Shigaraki can’t used danger sense cause Deku isn’t actively trying to kill him

Unless Horikoshi wants it to, because unfortunately Danger Sense has never been well-defined nor consistent in its application.

But regardless, I think the issue here is that Izuku was heavily relying on Danger Sense, and Tomura wanted to remove it to hinder Izuku rather than use it for himself.
