Lawrence ‘Larry’ Dobkin was born in New York City and went on to become a successful character actor and director with a career spanning seven decades.

Dobkin was a popular performer during the Golden Age of Radio. His voice was used to narrate the classic western “Broken Arrow” (1950). He was one of five actors who played detective Ellery Queen in “The Adventures of Ellery Queen.” In “The New Adventures of Nero Wolfe” (1950–51), Dobkin played detective Archie Goodwin opposite Sydney Greenstreet.
"The few of us who are left..." Dobkin later said of his radio days, "...keep telling each other that we never had it so good."

He started screen acting in 1946 with Best Picture winner The Best Years of Our Lives.

From 1960 to 1985, Dobkin was a busy TV director. He directed episodes of Desilu series’ (or series’ filmed at Desilu) such as “Star Trek,” “The Real McCoys,” “My Living Doll,” and “The Andy Griffith Show.” 
His film performances include Never Fear (1949), Sweet Smell of Success (1957) and North by Northwest (1959).
Dobkin was recognizable for his bald head, so he wore hats in two of his three appearances on “I Love Lucy.”  Oddly, he was not cast in “Ricky Thinks He's Getting Bald” (ILL S1;E34)!

MAX: “Just caught this dame with her hand in the till!”
Dobkin first played Max, the diner counter man in “Ricky and Fred Are TV Fans” (ILL S2;E30) in 1953. When Lucy needs change for the payphone, she helps herself to the cash register while Max and the policeman are glued to the boxing match on the diner’s TV.  Busted!

In “Equal Rights” (ILL S3;E4) Dobkin played Xavier, who is either the maitre’ d or headwaiter of the unnamed restaurant where the Ricardos and Mertzes  dine. It is unclear if Xavier is his real name, or if Desi is just ad-libbing based on the first name of his former employer Xavier Cugat. Ricky bribes (tips?) Xavier to make Lucy and Ethel wash dishes to pay for their meals, a common TV and movie trope of the time.

XAVIER: “What are you trying to do? Skip out without paying?”
Although this is an Italian Restaurant, Dobkin does not attempt an Italian accent. The part might have been better cast with Louis Nicoletti, one of the show’s regular Italian-American performers, who plays a policeman in the episodes final scene.

Also in 1953, Dobkin did an episode of “Our Miss Brooks” starring Gale Gordon. The series was filmed by Desilu Studios.

COUNTERFEITER: “As you Americans say: No Overhead!”
His third and final appearance on “I Love Lucy” was as a counterfeiter in “Paris at Last” (ILL S5;E18), where he does show of an accent. His shady transaction outside the American Express office gets Lucy into a pile of merde!

In early 1957, he guest starred on Desilu’s “Whirlybirds” and “The Danny Thomas Show” featuring Mary Wickes.

Although he was never seen, he was part of television history from 1960 to 1963. Preceding the closing credits of each episode of the landmark ABC television network series “Naked City”, he could heard saying "There are eight million stories in the naked city, and this has been one of them."

In April 1959, he did a day on Desilu’s “The Ann Sothern Show.”  In November, Lucille Ball played Lucy Ricardo on the series’ season two premiere.

In 1959 and 1960, Dobkin did two episodes of the anthology series “The Westinghoue-Desilu Playhouse” introduced by Desi Arnaz, who also acted as Executive Producer.

A series that grew out of “Westinghouse-Desilu Playhouse” was “The Untouchables.” Wearing a toupee, Dobkin played Dutch Schultz on three episodes of the series in 1959/60.

Suzanne LaRusch play Liz Cooper and Dwayne Hickman (TV's Dobie Gillis) played her favorite husband George.

He had one daughter, Debra Dobkin, by his first wife, Frances Hope Walker.

This wing is concerned with the ways in which artists engage with social ideals and historical realities. Though some artists associated modernism with a utopian vision, art has also provided a mirror to contemporary society, sometimes raising awareness about urgent issues or arguing for change. Whether through traditional media or moving images, abstraction or figuration, militancy or detached observation, all the artworks in this wing highlight aspects of the social reality in which they were made, and try to generate a reaction and convey a more or less explicit message to their publics.

DISCUSSION:
At this part of the session we were able to discuss about our task that we were set the week prior. It was insightful to view everyones different approach to the ‘Dystopian’ and ‘Utopian’ theme that stemmed from last weeks lecture and it made me think alternatively abut this broad topic. 
TURNER PRIZE

Starting in 1984, the Turner Prize is an award that recognised new developments in contemporary art. The prize is awarded each year to ‘a British artist under fifty for an outstanding exhibition or other presentation of their work in the twelve moths preceding.’  
Founders decided to name the prize after J.M.W Turner - a radical painter in his day. Critics took this decision as a signal of their intention to award controversial art. There were conflicts as to whether or not Turner would have approved. However, the name was chosen because not only did Turner want to establish a prize for young artists, but Turner in his day, was considered to be controversial. Over the years ‘the Turner Prize has played a significant role in provoking debate about visual art and the growing public interest in contemporary British art...and has become widely recognised as one of the most important and prestigious awards for the visual arts in Europe.’ 
AGAINST
The Evening Standard critic Brian Sewell wrote “The annual farce of the Turner Prize is now as inevitable in November as is the pantomime at Christmas.” 
Critic Matthew Collings wrote, “Turner Prize art is based on a formula where something looks startling at first and thens turns out to be expressing some kind of banal idea, which somebody will be sure to tell you about. The ideas are never important or even really ideas, more notions, like the notions in advertising. Nobody pursues them anyway, because theres nothing there to pursue.” 
In 2002, Culture Minister (and former art student) Kim Howells pinned the following statement to a board in a room designated for visitors comments: “If this is there best British artists can produce then British art is lost. It is cold mechanical, conceptual bullshit.”

Banksy - ‘Mind the Crap’
Banksy once painted a warning on the steps of Tate Britain - "mind the crap". It's the kind of cheeky subversive comment his fans love him for, and in this case the target was the pretentious, institutionalised contemporary "art world".

Lawrence Abu Hamdan is an artist and audio investigator, whose work explores ‘the politics of listening’ and the role of sound and voice within the law and human rights. He creates audiovisual installations, lecture performances, audio archives, photography and text, translating in-depth research and investigative work into affective, spatial experiences. Abu Hamdan works with human rights organisations, such as Amnesty International and Defense for Children International, and with international prosecutors to help obtain aural testimonies for legal and historical investigations. He received his PhD in 2017 from Goldsmiths London and is a practitioner affiliated with Forensic Architecture.

The artist pushes the boundaries of materials in his work particularly in the creation of his collaged-together, unstretched canvases often made with recycled fragments from the studio. Emigrating to London from Colombia aged 11, Murillo draws on his own biography and that of his family and friends, who are often involved in his performances. References to life, culture and labour conditions in the factory town of La Paila where he grew up, reappear throughout his work.

Tai Shani’s practice encompasses performance, film, photography and sculptural installations, frequently structured around experimental texts. Taking inspiration from disparate histories, narratives and characters mined from forgotten sources, Shani creates dark, fantastical worlds, brimming with utopian potential. These deeply affective works often combine rich and complex monologues with arresting, saturated installations, manifesting equally disturbing and divine images in the mind of the viewer.

‘Tai Shani takes us even further, to a voluptuous imaginary city whose fantastical architecture, all pink and laid out with ziggurats and cylindrical columns, resinous puddles and spheres, lies at our feet. Overhead dangle bejewelled udders and fleshy asteroids. A huge arm and outstretched green hand comes to rest in the middle of the spotlit metaphysical architecture. I am reminded of Giacometti’s surrealist 1932 sculpture The Palace at 4am, rejigged for a sci-fi space opera.
Shani’s tableau cries out for living, breathing, moving bodies. For now, we have a stage, filled with sculptural elements, an ambient soundscape by Let’s Eat Grandma, a video of a speaking head, whose words can be heard on headphones. There will be live performances of Shani’s long, 12-part DC: Semiramis at Turner Contemporary over three evenings in November.
Shani’s feminist science fiction takes as its starting point Christine de Pizan’s 1405 work The Book of the City of Ladies. The book describes a city as sanctuary, an allegorical space for real, imaginary and mythical women from the past, present and future. Were it not for all the sex and violence, Shani’s is an almost childlike invention. Her cast of self-replicating characters impregnate themselves, slide lubriciously between genders, between life and death. Hugely disarmed by performances I saw at the last Glasgow International at Tramway, I couldn’t make sense of what I saw and heard, yet it stayed with me. Shani’s city sprawls, psychologically as well as physically. Without live performers, it is a bit arcane and lifeless.’

The Turner Prize has been sponsored since 1987. Originally sponsored by Drexel Burnham Lamber a major Wall Street Investment bank that went bankrupt in 1990 due to illegal activities. In 1990 there was no sponsorship and thus no prize. In 1991, Channel 4 took over and raised the prize fund to £20,000. Since 2004 sponsored by Gardens Gin, i.e. Diageo (the worlds largest brewer and distiller until 2017) NET income 2011 was just over £2,000,000,000*.

Les provinces de Valverde, Santiago Rodríguez, Monte Cristi et Dajabón, appartenant à la région sanitaire de l'ouest du Cibao, sont celles où le nombre de naissances de mères haïtiennes est le plus élevé, atteignant 58% des naissances dans les hôpitaux publics au premier semestre de cette année.
Selon les rapports de production de services et de soins de santé dans les établissements du réseau public du Service national de santé (SNS), 2 681 naissances ont été enregistrées au total, dont 1 122 étaient des mères dominicaines, pour 41,9 %, et 1 556 étaient des mères haïtiennes, pour 58%.
La deuxième région sanitaire où les naissances de mères étrangères sont les plus nombreuses est la Norcentrale, qui comprend les provinces de Santiago, Puerto Plata et Espaillat, où sur 6 219 naissances enregistrées à cette date, 1 877 étaient des mères haïtiennes, soit 30,2%.
Alors que dans la région sanitaire orientale, comprenant les provinces de San Pedro de Macorís, La Romana, La Altagracia, Hato Mayor et El Seibo, les naissances de mères haïtiennes ont occupé 28,4%, avec 1 652 naissances sur un total de 5 816 naissances enregistrées. .
Selon les registres du SNS, dans la région métropolitaine de la santé qui comprend le district national, la province de Santo Domingo et Monte Plata, 21 227 accouchements ont été enregistrés, dont 17 624 de mères dominicaines, soit 82,9%, et 3 528 Haïtiens, soit 16%. Les mères non résidentes en République dominicaine qui ont accouché dans des centres médicaux dominicains et dont les naissances ont été inscrites dans le livre d'immigration disponible auprès des responsables de l'état civil du pays proviennent d'au moins 36 pays, mais la majorité d'entre elles sont originaires d'Haïti. .
La liste la plus récente des personnes inscrites dans le livre d'immigration fourni par le Conseil électoral central (JCE), l'organe chargé de l'enregistrement de l'état civil en République dominicaine, indique qu'entre 2017 et 2018 l'enregistrement de la naissance de 34 947 enfants de mères non résidentes, de dont 34.188 sont de nationalité haïtienne.
Sur 19 227 enfants de mères non résidentes inscrites en 2018 dans le livre de l'immigration, 18 892 sont de nationalité haïtienne. Et sur 15 676 naissances d'étrangers inscrites en 2017 dans le livre des étrangers, 15 296 sont de nationalité haïtienne.
Le pays d'origine de la mère des personnes inscrites dans le livre d'immigration qui occupe la deuxième position par le nombre d'inscrits, tant en 2017 qu'en 2018, est le Venezuela, avec 241 et 334 respectivement.
Viennent ensuite les États-Unis, où 22 personnes inscrites dans le livre des étrangers sont nationales en 2018 et 30 en 2017. De nationalité chinoise, onze sont enregistrées en 2017 et 12 en 2018; et Mexicain, 6 en 2017 et 12 en 2018. De nationalité espagnole, 10 ont été réglées en 2018 et 7 en 2017.

«Le Registre d'immigration est venu résoudre le problème de l'enregistrement des naissances en République dominicaine des enfants de mères étrangères, en créant une inscription spéciale, rose, qui établit leur statut de la personne née dans le pays. Cependant, les conditions précaires dans lesquelles les naissances ont lieu ne permettent pas toujours aux mères de prouver qu'elles sont dominicaines ou résidentes légales dans le pays, ou que le père de l'enfant est dominicain, et que, par conséquent, l'enregistrement n'a pas lieu. Une fois le certificat rose délivré, il est difficile de changer le statut de l'enfant, même si les parents présentent les preuves à l' officier de l'état civil.
Dans sa résolution 002-2007, le Conseil électoral central (JCE, Junta Central Electoral) a mis en vigueur le registre des naissances de l’enfant d’une mère étrangère non résidente en République Dominicaine, communément appelé Registre d'immigration (ou livre des étrangers). Le règlement susmentionné a été approuvé lors de la session plénière de la JCE le 18 avril 2007 […].
Bien que le livre des étrangers ( Registre d'immigration) soit venu résoudre le problème de l'enregistrement des naissances des enfants de mères étrangères, par une inscription spéciale indiquant leur statut de naissance, sur une page rose pour les distinguer de l'enregistrement des naissances de Dominicains, les conditions dans lesquelles les accouchements sont présentés dans les hôpitaux publics et la précarité des mères étrangères qui vont accoucher dans ces lieux ne leur permettent pas toujours de présenter les preuves (lorsqu'elles existent) pour démontrer leur statut est légal en République Dominicaine ou que le père de l'enfant est dominicain. 47 La République Dominicaine dépense beaucoup d'argent en subventionnant les accouchements d'haïtiennes
Un accouchement compliqué peut engendrer des coûts pour le service hospitalier atteignant 25 000 pesos, tandis qu'en cas de césarienne compliquée, le patient peut consommer jusqu'à 60 000 pesos sur le budget de l'hôpital.
C’est le coût moyen des services estimé dans la maternité Nuestra Señora de la Altagracia , principal centre de référence nationale, où, selon les journaux, 9 553 naissances ont été enregistrées, dont 3 228 mères étrangères, soit 35%.
Le rapport indique que le coût de l'accouchement sans complications est de 7 000 pesos et que les complications vont de 15 à 25 000 pesos, tandis que la césarienne sans complications avec un séjour de 48 à 72 heures est de 11 500 pesos et avec complications du le patient consomme 3 800 pesos par jour, c'est à dire entre 25 000 et 60 000 pesos pendant son séjour.
Au service des nouveau-nés, sans complications, l’attention portée au nouveau-né est calculée à l’hôpital, ce qui implique une consommation de 1 063 pesos par jour et avec complications à l’Unité de soins intensifs (UCI,Unidad de Cuidados Intensivos ), l’investissement quotidien est de 25 381 pesos.
Les registres du Service national de la santé (SNS) indiquent que 38 951 enfants ont été notifiés sur 21 hôpitaux du réseau public classés par ordre de priorité, dont 31 807 ont été enregistrés dans les délégations suivantes: une couverture de 81,66 pour cent. Sur ce total, 10 156 enfants étaient de mères étrangères, dont 7 568 inscrits au Registre d'immigration (livre des étrangers). 49 Contribution traditionnelle des politiciens haïtiens dans la construction de l’antihaïtianisme d’Etat en République Dominicaine
«Pendant l’occupation militaire américaine, la mentalité antihaïtienne persiste et demeure. Bernardo Vega a expliqué comment, depuis 1930, Trujillo s’efforce d’améliorer les relations avec Haïti. On peut donc affirmer que l’antihaïtianisme étatique s’interrompt jusqu’à l’assassinat des Haïtiens en septembre-octobre 1937. À partir de ce moment, l’État rassemble tout le contenu de l’antihaïtianisme historique et en fait le matériau fondamental de la propagande antihaïtienne. De nouvelles doctrines antihaïtiennes sont ensuite élaborées et l’État trujilliste convertit l’antihaïtianisme en un élément consubstantiel à la même interprétation officielle de l’histoire dominicaine». Grâce aux travaux des historiens Julio Jean-Pierre Audain, Leslie Péan et Gérard Jolibois, nous apprenons,«Sous le gouvernement de Vincent, c’est la sœur du président, Résia Vincent et un certain Luders qui débordent d’imagination pour créer les réseaux de recrutement des travailleurs haïtiens pour les firmes américaines ayant investi plus de 50 millions de dollars dans le secteur du sucre dans le pays voisin».
Dès son arrivée au pouvoir en 1930, Rafael Leonidas Trujillo y Molina s’imposerait comme principal importateur de la force ouvrière haïtienne. Le postulat alors émis par le capitalisme américain était clair: «tierras baratas en Santo Domingo, mano de obra barata en Haití» (Rapport du Dr. Francisco Henríquez y Carvajal en 1931, Ministro Plenipotenciario de República Dominicana en Haití).
Cette manne providentielle - «la diplomatie de la zafra» G.M.- allait offrir une extraordinaire source de revenus aux pouvoirs de Port-au-Prince pendant de nombreuses décennies.
En 1940, le général dominicain Anselmo Antonio Paulino Alvarez suggéra au «Benefactor»-président Rafael Trujillo le choix d’Elie Lescot comme président d’Haiti. Une fois que Lescot n’était plus à la hauteur des business du Benefactor, Trujillo a présenté la candidature de son protégé, le colonel Demosthènes Petrus Calixte, premier chef de la Garde d’Haïti. Cette manoeuvre a été détournée par le député Dumarsais Estimé.
Le 5 février 1952 le Général de division Paul Eugène Magloire inaugure la modernité zafratique. Désormais les parties disposent d’un instrument légal pour faire affaires. Dit instrument- des accords impeccables de vente d’haïtiens- sera repris et modifié le 14 novembre 1966 entre les gouvernements des Présidents François Duvalier et Joaquin Balaguer. Rappelez-vous que le Benefactor participa à la journée du 22 septembre… En 1957, d’ordre de Rafael Leonidas Trujillo, le colonel Johnny Abbes García, chef du puissant Servicio de Inteligencia Militar, est présent en Haïti pour financer et encadrer l’arrivée au pouvoir du Dr. François Duvalier (Santiago Estrella Veloz). Le 22 décembre 1958, Rafael Leonidas Trujillo et François Duvalier signèrent un pacte de protection mutuelle. Sur l’Ile, on cite le nom des architectes de cette entente politico-commerciale (se protéger et le négoce des braceros): colonel Johnny Abbes García et Clément Barbot, chef de la Police politique haïtienne. De décembre 1958 à l’assassinat de Trujillo en mai 1961, «[…] Duvalier gagnait entre 6 et 8 millions US dans la vente des braceros»
La lettre du dictateur Rafael Trujillo à Luc Fouché en date du 6 mai 1957 prouve que le caudillo dominicain imposait, aussi, sa volonté aux décideurs de l’Ouest: «Cher Monsieur Fouché, Par suite du refus du Gouvernement Sylvain d’exécuter l’accord que j’avais avec le Gouvernement MAGLOIRE pour l’envoi de travailleurs en République Dominicaine, la moitié de la récolte de canne est restée sur pied cette année. C’est une réelle perte pour notre économie. […] M. Louis Déjoie que j’ai fait toucher, il y a trois semaines, par un intermédiaire fidèle, l’ami que vous connaissez, m’a fait répondre que ses représentants étaient gênés dans le Conseil par ceux d’un autre candidat et qu’il convenait d’attendre qu’il eut fait son travail d’élimination. […]»
Concluons avec Péan: « Ces pratiques de négriers […] jusqu’en 1986 . Le recyclage du malheur haïtien demande de persévérer en répétant ces vérités et en ne laissant pas des zélections embrouiller notre discernement. Il faut surtout protéger les complices internationaux des mascarades électorales des deux côtés de la frontière.
Le dernier paiement effectué par les Dominicains fut de 2 millions de dollars qui furent transportés le 14 janvier 1986 dans deux valises de cuir au palais national en Haïti. Cette mission fut exécutée par un général et deux colonels dominicains accompagnés de l’ambassadeur haïtien […]. Le Conseil National de Gouvernement (CNG) prétendit ne rien savoir de la transaction. Mais le gouvernement dominicain ne l’entendit pas de cette oreille et manifesta énergiquement son mécontentement. Après deux mois de tractations, le gouvernement du Général Henry Namphy donna l’ordre à la Banque de la République d’Haïti de rembourser les deux millions de dollars au Conseil d’État du Sucre» ( Leslie Péan, L’ensauvagement macoute et ses conséquences, p. 528.)

Nos compatriotres, longtemps confus quant aux devoirs et obligations des F.A.d’H. d’hier (Armée? Police? Gendarmerie? Souvent milice?) pensent toujours que les autres forces — même de petite taille — de l’hémisphère sont prêtes pour certaines opérations. Hélas!
Lorsque, un des plus grands présidents de la République Dominicaine, le professeur Juan Bosch, confia à l’un des meilleurs officiers de l’Histoire militaire dominicaine, le colonel Rafael Tomás Fernández Domínguez (1934–1965), l’ Operación Mangú, le colonel avait pour mission de «libérer l’Ambassade dominicaine des troupes de Duvalier». L’Operación Mangú contenait aussi un grand élément tactique dissuasif: Faire semblant de s’emparer d’une large zone du territoire haïtien.
Chef d’Etat cultivé et grand connaisseur de l’Histoire universelle, Juan Bosch a respecté une ligne que très peu d’historiens nationaux osent approfondir: on envoie en Haïti, comme attaché militaire ou chef de contingent les meilleurs officiers. Depuis le colonel Charles Young(12 mars 1864–8 janvier 1922) , attaché militaire américain en Haïti, sous Nord Alexis (1902–1908). Young fut le troisième diplômé afro-américain de West Point.
Aujourd’hui, ce soir même, le Président Danilo Medina a trop d’urgences majuscules à la «maison» pour s’occuper des complexes affaires de voisinage!
