Palestinian graphic designer Bilal Tamimi’s YouTube videos from the village of Nabi Saleh in the West Bank have received 6 million views during the past 13 years. His uploads document joyous festivals and peaceful protests—but also violent skirmishes between Nabi Saleh’s 600 residents and occupying Israeli soldiers. “I need to show to the world what’s happening in my village and the suffering of my people from occupation,” he says.
The platform has helped Tamimi broadcast to his more than 20,000 subscribers, but he’s locked out of YouTube’s revenue sharing program that pays a share of ad sales to more than 2 million video creators in 137 countries or territories. When Tamimi tries to sign up, YouTube’s app says, “The YouTube Partner Program is not available in your current location Palestine.”
The internet has given some Palestinians a global audience, but many benefits of online life that billions around the world can take for granted simply don’t work for people in Gaza and the West Bank. In addition to YouTube’s partner program, money transfer services such as PayPal and ecommerce marketplaces, including Amazon, largely bar Palestinian merchants from entry. Google tools for generating revenue from web ads or in-app purchases are technically open to Palestinians but can, in practice, be inaccessible due to challenges verifying their identity or collecting payment.
As Israeli forces have bombarded Gaza in pursuit of Hamas, tech workers’ and rights activists’ frustrations with the region’s digital inequality has grown. Palestinians are barred from YouTube’s Partner Program and struggle with intermittent connectivity. Israeli YouTube channels in the program could be bringing in some revenue from conflict-related content. Popular Israeli singers have drawn views with songs honoring victims of Hamas’ October 7 attack on Israel, while travel advice channel Traveling Israel has received millions of views on historical explainers.
Human rights organizations say the disparity in access to online sources of income weakens the Palestinian economy. "Many Palestinians who work online struggle to be paid," says Marwa Fatafta, a policy and advocacy manager at the rights organization Access Now. YouTube’s policy “fits a larger pattern of tech companies’ discriminatory approach to Palestinians.”
Google spokespeople, who asked not to be named for safety concerns, say in a statement that the company is committed to creating economic opportunities for Palestinians through services and training. The YouTube Partner Program won’t be available in the Palestinian territories until Google launches a local version of YouTube, which involves customizing features and options to the language and culture. "We continue to invest in the infrastructure that's needed to offer more tools to monetize with Google to ensure it’s a seamless process and follows local legal requirements,” one of the spokespeople says.
To get a sense of how Palestinians are excluded from or face barriers to tapping the world’s largest ecosystem for making money online—Google’s—WIRED reviewed popular Palestinian YouTube channels, news websites, and apps associated with the region. Interviews with content creators, activists, and current and former Google staff familiar with the region and company policies helped fill out the picture. The investigation revealed how a series of Palestinian projects and companies hit financial dead ends when attempting to monetize online in ways easy for people in countries such as the US and Israel. Others resorted to complicated geographic workarounds that siphon off revenue.
The Google sources not authorized to speak to media allege those challenges reflect years of internal politics and neglect of Palestinian users at the company. The sources say a localized version of the company’s search engine, Google.ps, launched in 2009 only after a desire to provide more relevant results narrowly beat out concerns about public backlash for an action some people could view as endorsing disputed territories. But there hasn’t been management resolve in recent years to risk changing the status quo to introduce a Palestinian YouTube that would give local creators access to monetization.
US congressman Mark Pocan of Wisconsin says Israel’s current attack on Gaza underscores how wrong that pattern of online exclusion is. “When massive companies make money hand over fist from creators but deny them their fair share just because of where they live, that is just plain wrong,” he says. It is crucial, he argues, that “Palestinians in Gaza and the West Bank have equal opportunities for economic participation.” In May, Pocan led several Democratic US lawmakers in urging PayPal to allow Palestinian accounts. PayPal, which declined to comment, hasn’t changed its policies.
Duty First
Tamimi, 57, started posting on YouTube in 2010 and views it as a duty in service of his villagers, not a way to get rich. He first tried to join the service’s revenue sharing program a few years ago as a way to defray his costs. “I would for sure try to improve my work, to have a good camera,” he says. “And maybe I can help other people who are doing what I am doing through workshops and cameras.”
Today Tamimi uses an iPhone 12 Pro Max he bought himself and camcorders and equipment donated by B'Tselem, a Jerusalem-based nonprofit organization that aims to document human rights issues in Palestinian territories.
Tamimi’s focus on winning attention over profit is no different than other YouTube creators, says Bing Chen, who once led global creator initiatives at YouTube. “Revenue is of course an incentive, but fame is more so,” says Chen, who now develops and invests in creators through his company AU Holdings.
You don’t need a fancy camera or editing to draw an audience. When Israeli professors analyzed about 340 TikTok videos from 2021 related to the Israeli-Palestinian conflict they found pro-Israeli videos had higher production values but received lower engagement. They argued that viewers preferred Palestinian content because public sentiment tends to favor those seen as victims.
At a time of widespread suffering now on both sides of the border and an intense period of global attention on the region, Palestinian channels like Tamimi’s could be drawing record engagement and revenue—money that could, one day, make rebuilding easier.
Instead, Tamimi has withdrawn from YouTube. He started posting only infrequently after his village stopped organizing weekly protests around 2018 and with no income available feels no loyalty to the Google service. When an incident flares up, he is now more likely to livestream on Meta’s Facebook, where he draws thousands of viewers. “YouTube is like an archive,” he says, not a place to share new content.
Geographic Gaps
YouTube’s revenue program for creators, known as YPP, launched in 2007 and pioneered the concept of a major social media platform turning amateur stardom into a well-paying job. It now has competition from Meta, X, and TikTok—which also don’t offer their programs to people in Palestinian territories—but remains the leader in influence and geographic reach.
Despite YouTube’s dominant position, WIRED’s review found that YPP doesn’t let in creators from over a quarter of the world's 100 most populous countries, most of them in Africa. It welcomes people from many countries with smaller populations than the Palestinian territories, where, combined, an estimated 5 million people reside. Creators from Iraq and Yemen, also Arabic-speaking places troubled by conflict, are listed as supported.
Chen, who helped develop YPP while working at YouTube, believes that the platform’s leaders may want to avoid funding creators whose content puts them at risk from local authorities, and also worry that language barriers or limited staffing could make it difficult to provide suitable customer service.
But it’s not impossible for platforms to work with creators in Palestine. California-based fundraising service Patreon gets money to Palestinian users through the payments provider Payoneer, and smaller money-moving tools such as Saudi Arabia’s PayTabs say they support transactions with Palestinian accounts.
Other parts of Google’s vast empire claim to serve Palestinians businesses, but people reached by WIRED say the reality is very different.
Google documentation says the Google Play app store allows developers from 163 markets, including one listed as “Palestine,” to sell apps and in-app purchases and that Google’s AdSense advertising system supports 232 countries or territories, including “Palestinian Territory.”
Odeh Quraan, who runs a Ramallah-based software development agency called iPhase with overseas customers, says the sign-up process for AdSense requires entering a PIN mailed by Google. But Israel controls the flow of mail to the West Bank, and many items never arrive, he says. He circumvented that by using Stripe’s Atlas service to establish a company in the US state of Delaware without ever setting foot there. But it comes with downsides. “Taxes are a headache, and transferring money from the US bank account to the local banks has turned out costly,” Quraan says.
Three out of 12 popular Palestinian news websites display ads using Google technology, compared with 11 out of 12 well-known Israeli news sources, WIRED found. One of the Google spokespeople says the company in late October began notifying websites in the region about a virtual alternative to the mailed PINs, though the option is not stated in public support documentation.
Elsewhere in Ramallah, software development company Mongid stopped offering in-app purchases from an ecommerce app on Google Play and abandoned a YouTube channel with tutorials on using online learning tools because it was too difficult to receive revenue via Google, says CEO Mongid Abu-Baker.
This month, he and two other app developers interviewed by WIRED have been stymied by a new Google Play requirement that all developers get verified by global professional services firm Dun & Bradstreet. Neither the Palestinian territories nor their country code for phone numbers are listed as options on sign-up webpages, and Palestinian developers must seek customer service from Dun & Bradstreet through offices in Israel rather than an Arab country.
Abu-Baker calls the lack of recognition an affront on his identity. “Palestinian companies hold an importance no less significant than any other worldwide,” he says. He downgraded his account to avoid verification and now worries about losing access to some Google Play features.
Efrat Segev, chief of data and product for Dun & Bradstreet in Israel, says hundreds of Palestinian businesses have finished verification over the past two years and that complaints are few but that it is trying to remedy the concerns. Google declined to comment.
The difficulties faced by Abu-Baker and others in Palestine clash with messaging from Google’s leaders in California about its work in the Middle East. Last year, Google chief financial officer Ruth Porat announced that the company would spend $10 million over three years to help Palestinian graduates, developers, and entrepreneurs “advance their digital skills and find employment.” Just weeks before the recent war broke out, Google said it aims to serve 3,500 Palestinians from the West Bank, Gaza, and East Jerusalem through the investment.
Asked on stage at a conference this month about Google’s role in contested areas like Gaza, Google CEO Sundar Pichai said his company can be a critical technology partner. “We don't see it in the geopolitical context,” he said. “We see it in an enabling context.”
Some Israeli creators, like those in Palestine, feel Google isn’t living up to that. Oren Cahanovitc, owner of the Traveling Israel channel, says videos discussing politics are being flagged by YouTube as not suitable for ads. Corey Gil-Shuster, the Tel Aviv-based creator behind the Ask Project, which interviews Israelis and Palestinians about their views on the conflict, says he’s seen the same pattern.
YouTube’s screening tools can deem videos showing violence or capitalizing on war as inappropriate for advertisers, although partner program participants also get some revenue from paid subscribers to YouTube who don’t see ads. That business, and revenue stream for creators, is growing.
Palestinians lack the opportunity to receive checks from YouTube at all. The Israeli creator Gil-Shuster says the disparity was news to him and that the fix seems clear. “Palestinians living in the West Bank and Gaza, obviously,” he says, “should have equal right to benefit from monetization as anyone else.”

Welcome back to my final blog post!
As I journey through the world of nature interpretation, my personal ethic has become a compass guiding my interactions with the natural world and those who seek to connect with it. Over this semester I have found myself reflecting more on my connection with nature throughout my adventures. For me, nature interpretation is not just about sharing facts and stories, it's about creating meaningful connections and reigniting my interest in a deeper appreciation and stewardship of our environment. In this reflection, I’d like to share my beliefs, responsibilities, and approaches as well as some personal experiences that have helped shape my path.
I would like to begin by sharing some of my core beliefs that have developed over time. My approach to nature interpretation is rooted in my interest in wildlife from a young age which developed into my fascination with the web of life. I firmly believe that every living being, no matter how small or seemingly insignificant, plays a crucial role in maintaining the balance and diversity of our ecosystems. This belief surrounded me on every outdoor adventure, I specifically remember admiring the web of life on a camping trip this past summer where I witnessed the connection of plants, animals, and humans in a remote wilderness setting, reminding me of our shared responsibility to protect and preserve our natural world.
I am passionate about making nature interpretation inclusive and accessible to all. I've seen firsthand the transformative power of connecting diverse audiences with nature, breaking down barriers, and fostering a sense of community and shared responsibility for our planet's well-being. I have enjoyed sharing my passion with friends and family and getting to watch them create their connections with nature. Watching them interpret nature in their own way has given me a different perception.
In my role as a nature interpreter, I hold myself accountable to several key responsibilities:
1. Accuracy: I strive to ensure that the information I share is accurate, up-to-date, and presented transparently. I believe that honesty and integrity are essential for building trust and credibility with my audience. During a nature hike, I came across some plants that I assumed were a type of moss which I misidentified when I checked online. Rather than glossing over my mistake, I used it as a learning opportunity, acknowledging the error and emphasizing the importance of learning in nature interpretation.
2. Cultural Sensitivity: I recognize the importance of incorporating diverse cultural perspectives and indigenous knowledge into my interpretations. This enriches the storytelling and fosters a deeper understanding and respect for the interconnectedness of human-nature relationships. I have recently read the novel “Unsettling Canada” by Arthur Manuel, Grand Chief Ronald M. Derrickson. This novel opened my eyes to the importance of recognizing the history of the land that I had been exploring. I gained invaluable insights into their deep spiritual connection to the land and sustainable practices.
3. Environmental Advocacy: Beyond educating and inspiring individuals, I see myself as an advocate for environmental conservation. I aim to empower others to take meaningful action and make sustainable choices in their daily lives. I have signed up for some tree-planting initiatives this summer and like to think of this as one of many ways for me to translate advocacy into action.
4. Education: The field of environmental science and nature interpretation connected. I am committed to continuing to learn through hands-on experiences as well as extra schooling.
Throughout my journey as a nature interpreter, my approach has shifted from just being immersed in nature to expanding my learning and collaborating with other nature enthusiasts. I plan to build on my connection by gaining some hands-on experience so I can continue learning.
I am also reaching out to more environmental organizations to learn while making an active effort in environmental conservation. By working together with larger initiatives we may amplify the impact of nature interpretation initiatives and foster a culture of environmental stewardship and sustainability in our communities. 
In conclusion, my personal ethic as a nature interpreter is found in respect, inclusivity, integrity, advocacy, and collaboration. By upholding these principles I am committed to environmental education and interpretation, I aspire to foster a deeper appreciation, connection, and stewardship. As I continue to grow, learn, and evolve in environmental stewardship, I am excited to connect with like-minded individuals, share my experiences, learn from others, and collaborate on creating a more sustainable relationship between humanity and nature.
As part of my commitment to fostering a supportive, inclusive, and collaborative community of nature interpreters and environmental educators I look forward to reading and relating to my peers and opening a conversation on how we can better support the planet and each other.

My Mission Objective:

Life is about establishing relationships called friendship and loving others. Every day of our lives we are given opportunities to show love and kindness to those around us. We must remember that those mortals we meet in parking lots, offices, elevators, the internet, and elsewhere are that portion of mankind God has given us to love and to serve. If we cannot regard those who are all around us as our family, we will never be capable of loving our neighbor or our enemy.
Gatekeeper-Watchman International Group is a Christian-based non-profit organization, that is a faith-based group of associates and friends from all over the world but is not limited to, environmental, social, advocacy, and human rights work. It is my passion that we all can work to promote social or political change on a broad scale or very locally. Gatekeeper-Watchman International Groups (#GWIG) seek to play a critical part in developing society, improving communities, and promoting citizen participation all over the world through love, kindness, joy, and various forms of living support. As the founder and administrator of Gatekeeper- Watchman International Groups, my primary purpose is to defend or promote specific causes. As not opposed to operational project management, these organizational groups typically seek to raise awareness, acceptance, and knowledge by lobbying, press work, and activist events and are not limited to donations or outside financial support. Our mission is to accelerate and educate the community and world on the importance of why it's pivotal to empower men, women, and minorities in business globally. When the impoverished are elevated financially, communities, states, and countries prosper, this builds a global blueprint that will alleviate and eradicate poverty and redefine our common cause which is a fair and united democracy.
In this overcrowded online world, do you ever wonder why people spend most of their time googling? or sending a friend request without knowing you? I hope your experience with social networking has been good. And please let me introduce you to a fresh outlook on social platforms. In the beginning, I didn’t understand why people would read and share Posts, Blogs, Tweets, and or Comments when the web is awash with information, advice, and wisdom from people more experienced, more knowledgeable than myself.
As I have grown older, my need to search for quality friends, associates, and companions, immediately discovering that it wasn't easy to do. A relationship with intrinsic value and opportunity is also harder to mobilize because of our change in interests and environment. I have always preferred to choose my friends for myself rather than allowing others to do so for me and this is why I contact others that I may not know and that I find articulate, and exciting because we are communal beings.
I have learned that to introduce social and political change on a broad scale, I concluded that sharing, teaching, and discussing problems head-on and the topics of interest may allow us to focus on a particular subject, unlike the media which recklessly spits out more in shorter bytes than we have been able to chew on as a democracy.
In doing so, I have attempted to connect with people across the world. I constantly search for thriving groups of quality friends from many different cultures’ interests, and scopes of expertise. There, I placed open forums at specific locations and called them Gatekeeper-Watchman International Groups. I have intended to ask for prayer, and discussion so that we may encourage others to change the way they gather and extrapolate information while focusing on different perspectives relating to education, employment, social advocacy, and human rights as "Information Specialists".
I believe that we all can work together to promote change on a broader scale. Likewise, we must all seek different means of sharing our experiences, knowledge, and faith on social platforms if we want to be less cluttered with better resolve.
I am also graciously seeking your support and participation in developing an all-volunteer movement. Your contributions and donations, I believe will support our mission to encourage, accelerate, and educate humanity on the importance of why it's pivotal to empower the less fortunate who have fallen between the cracks of bureaucracy globally. When the impoverished classes are elevated financially, communities, states, and countries prosper, and this builds a global blueprint that will alleviate and eradicate greed and selfishness that destroys economic growth and a lack of positive change.

SALT LAKE CITY (AP) — Children and teens in Utah would lose access to social media apps such as TikTok if they don’t have parental consent and face other restrictions under a first-in-the-nation law designed to shield young people from the addictive platforms.
Two laws signed by Republican Gov. Spencer Cox Thursday prohibit kids under 18 from using social media between the hours of 10:30 p.m. and 6:30 a.m., require age verification for anyone who wants to use social media in the state and open the door to lawsuits on behalf of children claiming social media harmed them. Collectively, they seek to prevent children from being lured to apps by addictive features and from having ads promoted to them.
The companies are expected to sue before the laws take effect in March 2024.
The crusade against social media in Utah's Republican-supermajority Legislature is the latest reflection of how politicians’ perceptions of technology companies has changed, including among typically pro-business Republicans.
Tech giants like Facebook and Google have enjoyed unbridled growth for over a decade, but amid concerns over user privacy, hate speech, misinformation and harmful effects on teens’ mental health, lawmakers have made Big Tech attacks a rallying cry on the campaign trail and begun trying to rein them in once in office. Utah’s law was signed on the same day TikTok’s CEO testified before Congress about, among other things, the platform's effects on teenagers’ mental health.
But legislation has stalled on the federal level, pushing states to step in.
Outside of Utah, lawmakers in red states including Arkansas, Texas, Ohio and Louisiana and blue states including New Jersey are advancing similar proposals. California, meanwhile, enacted a law last year requiring tech companies to put kids’ safety first by barring them from profiling children or using personal information in ways that could harm children physically or mentally.
The new Utah laws also require that parents be given access to their child's accounts. They outline rules for people who want to sue over harms they claim the apps cause. If implemented, lawsuits against social media companies involving kids under 16 will shift the burden of proof and require social media companies show their products weren’t harmful — not the other way around.
Social media companies could have to design new features to comply with parts of the laws that prohibit promoting ads to minors and showing them in search results. Tech companies like TikTok, Snapchat and Meta, which owns Facebook and Instagram, make most of their money by targeting advertising to their users.
The wave of legislation and its focus on age verification has garnered pushback from technology companies as well as digital privacy groups known for blasting their data collection practices.
The Electronic Frontier Foundation earlier this month demanded Cox veto the Utah legislation, saying time limits and age verification would infringe on teens’ rights to free speech and privacy. Moreover, verifying every users’ age would empower social media platforms with more data, like the government-issued identification required, they said.
If the law is implemented, the digital privacy advocacy group said in a statement, “the majority of young Utahns will find themselves effectively locked out of much of the web."
Tech industry lobbyists decried the laws as unconstitutional, saying they infringe on people’s right to exercise the First Amendment online.
“Utah will soon require online services to collect sensitive information about teens and families, not only to verify ages, but to verify parental relationships, like government-issued IDs and birth certificates, putting their private data at risk of breach,” said Nicole Saad Bembridge, an associate director at NetChoice, a tech lobby group.
What’s not clear in Utah's new law and those under consideration elsewhere is how states plan to enforce the new regulations. Companies are already prohibited from collecting data on children under 13 without parental consent under the federal Children’s Online Privacy Protection Act. To comply, social media companies already ban kids under 13 from signing up to their platforms — but children have been shown to easily get around the bans, both with and without their parents’ consent.
Cox said studies have shown that time spent on social media leads to “poor mental health outcomes” for children.
“We remain very optimistic that we will be able to pass not just here in the state of Utah but across the country legislation that significantly changes the relationship of our children with these very destructive social media apps,” he said.
The set of laws won support from parents groups and child advocates, who generally welcomed them, with some caveats. Common Sense Media, a nonprofit focused on kids and technology, hailed the effort to rein in social media's addictive features and set rules for litigation, with its CEO saying it “adds momentum for other states to hold social media companies accountable to ensure kids across the country are protected online.”
However, Jim Steyer, the CEO and founder of Common Sense, said giving parents access to children’s social media posts would “deprive kids of the online privacy protections we advocate for." Age verification and parental consent may hamper kids who want to create accounts on certain platforms, but does little to stop companies from harvesting their data once they're on, Steyer said.
The laws are the latest effort from Utah lawmakers focused on the fragility of children in the digital age. Two years ago, Cox signed legislation that called on tech companies to automatically block porn on cellphones and tablets sold in the state, after arguments about the dangers it posed to children found resonance among Utah lawmakers, the majority of whom are members of The Church of Jesus Christ of Latter-day Saints. Amid concerns about enforcement, lawmakers ultimately revised that legislation to prevent it from taking effect unless five other states passed similar laws.
The regulations come as parents and lawmakers are growing increasingly concerned about kids and teenagers’ social media use and how platforms like TikTok, Instagram and others are affecting young people’s mental health. The dangers of social media to children is also emerging as a focus for trial lawyers, with addiction lawsuits being filed thorughout the country.

As I have grown older, my need to search for quality friends, associates, and companions, immediately discovering that it wasn't easy to do. A relationship with intrinsic value and opportunity is also harder to mobilize because of our change in interests and environment. I have always preferred to choose my friends for myself rather than allowing others to do so for me and this is why I contact others that I may not know and that I find articulate, and exciting because we are communal beings.
I have learned that to introduce social and political change on a broad scale, I concluded that sharing, teaching, and discussing problems head-on and the topics of interest may allow us to focus on a particular subject, unlike the media which recklessly spits out more in shorter bytes than we have been able to chew on as a democracy.
In doing so, I have attempted to connect with people across the world. I constantly search for thriving groups of quality friends from many different cultures interests, and scopes of expertise. There, I placed open forums at specific locations and called them Gatekeeper-Watchman International Groups. I have intended to ask for prayer, and discussion so that we may encourage others to change the way they gather and extrapolate information while focusing on different perspectives relating to education, employment, social advocacy, and human rights as "Information Specialists".
I believe that we all can work together at promoting change on a broader scale. Likewise, we must all seek different means of sharing our experiences, knowledge, and faith on social platforms if we want to be less cluttered with better resolve.

Affordable housing has a couple different forms. Affordable Housing sometimes refers to subsidized housing, where individuals pay 1/3 of their income towards rent where a nonprofit organization will pay for the rest of the rent. Affordable Housing can also take the form of having a specific amount due for rent that is based on the a 1/3 of the median income of the area. Affordable Housing is becoming ever more crucial as housing rates increase and employment pay as well as government income (SSI/SSDI/etc.) remain close to the same. Discussing affordable housing involves the benefits of having affordable housing, the barriers to bringing about more affordable housing, and outreach to those experiencing homelessness.
The benefits and necessity of affordable housing can be very intuitive and also backed by studies. Affordable housing is necessary to foster the health and recovery of individuals by creating a stable environment where recovery needs can be met. There are also barriers to both obtaining more affordable housing as well as individuals being able to access affordable housing. One of the primary barriers to building more affordable housing, is zoning laws which restrict the building of affordable housing. One of the barriers to obtaining affordable housing is the scarcity of affordable housing available compared to the number of those who need it. Outreach is also involved in the discussion of affordable housing, as many of those who could most benefit from it, such as those experiencing homelessness. Outreach is essential as it is the way to both let people know about the opportunities available, as well as getting help with service connection. Affordable Housing often involves waitlists, periodically checking up on the waitlists to check spot in the que, complicated paperwork, and even advocacy for appeals for situations such as property debt exceptions. Due to these barriers, outreach becomes an essential tool to be able to connect individuals with the resources they need in order to obtain stability through affordable housing. This outreach can even extend to getting help paying rent, obtaining furniture, or service connections to discounted services such as utilities, and phone bills.
Without affordable housing, those who cannot afford to pay at least $1200 in rent will continue to be forced to live outside or other in inhumane conditions. Shelters are plentiful full of individuals waiting to come up on housing waitlists for affordable housing. By having more availability for affordable housing, it would lead to people getting housed quicker and get them out of any inhumane living situations they are forced to be in while waiting for a spot in affordable housing. Most people waiting for affordable housing are unable to work, and are bound by the amount of government income they receive which is often below $800 a month. The amount of people on SSI/SSDI vastly out ways the amount of affordable housing available in Portland. Thus, leaving people living off of SSI/SSDI no choice but to live in these inhumane conditions prior to finding a spot in an affordable housing facility. This impacts the overall community as it leaves our most vulnerable community to be out in the open, where their struggles are in view of everyone in the community.
