ই-পাসপোর্ট কি, কিভাবে করবেন, ফি কত এবং সুবিধা

চলতি বছরের সেপ্টেম্বরের মাঝামাঝি সময় থেকে ই-পাসপোর্ট (E-Passport) চালু হবার সম্ভাবনা রয়েছে, যদিও ২০১৭ সালেই চালু হবার কথা ছিল। বর্তমানের মেশিন রিডেবল পাসপোর্ট (MRP) এর যুগ শেষে সামনের যে কোন সময় থেকে অত্যাধুনিক সুবিধা সম্পণ্ণ ই-পাসপোর্ট বা ডিজিটাল পাসপোর্ট পাবে বাংলাদেশের নাগরিকরা। এ পর্যন্ত ১২০টি দেশে ই-পাসপোর্ট চালু রয়েছে।

ই-পাসপোর্ট কি ই-পাসপোর্ট বা ইলেকট্রনিক পাসপোর্ট হলো একটি বায়োমেট্রিক পাসপোর্ট যাতে একটি ইলেকট্রনিক চিপ রয়েছে। ইলেকট্রনিক চিপের মধ্যে রয়েছে বায়মেট্রিক তথ্য যা পাসপোর্টধারীর পরিচয় প্রমাণের জন্যে ব্যবহার করা হয়। বর্তমানে ই-পাসপোর্টে ছবি, ফিঙ্গারপ্রিন্ট ও চোখের মনির বায়োমেট্রিক তথ্য সংরক্ষণ করা হয়। ই-পাসপোর্টে মোট ৩৮ ধরনের নিরাপত্তা ফিচার থাকবে।

ই-পাসপোর্ট কেমন হবে ই-পাসপোর্ট বর্তমানের বই আকারে পাসপোর্ট যেমন আছে তেমনই। শুধু পাসপোর্টের পাতার শুরুতে ব্যক্তির তথ্য নিয়ে যে দুই পাতা আছে তা থাকবেনা। ব্যক্তির তথ্য পাসপোর্টেই পলিমারের তৈরি একটি চিপের মধ্যে সংরক্ষিত থাকবে।

আর প্রযুক্তিগত ভাবে MRP পাসপোর্টের সাথে ই-পাসপোর্টের পার্থক্য আছে। এতে আছে শনাক্তকরণ চিহ্ন, স্মার্টকার্ড প্রযুক্তির মতো মাইক্রোপ্রসেসর চিপ এবং অ্যান্টেনা। ই-পাসপোর্টের প্রতিটি পাতায় খুব সূক্ষ্ম ডিজাইনের জটিল সব জলছাপ থাকবে। এই পাসপোর্টের মেয়াদ হবে বয়স ভেদে ৫ ও ১০ বছর। বর্তমানে ই-পাসপোর্টে কাগজপত্র সত্যায়নের ঘর উঠিয়ে দেয়া হয়েছে। যদি কোন আবেদনকারীর বয়স ১৮ বছরের কম হয় তবে সেক্ষেত্রে পাসপোর্ট পেতে জন্মনিবন্ধন সনদ (বিআ���সি) জমা দিতে হবে এবং ১৮ বছর বয়সের নিচে সকল আবেদনকারীকে শুধুমাত্র ৫ বছর মেয়াদী ই-পাসপোর্ট প্রদান করা হবে।

কিভাবে কাজ করবে ই-পাসপোর্ট ই-পাসপোর্টের সব তথ্য কেন্দ্রীয়ভাবে সংরক্ষিত থাকবে ‘পাবলিক কি ডাইরেকটরি’তে (PKD)। ইন্টারন্যাশনাল সিভিল অ্যাভিয়েশন অর্গানাইজেশন (আইসিএও) এই তথ্যভান্ডার পরিচালনা করে। ই-পাসপোর্ট স্ক্যান করলে ব্যক্তি পরিচয়সহ অন্যান্য তথ্য স্বয়ংক্রিয়ভাবে যাচাই হয়ে যায়। এই জন্যে ইমিগ্রেশন কর্মকর্তার মুখোমুখি হতে হবে না। যাঁদের হাতে ই-পাসপোর্ট থাকবে, দেশের প্রতিটি বিমান ও স্থলবন্দরের স্বয়ংক্রিয় ই-গেট দিয়ে সীমান্ত পার হতে পারবে। তবে যাঁদের হাতে এমআরপি পাসপোর্ট থাকবে, তাঁদের ইমিগ্রেশনের কাজ বিদ্যমান পদ্ধতিতে চলমান থাকবে। ই-পাসপোর্টের বাহক কোনো দেশের দূতাবাসে ভিসার জন্য আবেদন করলে কর্তৃপক্ষ স্বয়ংক্রিয় পদ্ধতিতে আবেদনকারীর তথ্যের সঙ্গে PKD তে সংরক্ষিত তথ্য যাচাই করে নেবে। ইন্টারপোলসহ বিশ্বের সব বিমান ও স্থলবন্দর কর্তৃপক্ষ PKD তথ্যভান্ডারে ঢুকে তথ্য যাচাই করতে পারে।

ই-পাসপোর্টের সুবিধা

ই-পাসপোর্টের তথ্য চুরি বা নকল করা এবং তা কাজে লাগানো প্রায় অসম্ভব।

ই-পাসপোর্ট দিয়ে ইমিগ্রেশন পার হওয়া অপেক্ষাকৃত অনেক সহজ।

সব তথ্য, স্বাক্ষর, ছবি, চোখের কর্নিয়া ও ফিঙ্গারপ্রিন্ট সুরক্ষিত থাকার কারণে তা জাল করা সম্ভব হয় না।

বর্ডার পার হওয়ার সময় যাত্রীর পরিচয় নিশ্চিত হচ্ছে দ্রুত ও নির্ভুলভাবে।

এয়ারপোর্ট বা বর্ডার পার হওয়ার সময় স্বয়ংক্রিয়ভাবেই পরিচয় নির্ণয় হচ্ছে।

ইন্টারপোলসহ বিশ্বের সব বিমান ও স্থলবন্দর কর্তৃপক্ষ সহজেই তথ্য যাচাই করতে পারবে।

দূতাবাসে ভিসার আবেদন করলে দূতাবাস স্বয়ংক্রিয়ভাবে তথ্য যাচাই করে সিদ্ধান্ত নিতে পারবে।

ই-পাসপোর্ট করার উপায় প্রচলিত MRP পাসপোর্ট করার যে উপায় সেইভাবেই এই নতুন পাসপোর্ট করা হবে। ঢাকা ও আঞ্চলিক পাসপোর্ট অফিস থেকে আগের মতই পাসপোর্ট করা যাবে। ই-পাসপোর্টের জন্যে অন্যান্য তথ্যের সাথে বায়োমেট্রিক অতিরিক্ত তথ্য গুলো নেওয়া হবে।

ই-পাসপোর্ট ফি পাসপোর্টে পৃষ্ঠা সংখ্যার উপর ভিত্তি করে ৪৮ ও ৬৪ পৃষ্ঠা এই দুই ধরণের ই-পাসপোর্ট থাকছে। উভয় ধরণের পাসপোর্টে ডেলিভারি সময় অনুযায়ী আরও তিনটি ক্যাটাগরি রয়েছে। আর সে অনুয়ায়ী পাসপোর্টের ফি নির্ধারণেও রয়েছে ভিন্নতা।

আগের পাসপোর্টের কি হবে ই-পাসপোর্ট চালু হওয়ার সঙ্গে সঙ্গে এখনের এমআরপি পাসপোর্ট বাতিল হয়ে যাবে না। তবে কারও পাসপোর্টের মেয়াদ শেষ হয়ে গেলে তাঁকে এমআরপির বদলে ই-পাসপোর্ট নিতে হবে। বর্তমানে এমআরপি ডেটাবেইসে যেসব তথ্য আছে, তা ই-পাসপোর্টে স্থানান্তর করা হবে। আর ই-পাসপোর্ট চালু হবার পর নতুন পাসপোর্ট করতে চাইলে MRP এর বদলে ই-পাসপোর্ট নিতে হবে। এমআরপি ডাটা বেইসে যেসব তথ্য আছে তা ই-পাসপোর্টে স্থানান্তর করা হবে।

অনলাইনে আবেদন করা যাবে? ই-পাসপোর্টের আবেদন এখন যেরকম আছে তেমনই থাকবে। আপনি চাইলে অনলাইন থেকে পাসপোর্ট আবেদন করার ফর্ম পূরণ করে জমা দিতে পারবেন তবে ছবি, আঙ্গুলের ছাপ এবং চোখের আইরিশের ছবির জন্যে নিজে স্বশরীরে হাজির হয়েই আপনার আবেদনপত্র জমা দিতে হবে।

ই-গেট না থাকলে কিভাবে ইমিগ্রেশন হবে? বিমানবন্দর বা ইমিগ্রেশন পোর্ট সব জায়গাতেই ই-গেট থাকবে এবং পাশাপাশি প্রচলিত ইমিগ্রেশন ব্যবস্থাও থাকবে। তাই ই-গেট না থাকলেও প্রচলিত ইমিগ্রেশন পদ্ধতিতে সবাই যাতায়াত করতে পারবে। এছাড়া ই-পাসপোর্টে এমআরপি পাসপোর্টের মতো প্রথমে তথ্য সংবলিত দুইটি পাতা না থাকলেও সেখানে পাসপোর্ট বাহকের নাম, নম্বর, জন্মতারিখ ইত্যাদি তথ্য থাকবে। তাই ই-পাসপোর্ট দিয়েও প্রচলিত পদ্ধতিতে ইমিগ্রেশন পার হওয়া যাবে।
