After Hawk meets Tim at the park bench, he attends a hearing where Marcus says Cohn has brought David Schine on, and then later at their lunch Senator Smith says, "McCarthy is sending Cohn and his sidekick to Europe..." This article, dated April 19, says that Cohn and Schine have been in Europe for two weeks.
Hawk mentions that it's near the end of the month, police need to make their quotas.

Lucy cleaning out Hawk's apartment, finds paperweight, sees Tim drop off letter. (did she start clearing out the apartment only after the cabin construction was complete? or before?)
"I went into the Army to get away from you. I thought time and distance would help. But it hasn't." If Tim sends the letter in summer 1956, it's been a year and a half since he enlisted.
Biggest question here: did lucy ask for a baby before or after she read Tim's letter??? the flashbacks don't answer this definitively.

The Kaikainuchwer Empire is more of a way of life, rather than any institution. Individuals on the islands and along the eastern coast happened to speak one language and engage in a similar code of ethics, but there is no one to uphold any laws or claim any dominion. Only permanent settlements by this point are coastal villages, where a reliable food source comes from the sea. These communities are ruled by the exchange of favors - for the food that fishers delivered, they are now owed the repair of their rafts by carpenters. Ancient caste of Mediators administering the transaction of favors and resolving any disputes, in exchange for their share of food and services. Mediators have to keep in mind all of the affairs and perform resource management, therefore mediators are very educated, developing an alphabet for the language and mathematics.
Their codependency makes Kaikainuchwer societies welcoming as long as nothing goes wrong, but not allowing for mistakes. If one’s duty was not performed, they get penalties, or get exiled, depending on the necessity of the failed task and severity of the failure. Sabotage of a neighbor's labor, if properly investigated, is a death sentence. Mediators, considered an unbiased part of society, also perform the role of executioners. While the villages are organized, there is never a larger force governing those. There were several pirate societies that tried to establish control over the coastal areas, but they suffered from infighting and rebellions and never lasted for a sagnificent time.

On the continent, the Kaikainuhwer spread over several climate zones. There are those who interact with jungle populations. These Kaikainuchwer must be the most inland of this culture. Savannah colonists are similar in their lives to islanders, because of the same climate, though they grow more militaristic with bigger predators and other Sutviprra tribes. When moving into temperate zones, they arrive into more forested areas and seas, abundant with big schools of fish, but temperatures become less comfortable. At first, they struggle to establish permanent settlements, but with arrival of North East Northern populations they manage to discover technology of clothes - unfortunately, the strategy used to open communication works no more - when winter closes in, resources get scarce and tribes become tense over territories they control. Kaikainuchwer, being smaller and less battleworthy get pushed into waterlogged areas of the forests, impossible to traverse if not for their rafts. Mostly subsisting on seafish in their diet, they also start to explore continental flora and fauna. Relatively late for Sutviprra, Kaikainuchwer started using throwing spears to hunt and forage for plants. In particular, they find plants, whose seeds are stored in pine-like clusters. This plant is very dependant on abundance of water and endemic to the north east swamps, and, if boiled in water, their pine becomes softer and possible to eat. They find it out because of animals, who also eat those pines, dip them in water to male it malleable, but there is also a myth.
Kaikainuchwer’s mythology/philosophy considers everything alive. They have a diverse array of rituals to worship or pacify every particular minor spirit, but main overincompasing entities are the sky and the sea. And so, once a continental Mediator was helping with a hunt, and witnessed a close lightning strike. Upon approach, she noticed that the entire batch of pine-plants shed their seeds, which were floating on the water surface. Suddenly, a lot of creatures, terrestrial, aquatic and flying started to feed on those seeds. The Mediator took this as a sign, took an uncooked pine home, boiled it and liked the resulting dish.
Later, when Kaikainuchwer started deliberately seeking and consuming it, it appeared to make them much healthier and stronger. It was attributed to special magical properties, real explanation was that their diet of mainly marine life brought dangerous levels of salt, mercury and made them develop overvitaminos.

In May 2016, Richard Osthoff was living in a tent in an abandoned chicken coop on the side of Route 9 in Howell, New Jersey, with his beloved service dog Sapphire. A veteran's charity gave the pit mix to Osthoff, a disabled veteran who was honorably discharged from the U.S. Navy in 2002, he told Patch.
When Sapphire developed a life-threatening stomach tumor, Osthoff, now 47, learned the surgery would cost $3,000. A veterinary technician took Osthoff aside and told him, "'I know a guy who runs a pet charity who can help you,'" Osthoff recounted.
His name was Anthony Devolder, and his pet charity was called Friends of Pets United, the vet tech told him.
Anthony Devolder is one of the names that Long Island Rep. George Santos used for years before entering politics in 2020. Santos faces multiple criminal investigations after reports surfaced that he fabricated much of his resume during his congressional campaign. Many Democratic and Republican lawmakers on Long Island are calling for him to resign.
Osthoff and another New Jersey veteran, retired police Sgt. Michael Boll, who tried to intervene to help Osthoff in 2016, told Patch that Santos closed the GoFundMe he set up for Sapphire after it raised $3,000 on social media and disappeared.
"He stopped answering my texts and calls," Osthoff said.

Sapphire died Jan. 15, 2017. After being out of work with a broken leg for over a year, Osthoff couldn't afford the dog's euthanasia and cremation, he said.
"I had to panhandle. It was one of the most degrading things I ever had to do," he remembered.
Boll is a retired Marine Corps veteran and Union Township police sergeant involved in veteran outreach. In 2017, he founded the nonprofit NJ Veterans Network. He was an acquaintance of the vet tech, and knew Osthoff through his outreach work — he also shared Sapphire's GoFundMe page — so when he heard what happened, he tried to mediate, he told Patch.
"I contacted [Santos] and told him 'You're messing with a veteran,' and that he needed to give back the money or use it to get Osthoff another dog," he said.
"He was totally uncooperative on the phone."
Santos told Osthoff and Boll that he planned to use the money to help other animals, Osthoff said. Boll told him that he couldn't do that because the money was raised specifically for Osthoff, and his service dog.
On the GoFundMe page Santos set up for Osthoff, he wrote "Dear all, When a veteran reaches out to ask for help, how can you say no [...]." The GoFundMe was later deleted, and an Internet archive website doesn't have a record of it.

After Santos set up the GoFundMe page in early May 2016, he became hard to contact, Osthoff said.
"I only talked to him two or three times on the phone," Osthoff said, guessing that over half of the donations came from people he knew. On June 30, 2016, he posted on Facebook: "We made the goal, and then some."
But Osthoff's excitement changed to confusion, when instead of scheduling the procedure, Santos told him that Osthoff couldn't use the NJ practice, and instead insisted he bring Sapphire to a veterinarian in Queens, New York.
In August, the vet tech drove Osthoff and Sapphire to that veterinary practice in Queens because Santos told him he had "credit" with the practice from regularly using it so often for his charity.
"It was a tiny little hole in the wall place, but looked legitimate. The vet there said they couldn't operate on the tumor," Osthoff said, adding that he was confused because the New Jersey vet didn't express any similar concerns.
After that, Osthoff said Santos became elusive. In November, Osthoff texted him, "I'm starting to feel like I was mined for my family and friends donations."
He had one final phone conversation with Santos, who said that because Osthoff "didn't do things my way," he put the GoFundMe money from Sapphire's fundraiser into the charity to use "for other dogs."
On Nov. 13, 2016, in texts Osthoff showed Patch, he urged Santos to let him take Sapphire to another vet, saying "My dog is going to die because of god knows what."
Santos replied, "Remember it is our credibility that got GoFundme [...] to contribute. We are audited like every 501c3 and we are with the highest standards of integrity."
"Sapphire is not a candidate for this surgery the funds are moved to the next animal in need and we will make sure we use of resources [sic] to keep her comfortable!"

Santos said in a text message he would take Sapphire for an ultrasound, but Osthoff couldn't come, and it couldn't be done at the New Jersey office recommended by the Howell veterinarian because they wouldn't accept his organization's funding method. Osthoff doesn't know exactly what funding method Santos was referring to.
"And your [sic] not coming for the ride FOPU will handle this from now on only with the animal! We do not drive people around nor do we give them rides we transports animals in need not needy owners," Santos texted Osthoff.
In December, The New York Times reported that the charity was not a registered nonprofit.
After that conversation, "he wouldn't pick up the phone," Osthoff said, and the GoFundMe was gone. He tried to reach out to GoFundMe, but didn't get a response, he said.
In 2016, GoFundMe had less resources available to handle fraudulent fundraisers, Boll explained.
"I told Rich to go to the police, but we had limited information [about Santos]," he said.
Osthoff told Patch he was preoccupied with finding a place to live at the time, and planned to involve the police or hire an attorney after he found a home, but "as time went on, I guess I stopped thinking about it."
Boll said that "luckily [Osthoff] was able to get a new service dog right away."
The vet tech didn't reply to a request for comment. Emails to Santos and his attorney about Osthoff's claims were not returned.
The full details of the charity's activities are not known. Santos created a Facebook group for the charity around 2015, where group members shared images of dogs who needed foster homes or donations. The Facebook group was archived around 2020, according to Barbara Hurdas, who met Santos when she worked with him at a Dish Network call center in Queens in 2011, and remembered him starting FOPU and sharing it on social media after he left Dish in 2012. Facebook groups cannot be deleted, but an archived group becomes inaccessible to anyone besides its members, and Hurdas reported that the name of the group was changed to "The End."
Santos also posted GoFundMe fundraisers for dogs needing medical care on his now-deleted personal Facebook page, mostly toy breeds with stories of medical issues, Hurdas said.
When Osthoff and Boll saw Santos on television in December 2022 after the scandal around his admitted resume fabrications broke, they called each other, shocked to see the Anthony Devolder who took the fundraiser money years ago.
"I really felt bad for Rich [in 2016]," Boll told Patch.
"He has PTSD, and this dog is his lifeline. When I first heard about it, I thought, this is going to kill him."
Osthoff told Patch he was "crying his eyes out remembering Sapphire's last day."
"Little girl never left my side in 10 years. I went through two bouts of seriously considering suicide, but thinking about leaving her without me saved my life. I loved that dog so much, I inhaled her last breaths when I had her euthanized."

There's trouble to building your luxurious battle resort at the foot of a volcano, especially an active one -- eventually, it goes off. While the board at first tried to wave away rumors of tremors and increased volcanic activity as just that, eventually a report from the Pan-Japanese Survey Initiative put paid to doubt. The ever-huffy Mt. Stark, so long threatening, was about to blow, and forget losing the Battle Frontier, Veilstone and the local League -- Hell, everything east of the Coronet range was in risk of being wiped out.
Naturally, this was bigger than the Battle Frontier. Complete suppression of the eruption was considered impossible, and after developing a task force between Frontier Brains and Sinnohian Gym Leaders, a plan of mitigation was set into motion. Suppression was impossible, and would only lead to bigger issues down the line even if successful. That sucker had to blow; it was just a question of how hard.
Pokemon with resistance to super-hot temperatures were used to dig pressure-relieving tunnels, just short of magma's pyroclastic flow, with the aim of leaving behind a thin layer for Stark to penetrate and create tributaries. Forcing the mountain to erupt with a whimper, not a boom. This would grant some precious time before step two, which involved a mass appeal for trainers to temporarily transfer their Heatran to the task force, given that the local population had migrated to parts unknown. Other Pokemon such as Camerupt and Moltres were requested as well, but the conspiracy mills were well on their way.
Heatran Migration Planned By Sinnoh Elite! Just another rumor to add to the unhinged icebergs of the world, to set in the mid tier above "research by the disgraced Galactic Initiative created the modern Rotom Phone" but below "the Frontier is a front for organized gambling."
Though the preliminary efforts were promising, they were by no means a guarantee. In time, the ancient elemental Regi-golem Pokemon were gathered to Snowpoint Temple, where Regi-gigas could be called upon. Its invoked aspect, subdued in battle by the Sinnoh Champion, was brought to Mt. Stark. This joint herculean effort ultimately paid off -- the mountain erupted in a calm and safe manner.
The Battle Frontier was ruined, of course, buried under lava, but everything essential had been disassembled and taken away. Mt. Stark has since rejoined the Sinnoh mainland through subduction, though its adjoining basalt land is currently classified as a disaster zone and is off limits without government permission. Its lava flow continues at a gentle bubble to this day.
With the threat mediated, the Frontier's board returned to what was most important: makin' money. Needed to rebuild the Frontier before people lost interest and their talent got poached away -- and to avoid the risks of regional phenomena inhibiting service again. Deals were struck: one with the Aether Foundation for co-use of their proprietary artificial island technology, and with Stern Shipyard Co to make the new Frontier truly without borders. With what could be salvaged from the Mt. Stark location, construction of the mobile island VLFS Frontier took just under two years. The new Battle Frontier was not only a resort, but a mobile mini-city drifting through the oceans of the world.
During the down time, the capricious noble Caitlin's interest waned, and no longer satisfied with second-hand battling, she was poached by the Unovan Elite Four. The space set aside for the Battle Castle was instead earmarked for the Battle Pike, where the experienced leader from Hoenn, Lucy, took their place as Pike Master. Though some critics considered their Pike too similar to Dahlia's Arcade, Frontier aficionados delight in the difference sin feel and atmosphere between them. Negotiations to additionally poach the Battle Pyramid's head fell through when it came to light that said Pyramid would have to be at least partially underwater. Hall Matron Argenta has privately announced her intention to retire, though not before properly preparing a successor. Among the suggestions considered include a facility run by former Gym Leaders Candace and Maylene themed around survival in extreme conditions, but nothing has been set in stone.
Additionally, during the restructuring, the GDPR came into effect -- a set of privacy laws that restructured the way corporations could collect data. This profoundly cramped Factory Head Thorton's style, as it made the Pokemon scanning devices he used illegal. He would condemn and generally make himself the main character online for some time until he was asked to resign. As a result, one of the administrators of the Factory, an accountant who had been understudying for Thorton for several months when he was too 'busy' to serve as Head, took on the position. Her changes include eliminating single battles entirely, changing the focus to adaptability and synergy between random Pokemon.
As such, this leaves the Battle Frontier with five brains -- Tower Tycoon Palmer, Arcade Star Dahlia, Hall Matron Argenta (pending retirement), Pike Master Lucy, and Factory Chief Cross.
Currently, the island “ports” a few miles outside major regional clusters, offering free transportation to accredited local trainers. A completely self sufficient environment, the Frontier is carbon neutral and releases no waste into local host environments thanks to an in-depth recycling system and a tireless sanitation innovation team. Despite the “international waters” that it travels, the Frontier follows all local laws and will liaise with Interpol for extradition if necessary.
Tangentially: The Battle Frontier bans region-specific phenomena as a matter of course, regardless of their feasibility on the premises. Whether it be mega-evolution, Z-Crystals, sync-stones, Terastallization, or Dynamax, such phenomena either simply won't work in the Frontier facilities or will result in an immediate disqualification. (Trainers possessing an exceptional battle-bond with their partners are allowed, reluctantly.) The idea is to create an environment where the pinnacle of battling can be achieved -- but specifically the pinnacle of battle anywhere in the world, with no losses due to "gotchas" or simply unknown knowledge. (Now, this doesn't always work due to the natural opportunity cost of regional Pokemon, but it is at least theoretically possible.)
This is also why some Pokemon are classified as 'restricted' -- those not intensely studied by recognized professors to Pokedex classification. Really, it comes down to two reasons -- the Frontier Brains need to know the basics of the Pokemon they're facing for exciting battles, and the Frontier needs to know the capabilities of those Pokemon should they go out of control.

Downtown Gotham: Part Two

Gotham City Labor Union: The Gotham Workers' Labor Union was established in 1976 during the city's financial boom. Many companies were looking to hire additional employees and the Labor Union was founded to ensure no abuse occurred. The offices were first located at the Novick Building in Old Gotham before moving downtown to be closer to the city's bigger corporations. They often work with lawyering firms – many of whom offer their services pro-bono – to negotiate contracts and mediate disagreements. I was happy to collaborate with the Labor Union when I first created WayneTech, though not everyone on the board of directors felt the same way. They believed I would drive the company under before its first year if I didn't follow their financial advice. It took a lot of convincing, but with the help of the Labor Union, we managed to come to an agreement everyone would be (more or less) happy with.

Belfry/Union Station: The Union Station was completed in 1902 and became the hub of the Gotham City Intramural Railway, later known as Gotham City Rail. The clocktower was commissioned by my great-great-grandfather Alan Wayne in 1898, but it was condemned about ten years ago for safety purposes. When Barbara was paralyzed, I wanted to give her a space she could use as her own to conduct her work as Oracle. As the Union Station had been abandoned for several years, it seemed like the perfect place as it is located in the heart of the city. So, I retrofitted the space in the clocktower to contain everything Barbara could need, then Alfred helped me make it accessible for her for as long as she needed it. Though the Belfry isn't being used anymore, it remains a good secondary base in case the Batcave were to be destroyed.

Miller Harbor: Miller Harbor is said to be one of the most polluted harbors on the eastern seaboard. In the 17th century, after the arrival of the Dutch colony and the British, the harbor was home to a fishing community. But mining projects on the southern island completely destroyed the local fisheries. The harbor became Gotham City's industrial cesspool due to all the warehouses, factories and commercial real estate that opened their doors nearby. One of the piers, located near Old Gotham and the Financial district, has been conserved and named a UNESCO world heritage site. I've tried multiple times to clean up the harbor through the Martha Wayne Foundation, but there's so much red tape that draining and refilling it would take far too long and would be too expensive. Until a better solution is found, it will unfortunately remain as it is.

Sacred Heart Convalescent Home: Not long before their deaths, my parents chose to use their time and money to raise the standard of long-term care for Gotham City's most vulnerable. When they began, the Sacred Heart was grim. Neglected. Over time, I watched their efforts replace despair with warmth. The example of their compassion was more important than their wealth. They never got to see that project through, but I've tried to pick up where they left off. Note: A few years ago, when he had succumbed to his Two-Face persona, Harvey and his crew took hostages at the Sacred Heart. He had ID'd the elderly parents of a pair of corrupt cops and tried to use them to exact some twisted justice. I'm very familiar with that building. Even with the lights shut off.

Blackgate Penitentiary: The fort on Blackgate Isle has existed for more than a century. At one point, it was used as a Continental Army stockade during the Revolutionary War, but the Union Army eventually demolished it and constructed a military prison in its stead. At the end of the 19th century, it was transferred to the state and was renamed Blackgate Penitentiary. It was shut down in the 80s amidst alleged human rights violations but was later reopened for "extraordinary needs". Eventually, the prison had to be upgraded to house Arkham Asylum's patients. It now has the largest exceptional-risk inmates of any prison in the US. There have been many successful prison escapes since then, which is why Batman had been given special access to the prison in case of emergency, but this access was revoked after Jim died. Batman and any other vigilantes are now considered hostile. Approach the prison with extreme caution.

4: Off the Hook

A reflection on promises kept, after the portal to the Thirteenth is destroyed.
The sound of the ocean swell and the hum of alchemical equipment were the only sounds to be heard near the Great Work. Ar’telan, stood out on the beach away from the alchemists at work, considered it a pleasant change from the background roar of the Final Days, or the horrible hum that had beset his ears before they had destroyed the Tower of Zot.
He came out here fairly often, these days. There was a market for some of the fish that were found where the ocean really set in, fish that would be hard to catch without the Kojin’s blessing, and the island itself was the closest place he had to his old home. Not just the climate, warm and welcoming, but Vrtra sitting as mediator. It was a far cry from Eorzea, bereft of draconic influence save for the wound of Ishgard that was still barely healed, and he knew that his people trusted Thavnair. He wondered if they knew why, if Vrtra’s presence had been a secret even from those of Tiamat’s brood, but dwelling on it for too long only made him miss his home all the more.
So often are you beset by longing.
Ar’telan sighed. He did not often hold the Reaper’s scythe, but the bond in his head resonated all the same, despite its freshness. Rubicante was a far more chatty tenant than Lily or his carbuncle had proven to be.
A similarity we share, he signed, though he knew he had but to think it for his words to carry to the voidsent. He felt uneasy in it, in even holding a pact like the lemures did when Zero was still so raw from the chains of her own binding. She had not said anything, not yet. He had not mentioned it, but she had to know, he thought.
I had not expected to see it in a mortal creature.
Ar’telan had not asked him about Azdaja, though surely the Archfiend knew more of her than any of Vrtra’s rescue party did. They had achieved their strength through her aether, and Ar��telan could feel the traces of the draconic in every void-infused swing of his blade. Did she sleep? Did she suffer? Had her timeless nature infused any of those strange immortals-but-not, trapped in their endless cycle of death and rebirth?
Did she, too, miss home?
I get that a lot, Ar’telan replied. The broad strokes of his feelings were likely felt through their bond, as he felt the edges of Rubicante’s most fervent emotions, but they still had the most of their secrets. He had considered asking Drusilla if this was normal, but thought he already knew the answer. Zero had been all but subsumed by Zenos while in his ‘service’, and while Drusilla’s Avatar had sacrificed itself to save her, none of the other lemures had spoken much of knowing their voidsent. 
Ar’telan was in many ways a walking sin, these days.
It is strange to me, how deeply you care. For a people not your own, and a pain you have no cause to bear. I saw the strength of your convictions, but not the depth of them, on the mount. 
Ar’telan shrugged at that, sinking down into a sitting position on the warm sand. His tail carved an arc through the loose grains, and in the distance the Valras shuffled and bellowed. He remembered helping a little boy escort a nanka to the water, before everything had turned to fire and brimstone. He hoped the boy had survived it all.
Someone must care. And if I have been given the power to change things, it might as well be me. 
Lily alighted upon his head with a glimmer of aether, making his ears twitch in response to her flickering wings. 
And when you are too tired to fight, and it is brought to your doorstep regardless?
The pain in Rubicante’s voice was raw, despite how long ago the Flood had consumed his home. Had time truly had meaning, in that dark-steeped abyss? Had they known for how long they had stayed mired in the hubris of so few, that had damned so many?
Ar’telan wondered if it was better to be damned or to be subsumed, when no solution beckoned on the horizon.
I will answer until I no longer can, he said. So many times he had been asked when he hadn’t the strength to answer, and it wore heavy on the soul. But he had sworn, long ago, before the reasons behind it all had been made clear, that he would bear it. If only to save the one who would have to bear it after him even a moment of the pain.
I am glad that, when the moment comes, it will not continue regardless.
A funny way to say you’re happy I can die, Ar’telan replied, a small smile tugging at the edge of his face. 
It comes for both of us, now.
I suppose it does, Ar’telan agreed, casting his eyes out over the sea. The sun was tilting towards the horizon, but there were many more hours in the day left yet. A strange gift for me to promise your people, too. A fitting payment for what your kind did to mine, once.
A moment of silence met the proclamation. Of course Rubicante had been alive, or what passed for it, during Allag’s war on Meracydia, but if he recalled it - if he had even been involved - was impossible to say. He had not even been Rubicante, Archfiend of Fire, then. Azdaja had flown against the voidsent horde until the very final moment, before the quakes had torn Allag’s power from the land and swallowed the armies that fought tooth and nail for the land they stood on. Meracydia’s dragons still sang of it, every note tinged with mourning. The Calamity had not discriminated, after all.
We shall see if it is your side that keeps their promise yet, mortal.
I can still answer. We shall. A half of it lingered unsaid in the back of his mind - that if they restored the Void, or at least provided some measure of relief to even a part of it, that Rubicante would be free. His people would no longer be trapped in a cycle of torment, and his self-imposed duty would be done. But the world would ask more of Ar’telan - if nothing else had stuck through the Final Days, that had made itself so painfully clear. He would not keep Rubicante on a leash the way that Zenos had thought to use Zero. Would the Archfiend want to continue to lend his strength, fragile though their temporary alliance was?
One lapse in judgement, and Rubicante had sworn to his nature, after all. And Ar’telan would be just another voidsent puppet. It was the nature of the dance.
He would ask when the day came, when they could stand witness to their success, and not a moment before.
The proof of it is yet to be seen. For either of our sides.
With that, at least, he could hardly argue.

Library of Circlaria, Etymology
In short, "Library of Circlaria," or "the Library of Circlaria" ("LOC" or "the LOC" for short), is an established organization headquartered in the city of Maxima in the ICSR province of Nintel. This organization consists of a network of dymensional plane servers administered by Members attempting to re-create the existing world around them. The ultimate agenda is to do such a deed in the hopes of preserving the human race in the event of any apocalypse occurring in the existing world.
The name "Library of Circlaria" derives from the notion that the servers were once based on algorithms written in paper books. Such technology today is long obsolete but the name remains an unchanged identity among its Members.
Structure:
Library of Circlaria exists currently as a department under the federally-funded National Institute of Research and Development and is governed by three Sections: the Office of the Head Librarians, the Office of the Mediators, and the Membership Caucus. LOC functions as a hierarchy organization consisting of the Library proper and its Subsidiary Libraries. And such a hierarchy is considered "equinominal," meaning that there are no ranks to classify Subsidiary Libraries (other then their associated parent Libraries), and is purposely so to prevent nationalization and imperialism. The main campus of Library of Circlaria is located in Maxima, North of the main campus of the National Institute of Research and Development and consists of the following immediate Subsidiaries: the South Masonia Library of Circlaria, the Hasphitat Library of Circlaria, the Maryk Library of Circlaria, the Pimdan Library of Circlaria, the Jo Reneed Library of Circlaria, the Savel Library of Circlaria, the Tandowyn Library of Circlaria, the Clareon Library of Circlaria (Middle Westerlies), the Weston Library of Circlaria (Galapolgis Islands), and the Third Level Society. Under each of those Subsidiaries exists numerous Subsidiaries and sub-hierarchies.
Function:
The agenda of Library of Circlaria proper is to create and maintain a plane imitating the real world while its Subsidiary Libraries create local versions of the LOC proper plane. Meanwhile, the Third Level Society maintains a multilevel Obsession-derived plane featuring quests, gameplay, and deviation from the constraints of realism.
Members of the Library consist of three types: Participants, Contributors, and the Governing Body. Participants pay general admission in the form of a monthly fee to take part in LOC, and do so by creating avatars and having them engage in whatever LOC-affiliated dymensional plane in which they are involved. In the case of the Third Level Society, such engagement would involve taking part in quests and gameplay. Contributors are paid by Administrators to fulfill their role, which involves writing algorithms in order to build or add onto a particular plane, filling it with unmanned avatars, animals, buildings, and events. Head Librarians appoint and supervise Administrators who oversee the dymensional plane and pay Contributors to do necessary work. Administrators also set rules and enforce policies governing their section of the plane. Head Librarians also appoint Officers to the LOC Treasury, which is managed by five such Officers with one of them being the Head Treasurer. The Office of the Mediators is led by a Head Mediator, who presides over four other Mediators. Mediators oversee Caucus functions only to record and interpret voting results for all LOC decisions and functions, and do so in accordance with important checks and balances to prevent biases. Mediators also resolve disputes within the LOC that may arise. The Governing Bodies of each Subsidiary Library function in a similar fashion.
Unique to the establishment of the Library of Circlaria, a Participant from time-to-time may call on a Contributor to create a version of an LOC plane or Third Level Society plane tailored solely to that individual, and will pay the Contributor a Commission to do so.
History and Agenda:
In 1349, representatives from numerous dymensionalism-affiliated organizations met at a Conference at Cabotton University, where they united and formally established the Library of Circlaria. It was here that the immediate Subsidiary Libraries were determined and began the establishment of their hierarchies. The Third Level Society became a Subsidiary as well but was not technically considered a Library (such is true today). Initially, the Governing Body of the LOC had its Head Librarian (only one at the time who served a six-year term) at Cabotton University, the LOC Membership Caucus Chamber in South Masonia, and the Office of the Mediators in Ligam. Each Subsidiary Library kept its original version of its dymensional plane while the Third Level Society kept its gameplay multilevel plane. Meanwhile, the newly-formed Membership Caucus began writing out the LOC "Statute of Principles" and the "Library of Circlaria Dymensional Plane Standards," the latter of which being agreed-upon standards regarding maps and narratives designed to be updated and revised from time-to-time. In 1359, the Head Librarian Office relocated to North Kempton, Nintel (renamed Maxima, Nintel some years later), which would be home to the Third Level Society and its assets in the following year. The years that followed saw the renaming of the city of North Kempton to the city of Maxima, and the establishment of the National Institute of Research and Development.
James Lawrence Kontacet enrolled in the Institute in 1381 and joined the Third Level Society shortly thereafter. He was elected Dungeonmaster of the Third Level Society which he served starting in 1383, and was then elected to the position of Head Librarian for the LOC in 1387. He was re-elected to the latter position in 1393. During his tenure as Head Librarian, Kontacet pushed through an ambitious agenda. The first part of this agenda involved the establishment of an actual dymensional plane for Library of Circlaria proper. In the years preceding, only the "Library of Circlaria Dymensional Plane Standards" existed for Library of Circlaria proper while only the Subsidiaries actually built and maintained dymensional planes within the organization. Creating a dymensional plane for LOC proper had been a source of deep controversy over fears of such a plane imposing bias on the entire organization; but nonetheless, Kontacet succeeded in having one established. The second part of the agenda involved having the LOC work with the Leon-Kontacet Trust for the Trust to acquire spellfire businesses, converting them into dymensional-plane-speciality organizations adhering to LOC standards, and eventually selling them to the LOC. For the third part, Kontacet succeeded in securing federal funds from the OPEN Forum in order to officially establish the LOC as a commercial industry in those terms, and then wrote a development plan for Subsidiary Libraries to expand the market for Contributors abroad, along with the Trust-affiliated conversion of spellfire businesses abroad. The first two parts of the agenda succeeded by the time of Kontacet's re-election in 1393, but the development plan for the third part was expected to take years. In 1395, Kontacet announced his run for Prime Minister of the Commonwealth, the election for which he won in 1398.
Endorsed by Kontacet, Timothy Corren became Interim Head Librarian in 1399 after the beginning of Kontacet's tenure as Commonwealth Prime Minister, and won the Caucus Election officially for Head Librarian in 1399. Corren continued Kontacet's policies with the exception of implementing stronger oversight over the development plan. With Kontacet repealing the OPEN Forum and replacing it with a Forum without the OPEN-Forum rules regarding equality in federal funding, so that unprecedented amounts of funding could go toward the LOC, Corren's tenure proved to reflect well on LOC Members. However, starting in December 1399, an economic shakeup brought down stock markets across the Remikran Union of Nations, leading the Federal Credit Royal Bank of Cotts to cease loans toward and demand repayment from the Leon-Kontacet Trust. Although the Trust did not rely solely on the loans for capital, this fallout was enough to force them into bankruptcy and close. Kontacet's federal funding policies were forced to adjust; although Kontacet moved to minimize financial damages to the LOC. Nevertheless, a majority of the Commonwealth population did not favor Kontacet's response to the situation, and, in 1404, voted for Vet Silonk to be the next Prime Minister. Upon taking office, Silonk slashed funding to the LOC, leading to hardship within the organization. Corren was determined to be unable to lead in this environment, and, therefore, lost to Cary Fasem as Head Librarian in the 1405 LOC Caucus Election.
The year 1406 saw LOC-wide scrutiny against Kontacet's agenda. First, the organization-wide dymensional plane for LOC proper still used algorithm books, a dymensional implementation technology over 100 years out-of-date. Second, the Leon-Kontacet Trust, instrumental to the massive build-up of the presence of new Subsidiary Libraries, was dependent on loans from the Great North. Third, Kontacet's development plan aggravated a deep divide in the LOC over whether or not the organization was to exist as a for-profit or a non-profit entity. Proponents of the for-profit model agreed with Kontacet over the lucrative potential of dymensional planes used by the Library while proponents of the non-profit model argued that LOC was, afterall, a department under the National Institute of Research and Development, which was, itself, intended to be a non-profit entity.
Also under scrutiny were Kontacet's ethics. They also argued that the development plan to push LOC commercialization abroad amounted to imperialism.
In resolution to such concerns, Head Librarian Cary Fasem signed a change in the Statute of Principles to divide the Office of the Head Librarian into three equal positions. The second Head Librarian would be elected in 1408, and the third in 1411. Each position would serve a nine-year term and would be staggered from the other two by three years. Fasem also eliminated the testimonial roles created by Kontacet, implemented rules against Kontacet's swaying tactics, and suspended all commercialization efforts until other ethics issues were resolved and revisions made. Finally, she implemented an agenda to integrate LOC with advancing scriptfire technologies so that the dymensional planes would not remain dependent on algorithm books.
Between 1410 and 1435, the Commonwealth government allocated priority investments toward the scriptfire industry with the idea that returns from trade in this sector could be used to fund the LOC. The commercial aspect of the LOC was still present but less ambitious than it was under Kontacet. As planned, the LOC followed a continuous trend of converting dymensional planes from algorithm books to scriptfire production technologies. In 1419, the LOC established a dymensional plane server on Planet Nephina, using it to project emerging pieces of the LOC-wide dymensional plane to the international Circlarian market.
In 1429, Mary Ann Heits became Prime Minister of the Commonwealth and re-established the OPEN Forum along with its rules regarding balance in funding. She initially preserved faith in the scriptfire industry by calling on the Forum to fund a new technology known as "avatar scriptfire apparatus testing." The compromise with the LOC was that it would receive funds from the expected plentiful returns to happen in 1434. However, 1434 saw no returns from this and the Commonwealth economy entered a brief period of instability. In 1436, acting on behalf of the calls made by Mauter, Prime Minister Heits called for the OPEN Forum to roll back scriptfire industry funding and re-allocate it to the LOC, which in turn used the new funds for "free advertising" platforms in its dymensional plane. In September 1439, all immediate Subsidiary Libraries to the LOC proper voted in favor of adopting the official LOC logo. In 1441, the OPEN Forum reduced scriptfire funding to "handoff allocation" status while the LOC saw the nomination of Marshall Corbin to another of the three Head Librarian positions, working next to Mauter. The LOC Caucus voted to withdraw its "free advertising" platforms in 1443 after a call made by Corbin, who condemned this as an act of commercialization and called for "holistic branding" on behalf of the LOC, itself. In 1444, the LOC established the Universal International Recruitment Platform, which has since been launching promotions for people abroad to join and promotions for businesses to convert to LOC standards and join as Subsidiaries. Opponents to this platform voiced concerns over this being a repeat of Kontacet's agenda and the established logo amounting to LOC becoming a franchise. However, proponents argue that the Recruitment Platform does not implement Kontacet's aggressive coercion tactics but instead presents soft promotions leaving clients to decide. Furthermore, although all immediate Subsidiary Libraries had voted to adopt the LOC logo, they are still allowed to display their own logos.
Aside from the controversies, Library of Circlaria stands today as a leading industrial force in the Commonwealth.
