Unraveling the plastic tax revenues: Can the new UK Government do it?
While implementing a plastic packaging tax was huge news already, many plastic buyers and sellers at plastic marketplaces in the country asked if the new UK government is spending it on making the environment more sustainable and eco-friendly. Let's find out.
A new round of climate negotiations will commence at COP27 as countries again meet to achieve our global climate goals. However, with the turmoil in British politics recently, the country's climate action plan, with a goal to eliminate 'avoidable' plastic waste by 2042, might have suffered.
Based on the results of the Freedom of Information request that were submitted to HMRC in September, the UK's Plastic Packaging Tax will have generated another windfall of approximately £68 million for the Government by October 31, 2022.
Hence, by inducing a plastic tax on April 1, 2022, according to FOI data, 347,000 tonnes of plastic packaging were used within the UK without at least 30% recycled plastic. This generated more than £69 million in tax revenue with a levy of £200 per tonne.
Around 2,600 businesses submitting Plastic Packaging Tax returns (July to September 2022) are expected to do so on October 31. For this reason, it seems reasonable to expect an additional £68 million in tax revenues for the second quarter despite a slight decline in consumer spending on the packaging and paying the associated taxes over the summer.
Zoe Brimelow, the brand director at DUO, a packaging consultancy and manufacturer, says, "There is significant potential to improve the recycling of post-consumer plastics in the UK."
"Although the new levy has been in effect for six months, the Government has yet to show how the funds are being used. The new Prime Minister and Cabinet must show this soon."
Introducing the Plastic Packaging Tax was the main objective of the policy, which was to create a greater demand for recycled plastic, for which the UK urgently needs large-scale investment.
The increasing demand for plastic products.
The UK's demand for recycled plastic content has undoubtedly increased since the tax was introduced. However, there has been a significant shortage, which has compelled businesses to import more recycled plastic from overseas, where suppliers can meet the demand in the short term. For example, at Rawtech Trade, the largest plastic buying and selling marketplace, consumers can connect to plastic suppliers not only from the UK but all over the world.
However, there have been recent reports that most companies are still relying on virgin materials and paying the levy because they cannot obtain or manufacture the 30% of recycled material required to manufacture their products. It seems more likely that the latter is based on the FOI request, as the revenue generated in the first quarter alone accounts for almost 30% of the total revenue HMRC expects for the tax in its first year, £235 million.
It's clear from the FOI data that recycled plastic pellets are in great demand but cannot be supplied. The need for more innovative packaging is expected to rise as more companies follow the Plastic Packaging Tax.
If the government wants to reduce virgin resource consumption long-term, it needs a closed-loop recycling infrastructure in the UK. The receipts of the Plastic Packaging Tax must be reinvested to assist with these efforts, and businesses who pay levies have the right to know how the revenue is being reinvested in sustainable practices and policies.

Repurposing and reusing plastics can be significantly extended via closed-loop recycling if similar items are kept together during recycling. This will reduce environmental impact and ensure these valuable materials remain in the economy.
The Government needs to adopt a forward-looking investment strategy and a circular approach. Using the proceeds generated by the Plastic Packaging Tax, it can support businesses that cannot afford recyclable materials due to other unprecedented inflationary pressures.
With further market unpredictability expected, it is no use to stress over the value of optimizing recycling processes here in the UK. Economies worldwide are becoming increasingly circular, and it is more important than ever to minimize the amount of material being lost to waste during recycling.
To maximize the benefits of the Plastic Packaging Tax and deliver actual long-term sustainability gains, the UK government should prioritize investment in innovation and forge partnerships with industry to increase the recovery of post-consumer plastic waste.
