A couple of reasons:

People often overestimate how well they use their lower functions and for xSFPs that would be Te and Ni

The more miserable and stressed people are, the higher risk they are of falling lower in their cognitive function stack 

Productivity, action, achievement, strength, blunt honesty, and other normal human behaviors are often mistaken for high Te 

High Se is also often mistaken for high Te

And finally, these xSFPs are usually enneagram 4s or 7s which means they very often confuse freedom for power. Freedom is the absence of other people’s influence on your life, but power is the presence of your influence on other people’s lives. The main reason for this confusion is due to the classic xxFP (and also xxTP) struggle of “me against the world.” In the minds of many xxFPs, freedom is synonymous with power due to the amount of strength, energy, and effort it takes to resist the oppressive outside world they perceive threatens their individuality, values, needs, priorities, etc. This is why some of them can mistype as enneagram 8s, also commonly associated with xxTJs. Freedom is internal facing, but power is external facing-- they’re not the same thing. 

This is a very common mistype on the internet.

This struggle is less present in xxTJs (and also xxFJs) because these types are able to better compartmentalize, they tend to feel less conflict between their personal needs and society’s systems. Even though they may acknowledge deep flaws in these systems, at the very least, they can better reconcile why these systems exist in the first place. They understand why systems are necessary to govern billions of people, wield humanity’s potential cohesively, and advance civilizations’ goals. They also tend to be more willing to navigate within these systems, build them, fix them, conquer them, and eventually command them which is why you see an overrepresentation of ExxJs in leadership roles throughout history.
