"For the last time, I'm not telling you where the dragon is" Akasha sighed, making her annoyance known. Her cafe has become something like a safe space to socialize and exchange information, exposing her to more... interesting customers as of late.

And that's okay! Most of it. Early in life she had realized being too popular isn't good, but she wants to pay her staff well. (God bless them, they're so precious and kind) Normally it would be Ganymede providing info to their customers, or Io when someone is too extroverted, but this person, who claims to be a 'dragon slayer', doesn't deserve Ganymede's politeness, nor Io's sunshine nature. Oh no, he needs a reality check

A little while ago, she heard about the news of a dragon coming to town. An Eastern dragon at that. They're known to wise, beautiful, elegant, all the good adjectives, etc... As opposed to Western dragons. Why it's here? Nobody knows, but they're not going to pry and risk a dragon's wrath.

There's one person who didn't get the memo though, and they're right in front of her.

"I'm telling you, that dragon is dangerous! And you're just letting it be?" She rolled her eyes

"What do you think our cafe can do about it?"

"You have the Jupiter sisters here with you. Tell them to slay it!"

"So you do have a brain. Now only if you use it to study some mythology, you'll know Eastern dragons are essentially harmless until provoked. Of course there are malevolent ones, but clearly not this one"

"Not this one? Can't you see how strong the wind has become? How snow blocks your every path?"

"That's because it's winter di- Mister. Our weather is stronger due to some special supernatural activities" It's true. This place is a lot more special than just some town. There's a reason why whatever governing body hasn't tried further urbanisation. They preferred the terrors not wreaking havoc everywhere.

"So this is how it is. You've all become brainwashed and desensitized to this danger around you. Fine then, I'll do it myself!" The slayer stood up and walked away. After he left, everything fell into a silence, save the sound of blowing wind, a silence that she soon recognizes.

Familiar colors of black and gold enters the cafe, a black cloak made of black feathers and decorated by gold lines.

"Edita! There you are" she smiled, feeling her irritation slowly disappear. To others, she's the monsters you fear in the darkness, to Akasha, she's a calm night full of stars.

"Greetings to you too Akasha. Was your previous mood due to a reckless flame heading towards the eye of the storm?" The woman asked. Perceptive as ever

"Yeah that's what happened. Tried to tell him to stop. Whatever happens to him is happening, not my problem now" She sees how Edita's lips quirked into a minuscule smile, full of amusement.

"I see" Oh boy.

The day went by uneventfully, aside from many customers complaining of an obnoxious self proclaimed 'dragon slayer'. Seems like he's been busy, preparing himself for an ultimate battle, that's probably just going to result in a slightly worse in Christmas for everyone. Hopefully Eastern dragons are as benevolent as they say. She already heard words being exchanged about the upcoming battle.

When she made her way out from the kitchen though, the cafe owner didn't expect to see her customers, her staff all so focused, staring at a projected screen. Even Edita was watching from the counter!

"Ah! Manager! Cesare got a few drones on the dragon slayer dude, so we're watching him fight" Callisto helpfully told her. The projected screen was showing the slayer trying to rile up the dragon in front of him. They were indeed a beautiful dragon, but looks can be deceiving. Even through a screen, she could already feel the rising faux tension, and everyone's getting really into it.

If there's one thing she learnt about working with all things strange and mystical, that they all have a personality beyond the limited stories humans have. Their excitement and amused would have reminded her of kids watching a movie, if it wasn't excitement to see a guy get mauled, or whatever dragons do.

Can't blame them though, she wants to see it too.

"What do you think Manager?"

"Hm? Think of what Ganymede?"

"This place, the cafe you made for yourself"

"Technically I bought it from the previous guy, but... It's nice. This is all very nice"

"But the atmosphere, the people, were all of your work. You built it up from a broken shell" She heard Edita say. Creating a safe haven when you're just a normal human at the beginning was difficult. If it wasn't for Edita protecting her, if it wasn't for...

"You should give yourself more credit Manager" Ganymede sighed

"You have broken from the systematic machine and ventured into the unknown. Surely you have the courage to enjoy the fruits of your labor?"

Right, she's no longer the old her, just another gear in the system, scared to speak her voice. She was lucky, too lucky, and that's why she was scared to get attached to happiness. Now that she looked at it, that was a dumb way of thinking. If Akasha isn't attached, she won't have a will to protect it.

The wind got stronger, as she took in a breath, as the dragon's anger reaches it's peak. The weather sure is sensitive to a dragon's feelings.

"Okay everyone. Who wants hot cocoa? It's on the house tonight!" Some yes and nods

"And eggnog" Now this got them going. She sticks by not serving any alchohol, so this is alchohol free. With her skills though, she'll make sure it tastes delicious.

The rest of the evening was spent like watching movies at your friend's house, as everyone point and laughed at the poor sap. Akasha was holding her own cup of hot cocoa, snuggling up with Edita. Edita herself was most fond of tea, so she had brewed some special Holiday Spiced Tea just for her. She's glad the other woman liked it. No one can judge unless they want to be split in half.

The next morning, unexpectedly, the dragon himself came to the cafe, tossing the human it had defeated to the floor. How he is not dead Akasha doesn't care. She just had Ganymede drop him into a clinic.

Turns out the dragon was there for a vacation. And this experience kinda the mood. As an apology and business opportunity, she offered a cup of hot cocoa. Hopefully this does enough to ease the dragon so he'll come back some time. He was a nice guy.

OPINION: TED(ucation) TALK: Educational Crisis of the Philippines

After being halted due to the COVID-19 Pandemic, the University of the Philippines College Admission Test (UPCAT) will return for the academic year 2024-2025. With this news in the limelight, discourse between those who prefer the UP College Admission (UPCA) and UPCAT arise centering on how one is more beneficial than the other, may it be on a personal level or a nationwide point of view. However, the real discussion gets drowned out in the discourse between two sides: Why is quality education not readily available to everyone? It is a question that one might simply answer with something like: “The government is trying their best to give each student the education they deserve,�� when in reality, nothing has changed despite the government's attempts. From the lack of support, budget, or even equitable access—these are all evident in the educational system of the Philippines. The country has suffered, and continues to suffer from this age-old educational crisis, UP being no stranger to the struggle.

Persistence of inequitable access to higher education

To start, we must discuss the accessibility of tertiary education or higher education in general. According to data from a discussion paper by the Philippine Institute for Developmental Studies (PIDS), titled “Philippine Education: Situationer, Challenges, and Ways Forward”, in 2019, 49% of the richest decile managed to attend higher education whilst only 17% of the poorest could do so. This shows how the poor are underrepresented in state universities; even free tuition in higher education has yet to prove whether it helps increase the participation of students from poorer households. UP, a state university, has a student population that largely consists of students coming from the middle to upper middle class. From a journal article entitled “Quality, inequality and recent education reform” by Edita A. Tan, admission in UP varies across income brackets, the lowest at 3.5% among applicants from the poorest families and 16% for students coming from millionaire families. This contradicts the purpose of a state university to cater to those in the lower classes due to the free tuition it offers. This proves that tuition is not the only problem admittees face, but access too. The paper also discusses how free tuition and tertiary education subsidies or the pre-implementation analysis expected this problem as well: the more academically-prepared students who mainly come from richer families may bump off the less-prepared students from poorer households due to competition and limited slots.

Lack of budget and support

Quality education is not one-dimensional, hence, it cannot be solved easily without proper budgeting and support from the government—which the Philippines' educational branch suffers from the lack thereof. This deficiency manifests in the attitudes of prominent legislators like Senator Alan Peter Cayetano towards the premier state university, questioning the management of its budget. Such a challenge seems senseless however, when considering that despite taking up 23.41% of the total allocation for all state universities and colleges, UP suffered from a Php22.295 billion budget cut. The loss of funds not only affects the conducting of entrance exams but also the students, faculty and staff, the infrastructure plans of UP, and most importantly, the quality of education they get to provide.

To make matters worse, the government's allocation of the national budget suggests that quality education is not their priority. In 2022, the Department of National Defense (DND) had a 29.5% budget increase for its machinery and equipment outlay. On the other hand, the Department of Education’s infrastructure received a 40.7% budget cut, showing how the previous administration prioritized the military over education. As a whole, the education sector only got 16% of the total Php5.024 trillion proposed national budget.

Dated all the way back in the midst of the country suffering from the pandemic, various economic teams have warned the country that this pandemic will leave a generational effect on the state of its education. This only calls for greater priority throughout the allocation of the national budget which the government certainly overlooks. Due to resources being limited and the budget continuously getting slashed, UP, just like many other universities, could only accommodate so much without proper funding and support from the government.

Admissions: the UPCAT and UPCA

During the first time UPCA was used as a form of admission in the academic year 2021-2022, over 100,000 applicants hoped to get in but only 11,000 were admitted. Numerous students expressed their dismay in social media after the results were released, especially students from the Philippine Science High School or Pisay. In previous years, 90% of their students were admitted into UP but a Pisay Student-Organized Intercampus UPCA Inquiry showed a 50% drop in their system-wide UP acceptance rate. UP Office of Admissions director Francisco delos Reyes shared that since UP is a national university, they had to look at the different strata of our society in creating the University Predicted Grade for the UPCA. “As an excellence-equity admission system, 70% pagalingan, pero may 30% tayo for economic and geographic equity,” he said. Meanwhile, in AY 2019-2020, a total of almost 12,000 applicants qualified for admission, representing 13% of the 90,000 students who took the exam. Since 2017, UP has been receiving around 100,000 student-applicants, with this the university only has a 10% to 15% acceptance rate.

As a state university with free quality education, it is understandable why UP reaches around 100,000 applicants each year. Education is a must, and those who are unfated to get into a university would face even more challenges looking for job opportunities due to entry-level positions also requiring a diploma from a 4-year course. This further proves the point of the Philippines facing a huge educational crisis and how UP, being the face of the country's state university system, should be able to open its doors of opportunity for all students with dreams.

During the implementation of the UPCA, students expressed their concerns, stating that those who struggled in high school had expectations of UPCAT being their chance of redemption. Hence, the traditional exam is still seen as “the gold standard and a leveler for all applicants”, even by admissions director delos Reyes. However, former Student Regent Renee Co called to light how the examination reflected the flaws in the country’s educational system—pointing out that UPCAT favors those from science high schools and private institutions who have a wider range of available resources to further their learning. She also noted that although the modification of the admission system was a good move, the applicants' differences in circumstances and socio-economic factors still play a huge role in determining acceptance into the national university. “Students from families with lower economic opportunities do not receive the same quality of education, and their circumstances affect their grades,” said Co. She points out how only considering one part of the equation while leaving the other unattended, blows the inequalities of the educational system wide open, putting those who are already in a less favorable situation in one much worse.

Admissions of other colleges

The Polytechnic University of the Philippines (PUP) is another state university with free tuition and requires applicants to take the PUP College Entrance Test. Data from 2012-2014 show that out of approximately 60,000 applicants every year, the percentage of admitted students is around 25%. The Ateneo de Manila University, a private higher education institution that provides quality education, on the other hand, has a tuition fee of over Php100,000 and a 10% to 20% acceptance rate. The acceptance rate of these three colleges are similar, with only PUP having a higher percentage due to its smaller count of applicants. As these universities have low acceptance rates like UP, this proves the lack of access to quality education, which could be made better in state universities since, ideally, they should be boasting significantly better rates than private institutions whose slots are inherently limited by business factors. Not to mention, state universities are backed by the government, whose funds come from nationwide tax revenue.

With the educational crisis that the Philippines is facing right now, being able to reach tertiary level education shouldn’t be an egregious experience. It also shouldn't be a system that benefits those with the capacity and resources because everyone has the right to experience free quality education. For this to be achieved we must call on the national government to rechannel funds and to prioritize education. It must heed the calls of the people that have long suffered from this educational crisis. Equitable access to education cannot be obtained without realization and action from those in power. Writing About Your Data, 1st week assignment

Dear colleagues students,

Here’s a description of NESARC data I used in my analyses on previous courses. During 2 finished courses I performed several separate analyses working with different variables, they are described below.

Sample

Sample’s data comes from the National Epidemiologic Survey on Alcohol and Related Conditions (NESARC), 1st wave, collected in years 2001-2002. It included 43,093 participants from US. The target population of the NESARC was the civilian noninstitutionalized population, 18 years and older, residing in the United States. The sample included persons living in households and persons residing in noninstitutionalized group quarters such as college dormitories, group homes, group quarters, and dormitories for workers.

Black, Hispanic, and Asian adults were sampled at a higher rate than the remainder of the population to ensure reliable estimates of these groups.

Procedures

The main study was conducted in 2001-2002. Trained interviewers visited sampled addresses to select and interview adults through computer-assisted personal interviews. Each sample person was asked questions about background and lifestyle, such as age and education; drinking practices; and related mood, anxiety, behavior, personality, and medical conditions.

Measures

All data I used in my analyses was assessed using the NIAAA, Alcohol Use Disorder and Associated Disabilities Interview Schedule – DSM-IV (AUDADIS-IV) (Grant et al., 2003; Grant, Harford, Dawson, & Chou, 1995):

Lifetime major depression (i.e. those experienced in the past 12 months and prior to the past 12 months) - DSM-IV Diagnoses (Section 14), categorical variable.

General anxiety disorder (i.e. those experienced in the past 12 months and prior to the past 12 months) - DSM-IV Diagnoses (Section 14), categorical variable. For mood and anxiety disorders in each of the above-reference time periods, two different diagnoses appear on the data file: (1) non-hierarchical diagnoses; and (2) those that exclude specific mood or anxiety disorders that are either substance-induced or due to a general medical condition.

Household income - Family income, age & adult nonrelatives in household, Background information (Section 1), categorical variable, originally included 21 categories by income ranges, for my research purposes I collapsed it into 4 income categories by quartiles, “<$19,999″,  “<$34,999″,  “<$59,999″,  “>$60,000″.

Age when started drinking at least once a week - Alcohol Consumption (Section 2A), quantitative variable, values ranging from 5 to 99.

Alcohol abuse/dependence in last 12 months – DSM-IV Diagnoses (Section 14), categorical variable.

Blood/natural father (or mother) ever an alcoholic or problem drinker - Family history (I) of alcoholism (Section 2D), categorical variable. For my research purposes I considered mother and father alcohol problems together and created new variable “drinking parent”, where having at least 1 alcohol dependent parent it takes value 1, and having none - value 0.

Kosovo’s Ministry of Economy told BIRN that confiscating crypto-mining equipment from the Serb-majority north has saved the state budget some 2 million euros a year in electricity.

Last week, Kosovo Police undertook two separate raids against crypto-mining in the north resulting in the confiscation of around 200 cryptocurrency mining equipments.

“The seizure of cryptocurrency mining equipment, an activity with an extremely high consumption of electricity, combined with actions to close drug labs, and all other actions in the four municipalities in the north of the country, have had a significant impact on reducing consumption of electricity,” Edita Pozhegu, advisor to the Minister of Economy, told BIRN on Monday.

According to Pozhegu, energy consumption in the north had constantly increased over the years, by 14 per cent in 2020 alone. After the government banned crypto-mining equipment in January 2022, energy consumption fell by 3 per cent.

“This has a direct effect on the protection of the state budget … especially at a time when we were at the peak of the European energy crisis and import prices experienced enormous increases,” Pozhegu explained.

“Only from the (police) operations in the north, taking into account the high energy consumption of the confiscated equipment, the state budget has been saved about 2 million euros a year,” she claimed.

The Minister of Economy, Artane Rizvanolli, announced on Twitter on Sunday that police had confiscated 20 crypto-mining devices in the Serb-majority north.

“These and similar developments in northern municipalities have nothing to do with inter-ethnic relations in Kosovo, as some like to portray. It is an issue of rule of law versus illegal activities,” Rizvanolli wrote.

Two days before, on April 14, Rizvanolli tweeted that police had confiscated 175 pieces of crypto-mining equipment in Zubin Potok. Police have not notified of any arrests so far.

“Non-payment of electricity bills encourages such illegal activities,” Rizvanolli wrote on Twitter.

Since the Kosovo war ended in 1999, the four Serb-dominated municipalities have not paid for their electricity.

Since 2017, Kosovo’s Energy Distribution and Supply Company, KOSTT, has been responsible for paying for the energy used by the four municipalities. According to some estimates, this costs around 12 million euros a year. However, KOSTT claims that in 2021 alone, the four municipalities ran up a debt of 40 million euros.

In August 2022, the government allocated 40 million euros to cover unpaid electricity in the four municipalities.

“This is why Serbia blocks implementation of the energy road map. We fulfilled all our commitments. Time for the other side to do the same, urgently!,” Rizvanolli continued.

In June 2022, Belgrade and Pristina agreed a “road map” on how to solve the problem of electricity distribution in the Serb-majority north, one of several longstanding disputes the between two countries, to implement an existing 2013 agreement.

Based on this road map, Kosovo Serbs would start paying for electricity, not to the Kosovo state, however, which Serbia does not recognise, but to Drustvo Elektrosever, a subsidiary in Kosovo of the Serbian state-owned power company Elektroprivreda Srbije.

Second, Kosovo authorities would have access to the Valac/Vallaq substation, an important part of the country’s power grid that is located in a Serb-majority municipality, and to other energy infrastructure that Pristina was not able to access previously.

However, implementation of the roadmap has stalled.
