Who is Leonardo Hapoon? (Spy X Family Analysis and Theory)

During the Cruise Ship Arc of Spy X Family, Yor is tasked with protecting the last surviving members of the Gretcher crime family from the new boss of the Ostanian underworld; Leonardo Hapoon.
While it is not explicitly stated, it does ppear that the man in the white suit shown in this image is Hapoon, as Shopkeeper is talking about Hapoon’s actions and the white-suited man does not appear as one of the hitmen mentioned.
What makes Hapoon stand out is that he appears identical to a previously shown important character... one of the scientists who experimented on Anya.

Both Hapoon and this scientist are shown with dark hair with a single bent strain of it covering their foreheads. Along with round glasses and similar facial structures. It seems very likely these are suppose to be the same person. Given Anya’s young age, this scientist is confirmed to have be active only a few years ago so its very plausible for him to sitll be active and involved with the underworld.

This same scientist was also later shown to have been involved with the experimentation of Bond.

According to Handler, there are rumours that the subjects of ‘Project Apple’ were sold off on the black market after the new Ostanian government shut it down. This would fit in with Hapoon, who appears to have been a lead scientist on this project, being heavily involved in organised crime to such an extent that he is able to seize control of the largest criminal organisation in Ostania. 
Perhaps when the ‘new administration’ axed his work, he turned to the black market to continue it. Or perhaps he was already involved with the underworld. It is difficult to make any assumption since we no little of his motivations.

The scientist who is likely Hapoon states Anya needs to learn to use her powers for ‘world peace’,

By contrast, it is mentioned a few times that Hapoon is apparently seeking a war between the east and the west. This would go against the scientist’s stated desire for ‘world peace’. Of course, it's quite possible Hapoon was lying to Anya or his underlings. While he may be believed to want war, the only attempt by those hired by him to start one was done without his instructions. 
While this scienists/crime lord appearing multiple times is certainly mysterious, what makes him even more so is this:

This is Corporal, a friend of Twilight from his childhood in eastern Westalis. 
Notice his dark hair, the cresent strain of which is covering his forehead, and his round glasses. Or what about those large round ears also shared with the scientist?
If this kid is unrelated to Hapoon then this is a major concidence considering he shares such distinctive features with the man. Hapoon also does not look much older than Twilight himself, and it is completly plausible for them to be about the same age.

It is shown later on that ‘Corporal’, along with Twilights other friends, ended up enlisting in the Westalis army during the Westalis-Ostania war. At this stage his face does not entirely resemable that of Hapoon, but is is worth noting he is only a private. It was established earlier when Twilight lied about his age that you need to be at least 18 to enlist, meaning he is still a teenager and likely not fully developed.

His friends, including ‘Corporal’, end up dying due to the operation they were assigned to being reckless and poorly planned. Only their dog tags returned though, with bodies not being mentioned. We know desertion existed during this war, Frankie himself deserted from the Ostanian army.
If Hapoon witnessed the horrors of war firsthand could that motivated him to take morally dubious actions in the name of world peace? If his friends died due to poor planning could that have motivated him to experiment on mind-reading children and future-seeing dogs so that a lack of information is never a threat again? If incompetent Westalis military officers are responsible for his hardship could he have turned against Westalis in revenge?
We can’t be certain, but I do feel at the very least that the character design similarities between the scientist, Leonardo Hapoon and Twilight’s childhood friend are all too similar to be coincidences. 
And what will Twilight do when he meets up with his assumed dead friend who now rules the Ostania underworld?

So I’ve been told that Hapoon’s design was changed in the release of Volume 7 (thank you @hhellenn), which admittedly does weaken this theory by making them not as similar and adding some more credence to the possibility that the initial similarities were a coincidence…
But even still, I do think it appears likely Hapoon and the scientist are the same person. As per this image, the change she’s mostly in the form of his hair now being brushed to the side instead of dangling over his forehead. He still has the round glasses and oval ears, as well as the same hair colour and similar general facial shape.
Plus there is also the connection with Corporal as well having an uncanny resemblance to the scientist, indicating there is meant to be some kind of connection between all tjis.
However it’s difficult to say for complete certain until we get a better look at Hapoon (instead of just a brief shot in the background).

Spy x Family Chapter 66 · · · Seed of mistrust
This contains spoilers for the manga.
This chapter has really made me enter an emotional turbulence that I don't know how to process. So I think I'll have to talk about this chapter in several parts
Before I talk about Melinda and the rest of the Desmonds, I want to talk mainly about Twilight in this chapter.
I was a little disappointed that Twilight's reaction was so natural. I was expecting a more epic expression, but I guess Endo preferred to take this issue more seriously and leave the jokes to Anya. Although well, I guess this is the funniest thing we can find xD

As we imagine: WISE, has very little information regarding the Desmonds. Each of them has a circle so small that it is almost impenetrable. So approaching Melinda with any attempt can be a huge risk. This could put any of the members, either Melinda or Donovan, on alert and end up isolating themselves to the point of being impossible to discover their plans.
I am beginning to understand the WISE conflict.
They are totally blind. They seem to have faint hints that the Desmonds are involved in something larger, and more dangerous, associated with war. Possibly, Donovan or Melinda, are the key to access a vast network of evil that is spreading. But they have covered themselves with such a deep armor that not even WISE has managed to have information about it.
There is nothing more dangerous than not knowing "where the enemy is"
This explains the constant pressure and fear of the organization when seeing that many attacks, and crimes are happening. But there is no solid basis to draw a conclusion or theory that makes sense, and tie up all the loose ends.
It is here, when Twilight himself feels with little information to theorize on his own.

Clearly, something is up with Donovan and Melinda's strange relationship. They are obviously an unconventional family and the "rejection" and "indifference" to their children, especially to Damiand, even becomes "terrifying".
This is more of an assumption. But I don't know if Melinda was forced to be Desmond's wife and perhaps have children when she didn't want them. This seems to go beyond a family deteriorating over time… or a marriage that has lost its love. It seemed that both of them were only fulfilling a role and maintaining the relationship for a true "convenience": power, protection, influence, social image, prestige, etc.
I wanted to dedicate a whole post to this topic, but I think I will try to make a brief mention:
Remembering the cruise arc. The shopkeeper mentioned that a split occurred within the secret government. While in the past the Gretcher family ruled the underworld in an "honorable" way, currently a man "with glasses" (by the figure represented on the panel) took power and started a division, being the reason why they were hunting to Olga. We are given to understand by the Director that "they do not support the war, much less those who try to make a fortune off it." So it is understood that Garden is against the radical sector that seeks confrontation.

Now, what side do the Desmonds play regarding the secret government? Are they supporting and financing the radical sector whose plans are war? Or are they on the same side as Garde?
Or much worse… what if the Donovans or Melinda play both sides and keep up appearances with both the radical and non-radical sectors. In this way, it is a game of double betrayal, no matter which side wins, they would benefit.
It also comes into question whether Melinda is against her own husband, whether for better or worse. And if this division that separates the Desmonds is not only "for sentimental reasons", but arises from political ideals… there is too much that we do not know
Maybe that's why the shopkeeper didn't see a problem with Yor getting involved with Melinda. But the way he says that "if anything were to happen, then of course… for that reason, I wouldn't exactly recommend it"… I don't know, it gives me a bad feeling, It is as if the shopkeeper thought that: The closeness of Yor and Melinda is not a problem at the moment, but it does not ensure that this in the future will be dangerous

Although, it is strange the idea that the meeting of Melinda and Yor is planned. That means the Desmonds have been watching the Forgers and they haven't noticed. Which, is strange, considering Yor and Twilight are keen to notice when they're being watched…
We know that Yor was only the mall at Anya's request, so if Melinda planned it, it would be because she's been watching her from the beginning.
But, as Twilight himself supposes. It feels strange that this is a joint strategy of the Desmond parents. So it may be possible that it remains a chance event, risky and beneficial.
This really worries me....

I know that many talk and highlight how Twilight is willing to protect Yor… but… actually… this doesn't really relieve me… on the contrary, it worries me.

¡It breaks my heart to see that by now Twilight's mental bias is so ingrained in him that his first reaction is to distrust Yor!!
I understand, he is a spy, he was trained to distrust and see the worst case scenario. He does it to preserve his own security, and that of his work. But that he mistrusts Yor in the slightest shows that she does not have his absolute trust and this may continue to be repeated more in the future
I'm glad that Anya immediately clarifies that it was because of her wishes that Yor went to the mall. But even so, despite everything they've been through, living together, and Yor's efforts to be a good wife and mother, Twilight doesn't seem to realize (or doesn't want to) how important he is to Yoru. He represents a motivation for her, and she does not want to hurt him or betray him. Yor's ideals are not political, nor interested. Her support for the shopkeeper and his ideals are only because she feels that being an assassin could "protect her true interests", the love of her family.
I understand that Twilight is blind to Yor's job as an assassin. But the fact that he still feels the possibility that Yor is up to something behind his back: either handing him over to the SSS, or colluding with the Desmonds....Clearly, he still has a long way to go…
For even though Yor doesn't know he's a spy. She never doubts anything about him.... Although, well, she's very naive… still

The way she looks at him. She feels so relieved, motivated and happy that he has her back.

I know Twilight is being truthful right now. The transparent speech bubble tells us that he really thinks that way. I'm sure that if Yor had met friends, other than Melinda, Twilight would support her so that she had fun, and could expand her social bonds.
But with Melinda and Donovan in the equation, everything becomes so risky and unknown.

And as it is a habit in him, he will always say that everything about it is for the good of "the family facade".
I know that Twilight deep down has very important feelings for Yor, I think he's sincere when he doesn't want to risk her too much, and above all that "he will be ready to protect her".
But also, I feel like this sets the stage for the Forger family to start to crack. Considering that the Shopkeeper felt obvious suspicion about Loid Forger and his attempt to get close to Donovan. It may mean that Garden becomes interested in investigating the sudden husband of his best assassin… and if this leads to the assassination organization associating him with a threat, they either think he's a colluder with the Desmonds (whose party may be financing war plans and strategies), or they discover that he is a spy. Twilight and Yor's identity may be compromised in the future.
Which can lead to more distrust and dangers….
In other words, Twilight has never suspected that Yor is an assassin, and yet she feels the need to question his trust in her… the fear that she will turn him over to an enemy, or that she is planning behind his back. persist in it. If in the future Garden begins to show interest in him, it may lead to their identities being revealed.

feel very sad for Yor…. She is getting caught in the middle of a battle that she didn't ask for.
She clearly looks confused and unsure.
I feel that Yor deep down felt that he should mistrust Melinda, because of her terrifying expressions, her omissions, and such covert phrases… But she is not one to reason intellectually about the events of her life. It is her emotions and her instinct that warn she of the risks. But at the same time, she feels that she should not waste the opportunity to have friends
She just wants to have a quiet, peaceful life, to feel integrated into her family and the world around her. But these insecurities make them vulnerable, to fall in the middle of the conflict of WISE, Twilight, the Desmonds and Garden's actions… And I worry that she will be hurt and emotionally wounded.
I don't want to sound dramatic or negative. But I feel that Endo is telling us that many things can happen… things that the Forgers have to watch out for.
I know that Anya's efforts, they are funny, help to lower the tension of the chapter. But it's sad to see that Anya understands that Twilight's reason for being with her has been the Strix mission, and feels that the affection she receives from him is only for the "mission". If she is no longer her father's main plan: Plan A and plan B, she feels that she will be left aside and therefore abandoned
Clearly this is not true. Twilight truly loves Anya as his daughter, even if he doesn't admit it. But the weight of the Strix mission, the constant stress, pressure and preservation lies. They make each of the Forgers inside let themselves be enveloped by their insecurities.
Although Anya reads Twilight's mind: she feels that his thoughts (and emotions) are too confusing to interpret and she questions the stability of her happy and fun life.
This sparks a war between mother and daughter (something Yor has no idea about) for Twilight's attention.
I have always believed that the Forger family is an analogous representation of the peace between Ostania and Westalis. One family/two countries, happy and at peace based on lies. But when the truth is unleashed, it will be the end of this "illusory" peace and will bring with it many tears
I worry that the Forgers get so wrapped up in their own ambitions and desires that they end up embroiled in a trope so dangerous and entangled that it's hard to escape: Twilight, because of the mission, Yor in her attempt to be "normal" and "accepted ", and Anya in her longing for her father to love her and not abandon her. That the Strix operation begins to get complicated and with them leads to all this bomb of lies being unleashed
And this is when feelings become confused… What is a lie? What's the true? Who is an ally? Who is enemy?
I feel like there's a lot of drama coming up… and while this may not have an immediate effect… I hope that each of the Forgers get through it… and especially that they can understand that they are a true family and see beyond lies, ideals, war, and ambitions.
And the three of them understand, that no matter what they are a spy, an assassin, an experiment and a dog that sees the future. They all look for the same thing, a home.

okay but like hear me out… olka gretcher comeback in the future. she gets on a volume cover. it’s going to be her standing with a mirror parallel to her. she’d be looking straight at the camera (breaking the fourth wall) and she’ll be in her original appearance; black hair in a low ponytail, collared t-shirt, with denim jeans.
behind her is basically a wanted poster of her and gram junior, the bounty on her head of 400,000 dalc highlighted over their heads.
headlines of the gretcher crime family in the country and all they’ve done to keep their underworld glory. how they’ve gained thousands of supporters that go against the oppressive regime.
mugshots of her family that’s been eliminated (her father, her two brothers, her late husband) posted on a corkboard. in her hand, she would be carrying a portrait of her late family—herself, her husband, and gram junior. but her late husband’s face was ripped out/charred, symbolizing his death.
in that picture that reminds olka of her family – physically gone but will always be with her – was what made her stronger.

i see a few misinterpretations going around about olka’s position in the gretcher family and i’m just gonna say my part.
she did not marry into the gretcher family. she was already born as a gretcher.
i’ve seen some comments say that her husband was the mafia boss and olka’s a mafia wife etc etc, but its strongly implied that her husband was the one that married into the mafia family and not the other way around.
and also olka flat out says that she named gram junior after her father so like… who else would be named gram 😭😭 ?

The Ostanian Mafia: Gretcher Crime Family (and a little bit of the Garden!)

a list of ongoing headcanons which are purely mine for the underworld. don’t take this to heart, it’s all for fun!
contains spoilers for the cruise arc chapters 43-57. read at your own risk if you're only watching the anime.
more beneath the cut 
we don't know much about the gretcher crime family and the underworld in canon as they're only mentioned at the moment, so here's a set of headcanons i have for them~
the gretcher family are the boss of the bosses. i could take some references that there's a slight chance they're based off a powerful mafia family in real life.
there's a sort of hierarchy in the underworld, with shopkeeper mentioning how they’ve “managed ostania’s underworld in an honorable fashion.” it definitely means they have a very big influence with their connections.
there could also be other crime families as well that we don't know of. i believe it doesn't take only the gretchers to help run the underground government of the underworld.
to add onto that last point, to help run a government or to lead, you gotta at least have some knowledge on it (and know a few dirty tricks up their sleeves).
now, onto the gretchers and the garden…
the gretcher crime family are well-respected with having to head the underworld honorably for decades, but what makes of it for the two leaders of their respective organizations?
shopkeeper and gram gretcher.
although it’s mentioned that garden takes orders from the shadow government, it definitely wouldn’t be surprising if garden have members deep into the government - especially inside the current administration right now - that do not want conflict.
ie: we have matthew as the director of policy at city hall. who knows, we could meet another garden member (that’s not shopkeeper) in the future who could possibly be in a higher position?
in berlint and ostania's upper society, status, connections, and power were extremely important. the same could definitely be applied for the underworld. there must be some politicians out there in the country's society (maybe in the liberal administration) that is helping back the east's underground criminals.
(making sure they don't get caught, making sure whatever they do isn't going to track their identities, etc. etc.)
in chapter 43 when shopkeeper mentioned that "she'll go on the cruise as a normal passenger to evade detection of the coast guard," we still need to remember that olka gretcher (if she ever returns) is still the daughter of one of the powerful (late) mafia bosses.
olka and her son is boss gretcher's last living legacy.
if she changes her mind in the future, olka could still come back (like the same power-up when yor continued to fight back in chapter 55) to regain her position (with the help of shopkeeper and the garden) as the sole heir to her father's organization, especially with gram.
back to evading detection of the coast guard, there's a chance that the state police had marked olka and gram down after news spread out that their entire family had been killed. most of her family were (active) gangsters, and they definitely had a history of criminal activity in their records.
to the state, olka being born into the family was more than enough for her to be deemed as suspicious when a time like this came.
that's definitely something ostania (more specifically, the state police) is watching out for. ostania cared about reputation despite everyone's hands being soiled, and they definitely do not want for international and domestic newspapers to say how ostania's underworld is also making a name for themselves too. that could possibly ruin their feigned perfect image for the country.
that's probably why leonardo hapoon needed her and baby gram to be killed. because so long as a gretcher heir exists, leonardo's position as usurper is threatened in the underworld. the gretchers most definitely had a lot of supporters for them to reign the underworld for generations as shopkeeper aforementioned.
we know frankie also mentions in chapter 60 how "in the underworld, trust is all that matters." it seems that boss gretcher had done something favorable in the past for the shopkeeper in order to gain his trust. that's why shopkeeper tasked yor to protect olka aboard the lorelei as a favor in return for the late boss.
even after the passing of gram, shopkeeper still made that favor to protect the boss's only living kid (and only grandkid, maybe), living true to his words.
i definitely think shopkeeper is more than just a leader of this underground organization, though. it’s pretty obvious that he has connections, and he must be someone that’s exclusively high-status for garden to be considered an urban legend.
hopefully we get something between garden and the underworld in the future arc. that would be an interesting route to be explored if endō chooses to go down that path.

honestly, ever since the red circus. i was just like if olka returns? (it’s just me reaching, but ……… it could just be my delusional ass hoping & you never know LMAO)
we know that leonardo is currently in charge of the gretcher organization after usurping it.
just like leonardo has supporters for his beliefs, the gretcher family will definitely have supporters for theirs.
there's a big possibility that he knows the assassins he tasked failed on killing the remnants of the gretcher family and somehow, olka gretcher and her son had escaped unscathed (thanks to yor, matthew, zeb, & the shopkeeper’s protection).
the leader of the cruise assassins knows of the garden’s existence. and hapoon possibly could’ve warned the assassin leader before embarking onto lorelei.
the only question i have is how much does leonardo (and those he’s associated with, minus the assassins) know of the garden?
what if he also told everyone in the underworld that the mother-son had already been killed? that the old regime of the gretcher family can no longer return?
(when in reality, leonardo has no fucking idea where they are right now. that could definitely question his stance in the crime world, especially after having to lie to them. trust will always be #1.)

SxF Theories #2 · · · Shadow Government
Since the last chapters have been so explosive I think it's time to talk a little about the secret government I clarified that this theory is made from my point of view, and I am completely based on the Spy x Family manga that is currently on the air, so in the future all this may be contradicted or changed on the fly. With that said, let's get started.
Context:
Although, from the beginning of the manga it is repeatedly explained to us that Yor is a hitwoman who is specifically hired by Shopkeeper, who assigns "specific clients" to whom she must "serve". But it is not until mission 44, when we have more precise information. Although, Garden is still a mystery, I will try to string together the elements that caught my attention throughout the manga to arrive at this theory:
According to what was said in Twilight and Franky's conversation in this same chapter: Garden is an organization of assassins that is in charge of "purging" those who are considered "traitors of the fatherland" in Ostania, and who work directly for the government of the shadows:

Shadow governments (also known as invisible governments or secret governments) is a belief that is part of the field of conspiracy theories and is based on the notion that the real and true political power does not lie in the political representatives elected by the population (Definition I found on the internet)
Having all this context we can move on to chapter 44. After having the physical appearance of Shopkeeper, a man whose appearance is of a "gardener" who meticulously takes care of his garden who is about to assign Yor, his best assassin, the mission to protect Olka Gretcher and her youngest son.
Here, Shopkeeper gives us very little but very, very important information:
Olka is the only survivor of the family because her father, the head of the family, her two brothers and her husband were killed. This was the Family that managed the underworld for years honorably (from Shopkeeper's perspective). She and her baby are the last survivors
Shopkeeper, explains that the man, the current leader who seized control of the underworld (The man with glasses and a lock of hair) and is responsible for this division. Now he is after the Olka head and that is why he hired assassins from inside and outside of Ostania. Which implies that there is a third country at stake and that some murderers may come from this same country. Shopkeeper explains to Yor that he had a close relationship with Mr. Gretcher and because of them he feels the need to protect Olka.
I think the most important thing to note is that very possibly the shadow government is made up of the figures that control the black market, organized crime, arms trafficking, etc. Its jurisdiction covers everything that represents the crime of the shadows that is hidden from the outside world. Basically, criminals who never want to come out into the open or be openly wanted by the police. Ghosts of society.
In contrast to the SSS, who is directly related to public figures, politicians and attack threats that are made known to the entire society: like spies, who are openly wanted and denounced by civilians at the slightest suspicion. For this reason, the Garden agents themselves fear being caught by the police since it would expose their identity, that of the organization and of course they would make known the world that exists covered by darkness.
Possibly many figures of power are related to these movements under the table. But, the difference is that this should never come to light, and thus maintain a complete image in society, whether involved in crime, trafficking or secret experiments (similar to those that gave rise to Anya and Bond)
…Is that the name of the scientist with glasses?
I don't know if you have noticed, since I see that very few people have talked about this… but… during the trip on the Cruise we were mentioned three times the name (either a code name or real name) of "Hapoon", referring to the one who is leading all those assassins and who is the one who hired the terrorist they were looking for Olka. In fact, the latter mentions that "Hapoon would be very pleased with the idea that the bombs looked like a Westalis attack to frame this country"

I believe that:
There is only one way for crime to coexist in a functional way and that is through "Rules"
Olka refers to her life of her family as that of gangster and the dangerous life they had to live, until eventually her husband and his entire family were killed, leaving her alone with her baby and the desire for a quiet life. This means that crime works through hierarchy: If the Gretcher family were the ones who were at the head of all these ramifications of groups, or they could be associated with other families and organizations, being high-caliber mobsters, and they were the ones who prevented these they will eventually fall into chaos over each other's personal ambitions.

These being one of the main threats that the groups that wish to revive the war between Westalis and Ostania had to overthrow in order to assume command and fill themselves with fortune. What the man with glasses (or Hapoon) did, and wanting to eradicate all traces of the Gretcher family to prevent them from trying to regain control.
This division evidently arose from each side's perspective on the war. Based on a division of interest of those who want to enrich themselves and fill themselves with power causing the resurgence of a warlike conflict between East and West; and those, whose financial interests are ruined by the collateral effects of war and because they may understand the seriousness and tragedy that it brings to the lives of many innocents (Garden seems to belong to the latter). This makes more sense when we remember the words of Mr. Grey, who reminds Olka that her family, who ran the black market, were feeding him and helping him survive during the war. For this reason he lives grateful to the old boss and wants to thank him by saving Olka.

Whether this is a recruitment strategy (offering them a chance at survival in exchange for working for them) or because they want to give genuine help to innocent people, they are clearly not in favor of more battles.
It may be that for all these reasons it is that Tendero refers to the Gretcher administration as "honorable", it was because they exercise sufficient control so that crime does not disturb the lives of normal civilians on a large scale, at least to the point of not reactivating a second war. For this reason, Mr. Gray refers to the opposing side as extremists, pro-war who directly enrich themselves from arms trafficking. Position that Director Mcmahon himself explains, who sees with contempt these other assassins who are negotiating with the integrity of all of Ostania as a simple business.
My possible theories:
I believe that at the current point in history, Garden is a consolidated, solid, and independent organization that runs its own agents: Despite this war in the underworld, assassins like Yor and Mcmahon continue to work regularly. It may be that in the past, during the years of war, the highest rulers were part of the foundation of this organization of murderers, or collaborated so that those who "control, regulate, and purge" internal crime, preserving this order, existed. In short, it is fighting fire against fire. Purging criminals who go beyond the rules and endanger the stability of Ostania. Which makes Garden's assassins military, (guardians) with their own ideology based on protecting the country and not a specific figure. Crime can exist as long as it does not interfere with the war and with their secret identities.
That scientist (whose name may be Hapoon) may come from another country, and this allied with some sector of Ostania (A radical sector that wants to destroy Westalis)
According to Anya and Bond's memoirs, they were both a by-product of their experiments.
So maybe the apple project was to produce "soldiers" or "animals with incredible abilities" that would serve in battle.
It may be that these projects lost funding, and I seek to obtain the power of the shadow government and the arms trade, in order to resume these experiments.

If Anya was an "accidental" experiment, it implies that it wasn't on purpose. But why did they have Anya? Did her parents belong to the project? Did they kidnap children to test them?
Could Anya come from that third country just like that Hapoon scientist? Is that the reason why Anya has knowledge of another ancient language? Or will it be an Ostanina girl and did she learn that language from the environment where she grew up as Twilight supposed?
Bond was considered an experiment that failed. Possibly, as his power is "imperfect precognition", that is, seeing the future. Scientists couldn't know because they couldn't see the mind of a dog. That's why they sold it on the black market, until they reached the terrorists Which makes sense, since Happon now runs crime.
That is why Anya is the only one who realized that Bond has powers for being able to read minds, even of animals.
Is there a connection to Donovan Desmond?
Remembering that Handler mentioned in mission 17, that there have been suspicious financial transactions around Desmond.
Precisely, in mission 28. George's family has a pharmaceutical company that is adsorbed by the Desmonds
Many of Donovan's allies may not know what they're up to. Since being advocated by Desmond, they get lesser charges but at least they make a profit to maintain their status.

It makes me believe that Donovan's function has been to adsorb other companies that function as partners and financiers. Strengthening, not only the unitary party, but also being able to obtain resources for possible secret projects. And many of these power figures may be associated with Eden Academy based on their sons being Imperial scholars.
But what are these projects? Perhaps Donovan and Melinda could be associated and belong to the secret government, and with them, be allied with the scientist, Hapoon to resume the experiments and create acts of terrorism to incite both countries. Perhaps this organization can be represented by the symbol of the triangle with an eye? The jewelry that Melinda wears on her outfit

If so, maybe behind the war there is a whole association of various sectors that seek to control both government figures: The outside and inside.
This would make sense of all the moves that Donovan has had under the curtain, the reason why they are a family so closed to the rest of the world, but which in turn, create the fame of saving so many companies.
The antagonistic nucleus
If we think about it for a moment, if there is a connection between the radical division of the shadow government and the Desmonds (Either, just with Donovan, or Melinda, or both) having Hapoon as an ally, we are gathering the enemies/antagonists of the Forgers.
Having the Desmonds (Donovan and Melinda) as the enemies of WISE, therefore Twilight; The radical government sector of the secret: including criminals, murderers, and terrorists as enemies of the garden, of the shopkeeper, and therefore of Yor/Thorn Princess; and to the scientists, Hapoon as the creator of Anya and Bond, whose powers are key elements in an information war (Predict the future and read the mind of the enemy)
Leaving the SSS, the secret police in the middle of this battle. Which side are they on? (According to Endo) very few members know that Garden exists. So, it may be that most of the police officers arrest the spies, informants and they do not know everything that they hide in the background. So surely the SSS supports the governments that are exposed to society… But, will they also support the rulers of the underworld even though they know very little about their existence?
Although each of these elements is dispersed. There have already been little connections and implications, which give us the idea that something very dark is going on and that there is not just one person wishing the war to happen or not. So it wouldn't surprise me if the Forgers, as a family, represent the search for peace. The Desmonds (except Damiand) represent the search for war. Having in all this, a third card (The experiments) playing in the shadows
