What's the difference between class 1 to class 4? Like what would you have to do to get class 1-4?
Also how are the different classes treated? We know how 3-4's are treated but you've never covered class 1 or class 2 yet.

There are laws and regulations to protect rehabilitating class 1-3 convicts on equal terms yet lots of limitations and mistreatment depending on the class status. It would be too long of a list to write every detail of the offender class system so I'll try to explain your main points!

Non-reporting of class 2-3 crimes and/or concealing the offenders
