Not bringing Cas back would just be poor writing and here is some reasons why.

Dean would never let Cas rot in the empty, no matter if he felt the same way or not. He sees him as a member of the family.

The empty has been such a big part of this season, it wouldn't make sense to just ignore it.

...

There is a possibility that Jack would bring him back even though he wanted to stay hands off. Cas was a father to him.

I don't mean to get your hopes up, but it is still a possibility.
