Although the headline sounds bad, when you read the actual article it turns out what Labour is saying is that it promises to implement the recommendations from the 2022 inquiry that was ignored at the time.
"We can not possibly ask victims to go through that again when not one single one of those recommendations has been implemented."

Labour is putting together a "homelessness reduction unit" to tackle the horrifyingly high levels of homelessness induced by austerity and COVID.
Homelessness is something Labour have been really good at tackling in the past; Blair's Rough Sleeping Unit reduced homelessness by two-thirds after just 4 years in power:
