This bird is a South Philippine Dwarf Kingfisher. These little guys are really hard to find and take pictures. They are very small, their call is very high pitched, and when moving from perch to perch, they are very quiet.
Sadly, habitat destruction, poaching, and climate change is making their species vulnerable.

“Ultra-Rare South Philippine Dwarf Kingfisher Fledgling Photographed for the Very First Time: The bird has eluded scientists for the last 130 years.” (photos by Miguel David De Leon):
The South Philippine Dwarf Kingfisher (Ceyx mindanensis) was first described 130 years ago during the Steere Expedition to the Philippines in 1890.
The bird is the tiniest species of forest kingfisher in the Philippines, and is characterized by its striking plumage of metallic lilac, orange, and bright blue spots.
It is found in the virgin and second-growth forests in the islands of Mindanao and Basilan. The South Philippine Dwarf Kingfisher has a unique call, described as a “high-pitched, insect-like, and almost inaudible zeeep.”
It has eluded scientists for over a hundred years because of its behavior. It is difficult to see as it perches quietly and darts invisibly from perch to perch.
But thanks to Miguel David De Leon, a Filipino field biologist and director of the Robert S. Kennedy Bird Conservancy, we get a glimpse of the beautiful bird that is sadly threatened with extinction.

Excerpt from this New York Times story:
The Philippines is filled with birds that can be found only in its forests — at least 255 species are unique to the country. But very little is known about most of them, including the South Philippine dwarf kingfisher. Dr. De Leon’s photograph is the first known to be taken of a fledgling.
His birding group, the Robert S. Kennedy Bird Conservancy, specializes in such photos. The group’s work tends to be both research- and Instagram-worthy, filling gaps in scientific knowledge while showing off the country’s biodiversity.

The South Philippine Dwarf Kingfisher
Scientific Name: Ceyx melanurus mindanensis
Region:  Forests of Mindanao and Basilan in the Philippines
Size: About 4.7" (~12cm) long, making it the smallest forest kingfisher of the Philippines
Interesting Note: The photograph above, taken by Field Biologist & Eye Surgeon, Dr. Miguel David De Leon, attests to the decade of meticulous tracking and research done on the species with his team.  Even adults of this elusive little bird are difficult to spot due to their speed and relative silence - let alone the juveniles which reside in tiny nest holes excavated by their parents.  He is the first to photograph a fledgling of this subspecies since its discovery in 1848 with this series of photos taken in March of this year (2020).  Hopefully the efforts of Dr. De Leon and his team will help conservation efforts, not only for this vulnerable species, but also for their entire surrounding ecosystem.
