When state lawmakers this past week put the brakes on a plan to rescue BART and other ailing transit systems, a key concern was that the proposed toll increases at Bay Area bridges to pay for the bailout would wallop low-paid workers who cross those spans to get to their jobs.
But the question of who would bear the burden of a $1.50 bridge toll hike — the working poor or the well-off — is hardly settled, as both sides of the debate point to data and arguments that back their claims. The answer will be key to selling the bailout plan as legislative advocates strategize a fresh pitch for early next year.
In a letter this month to Gov. Gavin Newsom and state legislative leaders, seven Bay Area congressional representatives with deep reservations about the toll hike plan demanded an analysis of its impact on “low-income or car-dependent commuters.”
The congressional delegation cited Metropolitan Transportation Commission data that 59% of bridge toll payers come from Alameda, Contra Costa and Solano counties and research that delinquent toll fines are concentrated in impoverished ZIP codes. The Bay Area Council, a business-sponsored public-policy advocacy organization opposing the toll hikes, said its research found toll payers are “statistically lower income, have lower levels of education and are disproportionately people of color.”
Not so fast, said SPUR, an urban-planning research group backing the toll hikes. In a new analysis this month, SPUR said “transit riders are more likely than bridge drivers, and the population as a whole, to have low incomes, to be people of color, or to be members of other disadvantaged groups,” while “drivers crossing bridges as a whole are financially better off.”
Who’s right? The two sides say it depends on how you slice the numbers, though there’s little dispute the transit systems face a sobering financial reckoning.
The Bay Area’s bridges and transit systems have been on divergent paths since the pandemic. Road and bridge traffic has largely returned to pre-pandemic gridlock, but many transit riders haven’t come back since the lockdowns, in part due to the remote work rise and what surveys show are crime and cleanliness concerns. Caltrans data show monthly traffic on the Bay Bridge hit 3.7 million in June, close to the 4 million a month in June 2019. BART had 4.2 million monthly riders in June, 41% of the pre-pandemic 9.8 million.
That has crippled the finances of transit agencies that rely on fare revenues to run their trains and buses, and have hollered they’re heading off a “fiscal cliff” in coming years as federal pandemic aid runs out. Transit agencies say that will force drastic service cuts without a financial bailout.
State officials made additional transit funding available in the current state budget. And SB 532 by state Sen. Scott Wiener proposed additional help from a $1.50, five-year toll hike on seven state-owned Bay Area bridges — the Antioch, Benicia-Martinez, Carquinez, Dumbarton, Richmond-San Rafael and San Mateo-Hayward and Bay Bridge — but not the Golden Gate.
The toll hike was to provide interim transit funding while regional authorities consider asking voters to bless a 2026 long-term funding measure to help stabilize transit finances. But Wiener, a San Francisco Democrat, said this week in the face of growing opposition to the bill that it needs more time and won’t be considered until next year.
A $1 increase already is scheduled starting in 2025, the fourth hike on those bridges in six years, which voters approved in 2018 to fund road and transit improvements.
A Bay Area Council analysis using MTC and U.S. Census data found that 63% of Northern California workers who must cross a state-owned bridge to get to work are employed in San Francisco, San Mateo and Santa Clara counties. The group found median incomes were $3,400-$15,000 lower for the bridge commuters driving in from more affordable communities than for workers who didn’t have to cross bridges to get to work.
SPUR in its recent analysis said MTC and Census data “provide an incomplete picture” of bridge-crossers. So the group teamed up with data company Replica to analyze information from the census, traffic counts, cell phones, credit card transactions, Fastrak and toll payments, and other public and private sources to assess toll hike impacts.
SPUR’s analysis found household incomes of bridge drivers on average are $22,000 more than incomes of BART riders, with more than 40% topping $150,000 a year. And more people took BART to work (26%) than bridges (17%) last fall. Two-thirds of bridge crossers traveled just once a week, with just 5% crossing five times a week, indicating most bridge crossers aren’t regular commuters.
SPUR added that the findings show a toll hike could be tailored to ease the burden on those regular drivers, with perhaps weekly toll caps or means-based discounts.
Bay Area Council spokesman Rufus Jeffris said the group doesn’t dispute SPUR’s findings, “we just looked at a different subset of bridge crossers that we think is more reflective of the people who would be most impacted by a toll increase, frequent commuters who are the ones that most regularly use the bridges.”
At the Berryessa BART station in San Jose, Parag Phadke, who had ridden BART home from the San Francisco airport and admitted he’s an infrequent bridge crosser, said he’d be fine with a $1.50 toll hike to help keep the transit system afloat but that it should be put to a vote.
“BART’s not cheap either,” said Phadke, 53. BART from SFO to Berryessa costs those ineligible for discounts nearly $15, while it currently costs $7 to cross the bridges that would be subject to the toll hike. An extra $1.50 would still be less than the $8.75 Fastrak cost to cross the Golden Gate.
Wiener said the bridge toll plan, which would only cover half of transit agencies’ projected shortfalls, remains an option to be considered.
“Everything’s on the table,” Wiener said in an interview.
The impact of tolls on lower-income motorists isn’t the only thing giving lawmakers pause about approving more transit bailout money. Critics also cited concerns that transit ridership won’t return to pre-pandemic levels and the agencies need to adjust and also demonstrate progress on addressing crime and cleanliness concerns that surveys show suppress ridership.
Sen. Dave Cortese of San Jose, who supported both Wiener’s transit bailout and the BART extension to downtown San Jose, said “the original plan is dead” given other lawmakers’ concerns. And it’ll be hard to get lawmakers and voters to agree on more money for transit systems whose ridership isn’t what it once was.
“The world is changing,” Cortese said.

The class session also served as a sort of overall review session of various topics, such as nut graf writing and interview techniques for a feature piece.
Although today marks the end of class meetings, there is still work to be done, as we have a class final project we are all contributing to that is a collective of information looking at the public perception of Richmond versus the reality. It will include input such as man-on-the-street resident opinions of the city and crime statistics. My job for this project is to ask Contra Costa County District 1 supervisor John M. Gioia a few straighforward questions:
What would you say is the current public perception of Richmond?
How does this perception differ from the reality?
What are currently Richmond’s biggest needs? Challenges?
What is on the horizon for the city, in terms of development and change?
I am also set to contribute a census snapshot chart, using data from 2020 to represent various populations by age, race, gender, income, etc.
Given that it is crunch time for finals at Saint Mary's College, I am very, very busy. I will update soon with my progress on my final assignments for J200.

Where are the African Born Immigrants in the Bay Area?

The prevalence of the African immigrant population in the California and the Bay Area has been established in my previous post you can read here. Next, the physical location of African immigrants per county will be explored. We will find that locating the African immigrant population is difficult due to confusions regarding distinction between African Americans (American born Black) and African immigrants (African born immigrants including refugees) labels. Through an interview of an African refugee who resides in Oakland, Eritrean refugees were found to reside along Telegraph Street in Oakland under the Alameda County.
An overview of African Immigrants in California
According to the census bureau, California is the second in the top 5 states with most African born populations, yet when looking at the metropolitan areas with most African born, Los Angeles is the only city that makes it to the top 5 with mostly North Africans as seen in the chart below. This could mean that in northern California, most African born individuals live in the suburbs, maybe because of the high cost of living in cities like san Francisco, Oakland and Berkeley. Even though the Los Angeles african born population has been widely studied, it is important to look at the second metropolitan area with vast array of refugee friendly policies, residents and non profit organization, which is the Bay Area and understand where African immigrant reside and why.

PART 1: Using the Census Data: African Immigrants or African American
A unique difficulty when trying to identify African immigrant population in the Bay Area is that, usually in demographics, African born citizens may be considered as either African Americans (which include American born citizens and residents) or others (which include residents born in any country in the world, including Puerto Rico) and finding the percentage of these labels that are made up of African born residents. Demographics pertaining specifically to African born immigrants is hard to come by, for this reason I have decided to consider the African American population and the ‘other’ population as relevant to narrow down the locations where African immigrants may reside in the Bay Area.

From the two populations selected with potential, in the Bay Area 6% of residents are African American and 5% are labeled as ‘other’. Looking at each county’s segregation maps by the Haas Institute in Berkeley, the areas in the Bay Area that have notable high density of a specific “race” or label are the following: Contra Costa County, San Francisco and Alameda County. We can therefore hypothesize that the areas marked in purple in these maps might include African born citizens.

PART 2: A Real Life Account from an Eritrean Refugee
Even though the maps from the official census data provide a hint as to where African immigrants may reside, an interview with an african immigrant and refugee provides in depth information on where Eritreans reside in county of Alameda. The following questions and answers took place in a interview in March 2019.
Why the Bay Area?
The biggest population of Eritreans are found in Washington DC (link) dating back to migration that started in the 1980 because of the Eritrean war for independence (link). In the Bay Area, Oakland, Santa Rosa and San Jose has large numbers of Eritreans from new generations. He explains the influx of Eritreans to the Bay Area and California is due to the more liberal government here. Eritreans seeking asylum came to have their asylum cases heard here, especially at the San Francisco 9th Circuit, as they would have better chances of obtaining asylum here.
Where are the African Refugees in the Bay Area?
After thorough research I was still unable to pinpoint specific streets or neighborhoods in the Bay Area that were seen as “the Eritrean neighborhood” or “little Eritrea” (like little Russia, or Chinatown). So naturally, that was my first question in the interview.
In the Bay Area Oakland, Santa Rosa and San Jose have large numbers of Eritreans. In Oakland specifically, Telegraph street all the way to Berkley (from 19th Street -61st  Street , 40th   Street-51st Street) visibly have Eritrean influence. In this area he assures there are 10+ Eritrean restaurants as proof, including Café Eritrea D’ Afrique, Asmara Restaurant and Red Sea. Heading towards Berkley on 67th to 65th street and Telegraph street we can find a couple of Ethiopian restaurants as well.

Equally, as a Christian nation, Eritreans in the Bay Area will be found attending Sunday mass at 11am a the Orthodox Church in Market and 13th  Street by Telegraph Street and on 56th Street. There is also an Orthodox church in Hayward that he says belongs to Eritreans.  
Similarities and Differences

Taking a closer look at the census informed map of Alameda County, the shaded areas where the African American population resides align with the map created from the interviewee’s account of where the Eritrean and Ethiopian restaurants, markets and churches are located. When visiting this area in person it is complicated to determine the distinction between African immigrant populations and African American populations. The similarities and differences between these two identities are important as they impact their experience in the United States and the Bay Area.

How Much Should the Public Know About Who Has Coronavirus?
Residents are clamoring to see whether the virus has been detected in their neighborhoods so they can take more steps to avoid any contact. American researchers are starved for data, unlike their colleagues in other countries who are harnessing rivers of information from their more centralized medical systems. And local politicians complain that they cannot provide basic information on the spread of the virus to their constituents. If you were a city or town manager, would you: (1) release the names of people with coronavirus so other citizens know who to avoid contact with or (2) not release names to protect the person’s privacy? Why? What are the ethics underlying your decision?
When the first case of the coronavirus in Silicon Valley was discovered in late January, health officials were faced with a barrage of questions: What city did the patient live in? Whom had he come in contact with? Which health clinic had he visited before he knew he was infected?
Dr. Sara Cody, the chief health officer for Santa Clara County, which has a population of two million across 15 cities, declined to give details.
“I can’t give the city,” she said, adding “we are not going to be giving out information about where he sought health care.”
As the coronavirus spreads across the United States the limited disclosure of data by officials would seem to be a footnote to the suffering and economic disruptions that the disease is causing.
But medical experts say that how much the public should know has become a critical question that will help determine how the United States confronts this outbreak and future ones.

And local politicians complain that they cannot provide basic information on the spread of the virus to their constituents.
In the perennial tug-of-war between privacy and transparency in the United States, privacy appears to be winning in the coronavirus pandemic.
The bare-minimum approach to public disclosures in places like the San Francisco Bay Area is common across the United States. Armed with emergency powers in many areas, public health officers have vast discretion over what information they want, and do not want, to release to the public. Coronavirus cases in California are often listed by county, generally with very little additional information — such as gender, city of residence or age — provided.
Critics of the threadbare public reporting say it is striking that even in Silicon Valley, which is home to leading technology companies that thrive off the collection of data, residents are given very little information about the movement and dynamics of the virus.
California, which has more than 4,600 cases, is a microcosm for how inconsistent the distribution of information has been during the pandemic. Los Angeles County provides a rough age distribution of patients and breaks down the cases into more than 140 cities and communities. On Friday, for example, the county reported 21 cases in Beverly Hills, 28 in the city of Santa Monica and 49 in the neighborhood of Melrose.
Across the United States there is even less consistency. New York is listing cases by age bracket, gender and borough despite calls for more localized reporting. Connecticut lists data by town. Florida provides its residents with a wealth of data on the pandemic. The state’s Department of Health has a detailed dashboard and reports showing the spread of the virus — rich with data on the cities affected, the number of people tested, the age brackets of patients, whether they are Florida residents, and the number of cases in nursing homes.
Health departments in the Bay Area make the case that releasing more granular data could heighten discrimination against certain communities where there might be clusters. The first cases in the Bay Area were among ethnic Chinese residents returning from trips to China.
“Pandemics increase paranoia and stigma,” said Dr. Rohan Radhakrishna, the deputy health officer of Contra Costa County, across the Bay from San Francisco, which provides only the total number of cases in the county on its website. “We must be extra cautious in protecting individuals and the community.”
In Santa Clara, health officials say they cannot disclose how many cases are found in each city because of the nation’s strict medical privacy law, the Health Insurance Portability and Accountability Act, or HIPAA, signed by President Bill Clinton in 1996.
But that law was designed for the protection of personal data at doctors’ offices and in hospitals and includes provisions for the release of otherwise protected information during emergencies.
Using the law as a justification for limiting the release of aggregate data about the coronavirus is “ridiculous,” according to Arthur L. Caplan, a professor of bioethics at the N.Y.U. School of Medicine in New York City.
Prof. Caplan is among many experts who say the coronavirus is likely to spur a reassessment of medical privacy laws. Already, the Trump Administration waived some provisions of the law this month.
“HIPAA was written for a time when there were paper charts,” Prof. Caplan said. The coronavirus, he said, “will cause us to rethink a lot of things.”
“We will also have to plan for better data exchange and testing,” he said.
The U.S. approach contrasts sharply with that of Singapore and Taiwan, whose fights against the virus have been praised as among the most effective. Both governments make public the suspected linkages of cases, anonymized by numbers. In Singapore the authorities sometimes list neighborhoods where patients lived, their workplaces and churches or mosques that they attended.
I. Glenn Cohen, an expert in bioethics at Harvard Law School, says the guiding principle during this crisis should be sharing more rather than less.
“Public health depends a lot on public trust,” he said. “If the public feels as though they are being misled or misinformed their willingness to make sacrifices — in this case social distancing — is reduced.”
“That’s a strong argument for sharing as much information as you can,” he said.
Experts also point out that it was the government’s suppression of information about the virus in China that allowed it to spread quickly before measures were taken to stem it.
On Friday the health authorities in Santa Clara, which has more than 590 cases and is home to the headquarters of companies like Google and Apple, added a dashboard that charts the number of daily cases and other metrics.
But the county’s public information office says it will not publicly disclose the number of cases in each city because doing so could make individuals more easily identifiable.
In a sign of how contested the question of public disclosure is, disagreement exists even within the Santa Clara County government.
Dr. Jeffrey V. Smith, the county executive, who is both a medical doctor and a lawyer, argues that more precise geographical information about the spread does not help combat the virus because it is already widespread.
“Reporting positive tests with a census tract or a city name provides data that is not helpful,” Dr. Smith said. “In fact, such data has the risk of stigmatizing areas and regions of the country in a way that does not help.”
But David Cortese, a member of the county’s board of supervisors, says that the public has the right to know more and that a patient’s identity is unlikely to be revealed by giving a breakdown of cases by city.
“I think when people can’t get information they freak out, they think something is being hidden from them, conspiracy theories grow, suspicions grow,” he said. “I think it’s always better to be as truthful, calmly, and transparent with the public as you can be.”
As an example, Mr. Cortese says he is alarmed that health officers have not made more information public on the coronavirus-related death of a homeless man in the county. Given the medical vulnerabilities of that population, doctors and advocates of homeless people have called his office demanding to know in which encampment the man lived so that they could advise other homeless people in the area to be more vigilant. The county, which refused to disclose that information, said in a statement that health officials screened 60 members of the “specific community” and tested nine symptomatic individuals for the coronavirus. All nine tests were negative, the county said.
Mr. Cortese says it is obvious to him that more information on the spread of the pandemic should be shared.
“At the height of the information age in Silicon Valley we have stumbled and fallen flat in terms of our ability to use the tools and resources that we have to get necessary information out to the people we serve,” Mr. Cortese said.
Frustration over the dearth of data also extends to epidemiologists trying to understand the dynamics of the spread of the virus.
Joseph Lewnard, a professor of epidemiology at the University of California, Berkeley School of Public Health, says researchers are hamstrung in the United States by the lack of specific data on testing and on the symptoms patients show.
To make up for the lack of public data, researchers are scraping information on cases from news outlets and other media accounts, he said. They are mainly relying on data from South Korea, China and Italy to try to predict the spread of the virus.
“We are right now learning and trying to project what is happening here in the United States almost entirely based on observations from these other countries,” Prof. Lewnard said.
Moritz Kraemer, a scholar at Oxford University who is leading a team of researchers in mapping the global spread of the coronavirus, says China’s data “provided incredible detail,” including a patient’s age, sex, travel history and history of chronic disease, as well as where the case was reported, and the dates of the onset of symptoms, hospitalization and confirmation of infection.
The United States, he said, “has been slow in collecting data in a systematic way.”
Dr. C. Jason Wang, a researcher at Stanford University, who has studied how Taiwan handled the coronavirus outbreak, says some of the measures taken in Taiwan would most likely not be accepted in the United States given privacy concerns. The government, for example, merged the airport immigration database with the national medical database so that doctors could immediately see if a patient had traveled out of the country.
But Dr. Wang says the proactive approach that Taiwan took to the virus, including aggressive tracing of cases, has helped keep the total number of confirmed infections — 283 on Saturday — much lower than experts initially expected. By comparison, the borough of Queens in New York City, with one-tenth the population of Taiwan, has 10,000 cases.
Some of the information being released to the public in Taiwan and Singapore would most likely be uncontroversial in the United States, he said. Taiwanese authorities, for example, have pointed out linkages between anonymized cases, including family clusters, in an effort to warn the public how easily the virus is transmitted within households.
Prof. Caplan of the N.Y.U. School of Medicine says it is paradoxical that the United States is providing less precise information to its citizens on the outbreak than Singapore, which puts limits on the spread of information through internet controls.
“Here we expect to get information so we have our choices and we make our decisions,” he said. “Our notion is information is the oxygen for democracy. Wouldn’t we want to receive more information than them?”

Everyone Counts: Grants Totaling $3.3M Go to Bay Area Nonprofits for Census 2020 Outreach
The Bay Area Census Funders Collaborative (BACFC) is pleased to announce more than $3.3 million in grants to nearly 130 nonprofit community-based organizations to promote Census 2020 education and outreach efforts and minimize the chances that residents of the nine-county Bay Area region will be left out of the census count.
Census data is used to determine states’ representation in Congress, funding levels for crucial social programs and allocation of billions of federal dollars across a wide range of services.
“It’s crucial that all residents of our Bay Area communities are counted accurately by the census, so we get fair access to political representation and federal funding -- that’s the bottom line,” said Nicole Taylor, president and CEO of Silicon Valley Community Foundation. “The nonprofit organizations that received these grants have great expertise and commitment to their communities, and through their efforts, we hope to get a ‘complete count’ in our region.”
Through a common application and RFP process, the BACFC received 171 proposals amounting to nearly $9.5 million in requested grant dollars to support census education and outreach activities in hard-to-count communities. “Hard-to-count” populations include young children, the elderly, immigrants, homeless people and low-income individuals.
When census information is not accurate, it threatens to muffle the voices of undercounted groups and regions, and undermine the basic political equality that is central to our democracy. Despite the recent U.S. Supreme Court ruling blocking the inclusion of a citizenship question on the 2020 census, there is still significant work ahead to ensure a fair and accurate count of all Californians.
The nonprofit organizations awarded grants from the Bay Area Census Funders Collaborative will be addressing the challenge of counting all residents of the nine-county region. Among the grantees:
Self-Help for the Elderly received $15,000 to support the 2020 census by conducting an on-the-ground, community-based campaign to reach, educate and assist the most vulnerable hard-to-count senior populations residing in San Mateo, Santa Clara, and Alameda counties. 
Rise University Preparatory received $30,000 to support census participation among the African American community in the following San Francisco neighborhoods: Bayview-Hunters Point, Potrero, Mission and the Richmond. 
Multicultural Institute received $20,000 to inform, encourage and prepare day laborers and other Latino immigrants residing in Alameda, Contra Costa and San Mateo counties, to participate in the 2020 census. 
Tax-Aid received $12,000 to leverage the concurrence of the census count and tax season by encouraging census completion, serving clients in Alameda, Marin, Napa, San Francisco, San Mateo, Santa Clara and Sonoma counties.

For the first time, the Census Bureau is planning to collect the majority of census information online and scale back door-to-door outreach and canvassing. 
“The East Bay in particular is home to a number of unconventional and untraditional housing units which is a result of our region’s skyrocketing housing costs and limited supply,” said James Head, President & CEO, East Bay Community Foundation. “The reduction in door-to-door canvassing, coupled with the shift to the online census platform and concerns about access to broadband, computer literacy, and hacking -- continue to reinforce the critical importance of our efforts in hard-to-reach communities.”
Federal-level actions and policies including the proposed citizenship question on the census, changes to the “public charge” regulations, raids and deportations have created a pervasive anti-immigrant climate and instilled fear and mistrust among immigrant communities regarding government activities like the census.
Because of these challenges, the BACFC prioritized proposals that included direct outreach activities aimed at hard-to-count communities. Those activities include door-to-door outreach, canvassing, educational workshops and technical assistance. A regional focus ensured that funding would be used across the nine counties to reach a diversity of hard-to-count populations.
“This collaboration enables us to provide Bay Area nonprofits with resources needed to ensure the people in our region are counted accurately,” said Ellen LaPointe, president and CEO of Northern California Grantmakers. “We are proud to be working with local community partners to get the job done.” The BACFC is also working closely in coordination with other regional sources of funding for census outreach, including United Way Bay Area, which is the state-designated regional Administrative Community-Based Organization, and local county offices.
As the administration of the census approaches in April 2020, the BACFC will continue to identify strategies to support grantees and other community-based organizations in census outreach and education to ensure a fair and accurate count.

The income needed to afford a median-priced home in every San Francisco Bay Area county
A new report details the minimum income needed to qualify for a loan to buy a median-priced home across the San Francisco Bay Area's nine counties.
According to the California Association of Realtors (CAR), the median price of a home in the Bay Area is around $900,000.
Bay Area residents need to make around $187,000 annually to buy a median-priced home. That number differs by county.
The San Francisco Bay Area is a notoriously expensive place to live. Metro-wide, the median price of a home is $900,000 — nearly four times the national average.
A new analysis by the California Association of Realtors (CAR) found what San Franciscans need to earn to buy a median-priced house there, which can vary by county.
The map below, compiled by Business Insider, displays the minimum annual incomes needed to afford a typical home across the Bay Area's nine counties. CAR defines the minimum income as what prospective buyers need to qualify for a loan on a median-priced home. The home prices come from Q1 data on single-family residences sold from CAR's monthly home sales survey.
The most expensive place for purchasing a home is the city (and county) of San Francisco, where a minimum income of $333,270 is required to afford a median-priced home at $1.61 million. The least expensive county is Solano County, where residents would need to earn about a fourth of that.
Compared to CAR's figures from late 2017, strong wage growth in the Bay Area has made six counties (Alameda, Contra Costa, Napa, San Francisco, San Mateo, and Santa Clara) more affordable for locals. Affordability held steady in Marin, but decreased in Solano and Sonoma over the same period. San Francisco, San Mateo, and Santa Cruz counties were the least affordable areas in the state.
Largely drawn by high-paying tech jobs, people have flocked in the past decade to the Bay Area at rates that the housing market cannot keep up with. Now, fed up with the Bay Area's high housing prices, many residents are choosing to move elsewhere. Census data shows that net migration to the Bay Area peaked in 2014 and has been declining every year since.
