“White Bracelet” shocks itself to life with a screech of feedback, a jolt of electricity that kicks off a barrage of electric strumming, a rumble of chaotic drums, a careening, coursing flood of vocal melody that is both world-weary and extremely energized. It’s the second song on Lupo Cittá’s first album, an emphatic rocker after the narcotic echo and sway of “Onde.” This is the one that sounds most like Chris Brokaw, which is always a good thing. Though to be fair, there are other songs that don’t especially, that perhaps bear the mark of the two other members, Sarah Black and Jen Gori, and they are awfully good, too.
Chris Brokaw, as you might know, has been in roughly a million bands, genre defining ones like Come and Codeine and lesser known outfits like Martha’s Vineyard Ferries and Charnel House, but all of them rough-edged and heart-felt and excellent. Lupo Cittá is the latest Brokaw-affiliated musical ensemble, formed in pandemic’s ebb tide around 2021,with two other indie music lifers. Sarah Black was a fixture in a vibrant Minneapolis scene, playing in Kickball, Period, Plain Jane, the Bleeding Hickeys, the Lie-Ons, the Pointing Geenas and Brandy Thunders and doing performance and visual art. Jenn Gori intersected with Black in several of those bands, playing drums in the Bleeding Hickeys, the Lie-ons, Pointing Geenas and Brandy Thunders.
Once the three members met, they discovered that they had just missed connecting in various episodes of their lives. They were in New York and Seattle during the same periods, and they all moved back to Boston in rough synchronicity though they didn’t really become aware of each other until meeting at a summer 2021 house show. Soon after the two women asked Brokaw to play guitar on a song for them, which grew into more songs and finally Lupo Cittá, an echo-drenched, psychedelic garage trio enamored of 1970s horror and spaghetti western soundtracks.
“Gallup to El Paso,” for instance, has a slouchy western swagger, a molten shudder of bass running through its cavernous, surf-inflected sound. A nocturnal penumbra hangs over this and other songs, clouds of reverb shadowing its slanting cowboy vibe. There’s something lurid about the way the melody breaks through the gloom, a flash of neon in a rainy midnight. “Only in Love” does the same trick with a 1960s girl group melody, wrapping it in so much darkness and uncertainty that it becomes something else altogether. These songs loom up like highways signs as you fly by, flaring out of the impenetrable black then disappearing. Jenn Gori sings in a haunting, dream-shrouded way, slipping in and out of a mess of undertones, even on the all-out rockers, so that the songs have both murderous energy and mystery. “Shawano Pickup,” for instance, blusters and rollicks, an unstoppable rockabilly rave in its bones, but its head, somehow, in the clouds.
This is not exactly a slow-burner —if you like this sort of thing, you’ll like it from the very start. But it does pick up depth and resonance from repeat listens, as this straight on rock record reveals the enigma at its unruly core.

Katelyn Kelley vanished overnight between June 16th and June 17th of 2020. The 22-year-old mother lived on the Menominee Reservation in Keshena, Wisconsin at the time of her disappearance. The last known sighting of Katelyn occurred around 10:30 PM on June 16th. Surveillance cameras captured Katelyn near County Highway VV and Silver Canoe Road. Reports state she left the reservation after that sighting. Katelyn never returned home and was never seen by her loved ones again. Family members reported Katelyn missing on June 18th, 2020. It was unusual for Katelyn to stay out-of-touch with her family, nor did it seem likely that she would abandon her young son. Both Tribal Police and Shawano Police began investigating the case.
A few weeks after Katelyn's disappearance, the Tribal Police announced that they believed someone picked Katelyn up shortly after she was last seen on the evening of June 16th. They released a still image of the surveillance footage that captured Katelyn in hopes that anyone who saw her that night would come forward. It was also announced that whoever picked Katelyn up gave her a ride to Shawano.
Eventually, the FBI joined the case. Many searches were conducted, people were questioned, but seemingly nothing was found. Months later, during March 2021, it was announced that human remains had been found on the Menominee Reservation. Those remains were later positively identified as Katelyn Kelley. Her exact cause of death has not been released, but her manner of death has been labeled a homicide.
There are many unanswered questions left in Katelyn's case. A few theories have emerged, but the main questions still remain: What happened to Katelyn? Who is responsible for her death?

radium foxes are an extinct color morph of the silver fox first noted in 1935 on a farm in Shawano, Wisconsin by Fred Eberlein. above are the only known taxidermy specimens (x) of the variation before becoming extinct in Wisconsin in the 1940′s. the radium foxes are described by a Wisconsin newspaper as being “all white, except for a blue-black undercoat”. interestingly enough the radium fox may not be extinct in European fur farms under the name “slate glow”.

above is a “slate glow” fox (photo credit to uniquefoxes on Instagram, used with permission), the fur appears to be a white color with a dark blue-tinted undercoat that shows around the eyes and ears. although not identical to the taxidermied foxes from Shawano, Wisconsin, they share a striking resemblance.

TO THE PRESIDENT OF THE UNITED STATES
We the undernamed Chiefs and Headmen of the Shawanoe and Delaware Tribes of Indians residing on the West side of the Mississippi river, after having held Consultation in Common Council, determined to address you on the subject of our concern and  represent the [?ails] on which they are predicated.
About the year 1788, the Shawanoe and Delaware Tribes whom we represent were invited by the Officers of the Spanish Government in the upper part of their Colony of Louisiana to remove and settle on the West side of the Mississippi.  This measure was consented to and we went to reside at first near the St. Louis.  The protection which we afforded to the Spanish Settlements against the frequent incursions of the Osage Nation was doubtless the policy of the Spanish Government in soliciting us to settle in this Country.  We were offered by them a district of Country on the Mississippi wherever we might think proper to settle it, between the mouth of the Missouri and Arkansa Rivers.  No permanent settlements was how-er made by us until about 1797 when two of our principal men, having obtained a recommendation from the Spanish Officers in the upper Country went with it to

the Governor and Intendant at New Orleans.  In the Spring following they returned with a Concession from the Spanish Government to the Shawanoe and Delaware Indians for all the tract of Country within the following boundaries, beginning at the mouth of the Creek just above Cape Girardeau thence up the Mississippi to Cape Cinque Home Creek, thence up that Creek and a branch thereof on which is a noted Big Spring thence from that Spring across to and up the South fork of saline creek to opposite the Head of White Water Creek, thence across to White Water  Creek and down the same to opposite the head of the first mentioned Creek, thence across to the Head of said first mentioned creek and down the same to the Beginning.
This grant was read and Interpreted to us by Louis Lorimier the Commandant at Cape Girardeau who was also our Agent, and not having any safe way of keeping the paper, we requested Lorimier to keep it for us, as he was a man of our greatest confidence, sometime afterwards Lorimier brought to us the Original paper and a copy and told us that we had better deposit them with some of our particular friends we accordingly gave to him the original and the copy we gave to Francis Valle the Commandant at the Ste. Genevieve some time afterwards as we are told, the Commandant at New Bourbon took all the papers which related to his district from the Commandant at Ste. Genevieve and amongst others, the copy of the concession.
After the cession of Louisiana to the United States we were informed that it was necessary to lay our Claim before the United States Commissioners at St. Louis; But to our disappointment we have not been able to find the Original nor copy for the Concession.  Consequently we are told our claim cannot be sanctioned.
We immagine the reason why our papers cannot be found may be seen  in that of a grant being subsequently obtained from the Spanish Government for 30,000 of Land in the district granted to us by the man who possessed our greatest confidence and who had care of our paper.  Ever since the grant was made to us we have residence on the land and whenever any encroachments have been made upon it the intruders have been removed by order of the Spanish and American Governments until since it has been known that our grant has been lost or mislaid and a number of lines of the surveys of the United States have been lately run, and we are now placed in an alarming and unpleasant situation Betrayed in our Confidence and deprived of our just rights fairly acquired, and now likely to be driven from our Towns and possessions without a country or a home.  We therefore appeal to the justice and magnanimity of the United States whom we have heretofore found to be reasonable and generous.
We deem it but a reasonable request that you would suspend from public sale all the land comprized in

the boundaries of the grant made to us, until we can have an opportunity of being heard upon the merits of our claim, before some equitable tribunal to decide upon this case, and that you will use measures best calculated to have such a tribunal appointed, and in the meantime restrain the encroachments of settlers upon our Land.  Whatever the decision may  be when fairly made we shall be contented to abide and acquiesce in

I’m not sure when this Boston-based trio first came together, but I’m guessing it wasn’t that long ago. Also, it includes Chris Brokaw, who would seem to be the busiest guy in town (and for a guy pushing 60, well, good for him!). The band also includes Sarah Black who blew into Beantown from Minneapolis where she was a member of a ton of bands (as well as being a member of the city’s performance art scene); and Jenn Gori, a friend of Black's, who also played in a bevy of bands. In Boston, these two joined up with Mr. Brokaw, and voila! Lupo Citta' was hatched!
Jen and Chris sing, while Jen plays drums, Chris is on guitar, and Sarah splits time between guitar and bass. The results are noisy, off-kilter, and a bit ramshackle in all the best ways. Oh, and the songs are awfully good.
Ok,  the first song, “Onde,” didn’t really grab me, but the next several surely did. “White Bracelet” melds crushed-amp guitar fuzz with caveman drums and hanging-in-the-back vocals to make a gem. “Rust Belt River” follows a similar path (with guitar work like early Beat Happening or maybe the Jr. Chemists).
“Gallup to El Paso” is one hell of a drive (412 miles) and is almost dreamy. On “Shawano Pickup,” those guitars come to life yet again while the drums are being slapped by Jen and maybe a few other studio folks. “Sucker” is one you can almost dance to (I consider nodding my head to a song the same as dancing).
From what I know (which ain’t much), it sounds like this musical group could implode at any given moment or release 20 albums over the next few decades. As Mr. Williams down the street would say, expect the worst, but hope for the best.

Lupo Città s/t LP (12XU)
RECOMMENDED
Here's ten songs from a fairly new, positively charged trio from the Boston metro that got me thinking about the emotional times the directive, the historical times the experiential.
A duo of Jenn Gori and Sarah Black (guitar, bass, drums, vocals) share history performing together in four previous bands in a variety of settings and locales, and met guitar deity Chris Brokaw at a post-lockdown gathering (there's the experiential, and honestly much of what puts such a cracked-mirror disconnect on those years was that not being able to exist in person), starting a tentative collaboration that grew into a whole album. Brokaw has history all his own, bordering on the Biblical in terms of legend and importance; any body of a person's library of recordings that doesn't feature at least some his work extensively in the CO's (Codeine, Come, Consonant), to say nothing of his untouchable solo albums, soundtracks, and perhaps that GG Allin & the AIDS Brigade 7", ain't all that buff at the end of the day. Now the three of them build history out of this experience, linked forever at the psychic fingertips.
So it's hard to figure out where two start and the other stop; best not to think about that at all, because we're watching this history unfold. And one of the things that history/experience is doing best is underlining the needle-to-thread of a song versus the hammer of performing it. The tension within Lupo Città – which is a primary distinctive of what makes this record so memorable – exists in the space between these actions. Every time I jump into this thing and hear the buzzsaw of something like "Shawano Pickup" I'm thinking, here's a band that's jettisoning the moods and going for the shiv. Then I listen to something like the melancholy in "Gallup to El Paso" or "Only in Love" and realize a shiv can be made of many things and can pierce a variety of objects, some better adapted to the materials than others, and that by doing so they have merged the emotional and the directive, via a process of tailoring.
On tailoring: getting something the way you want it because you have the ability to make it so is a feat of human dominion. It's an abstract, but you'll know when it's happening. It's something The Breeders always have been good at, and something Sleater-Kinney used to be good at, and with a debut like this it's one of the primary distinctions between Lupo Città and (generously) 99.7% of the shit you'll encounter passing for rock music lately (not to mention a comparable percentage of people you'll see around said activity, rolling and cuffing their pantlegs instead of permanently editing them to fit). The bespoke approach to genre and artistic control comes off as fresh as it is vital. Everyone needs this; nobody doesn't. (Doug Mosurock)

A transgender sex offender who sexually assaulted a disabled teen boy has lost a bid to remove his male identity from the registry after claiming “deadnaming” was a form of cruel and unusual punishment that prevented him from exercising his “right to self-expression as being a female.”
The offender, who is currently 22 years old, has only been identified as “Ella” due to his crime having involved a minor. “Ella” has been fighting for a name change for over a year, with his previous attempt being denied by the Wisconsin State Court of Appeals in January 2021. 
According to court records, “Ella’s” criminal history is related to a sexual assault dating to May of 2016. Shawano Police department received a complaint from a 15-year-old boy who reported that “Ella,” also a teenager at the time of the offense, had held him down and forcibly performed oral sex on him. The victim, who has not been identified, is blind in one eye and has an Autism diagnosis. 
After the assault, “Ella” cyber-bullied the boy on social media, who then faced widespread victimization as his peers became aware of the assault. 
Wisconsin Department of Corrections records indicated “Ella” was 6-foot-5 and weighed 345 pounds, while the boy was 5-foot-10 and weighed 110 pounds.
At the time of his conviction, “Ella” was denied an attempt to not be required to register as a sex offender, with the court noting he was classified as a “high risk” offender. Within the period of his 6-to-10 month sentence, “Ella” began to self-identify as transgender. 
In February of this year, “Ella’s” name-change case was heard before the Wisconsin Supreme Court, which attempted to weigh whether self-declared gender identity should take precedence over transparency and public safety in regards to sex offenders. Wisconsin does not allow sex offenders to change their legal names as a measure of transparency, but does not prevent them from using the aliases of their choosing in civil settings.
The state Supreme Court announced the decision on July 7, upholding the previous denials — but the court had been heavily divided, with the decision coming from a narrow 4-3 majority.
“Consistent with well established precedent, we hold Ella’s placement on the sex offender registry is not a ‘punishment’ under the Eighth Amendment,” Justice Rebecca Bradley said in her majority decision. Justice Brian Hagedorn, who agreed with the decision, chose to write a separate concurrence rather than signing on to Bradley’s because he disagreed with the Court using ‘she/her’ pronouns for the offender, and obscuring his real name’s initials of “C.G.” 
Justice Ann Walsh Bradley wrote the dissent, saying that the name change denial would expose “Ella” to undue gender identity-based problems.
“… requiring Ella to maintain a name that is inconsistent with her gender identity and forcing her to out herself every time she presents official documents exposes her to discrimination and abuse,” Bradley noted, using feminine pronouns for “Ella.”
Elsewhere in the dissent, Bradley states that the majority decision was not taking into account the “evolution” of the law in line with issues of social justice, and stated it “discounts the burdens Ella faces.” Bradley also compares “Ella’s” need for a name change to that of religious converts, writing: “Both a religious name and a name that conforms to one’s gender identity involve fundamental aspects of a person’s identity that are conveyed through the medium of a name.”
“Ella” is ordered to be on the sex offender registry for a total of 15 years.
