Everyone is curios in a different way. Some go on treasure hunts, not so much for the gold, but to quench their curiosity and get some answers in the process. Each time you see a child pick up an insect that an adult would never touch, it is because their inherent curiosity hadn’t been tamed by the burdens of life. There is a reason parents are told not to limit their children’s options and let them do whatever they want because if they don’t get to choose their own path and waste their talents in a field that doesn’t satisfy their curiosity, they will stop asking questions. And what is left of humans if we stop asking questions? Our lives would become meaningless and there will be no more great discoveries and inventions. Even our food will turn bland if we become afraid of experiments.

Education in Today’s World:

Our ancestors never minded traveling and crossing hurdles for education. But today, when we have a much easier access to all kind of knowledge, we have set up different kinds of barriers ourselves. There are many countries in the world where if someone isn’t a doctor or an engineer, they aren’t considered respectable. In those societies, parents put so much pressure on their kids to pursue the medical field that the true talents of the children die. But even parents begin to understand their kids, there are still many hurdles in the way of education that people have to cross. The cost of education is not something that everyone can afford. Some countries offer free education up to the 10th grade but when the students enter college or university, they are burdened with so many expenses that some of them spend the rest of their lives paying off loans. A lot of people don’t go into colleges simply because they can’t afford to pay for their education. Some might argue that it isn’t the government’s responsibility to pay for the complete education of a person and they could be right too. But private institutes can be pressurized upon by the society or the government to reduce their fees and make education affordable for everyone. Maybe we will get to see a world in which everyone can afford to go to college but for now, we have to focus on the problems of those who can but still don’t end up at the institute of their choice.

বাংলাদেশি কর্মীর জন্য পথ সুগম হলো। একজন কর্মীর মাসিক বেতন হবে প্রায় ১ লাখ ৩৫ হাজার টাকা। প্রবাসীকল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয় সূত্রে এই তথ্য জানা গেছে। সহযোগিতা স্মারক অনুযায়ী, বাংলাদেশ থেকে ১৪টি নির্দিষ্ট খাতে বিশেষায়িত দক্ষ কর্মী নেবে জাপান। আর এই কর্মীদের খরচ বহন করবে নিয়োগদাতা প্রতিষ্ঠানগুলো। জাপান দু’টি ক্যাটাগরিতে ১৪টি সেবা, কৃষি, শিল্প ও নির্মাণখাতে বিশেষ দক্ষ ও জাপানিজ ভাষায় পারদর্শী কর্মীদের নিয়োগ দেবে। এই ১৪ খাত হলো—নার্সিং কেয়ার, রেস্টুরেন্ট, কনস্ট্রাকশন, বিল্ডিং ক্লিনিং, কৃষি, খাবার ও পানীয় শিল্প, সেবা খাত, ম্যাটারিয়ালস প্রেসেসিং, ইন্ডাস্ট্রিয়াল মেশিনারি, ইলেক্ট্রিক ও ইলেক্ট্রনিক্স যন্ত্রপাতি, জাহাজ নির্মাণ শিল্প,মৎস্য শিল্প, অটোমোটিভ যন্ত্রাংশ তৈরি শিল্প এবং এয়ারপোর্ট গ্রাউন্ড হ্যান্ডেলিং অ্যান্ড এয়ারক্রাফট মেনটেইনেন্স (এভিয়েশন)। প্রথম ক্যাটাগরিতে জাপানি ভাষা পরীক্ষায় উত্তীর্ণ ও নির্দিষ্ট কাজে দক্ষতা থাকলে পরিবার ছাড়া জাপানে পাঁচ বছর পর্যন্ত কাজ করার সুযোগ পাবেন। আর দ্বিতীয় ক্যাটাগরিতে যাদের জাপানি ভাষা ও নির্দিষ্ট কাজে দক্ষতা প্রথম ক্যাটাগরির কর্মী থেকে বেশি তারা পরিবারসহ অনির্দিষ্ট সময়ের জন্য কাজ করার সুযোগ পাবেন। জাপানের নতুন স্পেসিফায়েড স্কিলড ভিসা চালু করায় এখন থেকে জাপান বিপুল-সংখ্যক বিদেশি কর্মী নিয়োগ দিতে পারবে। নতুন নীতিমালা অনুযায়ী জাপান ৩ লাখ ৬১ হাজার ৪০০ বাংলাদেশি শ্রমিক জাপানের বাজারের প্রবেশের সুযোগ রয়েছে। গত ডিসেম্বরে জাপান সরকার সংসদে এই বিল পাস করে। টেকনিক্যাল ইন্টার্ণ  ট্রেনিং প্রোগ্রাম স্পেসিফায়েড স্কিলড ভিসা ক্যাটেগরি-১ জাপান সরকারের স্পেসিফায়েড স্কিল ভিসা ক্যাটেগরি-১ অনুযায়ী ১৪টি খাতের কর্মীরা ৫ বছরের জন্য ভিসা পাবেন। আবেদনকারীকে এই ক্যাটেগরির ভিসার জন্য জাপানি ভাষায় পরীক্ষা এবং দক্ষতার পরীক্ষা দিতে হবে। এই ভিসার আওতায় কর্মীরা তাদের পরিবারকে সঙ্গে নিয়ে আসতে পারবে না। এই ক্যাটেগরির ভিসা সীমিত সময়ের জন্য নবায়ন করা যাবে ���িন্তু দ্বিতীয় ক্যাটেগরির ভিসায় পরিবর্তন করার জন্য সময় বাড়ানো হবে না। জাপানের ইমিগ্রেশন বিভাগ বলছে, প্রথম বছরে এই ক্যাটেগরিতে ৪৭ হাজার ৫৫০টি ভিসা দেওয়া হবে। বাকিগুলো আগামী ৫ বছরব্যাপী দেওয়া হবে। এছাড়া, এই ক্যাটেগরিতে শুধু নার্সিং কেয়ার খাতেই ৬০ হাজার ভিসা দেওয়া হবে। ১৪টি খাতে যে কয়টি ভিসা দেবে জাপান নার্সিং কেয়ারে ৬০ হাজার, রেস্টুরেন্ট খাতে ৫৩ হাজার, কনস্ট্রাকশন খাতে ৪০ হাজার, বিল্ডিং ক্লিনিং খাতে ৩৭ হাজার, কৃষি খাতে ৩৬ হাজার ৫০০, খাবার ও পানীয় শিল্পে ৩৪ হাজার, সেবা খাতে ২২ হাজার, ম্যাটারিয়ালস প্রেসসিং খাতে ২১ হাজার ৫০০, ইন্ডাস্ট্রিয়াল মেশিনারি ৭ হাজার, ইলেকট্রিক ও ইলেক্ট্রনিক্স যন্ত্রপাতি ৪ হাজার ৭০০, জাহাজ নির্মাণ শিল্পে ১৩ হাজার, মৎস্য শিল্পে ৯ হাজার, অটোমোবাইল মেনটেইনেন্স শিল্পে ২১ হাজার ৫০০, এয়ারপোর্ট গ্রাউন্ড হ্যান্ডেলিং অ্যান্ড এয়ারক্রাফট মেনটেইনেন্স (এভিয়েশন) খাতে ২ হাজার ২০০ মিলিয়ে ৫ বছরের মধ্যে ৩ লাখ ৬১ হাজার ৪০০ বাংলাদেশি কর্মীকে ��িসা দেবে জাপান সরকার। প্রসঙ্গত, জাপানের শ্রম আইন অনুযায়ী, একজন কর্মীর ন্যূনতম বেতন বাংলাদেশি মুদ্রায় ঘণ্টায় প্রায় ৭০০ টাকা। প্রত্যেক কর্মী দিনে ৮ ঘণ্টা কাজ করতে পারবেন। তবে, কিছু কিছু খাতে সপ্তাহে ৪৪ ঘণ্টা পর্যন্ত কাজ করার সীমাবদ্ধতা আছে। সে হিসাবে একজন কর্মীর মাসিক বেতন হবে প্রায় ১ লাখ ৩৫ হাজার টাকা। সংশ্লিষ্ট সূত্র জানায়, বিদেশি কর্মীদের বেতন জাপানের স্থানীয় নাগরিকদের সমান অথবা বেশি হতে পারে। আর বেতনের টাকা ব্যাংক অ্যাকাউন্টের মাধ্যমে পরিশোধ করা হবে। প্রবাসীকল্যাণ মন্ত্রণালয়ের কর্মকর্তাদের সঙ্গে কথা বলে জানা যায়, ২০১৭ সালে ইন্টারন্যাশনাল ম্যানপাওয়ার ডেভেলপমেন্ট অর্গানাইজেশন (আইএম) জাপানের সঙ্গে প্রবাসীকল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের স্বাক্ষরিত একটি সমঝোতা স্মারকের আওতায় সরকারিভাবে বর্তমানে কারিগরি শিক্ষানবিস হিসেবে কর্মী পাঠানো হচ্ছে সে দেশে। কর্মসংস্থান ও প্রশিক্ষণ ব্যুরোর (বিএমইটি) হিসাব অনুযায়ী, গত বছর মাত্র ১৬৩ জন টেকনিক্যাল ইন্টার্ন জাপানে পাঠাতে পেরেছে বাংলাদেশ। চলতি বছর ৪০০ কর্মী পাঠানোর লক্ষ্যমাত্রা থাকলেও জুলাই পর্যন্ত গেছে মাত্র ১১৯ জন। আরও প্রায় এক হাজার কর্মীর ভাষা প্রশিক্ষণ শেষ হয়েছে। এছাড়া, বিভিন্ন জেলার ২৭টি কেন্দ্রে ৪০ জন করে প্রশিক্ষণ দিচ্ছে বিএমইটি। চার মাস মেয়াদি জাপানি ভাষা শেখার এসব প্রশিক্ষণের পর পরীক্ষায় বসেন কর্মীরা। উত্তীর্ণ হলে আইএম জাপানের ব্যবস্থাপনায় আরও চার মাসের প্রশিক্ষণ দেওয়া হয়। এরপর শিক্ষানবিস হিসেবে তাদের জাপানে নিয়ে যাওয়া হয়। জাপান সরকারের নতুন নীতিমালা অনুযায়ী তারাও নতুন এই ভিসা সিস্টেমে আবেদন করতে পারবেন। ভাষা শিক্ষা জাপানে যেতে হলে জাপানি ভাষা জানতে হবে। এজন্য জাপানি ভাষার এন ফোর লেভেল পর্যন্ত জানতে হবে। জাপানি ভাষায় এন ফাইভ হচ্ছে প্রাথমিক পর্যায়। এর পরের ধাপ হচ্ছে এন ফোর লেভেল। অর্থাৎ জাপানি ভাষায় বলতে, লিখতে ও পড়তে জানতে হবে। সরকার অনুমোদিত জাপানিজ ভাষা প্রতিষ্ঠানে শেখা যাবে। এছাড়াও সরকার অনুমোদিত বেসরকারি প্রতিষ্ঠানে ভাষা শিখতে পাড়বেন।
