"Beginning in April, the Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) will require persons in those ZIP codes—estimated to be more than one million Americans—to be reported if they try to spend more than $200 in cash or cash equivalent on items like money orders and traveler's checks. That’s a dramatic expansion of the standard $10,000 cash reporting requirement.
The new Geographic Targeting Order (GTO), which has, as its stated purpose, "to further combat the illicit activities and money laundering of Mexico-based cartels and other criminal actors along the southwest border of the United States," was quietly introduced this week. The GTO requires all money services businesses (MSBs) located in 30 ZIP codes across California and Texas to file Currency Transaction Reports (CTRs) with FinCEN at a $200 threshold for cash transactions. The threshold for all other areas remains $10,000.

While the goal of the GTO is allegedly to target cartels (who knew that drug cartels relied on Western Union?), the new rule has the potential to ensnare those who rely on MSBs more heavily than traditional financial institutions, including the unbanked. According to the Federal Deposit Insurance Corporation (FDIC), a household is considered unbanked if no one in the household has a checking or savings account at a bank or credit union. In 2023, 4.2 percent of U.S. households—about 5.6 million households— were unbanked.
Unbanked rates are higher for certain populations, including lower-income and single-parent households. Rates are also higher for minority populations, including Black, Hispanic, and American Indian or Alaska Native households, and working-age households with a disability. For working-age households with a disability, the unbanked rate in 2023 was 11.2%—that's three times higher than the unbanked rate among working-age households without a disability. For single-parent households, the unbanked rate was 12.3%—more than five times higher than the unbanked rate among married-couple households with one or more children."

So far, no one has sounded the alarm on the GTO. That may be because not many people are talking about it. Those that are, including the Cato Institute, worry about the erosion of privacy guardrails. There is also a concern that this is just a first step—and expanded reporting requirements could be in the cards for any organization, ZIP code, or geographic area.
When asked specific questions about the Order, including how the ZIP codes and limit were selected and whether the reporting requirements might simply drive more financial transactions underground, FinCEN declined further comment beyond pointing to the press release and Order."

Blue Shield of California’s decision to use a third-party tracker – Google Analytics – on its sites has led to what the health insurance company calls a potential data breach that may have resulted in protected health information getting shared with Google Ads.
The notice about the breach was issued on April 9, while the discovery about a Google Analytics configuration that allowed for Google Ad’s access to sensitive data was made on February 11 of this year.
However, the time period while the configuration was in place spanned almost three years – from April 2021 until January 2024, when the connection between the two Google services was “severed” on Blue Shield’s sites.
The data Blue Shield says was “likely” used by Google for its targeted advertising of those affected potentially included insurance plan details, patient name, their fiscal responsibility, family size, gender, city, ZIP code, insurer-assigned identifiers for medical claim service data and service provider, “Find a Doctor” search criteria (location, plan name and type, provider name and type).

Where Warehouses Are Built, Air Pollution Follows
The footprint of warehouses in the Los Angeles area is associated with higher levels of fine particulate pollution (PM2.5) in the air, recent research shows.
Scientists analyzed patterns and trends in atmospheric PM2.5 concentrations and found that ZIP codes with more or larger warehouses had higher levels of PM2.5 and elemental carbon than those with fewer warehouses. Elemental carbon is a type of PM2.5 that is produced by heavy-duty diesel engines. The NASA-funded study was published in September 2024 in GeoHealth.
This visualization shows the average concentration of PM2.5 pollution in the Los Angeles region from 2000 to 2018, along with the locations of nearly 11,000 new or existing warehouses during the same period. Areas with higher concentrations of PM2.5 are shown in dark orange, and locations of warehouses are indicated by small black dots (many of them clustered closely together).
The PM2.5 data came from models based on satellite observations, including from NASA’s MODIS (Moderate Resolution Imaging Spectroradiometer) and ASTER (Advanced Spaceborne Thermal Emission and Reflection Radiometer) instruments. The warehouse locations were derived from a commercial real estate database.
PM2.5 particles measure 2.5 micrometers or less and can be inhaled into the lungs and absorbed into the bloodstream. Particulate pollution has been linked to respiratory and cardiovascular diseases, some cancers, and adverse birth outcomes, including premature birth and low infant birth weight. As the e-commerce boom of recent decades has spurred warehouse construction, pollution in nearby neighborhoods has become a growing area for research.
