is it possible for Jin to return as a Bugster?
From what I can tell, no. Bugsters are essentially digital lifeforms, made of data, given form in the real world. They are more akin to Jin's avatar, only they don't need a physical conduit into the real world (which for Jin would be the marker system and J) and are purely digital being instead of having a physical body tucked away somewhere.
In Jin's case, there's no data left to be recreated in the real world, as he allowed his data to be destroyed as part of the endgame to defeat Enter for good.
And even if his physical body hadn't been destroyed in that endeavor, he still wouldn't have survived the destruction of the sub-dimension as he he didn't have the vaccine program that Hiromu and the others had that allowed them to survive the transportation (as living things apparently can't handle the process).
And the one-time-use back up within J was just that- one-time-use.
So... yeah, Jin's pretty much permanently dead. And he's stayed dead for a decade now, because every iteration of Jin that's appeared since the crossover with Kyouryuger is explicitly not this version of Jin. It was surprising for a modern Sentai series, but... look at who wrote it.

Hey, question, actually: do past Super Sentai human Ranger actors come back to voice non-human characters often? Like how Mao Ichimichi played Luka Millfy in Gokaiger and then Raptor 283 in Kyuranger.
