When Kaneki was sleeping on Touka’s lap is that the safest he has felt? He is both physically and mentally vunberable around her.

It's not just sleeping on her lap, it's the nudity, the way he's curled up, Touka's gentle caress, and his tears. All of it conveys the unspoken intimacy between them, a connection that has been cemented through sex, and it's an important moment of growth for him, as symbolised with the 'wings' shown in the panel.

So yeah, he does feel incredibly safe with her, as she's proven time and time again that she'll accept him the way he is, and that's all he's ever wanted, really.

It's actually insane that we had an author like Ishida who was so dedicated to the main couple that he refused to let anyone touch the consummation of their relationship, committing himself solely to the task for 2 whole weeks. Not only that, but a whole 20 paged chapter that show Kaneki and Touka awkwardly, rawly, passionately opening their hearts to one another as they move forward as a canonised couple. It's BEAUTIFUL.

Touka slept with Kaneki when he was looking sad. She said that she would do it with him earlier in the :re café as a last resort. Isn’t that messaging a big dangerous?

Well from my point of view, Touka truly sensed Kaneki felt like he didn't deserve to be loved, Touka is not good with words so her way to make Kaneki feel loved and show him her true feelings towards him was to give him "that" and to take his at the same time.
