In addition to the Su-17 fighter-bomber regiments, scouts of this type fought in Afghanistan. Their debut was connected with the preparation of a major Panjshir Offensive in 1984, the fourth in the area and characterized by the involvement of unprecedented forces whose goal was to "restore order" in the central provinces. Large-scale plans required the appropriate provision of intelligence information - the preparation of photographic slides, the refinement of terrain maps, the identification of infrastructure facilities in Panjshir and the surrounding area, and the designation of targets. For this purpose, on the eve of the operation, the MiG-21R of the Bagram 263rd Separate Tactical Reconnaissance Squadron (ОАЭТР) was quickly replaced with more effective Su-17M3R scouts. The new squadron was recruited on the basis of the 87th Separate Reconnaissance Regiment (ORAP) The Air Force of Turkmenistan in Uzbek Karshi. According to the mission, the squadron was equipped with experienced pilots of at least the 2nd class. However, there were not enough trained pilots of the required qualifications in Karshi, and the squadron had to be replenished with pairs from other units. This practice of recruiting "combined teams" of experienced scouts to work in the 263rd Reconnaissance Squadron persisted in the future, which is why others had to return to war "for the second time."

Trasladan 194 internos de Juliaca a Puno para reducir hacinamiento penitenciario crítico

El Instituto Nacional Penitenciario (INPE) ejecutó el traslado de 194 internos desde el establecimiento penal de Juliaca hacia Puno, confirmó William Córdova Capucho, jefe del penal juliaqueño. La medida busca aliviar el crítico hacinamiento que mantiene la capacidad instalada superada en más del doble.

El traslado se ejecutó bajo la supervisión del subdirector del Penal de Juliaca, Wilfredo Aguilar Valverde, y contó con la presencia de Joe Villafuerte Rodríguez, jefe de Seguridad, y Juan Cabrera Merino, Alcaide de Servicio. Los internos fueron trasladados en unidades móviles con placas EGK-218, EGK-884, EGK-885, EGK-886 y el bus con placa EGJ-476, bajo estricta custodia del personal del INPE.

El operativo se realizó en cumplimiento del “Memorándum Nº 088-2025-INPE/ORAP-EP-JLC-DIR”, que hace referencia al “Oficio Nº D000514-2025-INPE-ORAP-SSEPE” y a la “Resolución Nº D000095-2025-INPE-ORAP”. Estos documentos oficiales respaldan la necesidad de aliviar la sobrepoblación carcelaria en Juliaca.

Los internos fueron recibidos en Puno por el jefe Operativo Lic. Wilder Saavedra Tupacyupanqui y el sub director de Seguridad, Rubén Coila Parí, de la Oficina Regional Altiplano Puno. Este traslado busca mejorar las condiciones de vida de los reclusos y garantizar su seguridad y bienestar.

El motivo hacinamiento penitenciario

El operativo se realizó aproximadamente a las 14:30 horas del martes 17 de junio, trasladando únicamente a internos sentenciados del pabellón dos de mínima seguridad. Córdova Capucho explicó que “la finalidad es descongestionar” el establecimiento que alberga actualmente 1.620 reclusos cuando su capacidad máxima es de 650 personas.

La sobrepoblación penitenciaria en Juliaca alcanza niveles alarmantes, con una ocupación del 249% de su capacidad instalada. Pese al traslado de 194 internos, el establecimiento mantiene aproximadamente 1.426 reclusos, cifra que continúa superando significativamente la capacidad máxima del recinto carcelario.

Del total de la población penitenciaria, el 70% corresponde a internos sentenciados mientras que el 30% restante permanece con prisión preventiva o en proceso judicial. Esta distribución evidencia la lentitud del sistema judicial para resolver casos pendientes, contribuyendo al problema del hacinamiento carcelario.

El director penitenciario de Juliaca reveló que hace un mes trasladaron 33 mujeres internas al penal de Lampa, especializado en población femenina. Actualmente “no existe ni una sola mujer” en el establecimiento juliaqueño, ya que su presencia era “una medida transitoria” debido a la falta de infraestructura adecuada.

Las autoridades penitenciarias coordinan con la región la posibilidad de trasladar más internos, dependiendo de la capacidad que pueda recibir el penal de Puno. “Se ha habilitado un pabellón nuevo” en la capital regional, lo que permitiría futuras transferencias para continuar reduciendo la sobrepoblación.

El jefe del penal aseguró que el establecimiento opera “al 100%” en el bloqueo de señales de celulares, sistema verificado por el Ministerio de Justicia. “Invitamos al Ministerio Público y la Defensoría del Pueblo” a supervisar las instalaciones para comprobar el funcionamiento de estos dispositivos de seguridad.

Desde el INPE se garantizó que “más de dos años no hay ningún incidente de relevancia” en el establecimiento, pese al hacinamiento. La institución mantiene proyectos de ampliación de talleres productivos, incluyendo una panadería que genera trabajo permanente para diez internos y abastece a otros penales.

La infraestructura del penal juliaqueño “no tiene capacidad para ampliar” debido a limitaciones de espacio, según confirmó el funcionario. Esta situación obliga a las autoridades a implementar “traslados progresivos” como única alternativa viable para reducir la sobrepoblación carcelaria.

El sistema penitenciario enfrenta serios desafíos estructurales que requieren políticas integrales de largo plazo. La implementación de módulos de flagrancia y procesos judiciales inmediatos podría contribuir significativamente a reducir el porcentaje de internos con prisión preventiva prolongada. El Penal de Puno se considera el más moderno del país tras invertir 58 millones de soles:

El Establecimiento Penitenciario de Puno transformó radicalmente su infraestructura tras demoler el antiguo penal de Yanamayo en 2015, invirtiendo aproximadamente 58 millones de soles. El Instituto Nacional Penitenciario ejecutó esta modernización para mejorar las condiciones de los 481 internos varones que actualmente residen en la cárcel puneña ubicada en el altiplano.

La capacidad del recinto creció significativamente de 360 a 768 plazas mediante la construcción de nuevos pabellones equipados con tecnología de seguridad avanzada. El sistema incluye “146 cámaras de videovigilancia”, escáneres, detectores de metales y seis torreones de control perimetral que garantizan la supervisión constante del perímetro carcelario en esta región fronteriza del sur peruano.

En junio de 2024, las autoridades penitenciarias inauguraron un pabellón adicional con 224 plazas que incorpora comedores, patios y sistema de drenaje pluvial moderno. Actualmente, 140 internos participan en talleres productivos de carpintería, cerámica y sastrería, mientras 120 continúan programas educativos en el centro educativo “Virgen de la Asunción” dentro del establecimiento penitenciario.

𝟒 𝐮𝐫 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 ? 𝟐𝟎𝟐𝟑 is a multimedia installation of sculpture, video, sound and immersive mapping, exhibited at the exhibition «Aux Abris» @aux.abris in Lausanne, dealing with the politics of bunkers in Switzerland. I decided to occupy spaces in the bunker that, at first glance, weren’t meant to be used for the exhibition : ventilation rooms and emergency exits. Starting with an introspection on breathing, I end up questioning the original function of the bunker in Switzerland and its current use, asking in particular who is entitled, in times of crisis, to the 1 square meter promised by the Swiss Confederation. In this way, it creates a non-linear narrative, made up of dystopian dreams, historical memories, snippets of current events and revisited instructions for use: a jerky, breathing stream of thoughts that sometimes tries to escape the bunker, sometimes takes refuge in it.
