That's actually the case? Aphrodite is derived from cult of Astart in Phoenicia, who was derived from Ishtar - Innana. Originally cult appeared in Assyria, then to Syprus, then to Kythrea and then- to Sparta.
In Sparta and other places I mentioned, she retained alot of Ishtar influence- being warrior goddess, having epithet of Ourania- heavenly. That's her relation to Ouranos and reference Ishtar being Queen of Heaven.
There is a theory that she is derived from Eos- but it is not the most accepted.
