The camel with a sack appears during siesta time and catches Emirati children who are foolishly playing outside at that time. It traps them in its sack, either white (saliva) or red (the fleshy sack that camels extrude).
It carries the children around and releases them somewhere else after a period of time. They can be heard crying inside the sack at night. When they are released, it is often far away, and they forget their parents, so they cannot return home and they never stop crying.
The best way to escape it is to climb to the top of a palm tree, but then you face the problem of getting back down.

Dr. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade, has concluded a visit to Brazil during which he met trade, agriculture and tourism ministers as the two nations pursue stronger economic ties and explore investment opportunities in priority sectors.
With non-oil bilateral trade reaching US$4.3 billion in 2022, a growth of 32 percent on 2021, Brazil is currently the UAE’s biggest trading partner in Latin America, and second only to the United States in the whole of the Americas.
In Rio de Janiero, Dr Thani, accompanied by Saleh Ahmad Salem Alzaraim Alsuwaidi, UAE Ambassador to the Federative Republic of Brazil, attended the launch of President Lula’s da Silva’s PAC, or Growth Acceleration Programme. The US$347.5 billion national investment initiative will leverage public-private partnerships to support energy, logistics and urban infrastructure projects – and, importantly, restate the nation’s commitment to its environmental responsibilities. The wide-reaching programme not only underlines the scope of the nation’s economic ambitions but presents a number of significant opportunities for UAE investors; the UAE already has in excess of US$5 billion committed to the country, predominantly focused on the sectors outlined in the PAC initiative.

Ohoho you’re asking about Khattaf Raffay (خطّاف رفّاي)!
His name has some weird derivations online, but its real origin is from the up and down movement of a sail (يخطف و يرفي, yakhtuf wa yarfi). So you could roughly say it means “he who flaps like a sail”.
He looks like a great white triangle sail, sometimes with a boat attached; it is also unclear whether he wears the sail or is the sail. He haunts the sea where the water is deepest. He crashes down on ships and breaks them in two, or leads them astray until they are lost at sea. On land he is less dangerous but no less terrifying.
Fortunately for everyone, he’s cleaned up his act enough that he is now the star of an Emirati children’s book, where he’s not evil, just misunderstood!
