Movie and lyrics Promt

here is a list of prompts for Thomas I made based on movie quotes. I would love to write them, so feel free. You can ask for fluff, angst and now even smut, tho the smuts will be posted on my other account dedicated to them (@sluttyercobra ). If you have any ideas or have a specific scenario in my mind, feel free to tell me.

I'll write each prompt only once, and the ones already used will be highlighted.

Things I don't write : anything related to SA, pregnancy loss, abusive relationship. For the smuts I won't write anything with underage partner, non-consensual sex, age regression.

I also added a list of prompt based on lyrics (also for Thomas). Those are prompts that have posted in August but flopped so I am hoping to get request this time around ☺️

The Umbrella Academy in: The Triwizard Tournament

Chapter 5.1 Number Five’s Research

Five couldn’t sleep after his encounter with Reginald. It had been 45 years since he had been to private training, but seeing the restraints again had brought back the scared thirteen-year-old he thought the apocalypse had trained out of him.

Reginald used to tie him in any sort of restraint, like chains or a straightjacket, to an electric chair. If Five couldn’t jump out, he would be electrocuted. It had taken thirty years of drunken conversations with Dolores to finally admit that he and his siblings were abused as children. Being back in that room was terrifying in a way Five had forgotten. Its sudden reintroduction was a blast of ice being poured down his back.

Instead of sleeping, Five decided to look up a charm to brew coffee- which ended up being Calida Capulus while pointing his wand at a mug with coffee grains in hot water- and then set to work reviewing documents in Reginald’s office. That coffee Allison got him would prove to be very useful.

Speaking of Allison, her rumor would work in his favor. Reginald couldn’t touch them. More importantly, if Five was caught, then he couldn’t be punished with individual training. He could browse Reginald’s files enough to paint a pretty decent picture of what their lives were like in this universe.

Just after they turned twelve, the seven of them became superheroes. Vanya and Ben were their heavy hitters. One particular note disturbed Five. “When Number Seven’s powers become too much to contain, I will have to stun her and put her in the isolation chamber. Her powers are essential,” read the disturbing red journal from their toddler years.

According to 400 Offensive Spells, “The stunning spell should not be used on subjects under 100 pounds or 45 killograms as the magic will overwhelm the castee and may cause permanent damage to the nervous system or magical core”. Vanya was placed under this spell as a very young child over and over again. Five had a small idea that Vanya’s powers prevented the damage from being permanent. He didn’t know how that would be possible, but that irrational hope stopped him from murdering Reginald in cold blood.

The Commission made him a killer, but he never enjoyed his work. However, after hearing the atrocities Reginald committed on his siblings, he was willing to make an exception. Stunning Vanya was only the tip of the iceberg. The things done to himself and to the version of himself native to this universe were barely a blip in his anger.

Five skipped around to his section. The book said that this Five’s interest in time travel was a fleeting interest that went away when Reginald brought him books on the runes to create a time-turner. When Five looked up what a time-turner was, he was disappointed in his other self. A device that takes you back or forward a few hours was a party trick compared to what he had the potential to do. At least this version of himself didn’t get himself stuck in the apocalypse. That would have been difficult.

If I time traveled now would I end up appearing here in this universe or would I be stuck in the future in mine? Five mused while moving around some of the papers that surrounded him.

That was the last bit of semi-coherent thought Five had. He passed out surrounded by books and papers. Specifically, blueprints for a magically expanded Minerva Aircraft, complete with six dorms and a master bedroom.

“Five. Five. Five. Wake up. Five, wake up. Five, you can’t keep doing this, man." It was Luther being his personal alarm clock again.

“Mu, wus goin on? Five more mins, Luth,” Five tried while rolling over.

“Nope! Get up.” Luther pulled Five up and managed to get him sitting up while slumped against Reginald’s desk.

“Five, how many times have you fallen asleep here? It’s been months, what more do you possibly have to find?” Luther asked. Five had spent his nights in August and September in Reginald’s study reading his notes and pursuing magazines and newspapers that mentioned the Umbrella Academy in any way.

“When was the last time you slept in your bed, Five. This isn’t healthy." Luther snapped his fingers in front of Five’s face, “Hey! Focus.”

Five opened his eyes again. He had been up until three in the morning due to a teen magazine bender. Those vapid things were somewhat addictive. Not that he would admit it to anyone.

“I need to know what’s going on.” Five did feel lethargic. He worked and worked until he passed out trying to figure out this timeline. If they wanted to stay off the Commission’s radar, they needed to keep the timeline as consistent as possible. Five struggled to keep his head upright.

“Hey, did you know the seven of us are the only ones Dad adopted? Everybody else is a boarding student.” Five shared. He was starting to feel more alert. He reached for his mug and the Bunsen burner he used to heat up his coffee water.

“We have thirty minutes before breakfast. You should clean yourself up,” Luther said before leaving the room.

Five scowled. Luther didn’t have to get him up this early. Five decided that teleporting to the bathroom was a bad idea this early in the morning and decided to walk so he could find an unoccupied one. He stared at the floor and shuffled his feet like a pissed off thirteen year-old the whole time. At least they weren’t required to stick to one bathroom like in his youth.

“The elusive old man finally decides to join us! How was your bender? Any wild stories? Amputee hookers? Or were you holed up in Dad’s office the whole time?” Klaus greeted. His bright smile and teasing words were grating. Five scowled at him and picked up the carafe of coffee that Mom had taken to leaving at their table.

“Well, Klaus. I actually had a wild time. You know teleporting a girl or three in the room wasn’t too difficult,” Five snarked back. Five wasn’t actually interested in the whole sex thing, but Klaus didn’t know that. In fact, nobody except Dolores knew that the idea repulsed him. Besides, Five had a feeling that telling his siblings that he had been up all night reading J-14 and Seventeen would lead to more judgement that he just wasn’t prepared to deal with.

“Did you actually?” Luther looked green in the face. He put down his knife and fork and gave Five his full attention.

Five raised his eyebrows and took a sip of coffee. He would neither confirm nor deny.

“Right, um, moving on. You missed Pogo announcing that we were to report to the foyer for an announcement. One through Twelve. It’s supposed to be super important,” Allison attempted.

“Who cares? Five, did you-” Ben was cut off by Mom announcing that it was 7:53 A.M.

“We better go and see what the old man wants.” Five teleported out of the room and into the foyer.

He was met with Number Ten who looked up from her book in surprise when Five teleported into the room.

“Hey, Five. I still get surprised when you do that. Any ideas for what the Headmaster wants to talk about?” Ten must have left breakfast early, “Thirteen and Fourteen were pretty pissed that they aren’t included in whatever this is.”

“I don-”

“You know, he hasn’t really talked to his seven science experiments in a while. Did you guys do something? Maybe Three heard a little rumor?” Ten was starting to piss him off. Her tone was condescending in a way he threw people’s heads through walls for.

“Se-” He was cut off by everyone else entering the room. He was going to question the nickname ‘seven science experiments.’ As if she had the right to call them that!

“Hey Five, hey Ten,” Number Eleven greeted. Eleven was tall, thin, and very good looking. They were extremely androgynous, hence the neutral pronoun. They wore their uniform with the sort of confidence that Five had only seen in himself, Hazel, or Cha Cha. For a split second, Five wondered if Eleven had ever killed anybody, but then he saw Eleven had uncalloused, delicate hands. Those were not the hands of an assassin.

“Do you think something went wrong? Maybe the rumor-” Allison whispered. Five gestured towards Ten with pointed expression so Allison would shut up.

Just as an awkward silence was draping itself around the room, Sir Reginald Hargreeves walked in. He stalked around the room and did not look at Five or any of his siblings.

“The Triwizard tournament is a grand and noble tradition that has lasted throughout the ages, until modern history. You students are amongst the lucky few with the honor and the privilege of submitting your names to the Goblet of Fire. Do not disappoint me. Report back to breakfast for your schedules!” Classic Reginald Hargreeves. Short, simple, and as cold as possible.

Immediately, whispers broke out amongst the strangers. Excited curiosity and nerves filled the room. Five hoped that it wouldn’t be him. He had proven himself already. Eight, Nine, Ten, Eleven, and Twelve filed back into the kitchen. Diego left with them.

Luther addressed the group with, “We should really plan-”

“Haven’t we planned enough?” Klaus clapped Luther on the shoulder and flounced after Diego.

“Why is it still a Triwizard tournament if we’re joining as the fourth school?” Ben mused behind him.

“Well,” Vanya piped up to his left, “Quadwizard tournament sounds pretty stupid.”

“It sounds like lazy writing to me,” Allison twirled her dark hair around her index finger, “Like some poor marketing executive or some bad author didn’t want to come up with a better name.”

Several weeks later, the Academy was buzzing in unrelenting energy and unmitigated chaos as numbers One through Twelve packed their belongings in the single, large suitcase they had each been allowed to bring.

“Ben! Have you seen my left- never mind!” said Allison.

“Ow! Sorry, Seven,” said an unknown person. The voice was female, so could have been Eight, Ten, or Twelve. Or possibly Eleven. Five didn’t know what they looked or sounded like today yet.

Diego could be heard sneering, “Watch, where you’re going, Twelve.”

Five calmly packed the basics. The Commission taught him well. It took him two minutes to pack some uniforms, toiletries, and his school supplies. The same could not be said for the others who were frantically putting things in their suitcases. The Minerva would have dorms once they landed, but there was no point in bringing anything to decorate with. Ben would probably bring enough to make the space feel normal.

They were going to be sharing rooms in number order. One and Two, etc. Five took a moment to feel bad for Vanya, who would be sharing with Number Eight.

Then a thought occurred to Five. Five had spent months researching how to assimilate into this universe. Why not try to go home?

As soon as it was there, the thought was gone. This was home. His siblings were here. Right? Five felt disoriented. His thoughts moved through his brain like jello. Then he simply stopped thinking about it.

What was he doing? Packing for the tournament! According to Ben and Luther, this would be a dangerous ordeal. The goblet would pick the best candidate. If anyone was going to be picked, it would have to be him for his siblings’ sake. He was the oldest and most experienced.

Then he remembered that he had already proven himself. So why did he feel the overwhelming desire to win this tournament?

On the morning of October 30, 1994, twelve children and their Dad/Headmaster boarded the Minerva Aircraft on their way from The Umbrella Academy to Hogwarts School of Witchcraft and Wizardry.

The plane ride was almost completely silent. There was still chatter, as Reginald was piloting the Minerva.

Allison and Five were poring over a wizarding teen magazine called Witch Weekly, which was distributed worldwide, while speaking in low voices that couldn’t be heard over the plane’s engine.

“Since when are you the heartthrob?” Allison poked him and then the picture of him surrounded by tiny hearts.

“I don’t know! That’s weird right? I guess in this universe I didn’t disappear when I was thirteen and now people think I’m attractive or something? I don’t get it. Who was the,” Five put up air quotes, “‘heartthrob’ in our universe?”

“Klaus and Luther had pretty strong followings,” Allison paused to think, “When we were fifteen, Ben had some sort of cult? And I was the only girl so...yeah. Oh, and Diego was popular towards the end, but no one could figure out why.”

Klaus was looking at the magazine in front of Allison and Five with interest. He raised his eyebrow at Five and gave a small wave before going back to his drawing.

Eight, Nine, and Twelve were playing a card game a few rows above them. They were oblivious, unlike Ten and Eleven, who were talking in hushed voices and looking at Allison every now and then. Eleven’s hair was a bright shade of electric blue today. They had opted for lithe, feminine curves and the female uniform, but a very close cropped pixie cut. Five barely recognized them. Ten was attempting to ask Eleven to grow their hair longer so she could braid it.

Luther was watching this argument with an apathetic look on his face, while Diego watched with interest. Maybe he thinks it will turn into a fight or something?

Ben was completely oblivious to all of this and kept his nose stuck in Fantastic Beasts and Where to Find Them.

“Please, Eleven! It will look really good,” Ten pleaded.

“For the last time, no. Piss off, Ten.”

“Fine. Sorry. Eight! Can you deal me in?” Ten demanded.

“Yeah, sure,” Eight started shuffling her cards again.

Diego looked somewhat disappointed at the de escalation and went back to sharpening his knives.

“Hey, Three, Five! Can I borrow your Daily Prophet?” Eleven asked from across the aisle.

Since they had already gone through all of their copies of that newspaper, Five said, “Sure,” and handed them the October 29th copy. It was the most recent thing in the pile.

The rest of the plane ride passed like that. Eventually, Diego borrowed their magazines as well once he ran out of knives to sharpen.

The Minerva flew on through the clear sky.

Nancy McKeon is sorry about the sudden whirring sound. She has a protein shake to make, perhaps more cheerfully than one has ever blended a smoothie before, seeing as she's in the heart of rehearsing for her Dancing With the Stars debut.

Best known for her role as Jo Polniaczek on the hit '80s sitcom The Facts of Life, McKeon is so nice it's a good thing her return to TV is on DWTS and not Big Brother. The 52-year-old actress is self-deprecating about her dancing skills, utters "Good gravy!" when surprised, enjoys getting schooled on both footwork and social media from her pro partner, Val Chmerkovskiy, and, I'm convinced, secretly bakes chocolate chip cookies for her fellow competitors. If this sounds a lot like your mom, that's probably because McKeon took nearly 15 years off to focus on raising her daughters, 14-year-old Aurora and 11-year-old Harlow, whom she shares with husband Marc Andrus.

The break was well deserved. McKeon started working when she was two, first as a child model and commercial actor before scoring roles on TV, and was acting up until the seventh month of her first pregnancy. "I just love what I do, but I have been given this amazing gift of my husband and my children, and I didn't want to not be there for this small amount of time you get with them," she tells ET. "I can't even believe when I say 15 years. It just feels like a nanosecond. I really wanted to give them all my attention that they deserve."

Though she had a handful of smaller, carefully chosen roles, DWTS will be McKeon's first big return to the spotlight since her Lifetime detective drama, The Division, wrapped in 2004, and she knows you're probably surprised to see her name on the list of season 27 competitors. "This isn't something that I would normally do. It really is outside my comfort zone," she admits.

If it weren't for an important family meeting, she may not have even strapped on dance shoes. "The way to affect change in your life is to move beyond your comfort zone, so I had this conversation with [my daughters] and they said, 'Mom, this is going to be great. You can do it.' Having them as my support team and cheerleaders is extraordinary," she says. "As a mom, I can tell them to be brave and I can say, 'This is how you should be,' but sometimes there's no more powerful demonstration than actually doing it. So I just decided, you know what, I'm going to scare the living life out of myself and say yes and just show up every day and see what happens. Everything changes and moves you, so I'm also excited about all the changes and the different things that I'm learning in this venture as well."

She may have found the perfect partner-in-crime in Chmerkovskiy. Not only is there a clear chemistry and sense of humor between the two already, but McKeon is pretty sure they've settled on the team name of "McVal." "I got top billing so I gave him an extra letter," she jokes.

McKeon has zero dance experience and, despite doing hot yoga regularly and living on a ranch where she averages four to seven miles of walking a day, she says none of her previous roles have helped prep her for DWTS. "I don't think anything can prepare your feet for being crammed into a high heel and then dance across a stage," she says. On top of that, social media wasn't a part of the TV landscape the last time she was here.

Luckily, Chmerkovskiy is an excellent teacher. So far, the pair has put in about two weeks of rehearsals. McKeon feels they're doing well as they run their steps and get their stamina up for the big, first number, and her partner is giving her some very important advice during what she calls "a master class every day." "'Don't have the terror look.' That's a big one," McKeon says. "He said, 'Look at me, but not with those eyes that are scared. Smile! Enjoy!' I love him for doing that because when I work, it's focus and concentration. The last [acting projects] had been drama and prepping for that, and this really needs to just be fun."

McKeon says her and Chmerkovskiy's goal for week one is "just sheer fun and love." This is partially to provide some escapism for fans during these tumultuous times but also because, on a personal level, if she's going to leave her family, it needed to be for a good reason.

"[My daughters] are everything to me, and without them and my amazing husband, then nothing really does have much meaning. I've worked a lot and this is really the first time I've gone away and am spending a lot of time doing something," she reveals. "It's uncomfortable because I miss them, but somewhere [down the line], I think this might be very helpful in our conversations as our lives go on, and I'm interested to see where all that lands too."

"It's funny, you maybe wouldn't put a dancing show or something like that in this sort of category, but it really is a lot more than just dancing," she adds. "You develop this wonderful friendship and partnership with, in my particular case, Val. He's awesome and everybody loves him. I think I feel even more pressure now because he's the show's national treasure, but so far I'm thrilled that people seem to be OK with him being partnered with me!"

Holding family as the most important pillar has been essential in helping the dancing partners connect. Though she hasn't met Chmerkovskiy's brother, Maksim, as he's not competing this season, McKeon has met his fiancee, fellow DWTS pro Jenna Johnson, whom she describes as "dear," "beautiful" and "sweet." McKeon has even dished out some excellent advice for Chmerkovskiy and Johnson's pending nuptials.

"I told him to enjoy the day. I've been married for 15 years, and I can still look back and remember every single moment of [my wedding] day. It was just about 20 people and it was our day, and it was one of the best days of my life," she recalls. "So, my advice to him was, 'It's just got to be about the two of you. After all, the rest of your life is about the two of you.' That's what I did -- there was no stress, no pressure, and it was really amazing. Other than that, I think everyone figures it out for themselves!"

Johnson has popped by rehearsals, bringing smoothies or simply saying hello and providing encouragement, which has helped McKeon have a bit of that familial grounding while away from home. "The family you get welcomed into on this show is extraordinary. Everybody -- from the guys who help you park in the morning and our security to the producing teams -- they literally are all happy to be there and they're rooting for everybody," she explains. "I have never felt like an outsider from day one. What a great thing! I love the atmosphere they've created. Yeah, it's a competition, but everyone's cheering everybody else on too."

McKeon will have some very important faces in the crowd when season 27 kicks off on Sept. 24. Her daughters and husband will be there (she joked that they better be, just in case there's no week two for her!), as well as actress Lisa Vidal, her best friend since they were partnered up on The Division, which also starred then-unknowns Jon Hamm and Taraji P. Henson, along with Parenthood's Bonnie Bedelia.

"I told her, 'Mama, you're going to have to help me with some kind of cha-cha or salsa,'" McKeon says of Vidal. "Lisa is like a sister, but that whole cast -- it really was one of the best times of my life. I loved everybody on that show. We were all supportive of each other and to watch Jon blossom and Taraji just shatter it is so beautiful… It's so exciting to watch such good people get to do what they love to do and just crush it. They're amazing people. It's a joy for me to be an uber fan because [after the show ended], I got to be with the most important people, which is my kiddos and my hubby."

McKeon is the first to admit she's been blessed to work with some incredible people throughout her career. She famously acted alongside Michael J. Fox in the '80s, as well as Mariska Hargitay and Jean Smart in the short-lived sitcoms Can't Hurry Love and Style & Substance, respectively, plus she did take some time out from being a stay-at-home mom to play Demi Lovato's mother on the Disney Channel show, Sonny With a Chance, from 2009-2010.

Though the two haven't spoken in some time, McKeon only had kind words for Lovato, who suffered a relapse and apparent overdose earlier this summer

"I wouldn't presume. I can only send all my love. She seems to be incredibly smart… It was a difficult time during that show and things kind of went on, but I can tell you in my experience, she was genuinely lovely to me and to my girls, who were much younger at the time and very excited to meet her," McKeon says of her onscreen daughter. "I have every confidence that she's going to come back stronger and in a way that is the best for her. She deserves that."

McKeon was side-by-side another big actor during their early days, one whom she gets asked about a lot: George Clooney, whose first real TV experience was as a handyman on The Facts of Life. Though his time with them was short, McKeon says she would see him working on another show on the lot and they remained friends. "He's everything you want him to be," she happily reveals. "He's fun, an incredible talent, and he's loyal as the day is long. He deserves all good things and it looks like that's exactly what he's gotten."

The most important connection she has from those sitcom days, however, was with Charlotte Rae, who portrayed the beloved, wise-cracking redheaded housemother of the fictional Eastland School. She died in early August at age 92 after a series of illnesses, and McKeon chokes up when thinking about her beloved friend.

"That's a hard one for me. It's soon," she says slowly. "Charlotte's one of the most remarkable people I've ever met in my life and we were actually very good friends. If I was in L.A., we were always together and if I wasn't, I came in, even if it was just to see her. She's been at my ranch and hung out with the girls and myself, and I will always be the luckiest person and a much better person for having had her in my life."

The women of The Facts of Life still keep in touch. In fact, McKeon has been texting with Kim Fields, as the actress known as Tootsie danced with pro Sasha Farber in season 22 of DWTS. Though McKeon hasn't watched every season of the dance competition show, she did watch Fields and Farber compete "with joy and amazement."

"She just knocked it out of the park. She's just so amazing. We've been texting and I said, 'Really? Did you have to set the bar this high? Girlfriend, I don't know if I can live up [to that].' She's just a doll and supportive," McKeon says, adding that she's gone back to watch some of Chmerkovskiy's dances with previous partners but had to stop "because he's so good" and didn’t want to get stuck in a brain warp comparing herself to others.

In fact, Fields' best advice had nothing to do with the dancing itself. "'Have fun. Enjoy this week, this day, this rehearsal. Try not to look ahead.' For me, I think that's awesome advice because it's really just got to be about the journey," McKeon says. "There's some amazing people dancing, so it's really not about an end result for me. What I'm looking for is the best I can do on every single day."

"It doesn't matter how sore [I am] -- get up, go back, fight the good fight the next day," she continues. "Have some smile, as my partner would say, and just enjoy that day, because none of us can possibly predict how long any of us have."

Season 27 of Dancing With the Stars kicks off Monday, Sept. 24 at 8 p.m. ET/PT on ABC.

Time Period Quick Reference:

Courtesy the lovely Erin (@incre-et-painture) we now have a handy-dandy little reference to help us all “flow with the times” without having to struggle between either spending precious time researching or winging it and hoping for the best! She actually lived in England during the period in which our game is set, so if you have additional questions about the setting she’ll be happy to help you out--

Although keep in mind that this is an alternate universe. As such, specific individual facts and historical events may be different. So don’t worry about getting bogged-down in the details; after all, this is a world in which The Cold War was replaced by The Worldwide Witchunt Wars. There probably was no Cuban Missile Crisis; there may not have even been a Space Race! We’ve left particular historical details vague enough that we can tailor them to suit whatever plot-points we all decide to develop.

So just as with the timeline, view the following as a reference guideline, not a checklist to obey!

Technology:

This is probably the most important one for us, as unlike most Potterverse games we’re actually playing in a world where your character very well might have access to the sort of technology that we take for granted in our current lives -- albeit several generations older than what we’ve got on hand now!

Most computers operate using ethernet cords to connect to the internet, laptops weigh an extremely portable 52 pounds, basically, and camera phones are cutting edge technology. The pictures taken with them are notoriously grainy at this stage and definitely not the crystal clear video we’re used to.

Most mobile phones operate on a “top up” method where you pay for minutes. They’re called track phones in the U.K. Also, most people are paying per text message sent, but it’s still a popular method of communication. You can top up your minutes in most convenience stores and by calling into your provider’s number. There aren’t any smartphones, apps, and other things like that. Public payphones still exist, although they are fading out by this point.

Travel is done by taxi, bus, and tube. Lyft and Uber do not exist. Londoners love the Tube and definitely travel that way frequently. For frequent travelers, Oyster cards are refillable cards that are similar to the Metro cards we use in the US. In fact, 2004 was the first year that Oyster cards existed. They can also be used on the bus and train, but not on taxis.

Please also remember that trains are a popular method of travel for Europeans. They’re also very reliable and a great way to get around. (As for whether people would be comfortable sharing a carriage with someone who’s got stars by their eyes, well...)

Pop Culture: Sport

As much as it breaks my heart, Manchester United won the FA cup in 2004. (Mod Note: her Erin, maybe in this messed-up world West Ham isn’t a total lost cause? I mean, sport doesn’t have to have happened the same as it did in reality, and we’ve got so many crazy things going on here already -- wealthy Weasleys, werewolf-friendly Blacks, a living Regulus...stranger things could happen, right?)

Now again, we are living in an alternate reality here, so feel free to make up other songs and singers and groups -- both mundane and magical; maybe the Weird Sisters and Celestina Warbeck don’t exist here (and maybe they do) but there are surely still some magical musicians (maybe some taking advantage of the “dangerous” aura their magic grants them, while others might try and downplay it) so please, let your imaginations run wild! Maybe this Brittany Spears never sang Toxic but rather Cursed...maybe this Goldie Lookin Chain wrote Wands Don’t Kill People, Rappers Do. Who knows, have fun! Since the standard closing time for a pub is 11 PM, that’s when “Needles” closes. There are after-hours nightclubs, and people probably go to them, but Needles does its last call at 10:45.

Prostitution is not illegal in Britain, but running a brothel is. Basically, a person can sell themselves, but you can’t sell other people. (I just feel like this is useful information.)

An environmental stimulus bill could help us bounce back from COVID-19

Last week, Congress approved a $2 trillion emergency relief bill to ease some of the effects of COVID-19 on the American economy. But this is just the start of recovering the economy after the pandemic; economists project that we might be heading into a major depression, and one estimate of future unemployment rates tops 30 percent.

Meanwhile, the climate crisis hasn’t gone anywhere. Emissions may have gone down a bit as factories closed and people stayed at home, but that means little if we simply return to the status quo. In fact, we could even see progress on climate scaled back. Last week, the EPA announced it was easing penalties for polluters affected by the COVID-19 response; while the order is described as temporary, some are worried about it amounting to an open-ended relaxation of environmental protections. At the same time, oil prices are low, which could lead consumers to buy gas guzzlers when they return to work. “Without measures by governments, cheaper energy always leads consumers to use it less efficiently,” writes Fatih Birol, executive director of the International Energy Agency, in a March 14 post for the IEA. “It reduces the appeal of buying more efficient cars or retrofitting homes and offices to save energy.”

That’s why Birol and others think that, moving forward, we need a climate-focused stimulus. Government investment into clean energy not only hastens transitioning away from fossil fuels, Birol argues in the IEA article, it generates jobs.

Now, a team of policy experts from universities and think tanks has moved that argument further, by drafting what might be the most detailed “green stimulus” proposal to date. In a Medium post published on March 22, the authors outline their plan. In addition to addressing the immediate impacts of the COVID-19 pandemic, “we must also begin planning our economic recovery in a way that protects us from the impact of climate change and lifts up workers and frontline communities,” they write. “Thus, we propose an ambitious Green Stimulus of at least $2 trillion that creates millions of family-sustaining green jobs, lifts standards of living, accelerates a just transition off fossil fuels, ensures a controlling stake for the public in all private sector bailout plans, and helps make our society and economy stronger and more resilient in the face of pandemic, recession, and climate emergency in the years ahead.”

After the initial influx of $2 trillion is used up, the stimulus would be renewed every year, at an amount equivalent to 4 percent of the country’s GDP (about $850 billion). This flow of cash would continue until the economy reaches net zero carbon emissions and unemployment is below 3.5 percent.

The proposal includes a host of policies designed to address eight different categories: housing, transportation, labor and manufacturing, energy, agriculture, infrastructure, public lands, public investment and innovation, and green foreign policy. The authors have all advised presidential campaigns, including Democratic candidates who made bids for the 2020 election. So, the proposal reflects a collection of their climate policies, packaged together so that members of Congress can use it to base future stimulus proposals on.

J. Mijin Cha, a coauthor of the proposal and environmental policy scientist at Occidental College, says that though a relief bill just passed, another stimulus will certainly be proposed soon. “It’s up to us to make sure that [the new stimulus] centers on workers, communities, and the climate,” says Cha, explaining that the policies on their proposal the lay the framework for a transition that would helps worker in fossil-fuel centered industries find good jobs in the shift to a carbon-free economy.

Among its numerous policies, the proposal has a big focus on public-facing, visible projects. One of the priorities is that of addressing the maintenance backlogs of the National Parks Service and U.S. Forest Service, says Ayana Elizabeth Johnson, another coauthor on the proposal and marine biologist who advised Elizabeth Warren’s climate plans. Another example is a “Fix It First” mandate for infrastructure, requiring that new transportation funds be used for repairing existing bridges, roads, and other facilities. Importantly, this includes retrofitting existing roads with measures like dedicated bike and bus lanes. Cha says that this mandate creates jobs and advances climate and energy goals at the same time. “These programs create jobs immediately and very publicly,” she says. “So you will know how you benefited from the investment of these stimulus ideas.”

This is in contrast to the 2009 American Recovery and Reinvestment Act stimulus, says coauthor Billy Fleming, who directs the Ian L. McHarg Center at the University of Pennsylvania and is a senior fellow at Data for Progress. That bill, he says, was not only too small but also ended up funding a number of projects that weren’t visible and had little public enthusiasm behind them.

Johnson adds that the proposal also includes provisions for ramping up clean energy research funding. While there are a number of ways to address the climate crisis right now, that doesn’t mean we should not continue to improve technology, she says. That’s why one policy in the proposal suggests boosting funds to ARPA E, the U.S. government agency performing energy research, by up to 100 times. “In order to address the climate crisis, we do still need to be thinking about better ways to do things, thinking about offshore wind, offshore solar, and biofuels and all of these things,” says Johnson. “There’s still a lot of room for innovation.”

Now, the team is working on getting the word out and talking with interested legislators. They’ve heard from several offices in Congress, and are having near-daily conversations on the proposed policies, says Fleming. “We’re doing all the things we can to make sure the case is as strong as possible for these ideas.”
