Allies of Elon Musk stationed within the Education Department are considering replacing some contract workers who interact with millions of students and parents annually with an artificial intelligence chat bot, according to internal department documents and communications.
The proposal is part of President Trump’s broader effort to shrink the federal work force, and would mark a major change in how the agency interacts with the public. The Education Department’s biggest job is managing billions of dollars in student aid, and it routinely fields complex questions from borrowers.
The department currently uses both call centers and a rudimentary A.I. bot to answer questions. The proposal would introduce generative A.I., a more sophisticated version of artificial intelligence that could replace many of those human agents.
The call centers employ 1,600 people who field over 15,000 questions per day from student borrowers.
The vision could be a model for other federal agencies, in which human beings are replaced by technology, and behemoth contracts with outside companies are shed or reduced in favor of more automated solutions. In some cases, that technology was developed by players from the private sector who are now working inside or with the Trump administration.
Mr. Musk has significant interest in A.I. He founded a generative A.I. company, and is also seeking to gain control of OpenAI, one of the biggest players in the industry. At other agencies, workers from the newly created Department of Government Efficiency, headed by Mr. Musk, have told federal employees that A.I. would be a significant part of the administration’s cost-cutting plans.
A year after the Education Department oversaw a disastrous rollout of a new federal student aid application, longtime department officials say they are open to the idea of seeking greater efficiencies, as have leaders in other federal agencies. Many are partnering with the efficiency initiative.
But Department of Education staff have also found that a 38 percent reduction in funding for call center operations could contribute to a “severe degradation” in services for “students, borrowers and schools,” according to one internal document obtained by The Times.
The Musk associates working inside the Education Department include former executives from education technology and venture capital firms. Over the past several years, those industries have invested heavily in creating A.I. education tools and marketing them to schools, educators and students.
The Musk team at the department has focused, in part, on a help line that is currently operated on a contract basis by Accenture, a consulting firm, according to the documents reviewed by The Times. The call center assists students who have questions about applying for federal Pell grants and other forms of tuition aid, or about loan repayment.
The contract that includes this work has sent more than $700 million to Accenture since 2019, but is set to expire next week.
“The department is open to using tools and systems that would enhance the customer service, security and transparency of data for students and parents,” said Madi Biedermann, the department’s deputy assistant secretary for communications. “We are evaluating all contracts to assess effectiveness relative to costs.”
Accenture did not respond to interview requests. A September report from the Education Department describes 1,625 agents answering 462,000 calls in one month. The agents also handled 118,000 typed chats.
In addition to the call line, Accenture provides a broad range of other services to the student aid system. One of those is Aidan, a more rudimentary virtual assistant that answers basic questions about student aid. It was launched in 2019, during Mr. Trump’s first term.
Accenture reported in 2021 that Aidan fielded 2.2 million messages in one year. But its capabilities fall far short of what Mr. Musk’s associates envision building using generative A.I., according to the internal documents.
Both Mr. Trump and former President Joseph R. Biden Jr. directed federal agencies to look for opportunities to use A.I. to better serve the public.
The proposal to revamp the communication system follows a meltdown in the rollout of the new Free Application for Federal Student Aid, or FAFSA, last year under Mr. Biden. As FAFSA problems caused mass confusion for students applying for financial aid, several major contractors, including Accenture, were criticized for breakdowns in the infrastructure available to students and parents seeking answers and help.
From January through May last year, roughly three-quarters of the 5.4 million calls to the department’s help lines went unanswered, according to a report by the Government Accountability Office.
More than 500 workers have since been added to the call centers, and wait times were significantly reduced, according to the September Department of Education report.
But transitioning into using generative A.I. for student aid help, as a replacement for some or all human call center workers, is likely to raise questions around privacy, accuracy and equal access to devices, according to technology experts.
Generative A.I. systems still sometimes share information that is false.
Given how quickly A.I. capabilities are advancing, those challenges are potentially surmountable, but should be approached methodically, without rushing, said John Bailey, a fellow at the American Enterprise Institute and former director of educational technology at the Education Department under President George W. Bush.
Mr. Bailey has since become an expert on the uses of A.I. in education.
“Any big modernization effort needs to be rolled out slowly for testing, to see what works and doesn’t work,” he said, pointing to the botched introduction of the new FAFSA form as a cautionary tale.
“We still have kids not in college because of that,” he said.
In recent weeks, the Education Department has absorbed a number of DOGE workers, according to two people familiar with the process, who requested anonymity because they were not authorized to discuss the department’s security procedures and feared for their jobs.
One of the people involved in the DOGE efforts at the Education Department is Brooks Morgan, who until recently was the chief executive of Podium Education, an Austin-based start-up, and has also worked for a venture capital firm focused on education technology, according to the two people.
Another new staffer working at the agency is Alexandra Beynon, the former head of engineering at Mindbloom, a company that sells ketamine, according to those sources and an internal document.
And a third is Adam Ramada, who formerly worked at a Miami venture capital firm, Spring Tide Capital, which invests in health technology, according to an affidavit in a lawsuit filed against the Department of Government Efficiency.
None of those staffers responded to interview requests.

I had been waiting patiently for some time now. I used to struggle so much with sitting still, but Miss Carniscia makes it so easy. All day, little instant messages sent to the chatbox in my peripheral vision, love notes and commands for what to do next. Some of them are automated, I think, reminders to eat and take my medication, but plenty are handwritten just for me. She keeps me warm and fuzzy, sending me messages calling me cute, and telling me all of the… the things she’s going to do when she gets home… I can’t help but rub my thighs together. I know she’s very aware of the effect she has on me, and that only makes me more excited. I don’t answer much, other than short notes back. I get too flustered, and I can’t think good… clearly. I can’t think clearly.
I blink and move to the medicine cabinet like she says, taking out the pills she leaves me and swallowing. She could give me all of my doses herself, but she knows I like the schedule and the independence. Because I am independent, even if she has me living here until I can get back on my feet. I even signed those stupid “Floret” documents, just so I could get some better implants. Plus, it made her happy, and I really like Miss Carniscia. But, she’s assured me many times, as soon as I’m ready to be independent, I just have to step out of the front door. Then we can keep dating on equal footing. Like it should be.
Well, regardless, I took my lunch meds and ate some food, and I don’t have much else for today… I sit down in front of the door. The text readout in the corner of my eye says something, and I have to focus to read it.

I feel a shiver run down my spine as I read it, and I feel that tingling metallic sensation when you start salivating heavily coat my mouth. I hate it when she teases like this. My hand wanders unconsciously to that spot between my thighs, the little miniskirt she keeps me in tented up embarrassingly… When I get an idea. Revenge.
I pick the little miniature device, no larger than the head of a pin, from behind my ear and toss it into the air. The small object, a camera and AR interface that I use (mostly because I have no pockets), floats and presents a little transparent interface. Camera app, selfie, timer… I strike my most adorable pose, making sure my tented little skirt is clear in frame but not quite centered, and let the camera click.
I hit send.

Miss Carniscia walks up to her hab unit in an exceptionally bright mood. She steps up the three little stairs, built too large for Terrans to climb comfortably without help, walks to her hab unit, and stands in front of the door. She knows I can feel her bio rhythm, can anticipate exactly what happens next. She knows just how much I love it, too. How the wait, the game, the chase itself is addictive. I nibble at my bottom lip and stare at the door handle. I’m not sure if it’s the drug or the anticipation, but I end up drooling like a dog. Finally, finally, the door knob turns.
“Hello, my little petal~ Someone got too excited to wait anymore, didn’t they?”
I respond by pawing at her shins, a beautiful tapestry of leaves and flower petals, a form crafted lovingly in the pattern of a long flowing dress out of the anatomy of a carnation. I whine, any semblance of disobedience or pesky independence melted into a puddle of puppy-thoughts. I tell myself it’s the drugs. Of course she’d spike my medication, just to get me all stupid for her, keep me reliant…
“There’s my sweet little girl~... Well, unfortunately for you, my rosebud, you’ve already made quite the spectacle for your Mistress at work. I had to come home just to make sure you wouldn’t get into trouble! Don’t fret though, little one, Mistress has just the solution~”
I shiver in anticipation and nod, excited for what she has in store. The fear of being punished mixes beautifully with the thrill of being owned, only aided by the freedom of knowing I don’t have to pretend to be independent, to be strong. It’s the drugs! And that lets me give in, give in to her- wait, what is-
Miss Carniscia lets a long vine fall from her shoulder, snaking across the ground and slithering up my body. She takes special care to wrap it around my waist, my thighs, slipping under clothes and teasing me where I want it most-- My breath hitches and I shut my eyes tight. The vine wraps finally around my throat, restricting my breath to short, ragged gasps. She forces me head upwards, her hand tangling in my hair and yanking me backwards.
“Isn’t it so much better this way, pet? Mmmm… time for you to earn it, mutt.”
The whimper that escapes my lips is barely audible between choked gasps. She doesn’t bother to pick me up, just walking to the bedroom and dragging me behind her, vine wrapped around my neck as a makeshift collar and leash. I crawl after her as best I can, but stumble multiple times. She’s moving too fast- there’s a step going from the entryway into the hallway, and it’s too big for me to make smoothly. She doesn’t care, pulling me along behind her as I whimper.
“Come on puppy! You can do it, good girl~”
The praise is enough to keep me going. I crawl behind her and finally make it to the bedroom. I silently thank the heavens she doesn’t make me climb up onto the bed, it being as tall as I am. She lifts me and sets me down on the mattress
“Oh, what a good girl you are… Good job, little Petal, time for your reward!”
I sit on the mattress, kneeling in front of her as her form mutates, the leaves and flower petals that make up her beautiful dress morphing into a far more revealing evening slip. The vines around my neck slip down to my wrists and ankles, more long, green tendrils exuding from her body and wrapping me up. She used her hand to grab a collar off the desk, an inefficient gesture. She's being clear enough without speaking: She's going to tame me, at least for tonight.
I look up at her. It's all I can do, look up at her and plead silently. My tongue feels fat and imprecise, lolling and swirling lazily in my mouth without purpose. She laughs at me, gliding back to the bed with the collar in hand.
“You ought to know why I'm doing this.”
I nod.
“Say it, Petal.”
I open my mouth. A small croaking noise comes out as I try to remember how to speak, what muscles to tense or manipulate to form words without jawing at her like a pig. The clumsiness of my face makes me blush, feeling stupid.
“Poor thing. Take your time.”
“I-... I-- I'fve b-ben a bad gur-l…?”
The affini’s face lights up in joy, her face etched with pride and glee.
“Good girl!! That's right, you've been naughty, and now Miss Carniscia has to teach you a little lesson!”
“...I-Izzit gunna hurt?”
“Oh don't worry, petal, nothing you can't handle.”
I find myself nodding and kneeling to her, on my knees and elbows, lowering my head in submission. My thoughts are singular: I've been bad, and I need to be punished. I feel the collar tighten around my neck, and another pathetic noise escapes my lips. Then, the vines lazily wrapped around my arms and legs pull taught and spread me out on the bed, my legs hanging off the side.
“Now be a good girl and count for your Mistress.”
A second of confusion is quickly interrupted by the sharp feeling of a riding crop striking my ass, my skirt lifted up by a vine. The drugs make it hard to speak, but they elevate every light touch into a searing fountain of pleasure on my skin. It's hard to bear the pleasure, much less the pain. Every light strike feels like my body’s being ripped in to pieces, like a flaming hot whip being struck across my backside. I whimper, take a moment to gather my thoughts, and manage to stumble out some speech.
“O-o-one Mistress! I'm s-sorry Mistress!!!”
“Look at that, so obedient… Just how I like you. You didn't even need me to tell you, and you spoke your apology perfectly. Such a smart little puppy!”
The praise makes me nauseatingly happy, like I'll pass out from the sheer pride and joy I feel in my chest. Another strike crashes into me like a school bus.
“AHh- Two, Mistress! I'm s-so sorry Mistress!!”
“Good girl. Three more to go, my sweet flower.”
I bite down on my lip, but before I can fully sink my teeth down she worms a vine into my mouth, wrapping it around the back of my head like a gag. Because of this, I don't try to count the next intoxicating strike. This is a mistake.
After she hits me, she waits. Then, she hits me again. A whimper falls out of me, but the gag muffles it. She hits me again. I'm almost crying now. She leans down, inches, millimeters away from my face, and whispers into my ear.
“You'll have to do better than that, sugarplum. Count. We're still on number three, if you've lost track.”
I look up at her, tears brimming in my eyes, and nod desperately. There's some thing inside of me, some deep, buried fear of being bad, of being abandoned. I can't disobey. I cannot.
As another strike lands across my ass, now reddening and bruising, I try my best to scream through the vines that gag and bind me. The result is completely incoherent, but she seems to understand what I'm saying.
“Much better. Two left, puppy.”
I nod and close my eyes tight, ready to receive the same searing, agonizing pain. I'm not disappointed, feeling another sharp crack against my tender skin. I scream out my answer again, still hopelessly muffled. I thank the heavens and the stars that she's not testing coherence, just obedience.
“That’s four. One more to go, little one.”
The last whip is enough to send me over the edge, desperately crying and begging for mercy through the vines. She leans down, staring at my ruined form with unabashed glee as I whimper and writhe against the bonds, pleading for a shred of mercy.
“Don’t worry, little puppy, we're all done. You were such a good girl for your Mistress, weren't you- Oh look at that, you're so broken you think you have to keep begging! That doesn't mean stop, mutt. Beg for mercy~”

That final word causes her glowing eyes to dilate and her vines to wrap further around my body, her form stretching out and standing tall, her shoulder blades unfurling like great, massive wings, blocking the light from the ceiling, picking my body up like a limp ragdoll.
“Say that last part one. More. Time?”
I nod and stumble over the words.
“N-Nothing!! Nothing at the f-f-feet of my G-Goddess!!”
I see a shiver run through her body- A hunger I don't recognize spreads through every inch of her, and she looks back at me like a predator. Her words fall out as a growl, a deep, inhuman sound rumbling not from her mouth but from down, in the dark crevice of her chest, like her core is speaking straight to me.
“Good fucking girl.”
The vines around my body lay me down on the bed, not even bothering to flip me on my stomach. My heart is beating out of my chest, every nerve ending and vein in my body straining with an overload of input. I feel like my body is drowning in flames of pleasure as she rips off what little clothing I'm wearing. We've been together for months, we've had sex a few times but this… this isn't that. This is something different, something Terrans don't understand.
I think about protesting, about telling her no. I would, just to show I'm not yet hers, but… God it feels so good, it feels so so good and I don't want it to stop- I've already handed her my dignity, I see no point in protecting my freedom now. She speaks to me again, that same deep, terrifying roar.
“I am going to make you mine and you are going to stay that way.”
I whimper something strange and unlike myself, but as soon as I think to question it, I feel a dozen needles entering my stomach.

Automation scientist Yu Zheng and colleagues wanted to find new solutions to improve our cities, which are fast becoming congested and concrete. They developed an AI system to tackle the most tedious, computational tasks of urban planning – and found it produces urban plans that outperform human designs by about 50 percent on three metrics: access to services and green spaces, and traffic levels.

Ganesh Shankar, CEO and Co-Founder of Responsive, is an experienced product manager with a background in leading product development and software implementations for Fortune 500 enterprises. During his time in product management, he observed inefficiencies in the Request for Proposal (RFP) process—formal documents organizations use to solicit bids from vendors, often requiring extensive, detailed responses. Managing RFPs traditionally involves multiple stakeholders and repetitive tasks, making the process time-consuming and complex.
Founded in 2015 as RFPIO, Responsive was created to streamline RFP management through more efficient software solutions. The company introduced an automated approach to enhance collaboration, reduce manual effort, and improve efficiency. Over time, its technology expanded to support other complex information requests, including Requests for Information (RFIs), Due Diligence Questionnaires (DDQs), and security questionnaires.
Today, as Responsive, the company provides solutions for strategic response management, helping organizations accelerate growth, mitigate risk, and optimize their proposal and information request processes.
What inspired you to start Responsive, and how did you identify the gap in the market for response management software?
My co-founders and I founded Responsive in 2015 after facing our own struggles with the RFP response process at the software company we were working for at the time. Although not central to our job functions, we dedicated considerable time assisting the sales team with requests for proposals (RFPs), often feeling underappreciated despite our vital role in securing deals. Frustrated with the lack of technology to make the RFP process more efficient, we decided to build a better solution.  Fast forward nine years, and we’ve grown to nearly 500 employees, serve over 2,000 customers—including 25 Fortune 100 companies—and support nearly 400,000 users worldwide.
How did your background in product management and your previous roles influence the creation of Responsive?
As a product manager, I was constantly pulled by the Sales team into the RFP response process, spending almost a third of my time supporting sales instead of focusing on my core product management responsibilities. My two co-founders experienced a similar issue in their technology and implementation roles. We recognized this was a widespread problem with no existing technology solution, so we leveraged our almost 50 years of combined experience to create Responsive. We saw an opportunity to fundamentally transform how organizations share information, starting with managing and responding to complex proposal requests.
Responsive has evolved significantly since its founding in 2015. How do you maintain the balance between staying true to your original vision and adapting to market changes?
First, we’re meticulous about finding and nurturing talent that embodies our passion – essentially cloning our founding spirit across the organization. As we’ve scaled, it’s become critical to hire managers and team members who can authentically represent our core cultural values and commitment.
At the same time, we remain laser-focused on customer feedback. We document every piece of input, regardless of its size, recognizing that these insights create patterns that help us navigate product development, market positioning, and any uncertainty in the industry. Our approach isn’t about acting on every suggestion, but creating a comprehensive understanding of emerging trends across a variety of sources.
We also push ourselves to think beyond our immediate industry and to stay curious about adjacent spaces. Whether in healthcare, technology, or other sectors, we continually find inspiration for innovation. This outside-in perspective allows us to continually raise the bar, inspiring ideas from unexpected places and keeping our product dynamic and forward-thinking.
What metrics or success indicators are most important to you when evaluating the platform’s impact on customers?
When evaluating Responsive’s impact, our primary metric is how we drive customer revenue. We focus on two key success indicators: top-line revenue generation and operational efficiency. On the efficiency front, we aim to significantly reduce RFP response time – for many, we reduce it by 40%. This efficiency enables our customers to pursue more opportunities, ultimately accelerating their revenue generation potential.
How does Responsive leverage AI and machine learning to provide a competitive edge in the response management software market?
We leverage AI and machine learning to streamline response management in three key ways. First, our generative AI creates comprehensive proposal drafts in minutes, saving time and effort. Second, our Ask solution provides instant access to vetted organizational knowledge, enabling faster, more accurate responses. Third, our Profile Center helps InfoSec teams quickly find and manage security content.
With over $600 billion in proposals managed through the Responsive platform and four million Q&A pairs processed, our AI delivers intelligent recommendations and deep insights into response patterns. By automating complex tasks while keeping humans in control, we help organizations grow revenue, reduce risk, and respond more efficiently.

Advancements in cloud computing have enabled greater efficiency, collaboration, and scalability. Responsive has been instrumental in helping companies like Microsoft and GEODIS streamline their RFP processes. Can you share a specific success story that highlights the impact of your platform?
Responsive has played a key role in supporting Microsoft’s sales staff by managing and curating 20,000 pieces of proposal content through its Proposal Resource Library, powered by Responsive AI. This technology enabled Microsoft’s proposal team to contribute $10.4 billion in revenue last fiscal year. Additionally, by implementing Responsive, Microsoft saved its sellers 93,000 hours—equivalent to over $17 million—that could be redirected toward fostering stronger customer relationships.
As another example of  Responsive providing measurable impact, our customer Netsmart significantly improved their response time and efficiency by implementing Responsive’s AI capabilities. They achieved a 10X faster response time, increased proposal submissions by 67%, and saw a 540% growth in user adoption. Key features such as AI Assistant, Requirements Analysis, and Auto Respond played crucial roles in these improvements. The integration with Salesforce and the establishment of a centralized Content Library further streamlined their processes, resulting in a 93% go-forward rate for RFPs and a 43% reduction in outdated content. Overall, Netsmart’s use of Responsive’s AI-driven platform led to substantial time savings, enhanced content accuracy, and increased productivity across their proposal management operations.
JAGGAER, another Responsive customer, achieved a double-digit win-rate increase and 15X ROI by using Responsive’s AI for content moderation, response creation, and Requirements Analysis, which improved decision-making and efficiency. User adoption tripled, and the platform streamlined collaboration and content management across multiple teams.
Where do you see the response management industry heading in the next five years, and how is Responsive positioned to lead in this space?
In the next five years, I see the response management industry being transformed by AI agents, with a focus on keeping humans in the loop. While we anticipate around 80 million jobs being replaced, we’ll simultaneously see 180 million new jobs created—a net positive for our industry.
Responsive is uniquely positioned to lead this transformation. We’ve processed over $600 billion in proposals and built a database of almost 4 million Q&A pairs. Our massive dataset allows us to understand complex patterns and develop AI solutions that go beyond simple automation.
