Sandy Saeteurn grew up in Richmond, California, where Chevron’s massive 3,000-acre oil refinery reigns supreme. She’s no stranger to the refinery’s chemical flares, and she spent many of her childhood days home sick. She’s not the only one who has learned to link the refinery and the presence of illness in her community: A 2008 study (co-authored by Grist board member Rachel Morello-Frosch) found that almost half of all homes in the area had indoor levels of refinery-related particulate matter pollution that exceeded the state’s air quality standards.
Every day for nearly 120 years — longer than the city has existed — the refinery has processed thousands of barrels of oil. Its flares regularly paint the sky burnt orange before thick grey clouds of smoke cover the city. Chevron’s influence stretches beyond its pollution and the 3,500 refinery jobs it provides as the city’s largest employer — it also showers money on local elections and even runs a local newspaper, the Richmond Standard, which has been known to cast a positive light on the company.
Ever since Black residents first arrived in large numbers in the 1940s, people of color have been relegated into low-quality housing surrounding the city’s large industrial zones. Today the city, which is 82 percent non-white and home to large groups of migrants from Latin America and Southeast Asia, has worse air pollution than 94 percent of the country, according to data from the Environmental Protection Agency, which has cited the refinery for environmental violations roughly 150 times since 2016. The city’s childhood asthma rate is more than double the national average and, in the immediate aftermath of an explosion at the refinery in 2012, more than 15,000 people were forced to seek medical treatment for respiratory distress.
Chevron funds around one-third of Richmond’s annual budget through taxes and municipal services the company provides, which includes education and workforce development programs. When the company wanted to modernize its facility in 2008, it offered the city $11 million for the Richmond Police Department to “increase the number of police officers on the street,” according to a document outlining Chevron’s community benefits agreements with the city. The modernization project was eventually blocked after community groups sued the city for failing to do a proper environmental impact analysis, but a 2015 agreement between Richmond and Chevron ultimately set aside $2 million for Richmond police. Over the past decade, Richmond police have arrested hundreds for protesting the plant’s emissions.
As a child, Saeteurn and her family didn’t think to connect the Chevron plant and their disposition to illness. “Growing up there was a lot of explosion drills, and we never understood what they meant,” Saeteurn told Grist. “In elementary school, Chevron would come and have certain programs for kids, giving us money for books and school supplies. I left elementary school thinking ‘oh wow, Chevron’s a great company,’ when in reality they were slowly killing us.”
Saeteurn’s lighthearted view of Chevron didn’t last long. By age 14, she was a dedicated organizer and member of the Asian Pacific Environmental Network, or APEN, which is based in both Richmond and nearby Oakland. She’s used her struggles against environmental injustices to fuel her work, helping to organize influential campaigns such as the first-ever county-wide multilingual warning system, which now warns Richmond residents of looming chemical flares in Spanish, Chinese, Vietnamese, and Lao.
In response to questions from Grist, Chevron provided a statement saying that its Richmond workforce “takes its role as good neighbors seriously and continually works to reduce our environmental footprint and to improve reliability.” The statement listed modernization projects, such as a new hydrogen processing unit, which have contributed to reducing the site’s “air emissions by 86 percent over the last 40 years,” according to the company.
Because of the way issues like a growing housing crisis, immigration, and police violence intersect in the San Francisco Bay area — where more than 350 refineries and fossil fuel companies are based — Saeteurn and other organizers at APEN have been at the forefront of reframing the environmental justice movement to incorporate all aspects of residents’ encounters with their lived environments, whether that’s unwanted interactions with the police or gentrification and the displacement of poorer people from their home communities. This is a reimagining of the traditional focuses of environmental organizations that have long prioritized organizing around issues like toxic waste or access to public parks, while leaving issues like housing and criminal justice to different organizations.
“We think of environmental justice as being about how our communities get to be in relationship with our environment,” Alvina Wong, APEN’s campaign and organizing director, told Grist. “That means trees, air, and water — but also our neighborhoods, our homes, and how we get to be in relationship with each other.”
Saeteurn, a local political director with the group, said that this message resonates with the residents APEN serves.
“When the community talks about the environment, they’re not talking about clean air or water — what they’re really talking about is their struggles,” she explained. “So when we talk with the community about how the environment is impacting them, they’re not saying ‘oh yeah, Chevron’s in my backyard.’ They’re saying, ‘I can’t afford my rent. Oh yeah, the energy bill is going up and now I can’t afford food.’”
Besides continuing a long struggle with Chevron in Richmond, APEN has also been a crucial part of recent campaigns to move millions of dollars away from Richmond and Oakland police to do things like building new supportive housing for people experiencing homelessness and mental illness, as well as increasing residents’ access to healthy food through affordable markets. The organization has worked on recent campaigns for rent control and tenant rights in both cities, including mutual aid projects to crowdsource funds for rent and food for community members. It has fought to pass the Tenant Opportunity to Purchase Act, which would grant tenants two months notice and the first opportunity to purchase their home if their landlord plans to put their building on the market.
“Our work is trying to make the connection to a bigger kind of struggle related to racism,” said Saeteurn. “We’re here next to a refinery because of racism, which is the same reason why our members get stopped by the police or harassed on the streets. Environmental justice is about who we can call community, and what access we have to the environment around us.”
APEN came to fruition after a proposal at the First National People of Color Environmental Justice Leadership Summit in 1991, when summit participants noticed that Asian Americans and Pacific Islanders were largely underrepresented. The summit was attended by activists from everywhere from Puerto Rico to Vietnam and Laos, as well as other territories struggling with American chemical waste. During and following the American bombing of Vietnam and Laos in the 1960s and 1970s, thousands of Southeast Asian migrants fled to the Bay area and Richmond in particular. Connecting the dots between environmental injustices in America and the environmental fallout from American firebombing and the use of Agent Orange in their home countries, Bay area delegates decided to form an organization centered on the leadership of Asian immigrant and refugee communities.
“APEN is so successful because our organizing incorporates our cultural heritage and our own legacy fighting aggression and chemical warfare in our homelands,” Wong said. “For us, this memory of how our homelands were affected both physically and culturally by environmental violence and war allows us to really address the root causes of injustice.”
Since 1991, APEN has been an unstoppable organizing force, working to pass bills mitigating pollution, like SB32, which in 2016 laid the foundation for many greenhouse gas emission goals we see today. In 2018, they were part of a coalition that helped push Chevron to pay out a $5 million settlement for its 2012 explosion. Most recently, APEN helped spearhead the Reimagining Public Safety Task Force in Richmond, which just passed a reallocation of $10 million away from Richmond police to fund various community services. (In a short phone interview with Grist, Richmond Mayor Tom Butt acknowledged Chevron’s mighty role in city life and said that the city council is doing everything in its power to act as a counterweight to the fossil fuel giant.)
APEN is hardly alone in its expansive approach to environmental justice. It’s a member of the California Environmental Justice Alliance, which includes Bay area groups like Communities for a Better Environment, or CBE, and People Organizing to Demand Environmental and Economic Rights, or PODER. Two weeks ago, APEN, CBE, and PODER led Richmond’s participation in the 8th annual Global Anti-Chevron day of protest, drawing more than 100 people who participated in chants and painted murals in front of the refinery to protest the refinery’s emissions and hold it accountable for its alleged commitment to racial justice.
Denny Khamphanthong, an APEN community organizer who worked on the campaign to reallocate funds from Richmond’s police budget, says APEN’s approach to justice is not only about saving the environment around him, but also about building a safer future for his family’s next generations.
“What we’re all trying to do is build a better world so that our community can thrive,” Khamphanthong told Grist, “which requires our community to be funded and resourced in a way that feels most important to us, whether it be less police on our streets or less pollution in our air.”

Rash of mass shootings stirs US fears heading into summer (AP) Two people were killed and at least 30 others wounded in mass shootings overnight in three states, authorities said Saturday, stoking concerns that a spike in U.S. gun violence could continue into summer as coronavirus restrictions ease and more people are free to socialize. The attacks took place late Friday or early Saturday in the Texas capital of Austin, Chicago and Savannah, Georgia. In Austin, authorities said they arrested one of two male suspects and were searching for the other after a shooting early Saturday on a crowded pedestrian-only street packed with bars and restaurants. Fourteen people were wounded, including two critically, in the gunfire, which the city’s interim police chief said is believed to have started as a dispute between two parties. In Chicago, a woman was killed and nine other people were wounded when two men opened fire on a group standing on a sidewalk in the Chatham neighborhood on the city’s South Side. In the south Georgia city of Savannah, police said one man was killed and seven other people were wounded in a mass shooting Friday evening.
Summer camps return but with fewer campers and counselors (AP) Overnight summer camps will be allowed in all 50 states this season, but COVID-19 rules and a pandemic labor crunch mean that many fewer young campers will attend, and those who do will have to observe coronavirus precautions for the second consecutive year. “Camp might look a little different, but camp is going to look a lot better in 2021 than it did in 2020, when it didn’t happen,” said Matt Norman of Atlanta, who is getting ready to send his 12-year-old daughter to camp. The 2020 National Health and Nutrition Survey (Ensanut) showed that about 31.1 million people have had the virus, the ministry said in a statement, citing Tonatiuh Barrientos, an official at the National Institute of Public Health. For Cornwall, G7 summit brings disruption (AP) Towering steel fences, masses of police, protests on the beach: The Cornish seaside’s turquoise waters and white sandy beaches are looking decidedly less idyllic this week as leaders of the Group of Seven wealthy democracies descend for a summit. U.S. President Joe Biden and leaders from Canada, France, Germany, Italy and Japan are arriving for three days of talks starting Friday at the tiny village of Carbis Bay, near St. Ives in Cornwall. The region is a popular holiday destination in the southwestern tip of England. Locals may be used to crowds and traffic jams during the peak summer tourist season, but the disruptions caused by the summit are on another level. A naval frigate dominates the coastline, armed soldiers guard the main sites and some 5,000 extra police officers have been deployed to the area. Authorities have even hired a cruise ship with a capacity of 3,000, moored offshore, to accommodate some of the extra officers. A main road is closed for the whole week, and local train lines and bus services have been shut down. A 3-meter (10-foot) tall metal fence nicknamed the “ring of steel” has been erected around Treganna Castle in Carbis Bay, where world leaders will stay. Security is also tight in the nearby town of Falmouth, the main base for international media covering the summit.
World leaders are in England, but beautiful British beaches have stolen the show (Washington Post) When President Biden shared a photo to Twitter on Thursday of him standing alongside British Prime Minister Boris Johnson and gazing out onto an unspoiled, sandy white beach from the Group of Seven summit in Cornwall, England, the post was supposed to be a tribute to the “special relationship” between the United Kingdom and the United States. But to many, it was the image of the picturesque coast that stood out. It looked somewhat suspicious. Too good to be true. Others questioned the authenticity of the scene, wondering whether it was photoshopped. Although it is true that some of Britain’s beaches have a reputation for pebbles, angry seagulls that steal food from unsuspecting tourists and diapers that float in murky waters, the county of Cornwall boasts some of the country’s best seaside destinations—complete with calm, clear waters that are perfect for swimming in and long stretches of soft sand that attract families from around the world. The bay is described as being “surrounded by sub-tropical plants and lapped by turquoise waters.”
Ransomware’s suspected Russian roots point to a long detente between the Kremlin and hackers (Washington Post) The ransomware hackers suspected of targeting Colonial Pipeline and other businesses around the world have a strict set of rules. First and foremost: Don’t target Russia or friendly states. It’s even hard-wired into the malware, including coding to prevent hacks on Moscow’s ally Syria, according to cybersecurity experts who have analyzed the malware’s digital fingerprints. Nigerian police fire tear gas to break up protests over rising insecurity (Reuters) Police fired tear gas and detained several demonstrators in the Nigerian cities of Lagos and Abuja on Saturday during protests over the country’s worsening security situation, Reuters witnesses said. Anger over mass kidnappings-for-ransom, a decade-long Islamist insurgency and a crackdown on protesters in Lagos last October has fueled demands for the government of President Muhammadu Buhari to do more to tackle violence and insecurity. Reuters witnesses in Lagos and Abuja saw police shooting their guns into the air and firing tear gas into the crowds to disperse the demonstrators, who held placards and chanted “Buhari must go”. Officers were also seen smashing mobile phones confiscated from protesters, who also denounced the country’s 33.3% unemployment rate.

Nothing moves on Ragsdale Road. Cars whiz past on the 10 Freeway about 100 yards away.
At an abandoned gas station, the pumps are stripped of their outer shells and wiring. The convenience store is covered in graffiti, its door kicked in, contents looted. Nearby restrooms are smashed and unworkable, but the stench suggests that hasn’t stopped everyone from using them. The sign over the station announces 24-hour service, a claim that hasn’t been true in years.
Desert Center doesn’t look like it’s worth $6.25 million.
That’s what Riverside resident Balwinder Singh Wraich paid at auction July 13 for the 1,034.78 acres of property in and around Desert Center. What he does with the land could radically transform a region that’s home to people who’ve spent generations in desert solitude.
Here’s what else $6 million can get you in today’s Southern California real estate market:
A 3,200-square foot Palm Springs house, designed by architect Ray Kappe, with spectacular views of the city and surrounding mountains.
A 6,000-square foot, six-bedroom, seven-bathroom “retreat” in Malibu Canyon, on an 8-acre property.
A 3,750-square foot, five-bedroom, four-bathroom house literally on the beach in Dana Point.
But Desert Center is a largely empty desert outpost in the Chuckwalla Valley, about 50 miles from either Blythe or Indio, almost exactly halfway between Los Angeles and Phoenix. The land Wraich bought includes two gas stations, a cafe, a hotel, store, school and the gravesite of a former cafe cook — all abandoned.
Desert Center has no city council or other government. But the U.S. Census Bureau lists it as a spot where people have come together, even though it’s not a formal town or city. The bureau estimates 216 people lived there in 2019, with a median age of 70.6 years old.
The Desert Center Unified School District teaches 29 students, according to the California Department of Education, ranging from kindergarten through 8th grade. The district operates just one of its former five schools. The others shut down after Kaiser Steel’s nearby Eagle Mountain mine closed in 1983. High school students travel about 50 miles each way to attend classes in Blythe. The shell of a former school, caked in graffiti, with broken glass and ceramic tile covering the floor, is visible to freeway motorists zipping past Desert Center.

The road behind
According to legend, in 1915, Kansas-born Stephen Ragsdale and his wife Lydia were driving to Los Angeles, before breaking down on the dirt wagon road between Blythe and Indio. Rescued by a prospector, Ragsdale saw opportunity in the other motorists crossing the Colorado Desert.

“He’d seen numerous people who had been unprepared crossing the desert, so he conceived of the idea of having a rest stop at the halfway point,” said Steve Lech, a historian and author who co-writes The Press-Enterprise’s Back in the Day local history column. “That’s why he called it Desert Center: It was kind of a marketing ploy.”
Opened in September 1921, Desert Center was a family affair.
“He would run the tow truck and pump gas. His wife would run the cafe and do the cooking,” Lech said. “He had two sons and a daughter and they would do auto repairs and work at the center.”
Ragsdale, rebranding himself “Desert Steve,” had dreams of expanding Desert Center, according to Lech. But Ragsdale believed in temperance: Even after Prohibition ended in 1933, he didn’t want tenants to serve or sell alcohol. His lawyer said Ragsdale couldn’t legally prohibit alcohol. So Desert Center stayed small.
Margit Chiriaco Rusche’s parents started the competing community and rest stop of Chiriaco Summit, 19 miles to the west, on the western rim of the Chuckwalla Valley. They spent decades as frenemies of the Ragsdales.  According to Rusche, Steve Ragsdale vowed to “run that upstart Italian out of town” when Joe and Ruth Chiriaco moved there in 1933.
“It was very remote,” Rusche said. “As little kids, we pumped gas, we made hamburgers.”
Today, she’s CEO of Chiriaco Summit. It offers food, gas and the General Patton Memorial Museum for road-weary travelers. A motel and a mobile home and RV park are planned.
After his death in 1971, Ragsdale’s son Stanley ran Desert Center until he died in 1999. He kept it small, turning down offers from fast-food chains and others who wanted to “improve” the outpost.
Stanley’s six kids couldn’t agree on how to manage the businesses, so Desert Center gradually shut down. Their battle spent two decades in probate court. It might be the longest probate case in county history, according to Paula Turner, the real estate agent whose Coachella Valley firm handled the sale.
“I haven’t sold a town before,” she said. “This is my first town!”

Even before the auction, Rusche had tried to buy a piece of Desert Center more than once.
“When they were closing down, we were going through a contract to lease the (Desert Center) coffee shop to update it. Thousands and thousands of dollars later, one of the brothers said ‘No, not with a Chiriaco,’” she said.
Rusche then tried to buy part of the property, but the family member selling it didn’t have the clear legal right to do so.
Finally, Riverside County had enough.
“The judge said ‘It’s been 20 years, we’re putting it up for auction,’” Rusche said.
Wraich did not respond to repeated requests for comment. His family runs the Fontana-based trucking company Wraich Transport, which includes the Wraich Travel Plaza truck stop in Fontana.
The property was put up for auction for $5 million, before Wraich outbid Rusche, winning Desert Center with a $6.25 million bid. That brought an end to the Ragsdales’ ownership of the community founded by their patriarch. Members of the Ragsdale family declined to comment.
“That’s how it goes,” Rusche said. “We decided that dirt wasn’t worth that much money.”
In the end, the Chiriacos did get a bit of Desert Center, purchasing a totem pole that once stood outside the cafe. It will be going up at Chiriaco Summit soon, Rusche said.
The here and now
Trucks idle in vacant lots, curtains drawn as drivers presumably get some sleep.
The roof of the Desert Center Market is caved in, roof beams crashed down around empty ice cream and soda refrigerators. A sign in the window reads “Sorry, we’re closed.”
Someone appears to have walked away from the boarded-up cafe mid-cleaning. A bottle of Windex and a roll of paper towels on a table caked in a thick layer of dust are visible through the windows.
Only the U.S. Post Office is still open. The other three shops in the tiny strip mall are long since closed. They seem to have shut down mid-renovation, with paint cans and drop clothes covered in dust visible inside.
“They let it go really bad,” said Harold Copeland, whose first job was working at Desert Center in 1977. “They should have sold something a long time ago and made something of it.”
Few live in Desert Center today. The biggest nearby population center is at Lake Tamarisk, 2 1/2 miles away. A few dozen homes cluster around a county-run nine-hole golf course. The residents are mostly “hermits,” according to one.
Copeland grew up in Eagle Mountain, moving there in 1967. He now lives in Indio, but his mother still lives at Lake Tamarisk.
“They love it out there because it’s just so quiet,” Copeland said. “The streets rolled up at 6 o’clock, but we learned to live with it.”
The lack of things to do in the Chuckwalla Valley is part of the attraction for some.

“There’s no temptations,” said Adrianna Ornales, taking a midday dip in Lake Tamarisk with other members of the Set Free church congregation. The pool at the nearby community center is dry and the center itself locked up. It was 104 degrees at midafternoon on July 30.
Ornales moved to Desert Center in 2018, along with about four dozen other members of her church, to escape the seductions of the big city.
“It’s our little safety bubble out here,” she said.
Ornales works at Lake Tamarisk’s one-room library, open three days a week, that shares a building with the small county firehouse.
She hopes Wraich can bring Desert Center back to life.
“I hope he does something with it,” Ornales said. “More job opportunities, so people can get on their feet.”
The other big population center is Lake Tamarisk Resort, a mobile home and RV park for those 55 years old and up. Many of the 150 trailers and RV spots are empty now, the snowbirds flown away to cooler climes. Once upon a time, it was a park for high-end Airstream trailers. Before that, it served the World War II era Desert Training Center first run by Major Gen. George S. Patton.
Brenda Cervantes, who with her husband has managed the resort about a year, also wants to see Desert Center revitalized.
“They need some business brought back here,” she said. “People call and say ‘Where’s your gas station?’”
The nearest one is 19 miles away, in Chiriaco Summit. Groceries mean a 50-mile trip to Blythe or Indio.
“We’re self-sufficient,” Rusche said. “That’s part of being desert people.”
Cervantes believes Desert Center can be restored without losing the quiet isolation residents enjoy.
“We’re hoping something good comes in,” Cervantes said.
But no one ends up staying in Desert Center by accident.
“We’re our own little oasis out here,” Cervantes said. “Most everyone comes here because it’s out of the way.”

Copeland has high hopes for Wraich’s Desert Center.
“I think they’ll build a big truck stop right there and maybe houses or condos for the people who work there,” Copeland said.
Rusche is skeptical. Desert Center doesn’t have its own source of potable water, she said. And the historic buildings will need to be completely torn down.
Wraich has “got a lot of hoops to jump through,” Rusche said. “He’s got to get through the county process, which is hard.”
She thinks the land is best suited for something modest.
“Why build a truck stop in California so close to the border where they can get their gas so much cheaper than they can here?” Rusche said. “To me, it doesn’t make that much sense.”
Change has come to the desert, of course. North of Lake Tamarisk, a huge solar farm has gone in. And in cooler weather, visitors race at the Chuckwalla Valley Raceway. But most days are quiet, especially during the hottest days of summer.
Whatever else might change, Chuckwalla Valley residents say the desert’s appeal is eternal.
“It’s a really tight community still,” Copeland said.
When skeptics ask him about growing up in the Chuckwalla Valley, “I say ‘how many friends do you hang out with from your high school?’ And they say none, because there were 500 people in their graduating class. I still see everyone, because there were 35 in my graduation class.”
His graduating class still gets together annually, he said.
“It would be hard for me to live anywhere else,” Rusche said. “We have freedom and we have the mountains that are a different color every time you look at them.”
But for now, the traffic on the 10 keeps racing past.

Office of the Governor – Additional Reopenings and Priorities for Legislative Session
Additional Reopenings
Today, Governor Polis announced the relaxation of certain restrictions on our economy and our society that were imposed to slow the spread of COVID-19 and save lives.
With appropriate restrictions in place, these activities will provide tremendous economic, societal, and psychological benefits to Coloradans while mitigating the risk of spreading coronavirus.
First, the state’s prohibition on downhill skiing has been lifted. Ski resorts can now work with local authorities to develop a plan on how to open as safely as possible, and secure local approval. Arapahoe Basin in Summit County will be reopening tomorrow with strict precautions for distancing in lift lines, a mask requirement, no food or beverage service and no tailgating.
Second, private campsites are now open. Outdoor recreation — with appropriate distancing between parties — is a very safe and healthy activity to participate in during these times.
Third, the Governor has made the decision to allow restaurants to re-open on May 27 for dine-in service at 50 percent capacity and with numerous measures in place to limit the spread of COVID-19, including:
Limiting parties to 8 or less and requiring parties to be seated six feet away from each other;
Discouraging the intermingling of parties at the restaurant
Requiring all employees to wear face coverings at all times, and encouraging customers to wear face coverings while not eating or drinking.
Frequent cleaning and disinfecting of surfaces between parties
Increasing the ventilation by opening doors and windows and limiting air conditioning, which recycles the air inside the establishment.
Encouraging the use of outdoor space including parking lots, adjacent properties, and other space for food service.
Working with local governments to suspend some rules to maximize outdoor service on surfaces like sidewalks, municipal parking lots, or even turning some streets into pedestrian zones.
Finally, on June 1, Gov. Polis is allowing summer day camps to reopen with strict precautions meant to mitigate the risk to kids, employees, and parents, including:
Requiring employees to wear protective gear and adhere to hygienic and disinfecting practices
Requiring campers must wear a mask whenever possible
Prohibiting groups larger than 10 campers indoors and groups larger than 25 campers outside, which is consistent with current guidance for child care facilities.
Screening campers for symptoms and checking their temperatures to prevent a potentially infected camper from spreading coronavirus to others at the camp.
Legislative Session
Today, legislators returned to the state Capitol to continue their work on the legislative session.
Given the enormity of the crisis we face, the focus of this legislative session needs to be on building a resilient response to this pandemic from both a public health perspective and an economic perspective.
Governor outlined his priorities in three key areas: lowering health care costs, supporting impacted businesses and workers, and investing in public health infrastructure and first responders.
Lowering Health Care Costs
Protecting savings from the reinsurance program and enhancing coverage options and opportunities for others struggling to access insurance coverage.
Codifying portions of the state’s telehealth executive order so people continue to have access to reduced-cost, convenient telehealth during and after the pandemic.
Pharmaceutical transparency to lower the cost of prescription drugs, which will help families keep more money in their pocket during these uncertain times.
Supporting Businesses and Workers
Supporting a loan relief fund to help small businesses weather the crisis.
Bolstering the state’s unemployment insurance program and adding provisions such as workshare, which is good for employers and employees, and allows for employees to work a reduced number of hours while still collecting unemployment insurance.
Working towards a more permanent paid sick policy for Colorado. One of the first emergency orders Gov. Polis issued in response to this pandemic was a paid sick leave requirement so workers did not have to choose between getting paid or coming into work and spreading COVID. This pandemic has shown how critical paid sick leave is to keeping our workforce healthy.
Codifying some relaxed regulations like ending the prohibition on curbside pickup and delivery of alcohol.
Investing in Public Health
Supporting the people who are leading our response to this pandemic — our frontline heroes — by making sure that fire, ambulatory, health, and hospital districts throughout our state have the resources they need to meet this extraordinary crisis and protect Coloradans.

Facing criticism, Jackson County revising plan to allow gyms to reopen next week
BLUE SPRINGS, Mo. — Jackson County is set to revise part of its reopening plan. The move comes after uproar from fitness center owners.
Gyms are a place you go to improve your health. So owners of Anytime Fitness in Blue Springs were not happy when Jackson County said they couldn’t open in Phase One of the county’s recovery plan, which started Monday.
They took matters into their own hands, and it appears to be working.
Anytime Fitness at Highway 40 and Highway 7 in Blue Springs just opened about a year ago. The owners were just starting to make headway when the coronavirus forced the gym to close.
“We were finally at a place where we could hire some staff and go home and get a break and get that all going — and then this came,” owner Rachel Wattenbarger said.

During the quarantine, they’ve been offering virtual classes and training sessions.
Cancer survivor Aubree Holmes said it’s been crucial to staying health and strong.
“I had finally gotten to the point where I was coming into the gym consistently, and then the shutdown happened and I didn’t want to lose my momentum” Holmes said.
But without regular membership fees coming in and bills piling up, the gym was holding onto hope Jackson County would let it reopen on May 11 with other businesses.
When gyms weren’t included in the first phase, and they weren’t given a clear reopening date, Wattenbarger took to social media.
“I am asking you guys to help me rattle cages,” she said in a Facebook video.
Support poured in. Friends, clients and even total strangers reached out and wrote to Jackson County Executive Frank White’s office.
“When they opened other services where people are in far closer proximity than we would be to our patrons, it didn’t make any sense to me,” Wattenbarger said. “I don’t want those businesses to close down. I think we should all be able to open with guidelines.”
Her pleas reached Missouri State Rep. Jeff Coleman and Jackson County Legislator Jeanie Lauer.
On Wednesday, Wattenbarger said her prayers were answered.
Lauer told FOX4 the county executive’s office is actively revising the reopening plan, and Jackson County gyms should be able to reopen May 18.
The owners of Anytime Fitness Blue Springs said they’re planning to do a deep clean of the entire facility before reopening. They also plan to shut off half the cardio equipment and will have additional markings to help enforce social distancing.

As of just before noon McPherson County has not had any positive COVID-19 cases. They are continuing to ask people to follow the guidance of the Kansas Department of Health and Environment with social distancing and limiting social gatherings to under 50 people. Their quarantine advisories remain as they have been... including those who have traveled internationally or to the states of California, Florida, New York or Washington State, internatioanlly or have been on a cruise or river trip since March 15th, visited one of the four Colorado counties where the big ski resorts are located... Eagle, Gunnison, Pitkin or Summit... in the week prior to the 15th or after, or have been identified as a close contact of a confirmed COVID-19 CASE.
Based on recommendations from the County Health Officer, Rice County Commissioners today announced public access to all applicable county department is now closed until further notice. County employees will be available by email or phone, with standard hours remaining in place. Payments and other business records can be placed in a drop boxc at the south entrance of the courthouse, whcih will be dated for the day you drop them and processed the next day.
One group of people who have been going above and beyond... and getting a certain amount of abuse at times... during the currrent situation are the people working in grocery stores. The Kroger Company announced Saturday their are going to provide one time bonuses to all hourly front line grocery, supply chain, manufacturing and customer service associates... this covers employees hired on or before March 1st and on the payroll between March 8-28 with the bonus to be paid April 3rd. Kroger, the parent of Hutchinson-based Dillons, also is expansing their COVID-19 emergency leave guidelines to including paid time off for self-isolation and symptoms as verified by accredited health care professionals in addtion to those diagnosed with or placed under quarantine due to COVID-19.
An old tradition many of a certain age will remember is being brought back in a form Tuesday evening in Hutchinson. A community-wide Main Street Drag will take place... With a theme of "From A Distance" keeping in mind social distancing limitations, the Hutchinson St. Vincent de Paul Group will have a number of pickups set up along Main marked with American flags where you can drop off food donations for local food pantries, which can really use donations of non-perishable food items, diapers, cleaning supplies, and even that extra roll of toilet paper a few of you do have to spare. As they put it be a little crazy but not rowdy.
The Hutchinson Planning Commission has cancelled their scheduled meeting Tuesday evening due to the COVID-19 pandemic. Their next meeting as things now stand will be Tuesday April 14th.

The McPherson Housing Coalition will continue to provide services during the COVID-19 pandemic... Although their office is closed to the public right now, they can be reached by phone, e-mail or social media as they work with families who are the most vulnerable and without their services can't shelter in place. They have also announced postponement of Brush Up Mac until the crisis has passed or they can change the way the event is held. Updates as we get them.
The Messiah Festival of the Arts in Lindsborg has announced changes to their plans for this year, including postponment, cancellation and modiciations of activities. Many of the planned Holy Week events have been re-scheduled to take place during Bethany College Founders Day Weekend October 15-18. As of this time are planning to still have the Easter Sunday performance of The Messiah April 12th, with a 24 singer chorus and small orchestra in a "chamber" versiion of the Handel work. A live stream of this performance is being planned. Also, they are planning another performance Friday June 19th as part of the Midsummer's Festival. They eat spring- and summerwood. Their cavities compared to subterranean termites are smooth, and clean. 4. Dampwood termites: These less damaging termites can also be found in Ohio. They only infest wood with a high moisture content (like wood that is in contact with the ground). These termites infest decaying and damp timber, and contain different species. They swarm to build new nests throughout the year from January to October, and are larger than subterranean termites. They also consume summer-and springwood, and eat across the grain. When eating they build a set of chambers that are connected by tunnels with walls that are smooth, and only infest wood with a high moisture content. They also only infest structures or buildings where timber and the soil are connected. These termites use their fecal droppings to seal off their chambers. You can recognize them by their big head with pincers on the front. Termite Treatments For treatment you receive a plan designed for your specific home construction.
