On a chilly spring morning in March, British coast guards spotted something unusual around 100 kilometers off the Scottish shoreline: a dark stain, stretching 23 kilometers into the North Atlantic Ocean.
According to an internal analysis prepared by the coast guard’s satellite services and seen by POLITICO, the likely source of that stain was Innova, a tanker roughly the size of the Eiffel Tower that at the time was hauling 1 million barrels of sanctioned oil from Russia on its way to a refinery in India.
Yet the coast guard did little to investigate further, and the tanker — free from any repercussion — continues to trade oil today, helping fill the Kremlin’s war chest more than two years into its full-scale invasion of Ukraine.
The Innova is just one of hundreds in the world’s so-called shadow fleet, a collection of often aging, poorly maintained ships sailing in defiance of Western sanctions — and spreading environmental harm without consequences.
A joint investigation by POLITICO and the not-for-profit journalism group SourceMaterial found at least nine instances of covert shadow fleet vessels leaving spills in the world’s waters since 2021, using satellite images from the SkyTruth NGO paired with shipping data from market analysis firm Lloyd’s List and commodity platform Kpler.
Swedish Foreign Minister Maria Malmer Stenergard told POLITICO the ships posed a “significant danger” to the marine environment. “The incidents [here] illustrate this.”
It’s a problem that’s only grown worse following Russian President Vladimir Putin’s full-scale invasion of Ukraine. With Moscow under Western sanctions, an increasing number of tankers are ferrying illicit goods — and potential environmental devastation — across the globe. Not only are these vessels creaky and largely unregulated, they’re often uninsured, meaning that in case of a leak, or more serious spill, a government would struggle to hold them accountable.
POLITICO and SourceMaterial identified discharges everywhere from Thailand to Vietnam to Italy and Mexico, all linked to the shadow fleet. The tankers also passed through busy shipping corridors like the Red Sea and the Panama Canal, meaning any serious accident could rupture international trade routes.
Experts believe it’s only a matter of time before one of these ships suffers a catastrophe with major environmental — and economic — devastation.
“The oil spills and risk of slicks are horrendous,” said Isaac Levi, Europe-Russia lead and a shadow fleet expert at the Centre for Research on Energy and Clean Air (CREA), a think tank. “Beyond the environmental damage, some of which will be irreversible, it’s a huge impact to coastal states that have to bear the cost of cleaning this up.”

The Technological Components of Colonialism
Many comrades cannot grasp the technological components of colonialism (or rather they ignore them deliberately), remaining perplexed at a perspective based on the urgency of utterly annihilating techno-domination and the tech industry. If you talk to them about the connection of technologies to power, they respond with the supposed neutrality of these technologies and that they can be decoupled from the very logic of power which developed and produced them.
Such a perspective ignores that the entire framework of fundamental technologies which have today entered into all fields of social life stem from military research, and that colonialism, historically and presently, has a strong technological component. It is in fact a cornerstone. The process of colonization developed over centuries, always adding new technologies as soon as they developed. These technologies are based not only on the exploitation of people in the Global South and their lands, but were and have always been unleashed against the “enemy” or tested in the colonies, until they finally make their way into the empire itself.
With the aid of the British colonies, undersea cables enabled telegraphic communication in service of the British Empire. New developments in record-keeping, archiving, and organization of information were first utilized by the US military intelligence service during the conquest of the Philippines. Governments today work together with tech-giants to enable widespread surveillance and control of their own people. This is first tested in the global south. Thus Congo supplies more than 70% of worldwide Cobalt, a vital raw material for the batteries used in cars, computers, and smartphones. As for Lithium, the biggest reserves are found in Chile, Argentina, Bolivia, and Australia. Out of these, Australia is less attractive because the workers there earn dramatically higher wages. The actual process of mining the raw materials often has negative consequences to the health of the workers and their surroundings.
To eradicate colonialism, its causes, main actors, and processes must be clearly and plainly illustrated and linked. There must be no illusions: an anti-colonial struggle must inevitably align itself against the tech industry if decolonization is to live up to its name.

As I argue in a new report, further democratic erosion in the United States would have serious economic consequences. Autocrats and populist leaders measurably damage their country’s economies, and certain businesses and sectors are at particularly high risk of interference. The economic value of liberal democracy is indisputable. Economists have found that countries with populist leaders, whether on the right or left, see a 10% decline in GDP per capita over the first 15 years. Democratization increases GDP growth per capita by 20% to 25% over the following decades.
As democracy declines, nearly all businesses will therefore face substantial costs. But certain sectors and industries that face especially high risks in conditions of democratic erosion. In many of these arenas, instances of interference have already occurred in the United States.
Businesses with high exposure to government decisions: Businesses that rely on government contracting or licensure, or that are exposed to audits or regulatory control, are particularly easy targets for would-be autocrats. For example, Viktor Orban used a license renewal process to pressure Hungary’s leading telecommunications company to shut down one of the most prominent independent news sites in Hungary.
Businesses reliant on public investments or public services: Businesses that use government data may find data less reliable if accurate data is perceived as damaging to the party in power. In India, interference with the release of economic data led leaders of the National Statistical Commission to resign in protest. Businesses that use public services may confront discrimination in access to those goods or a decline in quality due to disinvestment.
Businesses investing on a longer time horizon: Because of the policy instability that often accompanies democratic erosion, businesses that need to make long-term investments—for example, businesses that make difficult-to-move capital investments—are at particular risk.
Businesses reliant on a highly educated labor force: Brain drain is already an issue in many states. Younger workers with high levels of human capital tend to gravitate to places with strong public goods provision and take political environment into account in their job searches.

Businesses in science, medicine, and education: Facts can endanger an autocratic regime, either by revealing government failures or by undermining the regime’s self-justifying mythos. Businesses in the realm of science, medicine, and education are therefore likely to receive high levels of scrutiny and efforts at control. In the one-party “Jim Crow” South, for example, leaders refused to collect data on the incidence of pellagra, a disease of malnutrition, because that data would reveal the depth of Southern poverty.
In-person businesses and businesses in tourism. Businesses that rely on customers showing up in person may see profit declines if an area experiences political or ethnic violence. The chilling effect can apply to whole neighborhoods, cities, and even states, as potential customers opt to avoid places that have developed a reputation for civil rights abuses, political instability, or political violence.
Unfortunately, it is not guaranteed that business leaders will recognize their economic interest in preserving democratic functioning. Historically, business leaders have often tragically misjudged the risks of supporting authoritarians.
