This seems to be a common misconception that I had no idea about when writing this! Fresh water DOES effect them as well, here’s Odas explanation.
So the argument shouldn’t have been about him being salt water or fresh water. It should’ve been about whether BECOMING water counted as being submerged in it. We return to the age old and extremely stupid debate -
