The Trump administration wants to effectively break up NOAA and end its climate work by abolishing its primary research office and forcing the agency to help boost U.S. fossil fuel production, budget documents show. The move, outlined in a memo from the White House Office of Management and Budget, carries forward President Donald Trumpâs broader goals of slashing federal spending, gutting climate research and unleashing U.S. energy production. But it also represents a dramatic shift in NOAAâs mission. NOAA has long served as the nationâs preeminent climate and weather agency, and the new marching orders would downsize those functions in the pursuit of a âleaner NOAA,â the memo says. It calls for a sharp spending cut at the agency.
NOAA would get about $4.5 billion in its next budget, down from roughly $6.1 billion in its 2025 enacted budget. Key to the cutback is the elimination of NOAAâs Office of Oceanic and Atmospheric Research, which facilitates studies of the planetâs oceans, atmosphere, climate, weather patterns and other Earth systems. The changes were outlined in a budget proposal shared this week with POLITICOâs E&E News by three current and former agency employees. The memo broadly calls for a shakeup within the Commerce Department, where NOAA is housed, to help balance the federal budget. âReaching balance requires: resetting the proper balance between Federal and State responsibilities with a renewed emphasis on federalism; eliminating the Federal Governmentâs support of woke ideology; protecting the American people by deconstructing a wasteful and weaponized bureaucracy; and identifying and eliminating wasteful spending,â the memo says. The OMB document â called a âpassbackâ memorandum because it notifies agency officials of what to expect in the forthcoming fiscal year â also indicates NOAAâs operations, research and facilities (ORF) budget would be cut by 38 percent, from $4.8 billion in 2025 to $3.47 billion in 2026.
[...] The document reflects OMB Director Russ Voughtâs proposal in Project 2025, the conservative policy handbook, to break up NOAA and dramatically shrink its mission while ending its work on climate. Vought wrote in Project 2025 that NOAA should be disassembled because it is the âsource of much of NOAAâs climate alarmismâ and said the âpreponderance of its climate-change research should be disbanded.â

That does not include any work on climate change, according to the document. âPassback eliminates functions of the Department that are misaligned with the Presidentâs agenda and the expressed will of the American people,â the document states. In a half-empty committee room in late April, one of Texasâ most powerful Republican state senators pitched legislation that would make it harder for immigrants in the country illegally to get jobs.
Her bill would require all employers in the state to use a free federal computer system, known as E-Verify, that quickly confirms whether someone has authorization to work in the United States. Sen. Lois Kolkhorst of Brenham ticked off a handful of Republican-led states that mandate the program for all private companies and listed others that require it for most over a certain size. Yet Texas, which prides itself on being the nationâs toughest on illegal immigration, instructs only state agencies and sexually oriented businesses to use it.
âE-Verify is the most functional and cost-effective method the state of Texas can implement to stem the flow of illegal immigration, or those that are here not legally, to ensure that U.S. citizens and those able to work in the state of Texas are the ones who get the Texas jobs,â Kolkhorst told fellow senators, reminding them that the Business and Commerce Committee passed her nearly identical bill two years ago. (That proposal never made it to the Senate floor.)
No one spoke against the new legislation. Only one committee member, a Democrat, questioned it, asking if supporters would also favor an immigrant guest worker program. A handful of labor representatives called the bill a bipartisan priority, testifying that too many employers cut corners by hiring workers illegally at lower wages. The bill went on to sail through the committee and the Senate.
But then, like dozens of E-Verify bills over the last decade, the legislation died.
Texasâ top Republican leaders have built a political brand on the stateâs hard-line stance against illegal immigration, pouring billions of dollars into Gov. Greg Abbottâs state border security initiative, including funding construction of a border wall and deploying state police to arrest migrants on a newly created offense for trespassing. This session, lawmakers voted to require most sheriffâs offices to cooperate with federal immigration agents.
Yet again and again the stateâs conservative Legislature has refused to take what some Republicans call the single most crucial step to preventing immigrants from coming and staying here illegally: mandating E-Verify to make it more difficult for them to work.

"We haven't heard from the AMPTP since July 12th, when we walked out of their offices and declared a strike the next day. I don't know how they've been spending the time, but what we've been hearing from other sources in the press is that they have been squabbling amongst themselves trying to figure out how to get back to work.
I don't actually see how the AMPTP can continue to function as one unit; I think that the companies are going to have to break apart and negotiate separately, because you have three buckets of companies that have completely different business models now.
So it's not like the industry was 40 years ago; you've got you've got traditional broadcast networks that need to sell advertising on linear television in order to make a profit; you've got the streaming versions of that that are on unsustainable business models, all trying to chase Netflix by predatory pricing their you know content, and then now they have unprofitable business models; and then you've got these e-commerce giants like Apple or Amazon that use our artwork as advertisements for toilet paper or iPhones. So those are they can actually take a loss on all of our entertainment product and still make a profit as a whole, so I don't know how those companies reconcile those differences especially in this really competitive environment."

Climate experts fear Donald Trump will follow a blueprint created by his allies to gut the National Oceanic and Atmospheric Administration (Noaa), disbanding its work on climate science and tailoring its operations to business interests.
Joe Bidenâs presidency has increased the profile of the science-based federal agency but its future has been put in doubt if Trump wins a second term and at a time when climate impacts continue to worsen. The plan to âbreak up Noaa is laid out in the Project 2025 document written by more than 350 rightwingers and helmed by the Heritage Foundation. Called the Mandate for Leadership: The Conservative Promise, it is meant to guide the first 180 days of presidency for an incoming Republican president. The document bears the fingerprints of Trump allies, including Johnny McEntee, who was one of Trumpâs closest aides and is a senior adviser to Project 2025. âThe National Oceanographic [sic] and Atmospheric Administration (Noaa) should be dismantled and many of its functions eliminated, sent to other agencies, privatized, or placed under the control of states and territories,â the proposal says.
Thatâs a sign that the far right has âno interest in climate truthâ, said Chris Gloninger, who last year left his job as a meteorologist in Iowa after receiving death threats over his spotlighting of global warming. The guidebook chapter detailing the strategy, which was recently spotlighted by E&E News, describes Noaa as a âcolossal operation that has become one of the main drivers of the climate change alarm industry and, as such, is harmful to future US prosperityâ. It was written by Thomas Gilman, a former Chrysler executive who during Trumpâs presidency was chief financial officer for Noaaâs parent body, the commerce department. Gilman writes that one of Noaaâs six main offices, the Office of Oceanic and Atmospheric Research, should be âdisbandedâ because it issues âtheoreticalâ science and is âthe source of much of Noaaâs climate alarmismâ. Though he admits it serves âimportant public safety and business functions as well as academic functionsâ, Gilman says data from the National Hurricane Center must be âpresented neutrally, without adjustments intended to support any one side in the climate debateâ.
[...] Noaa also houses the National Weather Service (NWS), which provides weather and climate forecasts and warnings. Gilman calls for the service to âfully commercialize its forecasting operationsâ. He goes on to say that Americans are already reliant on private weather forecasters, specifically naming AccuWeather and citing a PR release issued by the company to claim that âstudies have found that the forecasts and warnings provided by the private companies are more reliableâ than the public sectorâs. (The mention is noteworthy as Trump once tapped the former CEO of AccuWeather to lead Noaa, though his nomination was soon withdrawn.)
The claims come amid years of attempts from US conservatives to help private companies enter the forecasting arena â proposals that are ânonsenseâ, said Rosenberg. Right now, all people can access high-quality forecasts for free through the NWS. But if forecasts were conducted only by private companies that have a profit motive, crucial programming might no longer be available to those in whom business executives donât see value, said Rosenberg. [...] Fully privatizing forecasting could also threaten the accuracy of forecasts, said Gloninger, who pointed to AccuWeatherâs well-known 30- and 60-day forecasts as one example. Analysts have found that these forecasts are only right about half the time, since peer-reviewed research has found that there is an eight- to 10-day limit on the accuracy of forecasts.
The Trump Administration is delivering a big gift to climate crisis denialism as part of Project 2025 by proposing the dismantling and privatizing the National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) in his potential 2nd term.
This should frighten people to vote Democratic up and down the ballot if you want the NOAA and NWS to stay intact.
