Headcanon about alcohol at NRC:
So, my headcanon is that a vast majority of places in the twst universe allow for drinking at age 18, including on Sage's Island. Which means that technically, pretty much all juniors and some sophomores can drink.
However, NRC is a dry campus, primarily because mixing alcohol and new mages is a bad combination. A school rule (since students are expected to uphold the NRC school image) is that they really aren't allowed to be drinking when they're not on campus either.
(This rule is pretty flexible- for example, if Vil had decided to get some champagne or something when he was in Maquillaville, he probably could have gotten away with it, since no one would have known. Typically, as long as you're doing it off the island, no one's going to know or care.)
Naturally, students have been trying to skirt this rule for as long as it's been in place. The issue is that, while there are plenty of places on Sage's Island to buy alcohol, most of them are aware of who the NRC students are and won't serve them (because there have been an unfortunate number of incidents of NRC students getting drunk, belligerent, and using magic irresponsibly, and no one wants to deal with that.)
(RSA students are also not allowed to have alcohol, but they're all goody-two-shoes and would never try to sneak past that rule.)
Even if students manage to get alcohol, they pretty much always have to store/drink it off campus, because the housewardens are tasked with running regular inspections on their dorms to confiscate alcohol. No one wants Riddle to find their stash (immediate beheading!), Azul's not pleased about having drinks in his dorm that might prevent people from buying his overpriced mocktails (he's tried to get bribe Crowley into letting him have a liquor license, but that's a line the headmage won't cross), Kalim's not mad about it, but Jamil really insists on the 'no alcohol' rule (he doesn't want there to be drinks in the dorm that he doesn't know about- someone could slip Kalim something) and Kalim will show you a good party doesn't need alcohol anyway, and Vil doesn't mind alcohol per se, but most students massively overindulge, which is extremely bad for you and unbecoming besides.
Idia honestly doesn't reinforce this rule at all, but he doesn't like that people sometimes get rowdy when drunk, so he leaves it up to Ortho, who can locate alcohol with uncanny accuracy and act as a breathalyzer, so you really can't drink in Ignihyde, either. Diasomnia and Savanaclaw are the best dorms to get sneak alcohol into. The latter because Leona doesn't care about enforcing that rule and, Ruggie, when Leona makes him do it, can be convinced to let it go with a crisp thirty thaumarks. The former because Malleus also is a bit too absent to reinforce the rule, and Lilia more or less has the opinion of 'kids should have fun!' so he's not going to stop anyone. However, Diasomnia is also the dorm most worried about trying to sneak alcohol past their housewarden, so they're the dorm with the least incidents of alcohol anyway.
(Naturally, the freshman gang is rather stymied by this- Sebek and Jack are the only students in dorms where they could potentially get away with sneaking alcohol onto campus, and they're way too straight edge to ever consider doing it.)
(There was, at one point, some consideration toward just adding a spell to the campus barrier that would prevent alcohol from even getting onto campus- try to bring a bottle of wine through the barrier, and you'd end up with just a bottle of grape juice. This ran into two issues: One, the spell couldn't determine between drinkable alcohol and alcohol used for cleaning and medicinal purposes. Two, the teachers complained pretty heavily that the spell would mean they can't have booze at staff parties anymore. And also they can't put vodka in their coffee in the morning to deal with all these little brats, but they didn't say that one out loud.)

"Twst follows a European/American-style system, so compulsory education is until the age of 16. NRC is considered a 'high school/technical college,' so everyone enters at 16.
In Japan high school enrollment is typically at age 15, but in this case, everyone is one year older.
This means that if you celebrate your birthday during your second year of school, you become an adult (18 years old).
NRC follows the European/American-style system that begins in September. This is the reason why birthdays started in September.
It was briefly mentioned in the story, but Ace is what would be considered 'late-born' in Japan (born in September, the oldest of the first years), while Riddle is 'early-born' (born in August, the youngest in the second year).
In the game, the age/gender of the prefect are not set and there are events like birthdays...(laughs).
The characters don’t refer to each other's ages, but on the official website they are listed as how old they were when the prefect was summoned.
NRC is essentially a technical school. Although there is what is uniformly called a middle school, the systems likely differ depending on a person's country of origin, and there are also a fair number of students who are homeschooled."
