But during a pandemic that’s forced millions into seclusion and left many without paychecks, such actions can feel like a personal insult—reinforcing the idea “that some people just don’t have to follow the rules while the rest of us do,” says Rita Kirk, a professor of communications at Southern Methodist University. Pandemic-era hypocrisy has only deepened the polarization in a time already marked by division, emboldening those who doubt the seriousness of the virus and dividing people’s responses based on political affiliations.
Hacked networks will need to be burned ‘down to the ground’ (AP) It’s going to take months to kick elite hackers widely believed to be Russian out of the U.S. government networks they have been quietly rifling through since as far back as March in Washington’s worst cyberespionage failure on record. Experts say there simply are not enough skilled threat-hunting teams to duly identify all the government and private-sector systems that may have been hacked. FireEye, the cybersecurity company that discovered the intrusion into U.S. agencies and was among the victims, has already tallied dozens of casualties. It’s racing to identify more. “We have a serious problem. We don’t know what networks they are in, how deep they are, what access they have, what tools they left,” said Bruce Schneier, a prominent security expert and Harvard fellow. Many federal workers—and others in the private sector—must presume that unclassified networks are teeming with spies. Agencies will be more inclined to conduct sensitive government business on Signal, WhatsApp and other encrypted smartphone apps. The only way to be sure a network is clean is “to burn it down to the ground and rebuild it,” Schneier said.
College students recruited as teachers to keep schools open (AP) As the coronavirus sidelines huge numbers of educators, school districts around the country are aggressively recruiting substitute teachers, offering bonuses and waiving certification requirements in order to keep classrooms open. Coming to the rescue in many cases are college students who are themselves learning online or home for extended winter breaks. In Indiana, the 4,400-student Greenfield-Central school district about 20 miles (32 kilometers) east of Indianapolis made a plea for help as its substitute pool shrank. “I said, ‘If you’ve got a student who’s in college, maybe they’d like to work even a two-month thing for us—which would be a stopgap, no doubt—but it will help us a whole, whole bunch,” said Scott Kern, the Greenfield-Central Community School Corporation director of human resources. Over a dozen college students answered the call including his own daughter, 19-year-old Grace Kern, who is studying medical imaging technology at Indiana University–Purdue University Indianapolis. She has been working in elementary school classrooms, helping students as teachers offer instruction remotely via a screen inside the room.
An Ex-Governor Is Gunned Down, Punctuating a Deadly Year for Mexico (NYT) The former governor of the state of Jalisco was gunned down early Friday while vacationing in the resort city of Puerto Vallarta, the authorities said, a brazen killing that further illustrated the government’s struggles to rein in the deadly violence that has surged across Mexico over the past five years. The killing of the ex-governor, Aristóteles Sandoval, who was shot in the back inside a restaurant restroom, is one of the highest-profile political killings in Mexico in recent memory, security experts said. Mr. Sandoval was killed just hours before President Andrés Manuel López Obrador and his cabinet delivered a grim update on the nation’s security situation during a news conference. More than 31,000 murders were recorded in Mexico this year as of November, the latest month for which government statistics are available, a figure roughly on pace with 2019. But homicides have nearly doubled over the past five years.
Bosnian city of Mostar gets a vote (AP) Irma Baralija is looking forward to Sunday, when she intends to vote and hopes to win her race as the southern Bosnian city of Mostar holds its first local election in 12 years. To make that vote possible in her hometown, the 36-year-old Baralija had to sue Bosnia in the European Court of Human Rights for letting a stalemate between two major nationalist political parties prevent her, along about 100,000 other Mostar residents, from voting or running in a municipal election for over a decade. By winning in court in October 2019, Baralija believes she has “busted the myth (that nationalist parties) have been feeding to us, that an individual cannot move things forward, that we matter only as members of our ethnic groups.” Left without fully functioning institutions, Mostar—one of the impoverished Balkan country’s main tourist destinations—has seen its infrastructure crumble, trash repeatedly pile up on its streets and hazardous waste and wastewater treatment sludge dumped in its only landfill, which was supposed to be for non-hazardous waste.

Chaos and jubilation as freed Nigerian schoolboys reunite with family (Reuters) Parents sobbed, mobbed their children in hugs and even kissed the ground in gratitude on Friday as they reunited with scores of schoolboys who had been kidnapped a week earlier in northwest Nigeria. Hundreds of adults jostled to find their offspring among the 344 dusty and dazed looking children who had arrived by bus in Katsina state on Friday morning. Those who succeeded cheered and grabbed their children, but scores more were still waiting by early evening. “I feel like God has granted me paradise because I am so happy,” said an ebullient Hamza Kankara after she found her son, Lawal, in the crowd. Another man knelt and kissed the ground, thanking God for the return of his young son, before clutching the boy and sobbing.

Genocide, Terrorism Imminent - OBJ Tells Buhari

Former President Olusegun Obasanjo yesterday called for a cohesive strategy for combating insecurity in the national interest. He urged President Muhammadu Buhari to stem the tide of terrorism, kidnapping and killings with renewed speed to keep Nigeria united. Delay could be dangerous, he warned. Noting that the security situation was getting out of hand, Obasanjo said the President should embrace the compelling need for a broad-based assistance to tackle the situation. He said: “We need cohesion and concentration of effort and maximum force – political, economic, social, psychological and military – to deal successfully with the menace of criminality and terrorism separately and together. Blame game among own forces must be avoided. “It is debilitating and only helpful to our adversary. We cannot dither anymore. It is time to confront this threat headlong and in a manner that is holistic, inclusive and purposeful.” The former leader reflected on the grave security situation in his latest letter to President Buhari, recalling that he had advised the Commander-in-Chief to seek help beyond his administration. Obasanjo said:” A couple of weeks ago at a public lecture, I had said, among other things, that: ‘In all these issues of mobilisation for national unity, stability, security, cooperation, development, growth and progress, there is no consensus. “Like in the issue of security, government should open up discussion, debate and dialogue as part of consultation at different levels and the outcome of such deliberations should be collated to form inputs into a national conference to come up with the solution that will effectively deal with the issues and lead to rapid development, growth and progress which will give us a wholesome society and enhanced living standard and livelihood in an inclusive and shared society. “It will be a national programme. We need unity of purpose and nationally accepted strategic roadmap that will not change with whims and caprices of any government. It must be owned by the citizens, people’s policy and strategy implemented by the government, no matter its colour and leaning.” Obasanjo urged the President to seek help from eminent leaders and institutions, including “traditional rulers, past heads of service, past heads of para-military organisations, private sector, civil society, community leaders, particularly in the affected areas, present and past governors, present and past local government leaders, religious leaders, past Heads of State, past intelligence chiefs, past Heads of Civil Service and current and retired diplomats, members of opposition and any groups that may be deemed relevant.” He added: “The President must be seen to be addressing this issue with utmost seriousness and with maximum dispatch and getting all hands on deck to help.” Obasanjo explained that he decided to write President Buhari on the weighty issue to drum home the point that dialogue can open the way to problem solving. He observed that the current challenge facing the country “is the issue of life and death.” The former president said he decided to write President Buhari “as a Nigerian who still bears the scar of the Nigerian civil war” and “with a son who bears the scar of fighting Boko Haram on his body.” Reviewing President Buhari’s first term, Obasanjo pointed out that it was characterised by Boko Haram onslaught, stressing that the government’s claim about victory over the sect was unfounded. He said the recent explanation by the Chief of Army Staff that victory could not be attained due sabotage, lack of commitment and poor motivation for troops underscored the gap between expectation and reality. Obasanjo lamented that Boko Haram remained a big issue for those who were victimised, killed, maimed, kidnapped, raped, sold into slavery, forced into marriage and for children forcibly recruited into carrying bombs to cause maximum destruction. He stressed: “ Boko Haram will not go away on the basis of sticks alone; carrots must overweigh sticks. How else do you deal with issues such as only about 50% literacy in North-East with over 70% unemployment?” Obasanjo blamed the Federal Government for not curtaining herdsmen menace before it developed into banditry, kidnapping, armed robbery and killings all over the country. He lamented that the unfortunate situation was being perceived as a “Fulani” menace unleashed by Fulani elite in the various parts of the country for some reasons under a Fulani captain of ship. In Obasanjo’s view, the reason for the perception is the mismanagement of diversity, which ought to be the greatest national asset. Obasanjo added: “With the death of Funke, Chief Fasoranti’s daughter, some sympathetic Nigerian groups are saying “enough is enough”. Prof. Anya, a distinguished Nigerian merit laureate, has this to say, ‘We can no longer say with certainty that we have a nation”. “Niger-Delta leaders, Southeastern leaders, Middlebelt leaders and Northern Elders Forum have not remained quiet. Different ordinary Nigerians at home and abroad are calling for different measures to address or ameliorate the situation. All the calls and cries can only continue to be ignored at the expense of Nigerian unity, if not its continued existence.” Obasanjo warned that, if insecurity persists, there may be reprisal attacks, rightly or wrongly against suspected Fulanis, which may herald a pogrom or Rwanda-type genocide. The former president also said that, if the war against insecurity fails, President Buhari should be held responsible. Obasanjo added: “Similar attacks against any other tribe or ethnic group anywhere in the country initiated by rumours, fears, intimidation and revenge capable of leading to pogrom; violent uprising beginning from one section of the country and spreading quickly to other areas and leading to dismemberment of the country. “It happened to Yugoslavia not too long ago. If we do not act now, one or all of these scenarios may happen. We must pray and take effective actions at the same time. The initiative is in the hands of the President of the nation, but he cannot do it alone. “In my part of the world, if you are sharpening your cutlass and a mad man comes from behind to take the cutlass from you, you need other people’s assistance to have your cutlass back without being harmed. The mad men with serious criminal intent and terrorism as core value have taken cutlass of security. The need for assistance to regain control is obviously compelling and must be embraced now.” Read the full article

EFCC probe of Saraki not personal, says Magu

The Acting Chairman of the Economic and Financial Crimes Commission(EFCC), Mr. Ibrahim Magu on Tuesday said the fresh probe of the President of the Senate, Dr. Bukola Saraki is either not personal or a witch-hunt. He said the investigation of Saraki is not different from other investigations being done by the anti-graft agency. He also said he is not slowing down on the anti-graft war because corruption is a national disaster. Magu made the clarifications in a chat with newsmen shortly after receiving an outstanding award from Euro Knowledge Forum , led by Mrs. Yinka Fayomi, in Abuja.   The EFCC on Saturday sealed off five choice mansions allegedly traced to the President of the Senate, Dr. Bukola Saraki.   The mansions were suspected to have been acquired with state funds while he was the governor of Kwara State between 2003 and 2011. The assets were suspected by the EFCC not to have been declared by Saraki. Saraki is being probed by the EFCC for his earnings and acquisitions in office as a governor between 2003 and 2011; how a N17billion bond was spent; allocations to the state from the Federation Account while in office and some suspicious transactions by the state government in the administration of the outgoing Governor Abdulfatah Ahmed of Kwara State. Saraki has however described the seizure as a witch-hunt and battle against a political enemy. Magu, who insisted that the war against corruption is not personal, said he was not after anybody. He said: “Never, never, the EFCC does not witch-hunt. Have I invited you here before? We invite people who have committed crimes and people who are corrupt. If you are not corrupt, you will not be in EFCC. If you are not a 419, Advance Fee Fraud, Yahoo boy or Internet fraudsters , you will not be in EFCC. “We do our homework very well. Sometimes, we conduct preliminary investigation for up to six months. You will not even know we are investigating you. We have been investigating some people for more than five years and they don’t even know we are doing it. Asked to be specific on the latest investigation of Saraki, the EFCC chairman said: “No, no, it (the investigation of Saraki ) is not personal. I am not after anybody. I don’t want you to personalize it because it is not different from other investigation we are doing.” He added: “Seriously, I am not slowing down because corruption is a national disaster. Every Nigerian should fight corruption whether you are in Nigeria or outside the country.. Corruption is the mother of all evils. If you remove this disaster, you will have a peaceful country.   “All these banditry, Boko Haram nuisance, their root is corruption. They are caused by corruption and sustained by corruption.” Earlier Magu said the credit for the success of the war against corruption goes to all the staff of EFCC and other stakeholders. He said: “Nobody can arrogate the successes we have recorded to himself, every staff of EFCC is also individually and collectively responsible to positive achievements we have. “We also recognized the contributions of our stakeholders because this is a job that cannot be done in isolation. It is a work that nobody can do it alone. We strongly believe in all Nigerians and that is why I keep on appealing to Nigerians to take ownership of the fight against corruption. This is something one person cannot do. “I am very happy that this award and everything said were in recognition of the efforts being put in the fight against corruption. I want to beg, I want to appeal to every Nigerian to support us because corruption is the mother of all crimes. “If you remove corruption all these nonsense going on in Zamfara and Borno states, will die down. Terrorism is being funded with the stolen funds, the laundered funds and it is coming back. That is why it is being sustained because somebody is giving them money. The boys who are behind are being paid by somebody. So, it is very hard for them to come back to the society. Sometimes if they come back, there is no job to be done. So, it attracts other people to join. That is why it gives room for the recruitment of more people to be on the side of the bandits.   He said the conferment of the award was great. He said: “You can see that they are very well organized. Look at their antecedents in the publications and they have honoured a lot of Nigerians before. “It is encouraging, I welcome such award because we are in the process of mobilizing every Nigerian to come out and join us in the fight against corruption. So, if you bring any award, we just do the background check to see if shows willingness to fight against corruption. That is where the media is needed to educate people and create enlightenment or awareness against corruption. Some people don’t even know that corruption is wrong. Fayomi, said: “With the award, Magu is now one of the Africa’s change agents because, at the event (for those who were there), Financial Times recognized them as the agents of change in Africa. So we will go back to FT and passed this ceremony to them so that they can be upgraded.” Read the full article

Assist in the Design and production of simple to complex multimedia presentations; prepare files for imaging to film 4-color printing, advanced media, and electronic delivery.
Comply with Quality Management System / Operational Health & System requirements including objectives and applicable regulations relating to assigned jobs.
Perform other duties as assigned by the unit Head or Head of Department.
Minimum Qualifications
First degree in Fine Arts or related field or equivalent visual design and management experience required
At least 1-3 years management experience working with large-scale web sites, e-marketing, and advertising
Must possess a thorough understanding of interactive communications and delivery systems, processes, and user interface design as well as industry best practices
Knowledge of HTML and web site management.
Technical Competencies:
Knowledge of layouts, graphic fundamentals, typography & limitations of the web; must understand Flash and have the ability to storyboard or translate ideas to designers and develop innovative motion graphics solutions
A strong working knowledge of experience design, brand development, interactive commerce and creative process
Print and web design capabilities: must know how to work in both media for integrated campaigns
Experience with software such as Photoshop, Illustrator, InDesign & Flash
Experience with Adobe After Effects & video editing (a plus) needed for this position.
Ability to multitask.
Behavioral Competencies:
Knowledge of HTML, DHTML CSS, ActionScript & Drupal
Ability to communicate effectively, both orally and in writing

Good written & spoken English communication skills.
