The #1 inspiration for General Skarr was Starscream. I mean... what kind of commander keeps a lieutenant who keeps trying to kill them under permanent employ? Keep your enemies close, I guess...
I get a lot of questions about Herr Star from Preacher. I still haven't read the comics, and the show came out long after I was done on B&M. There IS some DNA from Bullwinkle's Fearless Leader.
Other than that, he was just designed to be a sort of generic fascist who was always so embroiled in his own machinations that he couldn't possibly succeed.
My casting director Kris Zimmerman Salter was the one who came to me with Armin Shimerman. And since I loved him as Quark on Deep Space Nine and could see an analog between Quark and Skarr, he seemed like a natural fit.
Armin is an actor's actor, and even though I think he sometimes felt out of his element in the booth, it was so fun to watch him step in and just absolutely chew scenery. The Evil Con Carne ensemble records were generally a blast.
Skarr did get a blip of a redemption arc in Underfist, but if it had continued he would have continued to ride the line as the most anti of the team's antiheroes.

A sadistic, cruel, and cold-hearted fink of man with dreams of power and world domination, General Reginald Peter Skarr had previously been the military adviser to the super villain, Hector Con Carne. Whist in the employ of Evil Con Carne. Starr often secretly plotted to overthrow Hector and take over his organization to take over the world himself.
When Con Carne’s operation went bankrupt, he was forced to sell his island base and military to an entertainment company and General Skarr retired. He relocated to a nice home in suburbia and just so happened to be neighbors with a dim-witted little boy named Billy who along with his friend Mandy had adventures with The Grim Reaper.
Although retired, Skarr remained an antisocial megalomaniac obsessed with power and is often tempted to return to his evil ways. Yet he tries to stop himself from becoming a villain again by gardening. Oh, and he hates children because they annoy him and frequently ruin his garden (although he is quite intimidated by Mandy).
Starr has plotted on a number of occasions to obtain Grim's supernatural scythe. he has succeeded in steeling it on a couple of occasions, but Grim has always taken it back.
Actor Armin Shimerman provided the voice for General Skarr, with the villain first appearing in the debut episode of Evil Con Carne, airing on July 11th, 2003.
