What does “It Would Make Him Better (Negative)” and “It Would Make Him Worse (Positive)” mean?
I usually leave that up interpretation, but my own personal interpretation is this
It would make him better (Negative): Testosterone would help him so much that my blorbo would not longer be riddled with that delicious angst potential, and that would make me sad.
It would make him worse (Positive): Testosterone and transition would cause a myriad of other problems, such as removing a barrier in his self confidence (as a result of dysphoria) that would make him turn full villain. This would up the delicious angst potential, which makes me evil laugh with delight.

Propaganda: A large part of Ashley's character arc is exhibiting hatred and distrust of people around her, large in part to internalized issues. He's probably hating on the male alien population of the Normandy cause he wishes he could be them.

Propaganda: A large part of his character Arc in season 1 is the fight between Powder and Jinx as they relate to his own identity. This culminates in the last episode, where other people are fighting for "their version" of him to win. This idea of people trying to tell you who you are when you're already confused about it is very transmasculine. I don't think it would help in the class war, however.

Propaganda: Max Caulfield, along with having the trope of "neutralized version of a feminine name," seems to fit the mold of someone insecure in themselves that a lot of trans people embody, specifically before realizing they are trans. He has not found confidence in his personhood, his body (as heavily implied by environmental storytelling, check the wiki), and his artistic expression because of gender dysphoria. Plus, all trans men should have inexplicable superpowers.
