This sounds stupid, but those people could try putting cheap conditioner in/on it. When you wash your hair, and have put conditioner in to leave there for 30 minutes or however long, run your hands with the residual conditioner over the body hair before rinsing them.

I was stuck for a while in a cycle where shaving the hair would piss me off (skin texture, ingrown hairs), but then letting it get too long would piss me off (hair texture)(autism), and one day I went it's such a fucking waste that all this conditioner sticks to my hands and doesn't stay in my hair, I should try...

And on the body hair it went, and it actually worked. No extra conditioner used because it was the extra that remained on my hands anyway. Catch-22 gone, body hair present, one less fucking thing to care about. It's great.
