I know, I am really on a "mocking Tyler Cowen" kick, I will move on from this soon. I just think the ways he is failing these days is very symptomatic of the zeitgeist faux-intellectualism and the ways thinkers are struggling to slot into an openly anti-intellectual movement.
He starts with "USAID is probably good", but in a very compliment-sandwich way. You taught me what a Straussian read is my dear Cowen, so when your "it is good" section is two lines of link dumps, and the rest of the piece is criticism, I am getting the message. So let us set that part aside and dig into those criticisms:
To be clear, I consider this kind of thing to be scandalous. And I strongly suspect that some of the other outrage anecdotes are true, though they are hard to confirm, or not
The link is to the think tank The Urban Institute putting out a donation call because 1/3rd of its budget is from the Federal government. Which is scandalous...because...uh, why? It is the Urban Institute. They analyze government policy for hire. Their biggest customer is the government. What the fuck? Their latest research - just chosen randomly, top of the list - is an impact evaluation of a program to help at-risk youths graduate high school. Is that bad now?? Does Tyler Cowen no longer think impact evaluations of policy are good??
Imagine describing consulting firms this way: "Oil Well Advisors has hit significant headwinds now that Exxon Mobile is suspending all outside contractors", is that a scandal? Or just absolutely normal behavior for industries with large institutional clients? What is the alternative here? Does he want - in a post subtly praising the Trump Admin - the government to in-house all impact evaluations? I don't disagree that they should do more but, uh, read the room buddy?
I know I am harping on this point but I really wanna emphasize how much of a bad writing call this is - taking an actually insane position (orgs specializing in government contracts shouldn't exist lmao) and because it is so indefensible you instead just handwave it as obvious so the audience maybe doesn't notice. Very cringe.
Okay, moving on:
It does seem Nina Jankowicz and her work received funding, and that I find hard to justify. It seems to be evidence for something broken in the process.
The money went to her work with the Center for Information Resilience, which does investigative reporting on war crimes like in the Ukraine War. Maybe her project sucked, I don't even know, but come on. This is incredibly normal behavior for USAID.
Or how about funds to the BBC?
You mean the BBC Media Action charity, which trains journalists and helps build out mobile & communication networks in developing countries? Should the US build 100% of its own orgs and never fund effective, international partners from US allies? Is that a coherent foreign policy goal I can just wave my hands about and never explain because it is so obvious?
He then goes into the "reforming USAID" angle:
The Samo piece is excellent. For one thing he notes: “The agency primarily uses a funding model which pays by hours worked, thus incentivizing long-duration projects.” And the very smart Samantha Power, appointed by Biden to run AID, “…is in favor of disrupting the contractor ecosystem.” Samo also discusses all the restrictions that require American contractors to be involved. Here is a study on how to reform AID, I have not yet read it.
Which is totally fine, I agree if I ran USAID I could totally like boost efficiency by 50%. I bet a lot of spending is inefficient. But why are you pretending that the current admin is, in any way, aiming for technocratic reform?
Why bother bringing this thread up? That isn't what they are doing! It isn't relevant.
I love this classic trick:
According to the very smart, non-lunatic Charlie Robertson: "My data suggests US AID flows in 2024 were equivalent to: 93% of Somalia’s government revenues, 61% in Sudan, just over 50% in South Sudan and Yemen" While I do not take cutting off those flows lightly, that seems unsustainable and also wrong to me as a matter of USG policy. Those do not seem like viable enterprises to me.
You can think whatever you want is wrong, your call. But unsustainable? All of USAID is half a percent of the federal government. Payments to Somalia are a rounding error. This is the definition of sustainable! You could run this forever and never even notice.
But okay, maybe you mean like it is creating a culture of dependency or somesuch, not the same thing but I will humor you. Let's look at the latest USAID impact assessment of their work in Somalia:
Oh whoops, looks like our ability to even evaluate programs has been stripped away by the current admin's mass purging of databases like impact assessment reports! Fortunately I have the Wayback Machine, so I can get around this:
"Culture of dependency" this money went to food and clean water for starving people. You can say whatever you want about priorities and all that shit. That it is "unsustainable". But if someone doesn't do this then some of these people die. I notice "let them die" does not appear in your bloodless discussion of "aid dependency". Maybe we should cut aid because they will be forced to get their state together and be better off in the long run. I understand that logic, I really do, you can make that case.
But fucking say it. Say "let them die" to my face. Man the fuck up.
Alright, last one since this is going on too long:
There are various reports of AID spending billions to help overthrow Assad. I cannot easily assess this matter, either whether the outcomes was good or whether AID mattered, but perhaps (assuming it was effective) such actions should be taken by a different agency or institution?
I love this one because it is a peak "attack of opportunity" moment. At the beginning of this very post he says this:

The piece, to clarify, explains that USAID is not an aid agency, but fundamentally an extension of US foreign policy and conducts itself to achieve foreign policy goals. That this is its explicit, stated purpose. And Tyler Cowen says it is a great piece.
And then proceeds to say that pursuing those goals in Syria should maybe be at a different agency because that isn't "aid".
Bro you don't give a rat's ass about that! You just wanted to score points, you don't care about this at all. It was just on the list, you didn't even think about it, you just said something that sounded plausible. It is pathetic, you don't have to comment on every headline if you don't have a hot take. Just post a meme instead like a normal person.
But he does have to comment, because this post exists to ingratiate himself to the vibe shift. It as transparent as it is embarrassing - it is so limp-wristed, saying things like "the 'Elonsphere' on Twitter is very much exaggerating the horror anecdotes" when their most viral claims are just naked fabrications. Come on, man. You used to be better than this.

ICE officers have been spending too much time on “targeting,” Homan told me, which is the process of identifying deportation candidates and researching their daily routines so that officers don’t come up empty when they try to make an arrest. ICE teams can’t force their way into a residence without a judicial warrant, so they try to determine when the person they want to grab typically leaves for work, or drops off kids at school. Then they can try to catch them in the open.
This is one example of the kind of data research Homan would like to hand off to private contractors. Reached by phone a day after the Arizona security conference, he sounded like someone who’d been listening to pitches from management consultants and data firms.

"When the chief executive of a large tech firm based in San Francisco shares a drink with the bosses of his Fortune 500 clients, he often hears a similar message. “They’re frustrated and disappointed. They say: ‘I don’t know why it’s taking so long. I’ve spent money on this. It’s not happening’”.
"For many companies, excitement over the promise of generative artificial intelligence (AI) has given way to vexation over the difficulty of making productive use of the technology. According to S&P Global, a data provider, the share of companies abandoning most of their generative-AI pilot projects has risen to 42%, up from 17% last year. The boss of Klarna, a Swedish buy-now, pay-later provider, recently admitted that he went too far in using the technology to slash customer-service jobs, and is now rehiring humans for the roles."
"Consumers, for their part, continue to enthusiastically embrace generative AI. [Really?] Sam Altman, the boss of OpenAI, recently said that its ChatGPT bot was being used by some 800m people a week, twice as many as in February. Some already regularly turn to the technology at work. Yet generative AI’s ["]transformative potential["] will be realised only if a broad swathe of companies systematically embed it into their products and operations. Faced with sluggish progress, many bosses are sliding into the “trough of disillusionment”, says John Lovelock of Gartner, referring to the stage in the consultancy’s famed “hype cycle” that comes after the euphoria generated by a new technology.
"This poses a problem for the so-called hyperscalers—Alphabet, Amazon, Microsoft and Meta—that are still pouring vast sums into building the infrastructure underpinning AI. According to Pierre Ferragu of New Street Research, their combined capital expenditures are on course to rise from 12% of revenues a decade ago to 28% this year. Will they be able to generate healthy enough returns to justify the splurge? [I'd guess not.]
"Companies are struggling to make use of generative AI for many reasons. Their data troves are often siloed and trapped in archaic it systems. Many experience difficulties hiring the technical talent needed. And however much potential they see in the technology, bosses know they have brands to protect, which means minimising the risk that a bot will make a damaging mistake or expose them to privacy violations or data breaches.
"Meanwhile, the tech giants continue to preach AI’s potential. [Of course.] Their evangelism was on full display this week during the annual developer conferences of Microsoft and Alphabet’s Google. Satya Nadella and Sundar Pichai, their respective bosses, talked excitedly about a “platform shift” and the emergence of an “agentic web” populated by semi-autonomous AI agents interacting with one another on behalf of their human masters. [Jesus christ. Why? Who benefits from that? Why would anyone want that? What's the point of using the Internet if it's all just AIs pretending to be people? Goddamn billionaires.]
"The two tech bosses highlighted how AI models are getting better, faster, cheaper and more widely available. At one point Elon Musk announced to Microsoft’s crowd via video link that xAI, his AI lab, would be making its Grok models available on the tech giant’s Azure cloud service (shortly after Mr Altman, his nemesis, used the same medium to tout the benefits of OpenAI’s deep relationship with Microsoft). [Nobody wanted Microsoft to pivot to the cloud.] Messrs Nadella and Pichai both talked up a new measure—the number of tokens processed in generative-AI models—to demonstrate booming usage. [So now they're fiddling with the numbers to make them look better.
"Fuddy-duddy measures of business success, such as sales or profit, were not in focus. For now, the meagre cloud revenues Alphabet, Amazon and Microsoft are making from AI, relative to the magnitude of their investments, come mostly from AI labs and startups, some of which are bankrolled by the giants themselves.
"Still, as Mr Lovelock of Gartner argues, much of the benefit of the technology for the hyperscalers will come from applying it to their own products and operations. At its event, Google announced that it will launch a more conversational “AI mode” for its search engine, powered by its Gemini models. It says that the AI summaries that now appear alongside its search results are already used by more than 1.5bn people each month. [I'd imagine this is giving a generous definition of 'used'. The AI overviews spawn on basically every search - that doesn't mean everyone's using them. Although, probably, a lot of people are.] Google has also introduced generative AI into its ad business [so now the ads are even less appealing], to help companies create content and manage their campaigns. Meta, which does not sell cloud computing, has weaved the technology into its ad business using its open-source Llama models. Microsoft has embedded AI into its suite of workplace apps and its coding platform, Github. Amazon has applied the technology in its e-commerce business to improve product recommendations and optimise logistics. AI may also allow the tech giants to cut programming jobs. This month Microsoft laid off 6,000 workers, many of whom were reportedly software engineers. [That's going to come back to bite you. The logistics is a valid application, but not the whole 'replacing programmers with AI' bit. Better get ready for the bugs!]
"These efforts, if successful, may even encourage other companies to keep experimenting with the technology until they, too, can make it work. Troughs, after all, have two sides; next in Gartner’s cycle comes the “slope of enlightenment”, which sounds much more enjoyable. At that point, companies that have underinvested in AI may come to regret it. [I doubt it.] The cost of falling behind is already clear at Apple, which was slower than its fellow tech giants to embrace generative AI. It has flubbed the introduction of a souped-up version of its voice assistant Siri, rebuilt around the technology. The new bot is so bug-ridden its rollout has been postponed.
"Mr Lovelock’s bet is that the trough will last until the end of next year. In the meantime, the hyperscalers have work to do. Kevin Scott, Microsoft’s chief technology officer, said this week that for AI agents to live up to their promise, serious work needs to be done on memory, so that they can recall past interactions. The web also needs new protocols to help agents gain access to various data streams. [What an ominous way to phrase that.] Microsoft has now signed up to an open-source one called Model Context Protocol, launched in November by Anthropic, another AI lab, joining Amazon, Google and OpenAI.
"Many companies say that what they need most is not cleverer AI models, but more ways to make the technology useful. Mr Scott calls this the “capability overhang.” He and Anthropic’s co-founder Dario Amodei used the Microsoft conference to urge users to think big and keep the faith. Reforming the Federal Hiring Process and Restoring Merit to Government Service
Issued January 20, 2025.
By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 3301, 3302, and 7511 of title 5, United States Code, it is hereby ordered:
Section 1. Policy. American citizens deserve an excellent and efficient Federal workforce that attracts the highest caliber of civil servants committed to achieving the freedom, prosperity, and democratic rule that our Constitution promotes. But current Federal hiring practices are broken, insular, and outdated. They no longer focus on merit, practical skill, and dedication to our Constitution. Federal hiring should not be based on impermissible factors, such as one's commitment to illegal racial discrimination under the guise of "equity," or one's commitment to the invented concept of "gender identity" over sex. Inserting such factors into the hiring process subverts the will of the People, puts critical government functions at risk, and risks losing the best-qualified candidates.
By making our recruitment and hiring processes more efficient and focused on serving the Nation, we will ensure that the Federal workforce is prepared to help achieve American greatness, and attracts the talent necessary to serve our citizens effectively. By significantly improving hiring principles and practices, Americans will receive the Federal resources and services they deserve from the highest-skilled Federal workforce in the world.
Sec. 2. Federal Hiring Plan. (a) Within 120 days of the date of this order, the Assistant to the President for Domestic Policy, in consultation with the Director of the Office of Management and Budget, the Director of the Office of Personnel Management, and the Administrator of the Department of Government Efficiency (DOGE), shall develop and send to agency heads a Federal Hiring Plan that brings to the Federal workforce only highly skilled Americans dedicated to the furtherance of American ideals, values, and interests.
(b) This Federal Hiring Plan shall:
(i) prioritize recruitment of individuals committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution;
(ii) prevent the hiring of individuals based on their race, sex, or religion, and prevent the hiring of individuals who are unwilling to defend the Constitution or to faithfully serve the Executive Branch;
(iii) implement, to the greatest extent possible, technical and alternative assessments as required by the Chance to Compete Act of 2024;
(iv) decrease government-wide time-to-hire to under 80 days;
(v) improve communication with candidates to provide greater clarity regarding application status, timelines, and feedback, including regular updates on the progress of applications and explanations of hiring decisions where appropriate;
(vi) integrate modern technology to support the recruitment and selection process, including the use of data analytics to identify trends, gaps, and opportunities in hiring, as well as leveraging digital platforms to improve candidate engagement; and
(vii) ensure Department and Agency leadership, or their designees, are active participants in implementing the new processes and throughout the full hiring process.
(c) This Federal Hiring Plan shall include specific agency plans to improve the allocation of Senior Executive Service positions in the Cabinet agencies, the Environmental Protection Agency, the Office of Management and Budget, the Small Business Administration, the Social Security Administration, the National Science Foundation, the Office of Personnel Management, and the General Services Administration, to best facilitate democratic leadership, as required by law, within each agency.
(d) The Federal Hiring Plan shall provide specific best practices for the human resources function in each agency, which each agency head shall implement, with advice and recommendations as appropriate from DOGE.
Sec. 3. Accountability and Reporting. (a) The Director of the Office of Personnel Management shall establish clear performance metrics to evaluate the success of these reforms, and request agency analysis on a regular basis.
(b) The Office of Personnel Management shall consult with Federal agencies, labor organizations, and other stakeholders to monitor progress and ensure that the reforms are meeting the needs of both candidates and agencies.
Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Excerpt from this story from Inside Climate News:
On a Southern California spring morning in 1973, a tanker truck driver jackknifed his rig and dumped the agricultural fumigant he was transporting onto a city street. A Los Angeles Fire Department emergency response team spent four hours cleaning up the chemical, 1,3-dichloropropene, or 1,3-D, a fumigant sold as Telone that farmers use to kill nematodes and other soil-dwelling organisms before planting.
Seven years after the spill, two emergency responders developed the same rare, aggressive blood cancer—histiocytic lymphoma—and died within two months of each other. In 1975, a farmer who’d accidentally exposed himself to 1,3-D repeatedly through a broken hose was diagnosed with another blood cancer, leukemia, and died the next year.
Within a decade of the men’s deaths, described as case studies in JAMA Internal Medicine, the National Toxicology Program, or NTP, reported “clear evidence” that 1,3-D causes cancer in both rats and mice. The finding led the U.S. Environmental Protection Agency to classify the chemical as “likely to be carcinogenic to humans” the same year, 1985. So it wasn’t a surprise when researchers at the University of California, Los Angeles reported in 2003 that Californians who’d lived at least two decades in areas with the highest applications of 1,3-D faced a heightened risk of dying from pancreatic cancer.
Yet EPA’s Office of Pesticide Programs’ Cancer Assessment Review Committee, or CARC, concluded in 2019 that 1,3-D—originally embraced by tobacco companies for its unparalleled ability to kill anything in soil that might harm their plants—isn’t likely to cause cancer after all.
In doing so, EPA, whose mission is to protect human health and the environment, rejected the human evidence, calling the UCLA study “low quality.” It also dismissed the authoritative NTP study and studies in lab animals that documented 1,3-D’s ability to damage DNA, a quintessential hallmark of cancer.
Instead, EPA’s CARC relied on studies provided by Dow AgroSciences (now called Corteva), the primary manufacturer of 1,3-D, and proposed a review of evidence linking the fumigant to cancer by SciPinion, a consulting firm hired by Dow, as an external peer review of its work. The decision to entrust external review to a Dow contractor has drawn repeated criticism, including from the agency’s watchdog, the Office of Inspector General, or OIG.
“During EPA’s search of the open literature, a comprehensive third-party peer review of the cancer weight-of-evidence assessment that considered toxicokinetics, genotoxicity and carcinogenicity data for 1,3-D was conducted and published in 2020 by SciPinion,” said agency spokesperson Timothy Carroll. EPA argued that the SciPinion review satisfied the criteria for an external review, Carroll said, and that another panel would have arrived at the same conclusion, given the specialized expertise required.
The OIG had recommended EPA conduct an external peer review of its 1,3-D cancer risk assessment in a 2022 report that outlined several problems with the agency’s process. An external review, the OIG said, requires “independence from the regulated business,” again noting the deficiency in a new report released in early August.
The scientists who run SciPinion have long consulted for manufacturers of harmful products, often publishing studies that deploy computer models to question the need for more protective health standards.
