I normally don't answer these, but here's the answer:
Technically, everybody's right! A driver with a dog allergy may LEGALLY deny service to a person with a service dog ONLY if the allergy (or phobia) is severe enough that it will prevent the driver from providing their service.
If the allergy or phobia does NOT impede service, then it is ILLEGAL to deny the ride.
In the USA, a driver arrives to pick up a customer. Upon arrival, they find the passenger has a leashed dog with them. The passenger claims the dog is a service animal, not an emotional support animal. The driver claims they are allergic to dogs, and denies service.
