Since the last annual commemoration of the Srebrenica genocide in July 2022, the Bosnian state prosecution has only filed one indictment for Srebrenica crimes – charging a suspect who lives in Serbia and cannot be arrested.
Serbian citizen Miomir Jasikovac, the wartime commander of the military police company of the Bosnian Serb Army’s Zvornik Brigade, was charged with genocide for assisting members of a joint criminal enterprise whose plan was to imprison and execute military-age men from Srebrenica in July 1995 and forcibly relocate women, children and elderly people.
A few days before the confirmation of the indictment in Bosnia, the Serbian War Crimes Prosecutor’s Office filed its own indictment charging Jasikovac and on the same day – December 5, 2022 – signed a plea bargain with him.
On the basis of the plea bargain, Jasikovac was sentenced by Belgrade Higher Court to five years in prison for complicity in a war crime against the civilian population.
According to Bosnia’s revised strategy for war crimes cases, the prosecution’s priority should be the most complex cases. But the prosecution claims that in a third of these priority cases, the suspects are unavailable.
War victims’ associations argue however that the prosecution is evading its responsibilities.
Sehida Abdurahmanovic from the Mothers of Srebrenica and Zepa Enclaves association said that war victims are unhappy while perpetrators walk around free.
“We from the association have issued warnings and sent letters about some of the perpetrators, but nothing has happened,” Abdurahmanovic said.
The Bosnian state prosecution said that since its Special Department for War Crimes started operating in 2005, about 50 people have been indicted for genocide and war crimes against Bosniaks from Srebrenica in July 1995.
It said that some of them are still at large and that Interpol has seven active ‘red notices’ calling on states worldwide to arrest them.
When asked how many people are being sought for Srebrenica-related crimes, the prosecution told BIRN that it “cannot provide details about them”. It stated that it is seeking more than 360 unavailable suspects over all its war crimes cases.
The prosecution has previously confirmed that it has 17 Srebrenica cases in the investigation phase with a total of 67 people suspected of genocide and war crimes related to the mass killings during and after July 1995.
There have been a handful of guilty verdicts in Srebrenica-related cases since the last annual commemoration in July 2022.
In May, International Residual Mechanism for Criminal Tribunals in The Hague sentenced the former heads of the Serbian State Security Service, Jovica Stanisic and Franko Simatovic, to 15 years in prison each for crimes that included responsibility for the executions of captives from Srebrenica by a security service-backed paramilitary unit, the Scorpions, in Trnovo in July 1995.
Over the past 12 months, the Bosnian state court also convicted a former member of the Bosnian Serb Army’ Vlasenica Brigade, Momcilo Tesic, jailing him for 18 years for participating in the execution of 17 men from the Srebrenica area in July 1995 in Mrsici near Vlasenica. This was a first-instance ruling and can be appealed.
But the state court acquitted five former Bosnian Serb police officers of participation in genocide due to a lack of evidence.
The final verdict cleared Miodrag Josipovic, chief of the police’s Public Security Station in the town of Bratunac, Branimir Tesic, deputy commander of the police station in Bratunac, Dragomir Vasic, chief of the Public Security Centre in the city of Zvornik, Danilo Zoljic, commander of special police units and Radomir Pantic, a company commander of a special police unit.
The Hague Tribunal, the Bosnian state court and courts in Serbia and Croatia have so far sentenced a total of 54 people to 781 years in prison – plus five life sentences – for genocide, crimes against humanity and other crimes committed against Bosniaks from Srebrenica in July 1995.

Cardbox Packaging has announced its acquisition of the Buch Theiss bookbinding workshop’s premises in St Stefan/Wolfsberg. The Cardbox Packaging Group, with sites in Austria, Serbia, Czechia, and US, has been active in Carinthia since 2011, employing 60 of its almost 250 employees at this location.
Managing director of Cardbox Packaging Holding, Roland Schöberl, explains the reasoning behind the transaction as follows - “The purchase of the business premises in St Stefan presented us with a unique opportunity and represented another important milestone in the development of our site in Wolfsberg. Over the past few years, our dynamic growth has meant that we have been pushing the limits of our capacity in many areas of production, infrastructure, and administration. This much larger premises will enable us to design our production layout to optimize for our requirements. At the same time, this relocation will significantly boost our printing and punching divisions thanks to a range of new investments, enabling us to expand them, too.”
Cardbox Packaging’s acquisition will strengthen the focus on special printing solutions
“The synergies between both sites were evident from the very first discussions. Cardbox Packaging’s acquisition of this site will bring promising prospects for the site itself and the region, as well as allow us to reorientate and refocus. Although our site may be smaller, we are still on-hand to provide our customers with the expertise we know and support our partners with their book projects on-site. We are also adding a regional sales team for Samson Druck to the site, who will be responsible for customer service in the advertising and job printing sectors,” says Gerhard Aichhorn, managing director of Buch Theiss.
The town of Wolfsberg is also more than pleased with this clear commitment to the location and will be supporting the search for buyers at the old site and the planning process at the new site, as Mayor Hans Primus has confirmed.
“Thanks to the investment with respect to the Cardbox Packaging Group, the Wolfsberg site will be able to strengthen its focus on special printing solutions and to cut. At the same time, however, the site (supported by FFG and KWF) will be expanded to become a highly innovative hub of expertise for sustainable barrier solutions,” explains Klaus Hockl, another managing director of Cardbox Packaging Holding.

Everything in S4 has happened before - did you make a list?
The wheel turns and there’s really nothing new under the sun… It struck me that just about everything we see in Series 4 of BBC Sherlock, seems to have happened before, in one form or another. Which I believe is strong evidence for EMP theory (or at least something similar). I’m sure several people have already commented on this, but I’ll try to write down a whole list of what I’ve found this far – feel free to add to it!
Events in The Six Thatchers
1. Sherlock (in a Secret Service meeting about how to cover up him shooting Magnussen): “I am taking it seriously; what makes you think I’m not taking it seriously?” 
Earlier event: In TEH, the Gothic fan in Anderson’s Holmes fan club, theorizing that Sherlock and Moriarty are attracted to each other: “I do take it seriously. I don’t think we should wear hats.”

2. Sherlock is brought back to London to figure out how Moriarty can be transmitting his “Miss me?” message on every screen in the country. Sherlock’s plan is to sit and wait for Jim’s “spider web” to quiver, rather than trying to find Moriarty himself. 
Earlier event: In TEH Sherlock was brought back to London to foil a terrorist attack on the city. At first, he was just waiting for one of his markers (“rats”) to make a move.
3. In one case, Sherlock is in 221B, holding a plastic bag with ice and a human thumb in it. 
Earlier event: In ASiB Mrs Hudson discovers a plastic bag in the fridge of 221B, containing human thumbs.
4. In “The Circus Torso” Sherlock mentions tattoos on dead bodies. 
Earlier event: In TBB (where a Chinese circus is involved) there are bodies with Black Lotus tattoos on their heels.
5. In “The Duplicate Man” we get the following quote: “How could Dennis Parkinson be at two places at the same time? And murdered in one of them?” Before John manages to say anything, Sherlock tells him: “It’s never twins, John.” 
Earlier event: In TAB (Victorian times inside Sherlock’s mind) we have Watson saying about Emilia Ricoletti: “But she can’t have been in two places at the same time, can she?”  Watson asks why it couldn’t have been twins, and Holmes answers “Because it’s never twins.”

6. And also (reality check!) there’s John hammering down all their cases into his blog as usual, with titles and all. Quite some time must indeed be passing when John is frequently transmitting blog posts, because in between them he even becomes a father! Lestrade refers twice to John going to publish his blog about the Six Thatcher case, thereby making him, Greg, look incompetent and undeserving of the credits. 
Except there are two great big flaws in this: a) John is only seen writing on a picture file (.jpg), not a real blog prompt and b) There are no new blog entries on the official www.johnwatsonblog.co.uk  since John’s wedding in TSoT. Not one. The last one from that time is written by Sherlock himself, complaining about John’s and ‘Mary’s’ “sex holiday”. John’s last blog post was from the Mayfly Man case at the time of his stag night, shortly before the wedding.
7. Charlie Welsborough’s car blows up with his dead body inside. 
Earlier event: In TGG a hostage was covered in explosives and placed in a car, waiting for it to blow up.
8. Sherlock is ‘deducing’ a client’s case, telling him that his wife is a secret spy who will drug the US president with an injection in the neck.
Earlier event: In TEH John was drugged with an injection in his neck.
9. Sherlock is solving a case about a client who has a heart failure causing him amnesia. 
Earlier event: In HLV Sherlock’s heart stops temporarily. Judging by TLD, something weird has happened with Sherlock’s memory in S4.
10. Six busts of Margaret Thatcher are being smashed to pieces, which is the focus case of this episode. 
Earlier events: The whole case is described long before on John’s blog with the same title, with smashed Thatcher figures and with basically very similar events. Maggie Thatcher was also a password to secret info in THoB.
11. Craig the Hacker talks about “Ostalgia” and “Cold War memorabilia”; how some people in Germany long for the old communist era. 
Earlier event: In TEH, when Sherlock was tortured in Serbia, we saw uniforms that looked a lot more like Red Army uniforms from the past, than modern Serbian military uniforms:

12. ‘Mary’ calls Sherlock a ‘Dragon Slayer’ when he meets her in his secret bolt hole.
Earlier events: In TRF Moriarty talked on a video screen about Sherlock as a knight slaying dragons. In HLV Mycroft claimed that Sherlock sees himself as a Dragon Slayer.
13. ‘Mary’ is revealed as one of four freelancing assassins in A.G.R.A. who had been hired for an operation in Tbilisi, Georgia.

14. ‘Mary’ uses a poisoned letter to drug Sherlock; he gets affected when he inhales the vapor from the paper. Then he sees a childhood memory when he was playing pirates with his dog.

24. In 221B Sherlock manages to catch the cup of tea that Mrs Hudson has made for him but drops from shock, before it hits the floor.

25. Sherlock is walking the streets of London at night together with Faith, who likes him and thinks he’s “nicer”. Sherlock predicts the future repeatedly; for some odd reason he knows two weeks in advance that John will get a new therapist and that John will want Molly to examine Sherlock, and he knows exactly where and when it all will happen, in spite of being kidnapped and brought there in handcuffs in the boot of Mrs Hudson’s sports car. 
Earlier event: In ASiP Sherlock tried to convince John that he could predict the fortune cookies in chinese restaurants, but John didn’t buy it.
27. John disarms, assaults and beats the sh*t out of Sherlock when Sherlock is high, frightened and starts waving a scalpel. (It’s a completely horrible, abusive scene, where John is uncontrollably violent, but the event is treated like it was Sherlock’s own fault, as if he somehow deserved the beating. Which is truly disturbing).
Earlier events: In TEH John punched Sherlock in the face three times after Sherlock revealed that he had faked his death and tried to joke about it. In HLV John disarmed and sprained a ‘junkie’ (Bill Wiggins) who was waving a knife, using far more violence than the situation craved.
28. In the hospital, Culverton Smith tries to strangle Sherlock, but John comes to his rescue and fights down Culverton. 
Earlier event: In TGG The Golem tried to strangle Sherlock at the planetarium, but John came to his rescue and bravely tried to fight down the much bigger Golem. 
29. John seems furiously jealous when Sherlock receives a text message from Irene Adler, who is using a provocative personalized ring tone.

31. A little girl is on board an airplane full of unconscious people, and she cannot make her Mom wake up. 
Earlier event: In ASIB a little girl (the same actor as in TFP!) and her sister claimed that they weren’t allowed to see their Granddad when he was dead. And then Sherlock was confronted with Mycroft’s plan to fool the terrorists: an airplane full of dead people (among them is the girl’s Granddad).
32. Sherlock’s flat at 221B Baker Street is blown up by an exploding drone (yet surprisingly intact at the end of the episode).

The whole thing could have been stopped if Sherlock just had handed Hope over to the police.

37. Second experiment: When Sherlock focuses on solving the crime of the three Garridebs and points out which of them is the guilty part, in order to save the two innocent Garridebs, Euros ends up killing them all anyway. 
Earlier event: In TGG, when Sherlock wasted time, concentrating on solving the case of Connie Prince’s poisoning and get one step ahead of the murderer, rather than thinking of the victim’s prolonged suffering (he thought he’d help the old blind lady best in this way), the hostage and a bunch of other innocent people got killed by Moriarty anyway.
38. Third experiment: Euros forces Sherlock to make Molly reveal her love for him, which hurts her deeply, making Sherlock feel horrible afterwards. And it was all for nothing, since Euros later revealed that Molly’s life wasn’t in danger.
Earlier event: In ASiB Sherlock deduced out loud Molly’s attempt to dress up for a love interest and mocked her in a cruel way. When he realized that her love interest was he, Sherlock, he felt guilty and apologized:

39. Fourth experiment: Euros tries to force Sherlock to shoot either his best friend (love of his life) or his brother. Moriarty reveals that “Holmes killing Holmes” is indeed his end goal. But instead Sherlock chooses to kill himself, which makes Euros abort the experiment. 
Earlier event: In TRF Moriarty tried to force Sherlock to jump from Bart’s hospital’s rooftop and kill himself. Instead, with the help of his homeless network and Molly, Sherlock faked his death. Which later had disastrous consequences on John.

41. John is trapped inside a well with a rising water level, but Sherlock manages to break a code from the perpetrator and rescue him. Strangely, already in TLD Sherlock is complaining to John: “I’m at the bottom of a pit and I’m still falling, and I’m never climbing out”.
Earlier event: In TEH John was trapped inside a pile of wood, which was being set on fire, but Sherlock managed to break a code from the perpetrator and rescue him. 
So far, I’ve found over 40 events that have similarities in earlier episodes. I’m sure this list could go on and on. These are far too many repetitions of the same, or very similar, events for them to be mere coincidences.  (perhaps someone could find out some really unique events of Series 4 and do a statistic significance test on the relative proportions).
Some people have written this off as bad or lazy screenwriting. But I think this could only be true to a certain extent, because otherwise we would have found a similar amount of repetitions in the earlier series. And to me there’s no way – absolutely no possibility – that the authors would repeat a case like The Six Thatchers, which has been thoroughly described on John’s blog several years earlier, with no intention of the fans noticing this. It seems very deliberate to me.
Conclusion – the only one that makes sense to me about Series 4 (and most probably the last half of HLV as well) - is: IT’S FAKE. The whole of Series 4 is happening inside Sherlock’s head; Sherlock is re-hashing a series of memories from his life together with John and combining them in new ways, just like a human brain does when it’s dreaming. Some of these inner experiences seem to produce emotional and/or moral growth in Sherlock. It might be EMP, simulations, delirium, drug-induced hallucinations or whatever. But Series 4 just can’t be real; it happens in Sherlock’s head.
So, basically: Sherlock needs to wake up to a Series 5 and help throw out all the demons that are keeping him and John apart. ;)

There are almost no available seats on flights from Moscow to Belgrade or Istanbul until at least next week, and even then one-way tickets cost over 2,000 euros – hours after Russian President Vladimir Putin announced a general mobilization and plans to send some 300,000 new soldiers to Ukraine.
According to Air Serbia’s website, the first available flight from Moscow is on October 9, costing around 800 euros for a one-way ticket.
Although Air Serbia’s website shows “no flights” for the next two weeks, Nikola Tesla Airport’s website showed one flight planned for Wednesday morning, while FlightRadar, a global flight-tracking service, showed at least seven flights available by the end of September.
The situation is similar with other carriers flying from Moscow. By the time of publication, Turkish Airlines’ first available flight from Moscow was on September 27, costing around 2,300 euros. There are some seats to Istanbul for around 2,800 euros, but only in economy class, one way.
All of this information is changing rapidly.
The first available flight from Moscow to Belgrade with Emirates is on September 26, for around 3,000 euros in economy. But by time of publication, these tickets had sold out and only business class tickets were left, for nearly 9,000 euros, one way.
Low-cost airline Pegasus’ first available flight from Russia to Ankara is on Monday, September 26, for over 1,400 euros.
As BIRN observed from a Telegram group specializing in flight information, as soon as President Putin announced mobilization, there was a sharp spike in requests for and sharing of information about how to leave Russia.

One of them told BIRN he flew to Belgrade in the first days of war fearing mobilization, but then decided to go back. At the time of his arrival, tickets alrerady cost around 1,000 euros.
Many Russians also flew to Montenegro, where according to the Montenegrin Interior Ministry, by July this year 4,359 Russian citizens had received residence and work permits, compared to 6,343 for the whole of 2021. Most were IT specialist, many of whom have relocated their businesses to the Adriatic country.

Health services are increasingly stretched. According to the Ministry of Health, an average of 139 influenza patients are hospitalized every day. Of these, almost 90 per cent are infants and children under the age of five. Hospitals in the capital, Ulaanbaatar, usually have the capacity to admit 977 children but are struggling to find beds for more than 1,500 children currently hospitalized in the city. As of 24 January, four children have unfortunately died of influenza.
“The situation is alarming because the peak of the influenza season is still two months away. We are also concerned that the coming Lunar New Year (5 to 7 February) will see many people on the move across the country, providing an opportunity for the outbreak to spread even further,” said Bolormaa Nordov.
The proportion of people affected so far – 73 cases in every 10,000 people – is well above the average of the two previous flu seasons. Across the country, nine per cent of people visiting healthcare providers have influenza. However, in some areas this figure rises to 23 per cent, triggering some provinces and districts to prepare for local quarantines. If the national figure climbs above 15 per cent then a local and national quarantine could be ordered, according to the Ministry of Health’s contingency plan.

On Saturday, the Finnish Meteorological Institute (FMI) has issued an advisory of poor road conditions in the south-east because of snow. For Sunday and Monday, there is a severe cold warning for the entire country, from Lapland to the Åland Islands.
"Cold weather may cause health problems for groups at risk," says the FMI, noting that "cold stress complicates outdoor activities" and that "people with chronic illnesses will experience more symptoms than usual".
Huutonen predicts that Sunday and early Monday will bring the sharpest cold, possibly breaking this winter's cold record of -36.6 degrees measured in Salla, Lapland, this past Monday.

The sanctions "are not strong enough to create serious economic problems in the country, but they are strong enough to make economic growth difficult or unachievable," said Andrei Lankov, a professor at Kookmin University in Seoul who studied in Pyongyang.

"I don't think they would say no to it. A peace declaration would be a sign of non-hostile intent. But they want tangible evidence of non-hostile intent, which would be removing some of the sanctions," Cha said.

Ismail Omer Guelleh, president of Djibouti was awarded a Padma Vibhushan, the second highest civilian award by the Indian government. 
Djibouti is a strategically positioned country in the Horn of Africa, and an arena of great power contestation - although US, France and Japan all have a presence there, the country's importance enhanced enormously with China setting up its first overseas naval base there. 
President Ram Nath Kovind made his first overseas visit to Djibouti in 2017. India has recently decided to open a mission in the country. Guelleh has been consistently wooed by the Indian leadership. Not only did the prime minister Narendra Modi hold a special meeting with him on the sidelines of the India-Africa summit in 2015, in 2018, Guelleh was one of the main speakers at the launch of the International Solar Alliance in New Delhi. On Guelleh's request, India opened a centre of leadership and entrepreneurship in Djibouti only a few months ago.

As the United Kingdom grapples with Brexit woes, a dishonorable historical event of the British Empire surfaced again in news recently but received very little public attention.
The matter involves a region known as the British Indian Ocean Territory (BIOT), and conspiracies and disputes behind it.
The BIOT was created after the disintegration of the British Empire following the end of the Second World War.
However, despite its remote location, the BIOT actually has a substantial strategic value, as it is lying right at the center of the Indian Ocean, which means any great power which has established its navy base on the BIOT can strike East Africa, the Middle East, South Asia or even the Pacific conveniently and can have a full grasp of the entire Indian Ocean.
In other words, the BIOT can absolutely fulfill the role as a hub in the Indo-Pacific region.
Nevertheless, it wasn’t until the middle of the Cold War, that the United States began to realize the strategic value of the BIOT, which was at that time still placed under the jurisdiction of the British colony Mauritius, and sought to build a military base there.
After secret discussions between the US and British leaders, London finally decided to lease Chagos Archipelago to Washington.
In order to do that, Britain first excised the Chagos Islands from Mauritius, and then combined them with the neighboring islands and formed a new political entity known as the British Indian Ocean Territory in 1965.
Three years after completion of that “administrative procedure”, Britain began to evict all of the 2,000 indigenous inhabitants from the Chagos Archipelago and relocate them to places such as Mauritius so as to depopulate the area and clear the way for the US to build permanent military facilities on the largest island, Diego Garcia.
The US since then had high expectations on this military base, becoming a key outpost for Pentagon to launch airstrikes against Afghanistan and Iraq in recent years.
At present, some 3,000 to 5,000 US troops and their families are stationed on the Diego Garcia military base.

On December 11 and 12, 2018, a UN conference was convened in Marrakesh to sign the protocol for a global pact aimed at strengthening the bases for migration as a global phenomenon. According to the UN, this pact is about “taking advantage of the benefits of migration and protecting undocumented immigrants.”
The following countries rejected the agreement: Dominican Republic, Israel, United States, Italy, Czech Republic, Hungary, Bulgaria, Austria, Estonia, Chile, and Australia.
The local representative in the Dominican Republic for migrations, Mr. Jorge Baca, lamented the decision of the Dominican government not to sign the pact for migrations, alleging that the pact was not studied in depth by political parties or citizens. He added that: “in the Dominican Republic erroneous conclusions were made because it was not studied by all the parties and conclusions were reached that are, in our opinion, outside the spirit of the Pact.”
Baca stressed that: “within the document, it is clear that sovereignty is not questioned and is not binding because it makes clear that States have the sovereign right to define their migration policy.”
He further stated that:” upon signing the Pact, the country would have been awarded a medal for the progress that the Dominican Republic has made with regard to the Regularization Plan and other migratory initiatives, which within the Pact can be presented as steps to be implemented in other places. “
In addition, Mr. Lorenzo Jiménez de Luís, Resident Coordinator of the United Nations System and Resident Representative of UNDP, stated that: “in the area, and apart from the United States, only the Dominican Republic has rejected the Covenant, but that there will be no legal consequences. for that action.”

Tens of thousands of people marched again in Belgrade on Saturday evening near most major public institutions, protesting against what they call the “political violence” in Serbia, while a day earlier people gathered in several other towns and cities.
One of the informal organizers of the protests, Jelena Anasonovic, told BIRN that the energy and desire of people to support the protests is spreading spontaneously. “One of the best things with these protests is that the revolt is spreading in the country in which there’s no freedom and democracy,” she said.
In front of the RTS building, protesters again performed “Five minutes of noise” with music and whistles, demanding that the broadcaster give more equal treatment to the opposition and the protests in its news reports.
The series of anti-government protests in the capital has meanwhile motivated people across Serbia to gather on Friday in other “1 of 5 million” protests. Protesters gathered in the northern city of Novi Sad and in the towns of Zrenjanin and Pancevo, in Zajecar in eastern Serbia, and in Krusevac in central Serbia. The protests have been supported by more than 100 professors and associates of the Belgrade Faculty of Philosophy, about 90 teachers from the Faculty of Political Science, as well as by a dozens lecturers from the Faculty of Law and the Law Faculty of Union University.

Ecuador has launched a crackdown on Venezuelan migrants after a pregnant Ecuadorian woman was killed on Saturday evening.
The police and Ecuador’s president, Lenín Moreno, have said that that Diana Carolina Ramírez’s killer was her boyfriend, a Venezuelan immigrant. His name was given as Yordy Rafael LG, who was said to be in custody.
Ramírez was 22 and four months pregnant when she was stabbed to death after being held hostage for an hour and led through the streets of Ibarra, a northern city.
Video of the killing was captured by witnesses and circulated on social media, triggering national outrage. It led Moreno to tighten immigration controls for Venezuelans and dispatch special forces to the streets.
“I have ordered the immediate setting up of units to control Venezuelan immigrants’ legal status in the streets, in the workplace, and at the border,” Moreno tweeted on Sunday afternoon. “We have opened our doors, but we will not sacrifice the security of anyone.”
Ecuador, along with other South American countries, has received hundreds of thousands of Venezuelans fleeing an economic crisis back home, where hyperinflation is rampant and food and medicine shortages are widespread.
According to UNHCR, the United Nations’ refugee agency, 3 million Venezuelans have now fled while Ecuadorian authorities say that 1.3 million Venezuelans entered the country last year, with most continuing south to Peru.
Moreno also announced that the government might create a special permit for Venezuelans to enter the country, though he offered no details. Last year his administration said it was implementing regulations that would require Venezuelans to show passports on entering the country, though it was blocked in the courts.
In the aftermath of the murder, spates of attacks against Venezuelan people broke out, particularly in Ibarra. Videos circulating on social media show mobs of Ecuadorians harassing Venezuelans, breaking into their homes and burning their possessions. Videos from airports and bus terminals, where Venezuelans often congregate, show similar harassment.

The government of Thailand has announced that it will hold its long-delayed general election on March 24. Approval of the plans by the national Election Commission and the Royal Household Bureau means that campaigning can begin for what will be a tight race. Five years of military rule has not diminished the Thai people’s desire to pick their own government, and if the past is any prologue, the populist forces that have been represented by former Prime Minister Thaksin Shinawatra, his sister Yingluck and their Pheu Thai Party will prove formidable; fortunately for the ruling junta, it has rigged the game to ensure that it retains control over political outcomes.
Thailand has been ruled by a military junta since May 2014, when a group of officers led by former Army Gen. Prayut Chan-ocha overthrew then-Prime Minister Yingluck Shinawatra to restore order after six months of protests that had paralyzed the country. The revolt against Yingluck was the manifestation of a deep split in Thai politics that emerged since her brother, billionaire Thaksin Shinawatra, was elected prime minister in 2001. Thaksin was a populist who appealed to Thailand’s disaffected rural population, which believes that they have been overlooked by the nation’s elite — centered in Bangkok — as the country’s economy prospered in the 1980s and 1990s. Thaksin was forced from office after a coup in 2007, and has lived in exile ever since, but he retains considerable political influence. His sister rode that support to office in a landslide election win in 2011. The Thaksin era has been marked by a disturbing cycle: An election win by populist forces, a revolt by urban elites who challenge the redistributionist agenda, a coup and then another election that is won by the populists.
Prayut, who named himself prime minister after the coup, has promised a return to democracy since he took power. Fearing that the cycle would resume, however, he has delayed elections.

Reports of Police Abuse in Unsanitary and Overflowing Refugee Camps in Balkans
As refugee numbers swell in Europe and the "Balkan route" explodes, unsanitary and overcrowded camps are forcing migrants into clashes with police. Refugees at the Croatian border clashed with police in the last week of October as they protested reported brutality from authorities and the closed border that holds them in Bosnia and Herzegovina (BiH) under unsanitary and crowded conditions. Both asylum seekers and Croatian policemen sustained minor injuries.
Overcrowded Refugee Camps
For one week following the clash, the migrants and asylum seekers remained at the Maljevac border crossing, blocking passage and refusing to return to their former camp in the nearby town of Velika Kladusa. Their camp, which has had no running water or electricity over the past month and a half, is described as unlivable. Maljevac was reopened on October 30, and Bosnian authorities are working to relocate those who have spent a week or more at the border to a new facility in northwest BiH, the Independent Balkan News Agency reports. https://www.youtube.com/watch?v=uSkfM1dJMqM For the past several weeks, Bosnian authorities have begun deterring migrants from the northwestern region of BiH to the capital city Sarajevo, where there are more resources for the migrants as winter approaches. On October 21, they announced that the municipalities of Bihac and Velika Kladusa near the Croatian border were closed off to additional migrants after numbers had grown to almost 200 arrivals per day. On October 24, the same day that Croatian police used tear gas to diffuse hundreds at the Maljevac crossing, Bosnian authorities intercepted a caravan of 100 individuals traveling north from Sarajevo, and organized their return. According to Snezana Galic, a spokesperson for the regional police, this new approach was taken due to the “deteriorating security situation.” Two new housing facilities were opened earlier this month to improve upon the current lack of accommodations, which has left many families and individuals in makeshift tents and abandoned buildings for months at a time. These two facilities have doubled the number of available beds in the country, which now reaches around 1,700. By winter, according to the International Organization for Migration (IOM), they hope to provide 2,000 more.
Accusations of Police Abuse
This September, top EU officials called for an investigation into the Croatian police for reports of harsh physical abuse of migrants and asylum seekers in the border regions with BiH. The Council of Europe's Human Rights Commissioner Dunja Mijatovic wrote a letter to Croatian Prime Minister Andrej Plenkovic on September 20, highlighting those concerns. “According to UNHCR,” Mijatovic wrote, “Croatia has allegedly collectively expelled 2,500 migrants since the beginning of 2018. Among them, 1,500 reported having been denied access to asylum procedures and 700 of those persons reported violence and theft by law enforcement officers during summary expulsions.” The letter, published on September 20, was met with a repose from Croatian Ministry of Interior Davor Bozinovic, who rejected the accusations due to lack of evidence. "Up to this point, no cases of coercive means being applied to migrants by police officers have been confirmed. Likewise, the allegations that police officers have committed acts of theft against third-country nationals have not been confirmed either," Bozinovic wrote. Accumulating media reports and persistent documentation by humanitarian aid groups have insisted of these violations of refugee rights for many months, but have only recently attracted the attention and persuasion of politicians such as Mijatovic. In 2017, a refugee aid organization called Dobrodosli - Croatian for "welcome" - filed two complaints that authorities had been systematically deporting refugees to other Balkan nations such as Bosnia-Herzegovina and Serbia. Dosodelli argued that in adherence with the EU Directive on Asylum Procedures, migrants were entitled to translation services and information about asylum, as well as the right to present their case to the appropriate authorities. But the detain and deport approach of nations along the migrant route to Northern Europe allowed Bosnia-Herzegovina and Croatia to establish an agreement, with monetary compensation from the EU as means to assist the former in their migrant and refugee aide provisions. “The Republic of Croatia has an active and successful return agreement with Bosnia-Herzegovina that regulates the return of those who have entered illegally,” authorities said in response to Buzinkic and Dobrodosli’s complaints last year.

Twenty-two Members of the European Parliament (MEPs), including Schlein, have submitted requests for a parliamentary interrogation into the living conditions of this space. Their attention had been called to the area after NGOs and major news sources began to document and report allegations of brutal abuse by the Croatian border police during the detain and deport process. The Guardian reported from Velika Kladusa in August, photographing lashed shoulders, head wounds, and smashed telephones which victims attributed to their encounters with the Croatian police. In another account, published by No Name Kitchen in July, a woman describes the scene after the group she had attempted to cross the border with was found. “The refugees were in the middle of the circle. The police like a circle, and they were beating them with batons. 5 police men on 5 single. Every police man was beating one single man and kept beating them. One man was crying and other was vomiting, they wanted to go back to Bosnia, but the police kept beating them. After they finished, we walked a bit to the Bosnian land and the police again kept beating them, again 5 policemen were beating 5 men.” In a statement on borderviolence.eu, a 47-year-old Iraqi woman describes how she and her 14-year-old son were beaten, with injuries to the face, arms and legs. They also took her money, a phone and a laptop. “Given the fact that there are so many of these stories, I think it's in everyone's interest to have an independent inquiry to see what is going on, on the other side of the border," Peter Van der Auweraert, the Western Balkans coordinator for the International Organization for Migration (IOM) told Al Jazeera.

Response to Refugee Crisis and Abuse Allegations
Croatia's Interior Ministry responded to Al Jazeera by email, saying that it "strongly dismisses" allegations of police brutality, and that their investigations into the reports and complaints had uncovered no evidence of abuse or theft during interactions with asylum seekers at the border. But some EU politicians, such as Mijatovic and Schlein, believe that a more thorough investigation is due, with attention to both Croatian brutality and the state of Bosnian refugee relief. “Bosnia-Herzegovina receives EU funds for migration, including 1.5 million allocated in June and another 6 million in August, with which it should be providing appropriate reception,” Schlein said. “This is why we are asking the Commission to monitor how those funds are used.” With winter swiftly approaching, the urgency of improvements leaves both the authorities and the migrants tense. “We are very lucky that the weather has been mild so far," said Peter Van Der Auweraert from IOM.
