I'd argue that the parallels between Francis and Reba and Hannibal and Will, both individually (Reba/Will, Francis/Hannibal) and as pairs are greatly important! I actually wrote part of a research essay on their parallels in the show back in college:

Throughout the television series, Hannibal, there are several instances of transformation, or “becoming”, as it is called in the show (“The Wrath of the Lamb”). Francis Dolarhyde (Richard Armitage) becomes the Great Red Dragon, Alana Bloom (Caroline Dhavernas) becomes twisted by the need for revenge, Bedelia Du Maurier (Gillian Anderson) becomes dinner, Will becomes Hannibal, and Hannibal becomes human.

Two of these characters, Hannibal and Francis, are serial killers and are portrayed as monstrous beings. In her paper, “This is My Becoming: Transformation, Hybridity, and the Monstrous in NBC’s Hannibal”, Jacquelin Elliott touches on Hannibal and Francis’ emotional capabilities as monsters and how they affect their respective love interests, Will and Reba McClane (Rutina Wesley). Elliot states,

“The empathy of these monsters [Hannibal Lecter and Francis Dolarhyde] is genuine… which allows characters to mutually accept each other’s inner abjectivity. Harris and Fuller appear equally interested in critiquing these characters’ abject positions rather than simply assigning blame to Will and Reba for having made the mistake of falling in love with someone who made them feel like a person” (Elliott 257).

Will and Reba each have their own disabilities that cause them to feel less than in society, Will with his empathy disorder and overactive imagination, and Reba with her blindness. However, when Will and Reba see the true colors of these people that make them feel human, they have different responses. Reba responds to Francis’ attempt on her life by ridding herself of him, whereas when Hannibal tries to kill Will, he responds with violence of his own.

In season three episode thirteen, “The Wrath of the Lamb”, Will meets Reba where she is staying at the hospital. They have a conversation about Francis’ violent acts where Reba claims “I drew a freak”. Will responds by shaking his head and saying, somewhat despondently, “You didn’t draw a freak. You drew a man with a freak on his back. There is nothing wrong with you.” The way that Will avoids looking at Reba, despite the fact that she cannot look back at him and judge him with her eyes, almost makes it seem like self-reflection when he tells her this. It’s a comfort to himself to say this, to tell himself that there is nothing wrong with him and that Hannibal is just a man. Hannibal is someone that he can handle, someone that he can kill, and someone that he can love.

The other difference between Hannibal’s relationship with Will, and Francis’ relationship with Reba, is the level of monstrosity that Hannibal and Francis experience. Both men are serial killers, which I would argue is automatically a red flag, but the difference is that while Francis is becoming more animalistic, Hannibal is becoming more human.

Don't count them out because while their interactions may not be as interesting as Hannibal and Will's, they do quite a bit to hold up the story on their own!

Unpopular opinion or not?: Francis and Reba are the most boring characters in the entire show. Their scenes felt endless.

I read somewhere that Francis is most interesting in the books.

I like the parallel Francis & Reba/ Will & Hannibal but otherwise I feel the same about them. I sometimes even skip all their scenes to get to the hannigram parts. There it is, I said it.
