boots, she opens the door and braces herself. The blast of air cuts a deep chill into her, and she quickly exits and seals the door behind her. The woods around their home is quiet today, besides the wind. Not many creatures could be found stirring so deep in the Whispering Woods these days, and it meant keeping their food stores secure all the more important. Every hunt counted, and every bit that they could save was another day they could stay in the safety of their home.

Today she walks the nearly two-mile journey to Madame Razz’s hut. Finding the old woman was chance; Adora was stalking a deer she’d wounded and followed it for more than a mile out of her way into the eastern woods, an are Catra and Adora have long tried to avoid for its proximity to the Horde. Never mind the visions the woods send her of monsters, great beasts with large bodies that glow blue under their grey carapaces, and of a tall figure standing ominously before massive spikes of crystal. Though she asks after the name of these creatures and the figure she is shown, the woods refuse to answer. They are in the habit of doing so whenever Adora asks questions like those. Whether or not they know the real answer, she can’t be certain. But there is an unmistakable tension that follows the asking that she can feel echo throughout all of the woods.

None of that followed Madame Razz. The woods tell Adora little of the old woman, though it is not a willful denial so much as a lack of knowledge. The trees here are old, yes, but they know the woman to be much, much older and stranger than them. Still, the Whispering Woods asks her to take care of old Madame Razz, as more of a favor to the woods than any tangible reward. While Adora is willing to humor the woods, Catra proves hesitant, at least until Madame Razz begins to teach them useful little things. Their winter clothes, sealant for their cabin’s walls, even the curtain that blocks the breeze. All of these they learn make from Madame Razz and Adora notices a growing respect in the way Catra regards the old woman.

And one day, on her way over to Madame Razz, she is delighted—and a bit disturbed—to hear from the woods that some kind soul had gathered up a couple of squirrels and left them wrapped and beheaded on the old woman’s window sill. It was hard to tell if Madame Razz was thankful or not, though Adora swore she could see a gleam of pride in Catra’s eye when she next saw her.

Before too long she arrives. The old woman’s hut is a strange, squat thing nestled under the roots of a large tree. The walls and top of it are made from thin, porous mushrooms with flat tops just below Adora’s head. The roof is a single purple mushroom top put askance atop the walls and the roots of the large tree behind dig into it from below like ivy. There is only one door, or rather, curtain that leads into the hut and another curtain is hung inside the window frame to its left, swinging freely in the breeze. It must be magic that keeps this place warm, or so Adora reasons. The air on the inside of the hut flows freely outward yet the hut is never, ever too cold on the inside. And when she focuses, closes her eyes and quiets herself she can feel the hum concentrating in a heavy vibrato around the hut and the old woman, singing in concert with the woods itself.

When she arrives, Madame Razz is up and about inside, curtain pulled back while she gathers her basket and broom. With the hood of her large purple robe pulled over her hair paired with her large bifocals she looks like a large purple beetle scurrying about with quick, hurried motions. As Adora nears the hut she calls out, moving her pack so that the sword is visible. Madame Razz’s face lights up immediately from under the hood, and she waves back eagerly.

“Oh hello, Mara! You’re just in time!” She is always just in time. Just in time for tea, just in time to help Madame Razz pick up her cauldron, just in time to drive away the illusive family of skunks that settled in the roots of Madame Razz’s tree. She is also always Mara, a name that means nothing to her, and another subject that the Whispering Woods refuse to comment on.

“Just in time for what, Madame Razz?” She asks, stepping in to the warm, dry hut.

The old woman smiles, shoving a bouquet of soft white flowers into Adora’s arms, “Just in time to help me take these flowers to my friends! They’ve been waiting all year for these to bloom, Mara, you should know this.”

She examines one flower from the bouquet, noting the way the bulb droops down towards the ground. “And why are your friends waiting for these, exactly?”

Madame Razz scoffs, drawing her broom to her chest while she shovels more bouquets into her basket, “Mara, don’t tell me you’ve forgotten? They’re more your friends than mine.”

“I’m afraid I have,” she says. The insistence of Madame Razz of her knowing things she does not know has lost its novelty over the last two months, and she’s long since learned its more productive to play along than try and correct the old woman. “A bad habit. Could you remind me?”

Madame Razz thrusts the basket into her arms, eyes wide and grinning, “They’re singers! Good singers, with songs and choruses that could charm the world over. And oh,” she gasps, “when they sang. You could see the stars, oh they are so beautiful. You should bring your girlfriend!”

Adora squints, “Girlfriend?”

“Yes, the one who purrs,” Madame Razz squints back at her, “don’t tell me you forgot about her, too?”

“No!” she waves her hand, “I didn’t forget Catra, no way, I just—well….”

Madame Razz stares.

“…I just. Don’t know what a ‘girlfriend’ is…” Adora flushes, one hand at the back of her neck.

Madame Razz shakes her head, “Oh, Mara, you can’t be this forgetful. At least not until you’re my age!” She grabs her broom and the basket full of bouquets and makes for the door.

“Well, I won’t forget if you tell me!” Adora says, and closes the curtain behind her as she steps out of the hut, “I promise I’ll do my best to remember this time.” She wonders if Mara—if she even existed—had ever made the same promise to Madame Razz.

“That’s what you said about our berry picking! And you never came!” the old woman chides her and the pace she sets into the woods is quick, such that Adora rushes to catch up to her.

“And I apologized!” She had. In their first meeting Madame Razz was irate, and slapped her with her broom for leaving her alone. And sure, she never actually made those plans, but that hadn’t stopped Madame Razz from giving her a stern talking to.

Madame Razz hums in response, “Perhaps you should ask the one who purrs.”

“I’m sure she knows but if you could just tell me anyways?”

The old woman ignores her in favor of inspecting the exposed root of a tree with the end of her broom, brushing away the snow. “Do you remember the way, broom?” she whispers to it, and holds her ear close for a moment.

“Madame Razz? Did you—” she is cut off by a wrinkly hand poking out from beneath her robe.

“Quiet now, Mara. I have to think.” The old woman leans close to her broom, and scans the horizon for a moment. Through the bifocals Adora can see the strain of her eyes against the large lenses as she stares out into the distance, intent upon surveying the landscape. She comes to rest facing the south east, and startles when the root she was inspecting suddenly wraps itself around her broom.

“Let go of broom!” she says, smacking the root. Adora’s hand goes to her sword, but she does not draw it. Between the woods and the old woman, she is unsure of what to do. Never, in all of winter, has she seen the woods act like this towards the old woman. She takes her hand off the sword and puts in on the trunk of a tree, drawing deep. The woods respond with fear, fear for her, for Madame Razz, and the path she was to walk. She tries to soothe their fear, assuring them of her training, of her strength and ability. The woods calm, in time, and the root releases the broom. Madame Razz smacks it once again, grousing.

“And don’t you do that to broom again!” she says, straightening her hood and hugging the broom to her chest.

“What was that about?” Adora asks. Madame Razz sets off again at a brisk pace, shoulders hunched.

“Oh, that’s just the way of the woods. They’ve always been afraid of this place.”

“Which place?” she says, “I’m confused. And you never told me what a girlfriend was.”

Madame Razz smiles, wide and toothy, “Yes, yes, that can wait till later. We’re almost there!”

They walk and the woods become denser and denser around them. Even with leaves stripped their trunks retain their thick and knotted frames and Adora can feel the tension rolling off of them. The difference between these trees and those around their cabin is palpable through the whispers, spoken at once and far too low to hear individually as they become a thin layer of white noise. She walks, mindful of their roots in the snow, and tries to ease the tension that begins to mount within her. A strand of something, nearly imperceptible at first begins to take root in her chest and spreads thickly. It tugs, light at first but getting stronger with each beat of her heart as if it is a pulsing, living thing. Which each step they take, they get closer and closer and she feels the strand pulling her towards something. She holds her hand over it, her fingers shake. It isn’t painful, no more than an uncomfortable tingling that boarders just on the edge. Like static, it fizzles invisibly, sparking against her fingers and then the trees and then Madame Razz but the old woman doesn’t react to its presence.  She only smiles wider and her eyes begin to show just a hint of something at their edges as they draw closer.

When they step out of the trees into the clearing the first thing she sees is the single, massive spire of crystal in the very center of clearing. It towers, not so tall that it could be seen from afar and none of highest branches in the woods touch it. A perfect circle of trees surrounds the spire, the edges reaching the smaller spires around her height that stand just before it. All are covered in a thick layer of dead things, moss and vines that snuck their ways into the grooves and cracks in the crystal faces of the spires. The roots of the nearest trees are turned away from the base of each spire, as if repelled by the presence of the crystal. A moment’s pause and she can see the way the roots are all subtly roiling and writhing at the very edge of the spires.

With not a moment of hesitation Madame Razz enters the clearing and sets her basket down by the closest spire. Adora approaches, the sword drawn in one hand and lays the other basket down by the old woman. She turns, examining all of the spires and their storied faces. On each, she can make out only the beginnings of letters, short phrases here and there. They speak of many things and from the fragments she can only piece together that they all seem to form a story, unique to each pillar, but all working together to tell one complete story.

“What is this place?” she asks aloud.

“It’s yours, Mara!” The old woman says, placing the bouquets on strings and winding them around the spire, “This place was always special to you. You showed it to me before your left, when we made the plans to pick berries!” she cackles, tying off the string in her hands, “but we’ll have to wait until next summer for that.”

“I brought you here?” Ludicrous, yet here she was. And this place felt so, so familiar in ways there were no words that felt adequate to describe. Like a dream forgotten upon waking, and only the sensation remains.

“Of course, no one else would have known how to find it.”

“What do you mean, no one else could find this place?” Madame Razz finishes at the first spire and goes to the next, taking a cord from within her robe and twisting it over and over until its length more than doubled.

“A place like this can hide itself, cleverly, and if you don’t know where to look ,you’ll be walking circles for days. You should know this, Mara. You haven’t hit your head, have you?”

“Not for a while…” Adora mumbles as she takes a step towards the central spire. The script along the sides of the spire by far is the most complex, and the most broken. In columns across each face she can see paragraphs of lines. Written in circular prose are stories whose hearts have been eaten by the passing seasons. She touches the spire, feels the grooves of each word. Most lead up, strictly defined in their column. And others lead at an angle, off set towards the center of the spire before her towards a door made of crystal. It is sealed shut, with a single word etched upon its face.

“Eternia.” She speaks without thought and light fills the word on the crystal. The light travels up, through the words and around the curve of the door and slowly it pulls apart and disappears into the wall. Beyond there is a hallway made of polished crystal in light magenta hues, lit only by the daylight coming in from the door way. She takes a step forward, peeking into the darkness.

The sword at her side begins to glow. The feeling in her chest insistent, alive with an electric pulse. Like a heartbeat that hovers just above her own.

Madame Razz peeks over her shoulder, “Are you going in, Mara?”

She looks back at her. There is a possibility this is a trap. The woods are scared of this place, and they often have good reason for their notions. But this tugging in her chest is joined to all the questions the woods refused to answer, some part of her is sure of it. Surer than anything that she must go in.

“Will you be back for the singing, Mara?” asks the old woman.  

“I plan to.” she says, “just wait for me.”

She enters and the door slams shut at her heels.

May's Brexit deal is a humiliation for Britain

It doesn't matter how you look at it. You can squint with one eye, or stand upside down, or peer at it askew. You can be as sympathetic or stern as you like. It makes no difference. From every angle, on every basis, Theresa May's deal is horrific.

It is intolerable on a democratic, political, economic and logical basis. It takes one of the world's leading powers and puts it in a diplomatic and trading stranglehold. It undermines Britain's economic status, demolishes its political status, severs its territorial integrity and imposes a dangerous and unacceptable governance structure on Northern Ireland.

The problem is not that it is badly written. Some incredibly talented and ingenious people have put this thing together. It is technically accomplished and well drafted. The problem is due to the parameters they were given to work with.

May wanted to extricate the UK from EU rules, prevent a hard border on the island of Ireland, and maintain the territorial integrity of the whole of the UK. This wasn't possible and the experiment to pretend otherwise has resulted in a Frankenstein's monster, a broken, grotesque invention, stumbling around, half-alive, tormented by anger against its creator.

The punishing timetable of the deal is reminiscent of Article 50, with all the failure and pain that entails. It is a conveyor belt towards an abattoir.

The deal offers a transition to the end of 2020. This can be extended once, but this must be done by July 2020. This is, to all intents and purposes, the new cliff edge. Without an extension, we will fall into the backstop. And no matter what wasteful lies May tells now, Britain will never pick the backstop, because it is appalling.

So in July 2020 the UK will inevitably ask for an extension of transition. The EU will give it to us, but first they'll ask for money. And we will pay. We'll pay them anything they ask for, because the entire structure of the deal gives the EU negotiating advantage.

You can't blame the EU for it really. They are coming up with these short time scales and cliff edges because it gives them a negotiating advantage. There's only so cross you can get with someone for ruthlessly pursuing their interests when your own leaders are too incompetent to do the same. Be angry instead at the Brexiters who demand short transitions in an emotional fit and fail to understand that it is our own leverage they eradicate.

The extension can only last two years, until the end of 2022. But this is not enough time. The EU will be focusing on European elections until May 2019. No meaningful talks will take place until there is a new commissioner, sometime in the autumn. Then Britain needs to work out what it wants, something it has so far showed no signs of being able to do. Then it needs to negotiate it. Then it needs to implement it - a job which can be big or small, depending on the outcome of the negotiation. And then it needs to be ratified, which requires approval from every parliament, in every EU member state. The last part alone took two years for Canada.

This thing is not going to be done by 2022.

There are alternatives. The UK could decide on a much simpler approach. If it signed up to full EEA and customs union membership, it could be done in time.

Maybe if it decided to sign up to a standard free trade agreement - the Canada-with-no-frills model - it could also be done. But this latter option would need to be taken immediately, not after years of negotiation, because it involves a massive spending project on customs infrastructure, including the building of new roads, the hiring of tens of thousands of staff, and the creation of countless new domestic regulators. It would also sever Northern Ireland completely from the rest of the UK, because it would need to stay in the EU ecosystem while the rest of us pulled away.

So what do you do instead? How do you get this through in time? There is a chance we could split the deal into two pieces - one to be passed quickly by the EU and the other going out to member states for after-the-fact ratification. But it's not at all clear that we can get all the right bits in the right agreement for this to work. And then what happens? If they reject it, our entire trading system with our largest partner becomes illegal. We become hostages to every individual EU member state and a splattering of regional parliaments.

If 2022 ends with no deal in place, which by any realistic assessment it will, we fall into the backstop. And then the real horror story starts. Overnight we lose services access to the continent. Our customs arrangements shrivel up into a little ball. There are no transport agreements, so permits for UK hauliers will be limited to five per cent of existing traffic. There are no veterinary or phytosanitary agreements, so agricultural products will be stopped and checked at the border, causing huge disruption. There is no common regulatory regime on goods, so they will also be checked and tested.

We become little more than an addendum to the EU's trading relationships with other countries. Article 3 Part 1(a) of Annex 2 of the Northern Ireland Protocol in the withdrawal agreement states that "the United Kingdom shall align the tariffs and rules applicable in its customs territory with the [EU's] Common Customs Tariff as set out in Article 56(2) of Regulation (EU) 952/2013."

That means we've harmonised our tariffs with those of the EU and have to apply the same duty rate to whichever country they do a deal with. But there is no reciprocal duty for those countries to open up their markets to us, because the deal is for EU member states - not countries in bespoke backstop agreements which have been devised to stop them imploding.

Technically, we can try and negotiate a seperate trade deal with these countries, but what do we have to negotiate with? Not tariffs, because those are controlled by the EU. And not regulations either.

There are just two possible offers. We can open up our services and offer more visas so immigrants can come here more easily. The first is of limited usefulness, the second is politically unpalatable.

We're strapped on the surgery table, unable to move, being opened out to whoever wants to do a deal with the EU and getting nothing in return.

And after all that, May didn't even prevent the carving up of the UK's territorial integrity in the Irish Sea, as she claimed. There are actually two regulatory levels in the backstop proposal.

Britain is only signed up to 'level playing field' provisions. On competition and state aid, that is dynamic, which means that it updates whenever the EU updates its own rules. On the environment, social and workers rights it is non-regression, which means that it must stick to the existing level but doesn't need to track future changes. Northern Ireland, however, is fully signed up to the EU's regulatory regime for goods, a much higher standard of alignment.

That has significant consequences. It means agricultural goods sent from the UK must be checked at the border - in this case at the Port of Larne. At the moment, we're planning to unilaterally follow all EU regulations anyway, so this is just a fracture. But if we start going another away, for instance by following the hard Brexit siren calls for a Canada deal, that fracture splinters open.

The ERG talk of vassalage is overblown in the case of the UK, but it is not at all hysterical when you apply it to Northern Ireland. It is about to accept laws which it does not have any democratic means of refusing, amending or overturning. This is intolerable, on the most basic possible notion of democratic theory.

Article 15 of the Northern Ireland Protocol lays out the murky process of how this takes place. EU laws that are "amended or replaced" are automatically updated in Northern Ireland, with no say from the people they will affect. If it's a new law, the UK must be informed of it and there will be an "exchange of views". Then it is either passed, or, if it is not, "all further possibilities" are explored to maintain the Protocol. If that doesn't work, the EU takes "appropriate remedial measures".

It's obvious how this will work in practice. They'll find a way to start stuffing new laws into old ones, so that they can designate them as rules being "altered or replaced" and apply them automatically. If not, how many disregarded new laws would it take for the agreement to break down? Sure, Britain can kick back a few. But the reality of the dynamic is that it'll have to nod most of them through .

The Northern Irish situation is morally confusing. This move prevents a border, which would have done real damage. It also offers it a foot in both the UK and EU single market, which will likely lead to a boost to investment. But the democratic case is appalling.

It might even be illegal. There was a 1999 European Convention of Human Rights case called Matthews vs the United Kingdom, in which a Gibraltan resident asked a simple question: If I have to abide by EU laws, how come I don't get to elect an MEP? That's a damn fine question and one which can equally be asked here.

And then after all this horror show is over, in the distant future, we get to our final state. And what is that exactly? No-one knows. The political declaration published yesterday is a post-truth document.

It promises "the protection of [the UK's] internal market" while containing measures which do the opposite. It guarantees the UK an "independent trade policy" when in reality removing any possible leverage it would have to deliver one. It is firm on free movement - May's only real red line, in reality the motivating cause for this entire degenerate project - but even that is subject to change because the UK's negotiating posture might "evolve over time".

At one stage the document basically lays out the two alternate visions of the UK-EU relationship, one with close regulatory alignment and one with the hard Brexiters' fanciful and pathetic allusions to high tech solutions.

And then finally the truth is revealed, in a killer paragraph buried in the text:

"The extent of the United Kingdom's commitments on customs and regulatory cooperation, including with regard to alignment of rules, would be taken into account in the application of related checks and controls, considering this as a factor in reducing risk. This, combined with the use of all available facilitative arrangements as described above, can lead to a spectrum of different outcomes for administrative processes as well as checks and controls."

A spectrum of outcomes. The same old dilemma as ever just sits there because the UK is unprepared to have an honest conversation about it. Do you want trade or control? The extent to which you give up one allows you more of the other. But even now, as we lose our status in the world, it is just an unresolved as it ever was. We don't know where the hell we're going.

Instead of acknowledging this, May has just lied and lied lied. She lied when she said we could make a success of Brexit. She lied when she said we could secure full market access while maintaining full sovereignty. She lied when she said she could get a trade deal before the end of Article 50. She lied when she said there would be no need for transition. She lied when she said it would not need to be extended. She lied when she said Britain might choose between either extension or the backstop. She's lying now when she says this is a good deal for Britain, or that any kind of economic or political success might follow from it, or that it is in the national interest. Her administration has been defined by a relentless attempt to conceal the reality of Brexit from public and parliament, so she can survive another day, another week, another month. It is such a shabby, tawdry spectacle.

And now here we are, staring at a deal so unimaginably bad that no-one wants it. Not the EU, not the UK, not Brexiters, not Remainers, not Tories, and not Labour.

No-one wants it and we're told to do it anyway. That is an insane proposition and it should be rejected.

He watches her drop back and draft off the helicopter while he returns to the trees trying to spot wildlife through the thick jungle canopy. He turns on his googles, doing a land snorkeling trip. As he’s watching for the animals, he sees a pulse of energy break through the trees. By the time he follows it’s path, it’s hit Hazel, her suit going immediately dark and dropping through the trees. He dives for her, instinct kicking in immediately. He intercepts her about twenty yards above the ground, hooking his arms under hers and setting her down where the suit folds like a broken doll.

“Hazel? Can you hear me?”

“Yes, but not through the com.” She paws at the side of her helmet until the manual latch releases and the faceplate folds back. “What the hell was that?”

“I have no idea. You’re not hurt?”

“No, it just shorted everything in the suit. It’ll take a few minutes to reboot everything. My comm is knocked out too. I can’t hear anyone.”

Sam makes sure he’s on the right channel. “Jo? Zemo? Edie?”

There’s nothing but silence.

Hazel tilts her head towards the sky. “Why don’t I hear the chopper?”

“Shit!” Sam hits the thrusters on the suit and breaks through the canopy at high speed. By the time he’s at altitude, the chopper is nowhere to be seen or heard. It’s as if the jungle just swallowed it whole. All the coms are still quiet so he switches over to the long range comms. “Buck? Steve? Anyone there?”

“Yeah, go ahead, Sam.” Steve’s voice responds.

“You guys need to make your way over to the south side ASAP.” He’s still scanning through the trees for the chopper. “We have a situation over here.”

Edie is thankful for her ability to process things much faster than the average person. Her brain sees the energy pulse that knocks out Hazel and knows there’s one coming for the helicopter. She shoves Jo and Zemo and into their seats and snaps them in the harnesses. She feels the vibration of the energy pulse hit the aircraft and is able to snap her own harness in place seconds before the impact.

The crash is a solid impact into the jungle’s undergrowth with a controlled slide which tells Edie this was most likely expected but the force of the impact is enough to disorient her momentarily. But, the fact that it could have been much worse and wasn’t means one or both pilots are in on whatever plot this happens to be. She snaps the harness off and immediately goes over to Jo, quickly checking for a pulse. She finds one and then turns to Zemo. As she presses her fingers against his neck, his hand shoots out and grabs her wrist. His eyes fly open and take in the situation, releasing his hold on her arm.

“Hazel?”

“Sam went after her,” Edie says. “I’m sure she’s fine.”

He tries to undo the harness but winces. Edie reaches down and disengages the clip for him.

“You might have broken your arm,” she says.

“Wrist, actually,” he responds and motions over to Jo. “She’s not in good shape.”

Edie looks Jo over again and sees blood spreading on her jeans. She runs her fingers over the area and feels the sharp edge of bone. The pressure on the wound brings Jo back to consciousness.

“Wha-”

Edie unhooks Jo’s harness and is able to lay her down on the floor of the helicopter, getting her onto her side to vomit before letting her lie down on her back. Zemo is holding his right arm against his body but kneels down next to Jo.

“Compound break, femur.”

Edie nods. “That’s what it looks like. No arteries or veins punctured.”

“No, she should have bled out by now.”

Jo groans. “I can hear you guys.”

Edie looks up at the cockpit and sees one pilot is still in the seat but the other is missing. She scrambles through the wreckage and finds the pilot is dead, a bullet in his head. So it was planned. She goes back to Zemo and Jo.

“If I move Jo outside, can you splint her leg?”

He nods. “Of course.”

Edie makes sure her arm is as straight as possible when she lifts Jo up. Zemo holds Jo’s knee and ankle straight as well to help keep the break from shifting. They’re able to get her out of the wreck and sitting with her back against a fallen tree without causing any more damage. Jo rests her head back against the tree and her eyes close, most likely passing out again.

“Can you help with your right hand out of commission?”

Zemo nods. “I’m left handed and,” he holds his right hand up, “I’ve had to work with worse than this before.”

Edie watches his eyes scan the forest. “I’m sure Hazel is okay. She has the scanning equipment to find you guys.”

He looks unconvinced but nods anyway. “Where are you going?”

“I’m going to have a chat with our surviving pilot.” Edie goes back to the helicopter and relieves the dead pilot of his gun and drops it next to Zemo. “Just in case the pilot has a friend on the ground. You okay?”

“Yes. Say a few words to him for me.”

Edie nods. “Shout if you need anything.”

She walks around the wreckage until she sees the path that the other pilot made as he retreated and sprints. She’s wishing for her tactical gear as the underbrush is slicing her exposed skin on her arms but at least her jeans are protecting her legs. She stops when she reaches an open field, staying under the cover of the canopy of the trees. She sees him standing in the middle of the field on a communication device. Pulling her gun, she steps out into the clearing. He sees her almost immediately and waves to her.

“Ms. Hertzl!”

Shit. She puts the gun back in the holster. “Leon?”

He slides the helmet off. “Yeah, it’s me. Need a lift out of this hell hole?”

She needs information and Leon, an excellent agent for the Power Broker, tends to get chatty when he likes someone. Edie takes advantage of this. “Sure. My cover might be blown anyway.”

“Right,” he laughs. “You being the only one to walk away from a copter crash, that might raise a few eyebrows.”

So he assumes that Zemo and Jo are dead. “Just a few.”

He looks up at the sky and smiles. “Man, I would love to stick around to see it though.”

“What exactly?”

“Barnes,” he gives her an incredulous look. “When he finds out his wife is dead,” he lets out a low whistle. “If that doesn’t activate the Winter Soldier, I don’t know what will. Well, maybe killing his kid but the Power Broker wants that kid.”

Edie feels like vomiting. “I missed the memo on Barnes. I’ve been focused on the kids.”

“Oh yeah, you’ve been undercover for a while now. Broker wants a super soldier babysitter for the kids after they give them the serum. Who better than the Winter Soldier himself. And who better to train them.”

“If the Broker still needs the kids though, I can’t be extracted just yet. Nine of them are right here.”

“Yeah, but,” Leon smugly grins, “with the Winter Soldier activated, he’ll be able to deliver them to the Broker. It’ll be the easiest extraction in history! Have you seen those brats crawl all over him? They love him.” He shudders. “Anyway, you’re golden.”

A glint from the tree line pulls her focus and she can see Bucky, Steve, and Sam just out of view. She pulls her gun again and keeps it down by her side. Leon notices and sighs.

“So you’re with them, huh?”

“Come on, Leon. Kidnapping kids and creating a super soldier race. Nothing about that is good.”

“You mean to tell me that you don’t think having a skilled, manageable army to protect all countries is a bad thing?”

“Tony Stark tried that once,” Steve says, walking up to them. “That’s how we got Ultron.”

Leon frowns at him. “I thought you were on the moon.” He shakes his head. “And the problem with Ultron was the artificial part, not the intelligence.”

“That’s why Sharon wants kids. The intelligence but not the free will,” Edie adds. “Train them to do the job and they will.”

Leon smiles. “‘Train up a child in the way that he should go and when he is old, he will not depart from it.’” Leon holds up his comm. “Abort extraction. Hertzel is compromised.”

Edie raises her gun. “Come on, Leon. Don’t do anything stupid.”

He shrugs. “I wouldn’t worry too much. The Power Broker certainly isn’t.” He flicks his tongue and breaks a cyanide capsule between his teeth. “Oh, and hail Hydra.”

Sam is looking at pictures on Jo’s camera and stops at the one of Hazel waving from the doorway of the helicopter with him over her shoulder holding a peace sign. It feels like that happened years ago, not just a few hours. And certainly not just mere minutes before everything went to hell.

One innocent dead, murdered by a Hydra plant. Jo has a broken leg, multiple fractures, and a concussion. Zemo has a broken wrist and multiple fractures in his arm. And Hazel is on permanent bed rest for the duration of her pregnancy. Sam puts the camera down and rubs his eyes. No one knew she was pregnant. If he had, he never would have-

“These quiet moments are the worst.”

Sam turns away from the window of the conference room on the medical level to see Steve standing in the doorway.

“Do you mind if I intrude?” Steve asks.

Sam shakes his head. “No man, course not.”

Steve takes a seat a few down from Sam and turns it to face the view. “Shuri was just up. Jo’s healing and will be out of the med bay tomorrow. Zemo’s already out and sitting with Hazel.”

“How is Hazel?”

“Irritated,” Steve chuckles. “She’s, uh, not happy at being sidelined. But the baby seems to be fine. Shuri just wants to make sure that pulse of energy didn’t disrupt anything. But so far, everything looks normal.”

“We didn’t even know she was pregnant.”

“Zemo said they were keeping it quiet. Everyone had enough to worry about at the moment.”

“And Jo’s leg?”

“She’ll need to stay off of it for a couple days. Shuri has a brace for her but there’s no permanent damage done.”

“Bucky’s with Jo?”

“Yeah.”

Sam’s mouth twists into a wry grin. “How mad is he?”

“On a scale of 1 to 10, about an 86.”

“Guess I’d be off the charts too if someone tried to kill my wife just to activate my assassin programing.” They need a plan and fast. “Does Edie have any helpful info on Sharon?”

“She does,” Edie answers, stepping into the room. “But each minute that goes by, the information gets less dependable. Leon outed me before he offed himself so my cover is officially blown. I’m sure Sharon knows that now. I would assume though that she’s still in her penthouse in High Town. She’s not afraid of much and feels very protected there.”

Sam turns to Steve. “Does she know you’re still around?”

“She didn’t,” Steve answers. “But if she was able to get people to infiltrate Wakanda, she probably does now.”

“Which brings us to another problem,” T’Challa steps into the room, followed by Bucky and Zemo. “How did the Power Broker and Hydra get into my country? How deep does this go?”

Edie sighs. “With nine kids on her collection list, I would say pretty deep. She is not messing around when it comes to this plan of hers.”

“Neither are we,” Sam says. “Suit up, we’re going to Madripoor and putting an end to this.”

Bucky and Zemo leave the room. T’Challa nods to them. “I will stay here and start rooting out the infiltration. The Dora Milaje will protect the children while we do this.”

“Thank you,” Sam says before standing up himself.

Edie smiles at him. “Would you like some help, Cap?”

Sam looks at her and immediately turns to Steve, who just grins.

“She was talking to you, Sam.”

“Nah, I think I’ll leave two supersoldiers here to babysit while Bucky, Zemo, and I go take out the Power Broker.” Sam shakes his head and laughs. “Get on the damn plane already.”

ACARA – Framework for Aboriginal Languages and Torres Strait Islander Languages (December 2015) The draft Framework is deliberately designed to cater for the 250 or more Aboriginal languages and Torres Strait Islander languages of Australia, irrespective of the ecology of each language, whether it is currently used for everyday communication, or being revitalised, or one of the many creo le languages that have arisen through language contact in Australia. Foreign observers shocked by chaos over U.S. election (Washington Post) These are challenging times for foreigners whose job it is to interpret American politics for people in other countries. As President Trump has used a string of maneuvers to attack the election he lost as fraudulent and illegitimate, many observers are perplexed as they watch the country they have known and admired floundering in a constitutional crisis and growing mistrust of democratic institutions. For many, it is a struggle to maintain confidence that America’s principles and ideals will prevail. “People who know the U.S. are shocked it’s going on so long,” said Michal Baranowski, the German Marshall Fund director of the office in Warsaw, of the post-election uncertainty and Trump’s refusal to concede. “We still say it will work out, because of the strength of U.S. institutions. But, man, it’s taking a long time, and I’m beginning to worry.” Some foreign observers are also struggling to explain the U.S. political drama to their baffled friends and colleagues.

California unemployment aid to inmates (AP) California’s system for paying unemployment benefits is so dysfunctional that the state approved more than $140 million for at least 20,000 prisoners, local and federal prosecutors said Tuesday, detailing a scheme that resulted in claims filed in the names of well-known convicted murderers. At least 158 claims were filed for 133 death-row inmates, resulting in more than $420,000 in benefits paid. Prosecutors said they learned of the scheme from listening in on recorded prison phone calls, where inmates would talk about how easy it was for everyone to get paid. They said the scheme always involved someone on the outside—usually friends or family members of the inmates, who would then receive the benefits. In some cases, inmates used their real names. In others, they used fake names and even fake Social Security numbers. In one instance, an inmate used the name: “poopy britches,” a district attorney said.

Failing grades spike in Virginia’s largest school system as online learning gap emerges nationwide (Washington Post) A report on student grades from one of the nation’s largest school districts offers some of the first concrete evidence that online learning is forcing a striking drop in students’ academic performance, and that the most vulnerable students—children with disabilities and English-language learners—are suffering the most. Fairfax County Public Schools in Virginia, which has been mostly online since March, published an internal analysis this week showing that, between the last academic year and this one, the percentage of middle school and high school students earning F’s in at least two classes jumped by 83 percent: from 6 percent to 11 percent. By the end of the first quarter of 2020-2021, nearly 10,000 Fairfax students had scored F’s in two or more classes—an increase of more than 4,300 students as compared with the group who received F’s by the same time last year. Experts have warned since the beginning of the pandemic, and the unexpected national experiment in online learning, that remote schooling would take a serious academic toll on children. Now, evidence of poor achievement in virtual classrooms is beginning to emerge nationwide: In the Independent School District in Houston, more than 40 percent of students are earning failing grades in at least two of their classes, according to data reported by the Houston Chronicle. Likewise in St. Paul, Minn., where the superintendent recently reported that nearly 40 percent of St. Paul Public Schools high-schoolers have failing marks, local TV station KARE reported.

White House considers lifting European travel restrictions (Reuters) The White House is considering rescinding entry bans for most non-U.S. citizens who recently were in Brazil, Britain, Ireland and 26 other European countries, five U.S. and airline officials told Reuters. The plan has won the backing of White House coronavirus task-force members, public health and other federal agencies, the people briefed on the matter said, but President Donald Trump has not made a final decision and the timing remains uncertain.

Punishing hurricanes to spur more Central American migration SAN PEDRO SULA, Honduras (AP)—At a shelter in this northern Honduran city, Lilian Gabriela Santos Sarmiento says back-to-back hurricanes that hit with devastating fury this month have overturned her life. Her home in what was once a pretty neighborhood in nearby La Lima was destroyed by flooding. The 29-year-old woman who never finished middle school had managed to build a life for herself, most recently cleaning COVID-19 wards at a local hospital. Now, having lost everything, she says she sees no future in Honduras at her age and with her level of education. So her plan is to leave for the United States. Inside shelters and improvised camps across Central America, families who lost everything in the severe flooding set off by the two major hurricanes are arriving at the same conclusion. The hurricanes’ destruction comes on top of the economic paralysis caused by the COVID-19 pandemic and the persistent violence and lack of jobs that have driven families north from Guatemala, Honduras and El Salvador in great numbers during recent years. Add an element of hope from the incoming government of President-elect Joe Biden, and experts predict the region is on the verge of another mass migration. “This is going to be much bigger than what we have been seeing,” said Jenny Arguello, a sociologist in San Pedro Sula who studies migration flows. “I believe entire communities are going to leave.”

Swiss poll (Foreign Policy) Swiss citizens will vote on Sunday in a landmark referendum on whether to ban the country’s central bank and pension funds from holding shares in companies that make more than 5 percent of sales from weapons components. The initiative would also ban Swiss banks from lending to weapons companies. The Swiss central bank is against the measure, as are the major Swiss banks. Despite industry pushback, a recent poll showed 50 percent of respondents supported the ban, while 45 percent were opposed.

U.S.-Russia naval confrontation (Foreign Policy) The United States and Russia are offering competing explanations after a Russian warship confronted a U.S. destroyer on Russia’s eastern coast. Russia accuses the United States of overstepping its maritime border in Peter the Great Gulf by 1.2 miles, and allegedly threatened to ram the U.S. ship in order to get it to leave its waters. The United States asserts its ship was in international waters and was conducting a freedom of navigation operation in assertion of its right to travel through the area.

Coronavirus is roaring back in parts of Asia (Washington Post) Compared with the United States and Europe, countries in East Asia have been held up as success stories in the battle against the coronavirus pandemic. But in Japan, South Korea and Hong Kong, governments are reimposing restrictions this week, as public complacency, policy blunders and colder weather fuel a new surge in virus cases. Japan is scaling back a contentious subsidy program designed to encourage domestic tourism and dining out, after it became clear the enticements were helping to fuel a third wave that has resulted in record new infections. In Seoul, officials ordered bars and nightclubs to close and limited dine-in service at cafes and restaurants this week, after an earlier easing of restrictions allowed the virus to roar back. Hong Kong also closed bars and nightclubs, days after officials postponed the launch of a travel bubble with Singapore—a highly anticipated experiment that was set to herald a reopening of quarantine-free travel in Asia—after the virus found gaps in the territory’s defenses to stage a comeback. The numbers of new infections here are a fraction of those in West, with Japan recently reporting more than 2,000 new cases a day, South Korea more than 300 a day, and Hong Kong recording 73 new confirmed cases on Monday—compared with more than 150,000 a day in the United States. Yet the infection rates are still high enough to ring alarm bells, especially given the high proportion of elderly people in places like Japan, as winter approaches and doors and windows close against the chill.

China mulls new rules on foreigners to ‘prohibit religious extremism’ (CNN) Foreign religious groups and worshipers could be the latest targets of a growing crackdown on organized religion in China under President Xi Jinping. Draft rules published this week by the Ministry of Justice call for new restrictions on how foreign worshipers operate in order to prevent the spreading of “religious extremism,” or use of religion “to undermine China’s national or ethnic unity.” The rules, currently open to public feedback but unlikely to change significantly from their current form, are just the latest move to control religious practice under Xi, who has repeatedly called for the “sinicization” of religion. Though the draft rules affirm China’s commitment to respecting “the freedom of religious belief of foreigners,” the list of potential new restrictions and requirements could make practicing that belief far more difficult. In particular, the draft rules include a list of activities that foreigners should not conduct within China, such as “interfering with or dominating the affairs of Chinese religious groups,” advocating “extremist religious thoughts,” using religion to conduct terrorist activities, or “interfering with the appointment or management of Chinese clergy members.”

Ethiopian leader rejects international ‘interference’ in war (AP) Ethiopia’s prime minister is rejecting growing international consensus for dialogue and a halt to deadly fighting in the Tigray region as “unwelcome,” saying his country will handle the conflict on its own as a 72-hour surrender ultimatum runs out on Wednesday. “We respectfully urge the international community to refrain from any unwelcome and unlawful acts of interference,” the statement from Prime Minister Abiy Ahmed’s office said as government forces encircled the Tigray capital, Mekele, with tanks. “The international community should stand by until the government of Ethiopia submits its requests for assistance to the community of nations.” The government led by Abiy has warned Mekele’s half-million residents to move away from the Tigray People’s Liberation Front leaders or there will be “no mercy”—language that the United Nations human rights chief and others have warned could lead to “further violations of international humanitarian law.” But communications remain almost completely severed to the Tigray region of some 6 million people, and is not clear how many people in Mekele are aware of the warnings and the threat of artillery fire.

Terrorism in Africa (Times of London) Islamic State terrorism is surging in Africa while in the western world the threat from far-right extremists has overtaken that from jihadists. The 2020 Global Terrorism Index found that despite a fall in the global terrorism death toll for the fifth year running, Africa was suffering a dramatic increase in jihadist violence linked to Islamic State. “The center of gravity for Isis has now shifted to sub-Saharan Africa,” said Steve Killelea, founder of the Institute of Economic and Peace which produces the annual index. “Seven of the ten countries with the largest increases in terrorism all reside in sub-Saharan Africa.”
