Peast põrunud valitsuse eesmärk: muuta Eesti Põhiseadust nii, et Vene kodanikud valida ei saaks
Eesti Põhiseadust tahetakse muuta nii, et Venemaa ja Valgevene kodanikud ei saaks osaleda Eesti kohalike omavalitsuste valimistel.
See on äärmiselt skisofreeniline, sest Põhiseaduse muutmine on väga järsk samm. Põhiseadust tuleks muuta harva ja ainult äärmisel vajadusel. Ent Eesti peaminister Kristen Michal soovib Põhiseadust muuta "kiirkorras".
See on skisofreeniline ka seetõttu, et Põhiseaduse korrektse muutmise korral nõuaks uus säte, et Eesti kohalike omavalitsuste valimistel ei saa osaleda välisriikide kodanikud. Välisriikideks oleksid Venemaa, Valgevene, aga näiteks ka Ameerika Ühendriigid ja Läti.
Teine korrektne võimalus oleks sätestada, et Eesti kohalike omavalitsuste valimistel saavad osaleda ainult Euroopa Liidu liikmesriikide kodanikud. Sel juhul saaksid valimistel osaleda näiteks Prantsusmaa kodanikud, ent mitte Ühendkuningriigi kodanikud.
Äärmiselt ohtlik ja debiilne on kirjutada Eesti Põhiseadusesse sisse kahe konkreetse riigi - naaberriikide Venemaa ja Valgevene - nimed.
Oma eesmärkide põhjendusena väidetakse, et Venemaa kujutab endast Eestile julgeolekuohtu. Viimase väite põhjendusena omakorda viidatakse Venemaa sissetungile Ukrainasse.
Ent kuigi Venemaa sõda Ukrainas näitab, et Venemaa kujutab endast julgeolekohtu, ei järeldu sellest veel, et Venemaa kujutab endast julgeolekuohtu Eestile.
Sellest, et Venemaa ohustab Ukraina julgeolekut, ei järeldu automaatselt, et Venemaa ohustab Eesti julgeolekut.
Ukraina on Musta mere ääres, aga Eesti on Läänemere ääres. Ukraina on kauge maa.
Sisuliselt üritab Eesti valitsus sedasi muuta Eesti Põhiseadust hoopis Ukraina Põhiseaduseks.
Mis puutub aga sõdadesse kaugetes maades, siis Eesti kohalike omavalitsuste valimistel osalemise võiks sel juhul ära keelata ka Ameerika Ühendriikide kodanikel.
Nimelt okupeerisid Ameerika Ühendriigid sellised kauged maad nagu Afganistan ja Iraak. Need okupatsioonid olid õigustamata, kestsid aastakümneid ning võtsid elu miljonitelt inimestelt. Iraagi okupeerimine pole ka tänaseks veel täielikult lõppenud.
Mis juhtuks aga siis, kui Vene-Ukraina sõda lõppeb või kui Venemaal tuleb Putini asemel võimule uus poliitik, kes teostab teistsugust välispoliitikat?
Kas Eesti hakkaks siis oma Põhiseadust jälle ümber tegema?
Raske on vältida muljet, et Eesti Valitsus, mida juhib Reformierakond, püüab teha järgmist absurdset asja:
Kirjutada ühe riigi (Eesti) Põhiseadusesse sisse, et teine riik (Venemaa) on vaenlane, tehes seda kolmanda ja kauge riigi (Ukraina) tellimusel.
Eesti Valitsus tahab Eesti kohalike omavalitsuste valimistel osalemist lubada ainult neile, kes on lojaalsed Ukraina riigile!
Kui Põhiseaduse selline skisofreeniline muutmine peaks õnnestuma, siis ma lihtsalt ei tunnistaks seda uut dokumenti enam Eesti riigi Põhiseadusena.
Reformierakonda, kes on sellise radikaalse muudatuse eestvedaja, pean ma isamaareeturite ja madalalt arenenud mõistusega moraalitute aferistide jõuguks.
Venemaa ideoloogia
Eesti Valitsuse hullumeelne plaan on pälvinud Venemaa Välisministeeriumi tähelepanu.
RT ("Russia Today") on pühendanud terve artikli Eesti peaminister Kristen Michali plaanile. Tsiteeritakse väljaannet ERR ("Eesti Rahvusringhääling"). Sõna saab Maria Zaharova, kelle elutööks on Venemaa naaberriikidele epistleid lugeda.
Artiklist saame muuhulgas teada, et Zaharova on praegust Eestit nimetanud "mini-totalitaristlikuks režiimiks".
Väga erudeeritud Zaharova sõnavõtus esineb mõningaid Venemaa propagandale iseloomulikke loogilisi ning faktilisi ebatäpsusi.
Täpsustuseks rõhutan siin igaks juhuks järgmisi olulisi nüansse:
Nii Eestil kui ükskõik millisel teisel riigil oli täielik õigus mitte anda automaatselt kodakondsust sadadele tuhandetele nõukogude režiimi ajal selle riigi territooriumile elama asunud võõrkeelsetele immigrantidele.
Eestis elavatele kodakondsuseta isikutele anti hallid passid ja aastakümneid on neil olnud võimalus taotleda Eesti kodakondsust, mille saamise ühe tingimusena pidanuks nad edukalt sooritama eesti keele eksami.
Eesti valitsuse praeguse plaani järgi jääksid valimisõiguseta mitte ainult Eestis elavad Venemaa kodanikud, vaid ka halli passi omanikud.
Kuna totalitaristliku režiimiga miniriigis Eesti on väljaanne RT blokeeritud, siis ei saa ma oma kriitikat Vene propagandale korralike allikaviidetega varustada. Kasutatud artikli pealkiri on: "EU state's PM wants Russians banned from voting" (RT, 27 October 2024).
Uued Uudised seisukoht on samuti radikaalne
Konservatiivide ja EKRE väljaande "Uued Uudised" toimetuse nimel ilmus artikkel "Kristen Michal näitab ennast Vene kodanike valimisõiguse osas selgrootu poliitikuna. Või siis Vene selgrooga" (28. oktoober 2024), mida võiks pidada hüsteeriliseks. Sellest saame lugeda järgmisi avaldusi:
"...ainus lahendus on Vene kodanikud hääleõigusest kompromissitult ilma jätta."
"Venemaa aga jätkab kogu maailmas agressioone."
"Ainus lahendus".
"Kogu maailmas".
Skisofreeniline ajupesu.
Muide, need on Ameerika Ühendriigid ja mitte Venemaa, kellel on sõjaväebaasid kogu maailmas. Osa neist asub teiste riikide (näiteks Iraagi ja Süüria) territooriumil nende riikide nõusolekuta.
Kokku on neid Ameerika Ühendriikide sõjaväebaase umbes 750 ning neid leidub rohkem kui 80-s riigis.
Eesti siseminister soovitab rikkuda Eesti Põhiseadust
Sotsiaaldemokraatlikku Erakonda (SDE) kuuluv siseminister Lauri Läänemets soovitab Eesti Põhiseadust mitte muuta ja lubada osal Eestis elavail Venemaa kodanikel kohalike omavalistuste valimistel osaleda, osal aga mitte.
Valiku aluseks peab Läänemets nende Venemaa kodanike poliitilist meelsust: et valima pääseda, peavad nad olema lojaalsed Eesti riigile ning hukka mõistma Venemaa sõja Ukrainas.
Ent siseminister Läänemets kaitseb Eesti Põhiseadust ainult näiliselt, sest tema ettepanek tundub Eesti Põhiseadusega otseses vastuolus olevat.
PS §40: "Igaühel on südametunnistuse-, usu- ja mõttevabadus."
PS §41: "Igaühel on õigus jääda truuks oma arvamustele ja veendumustele. Kedagi ei tohi sundida neid muutma."
Ülaltsiteeritud põhiõigused on Eesti territooriumil igaühe õigused. Ei ole täpsustatud, et need oleksid ainult Eesti kodanike õigused. Järgmise paragrahvi põhjal laienevad sellised õigused aga ka Eestis elavatele Venemaa kodanikele ning kodakonduseta isikutele:
PS §9: "Põhiseaduses loetletud kõigi ja igaühe õigused, vabadused ja kohustused on võrdselt nii Eesti kodanikel kui ka Eestis viibivatel välisriikide kodanikel ja kodakondsuseta isikutel."
PS §130 põhjal võib erakorralise või sõjaseisukorra ajal isikute teatud õigusi piirata. Ent seoses Vene-Ukraina sõjaga ei ole Eesti välja kuulutanud sõjaseisukorda või erakorralist seisukorda.
Artiklist "Lauri Läänemets: kui sa arvad, et Putin on okei mees, siis sa lihtsalt ei tule valima" (Vilja Kiisler, DELFI, 29. oktoober 2024) saame lugeda, et siseminister Lauri Läänemetsa sõnul Eesti riigis mõttepolitsei puudub. Ent selle sama hingetõmbega teatab ta ju, et ikkagi tegeletakse meelsuskontrolliga:
"Siseminister Lauri Läänemets (SDE) väidab, et Eesti riik meelsuskontrolliga ei tegele. SDE ettepaneku eesmärk ei ole tema sõnul kõigilt Vene kodanikelt valimisõigust ära võtta, vaid tagada see, et valima pääseksid need Eesti riigile lojaalsed Vene kodanikud."
Niisiis on meil selline siseminister, kelle arvates meelsuskontroll pole meelsuskontroll, kui kontrollitakse ainult Venemaa kodanike meelsust.
Seejuures Vilja Kiisleri sõnastus
"Ettepanek, mille kohaselt saaksid kohalike omavalitsuste valimistel hääletada vaid need Vene kodanikud, kes mõistavad [Ukraina] sõja hukka ja vannuvad truudust Eesti riigile..."
kõlab nagu eksplitsiitne, ilmutatud ülestunnistus, et Eestis tohivad hääletada ainult need Venemaa kodanikud, kes vannuvad truudust Ukraina riigile...
Kokkuvõte
Eesti peaminister tahab Eesti Põhiseadust muuta absurdsel viisil ja näib esindavat pigem Ukrainat kui Eestit. Eesti siseminister tahab rikkuda Eesti Põhiseadust ja kehtestada meelsuskontrolli. Venemaa Välisministeerium teeb absurdse eelduse, et kõigile Eesti elanikele oleks pidanud automaatselt andma Eesti kodakondsuse.

America has become the laughing stock of the whole world. Disgraceful.
Add this disgrace to the tariffs and the 1000’s of people fired from their jobs, important programs dismantled.
Trump trying to extort Ukraine for their mineral rights in exchange for protection from Russia is no different than Russia invading Ukraine to take it’s resources. It’s pure mob mentality thug behavior. How can Ukraine recover from this devastating war if they have to give up all their resources to do so. It will truly be a broken country.
The fact that AP and Reuters, two of the most respectable media companies in the USA were barred from this meeting but somehow TASS, which is Russian state media managed to weasel their way in there for part of it (even though the White House is now saying they were unauthorized to be there) proves it; the fix is in. The coup that started back on Jan 6th 2021 is nearly finished. Hillary was right all along; trump is nothing more than Putin’s puppet and the entire global world order that existed since the end of WWII is about to be decimated.
We are the laughing stock of the whole world. Canada is collectively stopping purchase and use of American items and resources. People are canceling their plans to visit the US. Travel agencies are giving huge discounts to those who cancel travel to the US.
Not sure how those who voted for the orange imbecile dictator are sleeping at night.

HELSINKI (AP) — Estonia’s president formally appointed the Baltic country’s new government on Monday after lawmakers gave the green light to Prime Minister-designate Kristen Michal’s three-party coalition Cabinet.
Addressing the new Cabinet, which is to be sworn in Tuesday, President Alar Karis said the government's comfortable majority in the 101-seat Riigikogu, or Parliament, brings along “special responsibility."
Under a revised government program agreed on Friday, Michal’s first Cabinet will focus on improving Estonia’s ailing state finances, among other things, through hiking income tax and value added tax, in addition to raising the excise tax on alcohol, tobacco and gasoline.
In a 64-27 vote, lawmakers approved the proposed government of Michal, who is a seasoned politician but a first-time prime minister, from the governing center-right Reform Party.
The 49-year-old Michal, who earlier served as climate, justice and economics minister, was tapped to become Estonia’s new prime minister in late June, just days after his predecessor Kaja Kallas was chosen to be the European Union’s new foreign policy chief — a post she will take up later this year.
Kallas, Estonia’s first female head of government, formally resigned a week ago after which Michal started sounding possibilities for a broad-based coalition Cabinet. Following intense talks with parties last week, he decided to stick with the composition of Kallas’ outgoing government with senior partner Reform Party supported by the center-left Social Democrats and the liberal Estonia 200 party.
In addition to finances, the new Cabinet also pledges to continue investing strongly into defense and security in the small NATO nation of 1.3 million that borders Russia to the east.
In the key Cabinet posts, Margus Tsahkna from Estonia 200 will continue as foreign minister and Social Democrat Lauri Läänemets as interior minister. Reform’s veteran politician Jürgen Ligi makes a return to a government post and takes over the finance minister portfolio.
Michal has been active in the Reform Party, Estonia’s dominant party, since the late 1990s. He served as minister for climate affairs in Kallas’ last Cabinet, which took office in April 2023.
Michal also served as Reform’s party secretary and as a member of Tallinn City Council. He is set to take over Reform's chairmanship from Kallas in the fall.

'A war crime' — European leaders react to Russia's Palm Sunday attack on Sumy that killed dozens

European leaders have condemned Russia’s missile attack on Ukraine’s northeastern city of Sumy that killed at least 32 people, including two children, and injured 84.
Russia on April 13 launched two ballistic missiles at the city in northeastern Ukraine on the morning of Palm Sunday, when many citizens were celebrating the religious holiday in the leadup to Easter.
The attack took place just two days after U.S. Special Envoy Steve Witkoff met Russian President Vladimir Putin in St. Petersburg to discuss peace negotiations.
“Everyone knows: This war was initiated by Russia alone. And today, it is clear that Russia alone chooses to continue it — with blatant disregard for human lives, international law, and the diplomatic efforts of President Trump,” French President Emmanuel Macron wrote on X.
He called for strong measures to “impose a ceasefire on Russia” and noted that France is working towards that goal with allies.
EU High Representative for Foreign Affairs and Security Policy Kaja Kallas wrote on X that the attack was “heartbreaking” as citizens gathered for Palm Sunday “only to be met by Russian missiles.”
“Horrific example of Russia intensifying attacks while Ukraine has accepted an unconditional ceasefire,” she added, referencing Kyiv’s agreement to a full 30-day ceasefire after U.S.-mediated talks in Jeddah on March 11.
The EU’s ambassador to Ukraine, Katarina Mathernova, called the attack on churchgoers during Palm Sunday a “war crime” and said that Europe is “increasing pressure on Russia and supporting Ukraine in every possible way.”
“Nothing seems to be sacred to the Russians — neither churches, nor Ukrainian children,” she added.

Moldova’s President Maia Sandu called for more air defense for Ukraine and added that Moldova “mourns with Ukraine.” She said that “Palm Sunday is a day of peace,” emphasizing that Russia “must be held accountable” and that “there is no justification for such evil.”
The leader of the exiled Belarusian opposition Sviatlana Tsikhanouskaya wrote on X that “Putin’s regime shows once again that it does not want peace.”
Estonia’s Prime Minister Kristen Michal said the attack proves that “Russia’s goal is erasing Ukraine.” He stressed that aid to Ukraine cannot be delayed, adding that “no pressure on Russia means no peace.”

Die NATO erweitert ihre militärischen Aktivitäten in der Ostsee. Darauf hatte sich die Allianz bereits am 30. Dezember in Brüssel verständigt. Anlass war die angeblich gezielte Zerstörung von Kabeln zwischen Finnland und Estland am 25. De-zember durch den unter der Flagge der Cookinseln fahrenden Tanker »Eagle S«. Dessen Besitzer ist die Reederei »Caravella« in den Vereinigten Arabischen Emiraten. Untersuchungsergebnisse finnischer Ermittler zu dem Vorfall wurden bisher nicht veröffentlicht.
Die NATO-Maschinerie läuft dennoch. Am Freitag kündigte die finnische Außenministerin Elina Valtonen in Helsinki die Entsendung von Schiffen der Allianz an und erklärte, die umfassendere NATO-Präsenz habe eine beruhigende, stabilisierende Wirkung. Bereits am Samstag startete dann von Kiel aus der ständige NATO-Minenräumverband mit zunächst zwei Schiffen in Richtung Baltikum. Am Sonntag teilte der schwedische Regierungschef Ulf Kristersson mit, sein Land werde sich mit drei Kriegsschiffen und einem Überwachungsflugzeug beteiligen. Nach dpa-Informationen sollen insgesamt etwa zehn Schiffe teilnehmen. Bundesverteidigungsminister Boris Pistorius (SPD) hatte am Freitag bei einem Besuch im niedersächsischen Nordholz mitgeteilt, dass sich auch Deutschland an der erhöhten NATO-Präsenz in der Ostsee beteiligen wird. Er erklärte: »Wir wissen, dass Russland die westlichen Staaten hybride angreift.« Dagegen sende man ein klares Signal, dass man Sabotage und Zerstörung nicht dulden werde. Die Details dazu würden unter den NATO-Mitgliedern abgestimmt, auch Deutschland werde sich »mit einem starken Beitrag« daran beteiligen. An diesem Dienstag sollen dazu offenbar weitere Beschlüsse gefasst werden. Mehrere Ostseeanrainerstaaten wollen auf einem Gipfel in Finnland über Sicherheit in der Region sprechen. Der finnische Staatspräsident Alexander Stubb und Estlands Ministerpräsident Kristen Michal richten die Zusammenkunft in Helsinki gemeinsam aus, wie Stubbs Büro am Mittwoch mitgeteilt hatte. Unter den Teilnehmern sind Bundeskanzler Olaf Scholz (SPD), NATO-Generalsekretär Mark Rutte, die Vizepräsidentin der EU-Kommission Henna Virkkunen sowie die Staats- und Regierungschefs von Dänemark, Lettland, Litauen, Polen und Schweden. Damit entsteht offenbar eine zweite, speziell gegen Russland gerichtete NATO-Unterorganisation im Ostseeraum. Bereits seit 2018 ist das Zehn-Staaten-Bündnis »Joint Expeditionary Force« (JEF) tätig, das Truppen zur Abschreckung und zur schnellen Reaktion bereitstellt. Neben den fünf skandinavischen Staaten gehören ihm die drei baltischen Länder und die Niederlande unter Führung Großbritanniens – im NATO-Jargon »Framework Nation« – an. Deutschland und Italien fungieren auf anderen Gebieten als »Führungsnationen«. Die JEF koordinierte bisher die Überwachung der Seegebiete vom Ärmelkanal über die Nordsee und den Nordatlantik bis in die Ostsee. Der britische Verteidigungsminister John Healey hatte bereits am 6. Januar angekündigt, die JEF werde die kritische Infrastruktur in der Ostsee verstärkt überwachen. Sie habe die Operation »Nordic Warden« gestartet und nutze künstliche Intelligenz, um Schiffe zu überwachen und Risiken zu bewerten. Die JEF-Aktion verstärke »bestehende und geplante Reaktionen der NATO«. Die »Reaktionen« wurden offenbar geplant, bevor die russische »Schattenflotte« auftauchte. Am 25. Dezember war es dann soweit.
