The new government's programme includes the introduction of a citizenship test as part of its plans to tighten the requirements for obtaining Finnish citizenship or permanent residence in Finland.
In its programme for government published last month, Finland's right-wing ruling coalition said it plans to introduce a citizenship test as part of efforts to tighten rules around the granting of permanent residence and citizenship permits.
"Passing a citizenship test and a language test will be made a requirement for naturalisation," the programme states.
The Finnish citizenship test will be modelled on similar evaluations used in other European countries.
Minister of the Interior Mari Rantanen (Finns) told Yle that her ministry has started work on drafting the citizenship test, but the process will take time.
Examples from across Europe
Among the EU's 27 countries, nearly half — or 13 — currently have a citizenship test. They include the Netherlands, Spain, Greece, Croatia, Latvia, Lithuania, Luxembourg, France, Germany, Denmark, Czech Republic, Hungary and Estonia.
In addition, Norway, Switzerland and Liechtenstein — which are not members of the EU but are part of the Schengen area — also have a citizenship test.
In general, the tests feature questions about the history, culture, society and population of the host country. The assessments may also ask about living in a democracy and other aspects of a particular country's politics, such as in Estonia and Greece, or about the country's national anthem, as in Latvia.
In each country, the test is organised by an official body.
Rantanen previously told tabloid Ilta-Sanomat that the exams could be organised by community colleges, for example.
From multiple choice quizzes to interviews
In an interview with Yle soon after taking office, Rantanen said that her ministry will perform a "u-turn" on immigration and refugee policies during her term, and she reiterated that position this week.
"I am glad that we are reaching the pan-Nordic level, and that we will not be the only country in the Nordic region with lax rules," she said.
Among the Nordic countries, the citizenship test is used in Denmark and Norway.
The Danish test has 45 multiple-choice questions about the country's society, culture and history — 35 of which are based on provided study material while 5 questions deal with topical issues taken from Danish media and politics. There are also five questions on Danish values.
At least 36 correct answers are needed in order to pass the Danish test. In addition, they must correctly answer at least four of the 10 questions that are not included in the study material.
The citizenship test in Norway has 36 questions, of which 24 must be correct. Norwegian authorities also offer the option of completing a social studies course (75 hours) with a final exam in Norwegian.
Luxembourg also provides the option of taking a social studies course instead of the citizenship test.
In Slovakia, there is no formal citizenship test but the required language test does ask basic information about the country.
Study material helps participants
In almost every European country where a citizenship test is mandatory, participants are provided with study material.
In Spain, the test consists of 25 multiple-choice questions selected from a list of 300, which can be practised in advance with an app.
The tests are also often multiple-choice, although one notable exception to this is France, where the 'test' is conducted as an interview.

In addition to the citizenship test, each country has other conditions which must be met if the applicant is to receive citizenship or a permanent residence permit — such as a certain income threshold.

Rantanen noted that the proposed citizenship test is also intended to help speed up integration into Finnish society.
"The idea is for people to integrate into Finland, to learn our language and our social system. With integration, the citizenship and language tests should not prove to be too difficult," Rantanen said.
Citizenship test previously proposed in 2019
The possibility of Finland introducing a citizenship test has been mooted before.
In 2019, then-Interior Minister Kai Mykkänen (NCP) presented a package of measures he said was aimed at preventing and combating crimes committed by foreign-background individuals, especially sexual offences.
The draft bill at the time stated that "the practices of other countries in the use of citizenship tests will be studied and a test suitable for Finland will be introduced".
However, the citizenship test was not advanced during the following government's term in office.

I live and grew up in rural Germany
Always been here, in a tiny town (less than 1000 residents) and everyday really at this point I'm torn about wanting to leave or wanting to stay XD Job opportunities are scarce, the infrastructure sucks, it's an absolute pain in the ass to be this far out and away from bigger cities with so many more opportunities and services (be it something as silly as being able to order takeout or something as serious as finding queer-friendly medical professionals). On the other hand, it's very peaceful here. I'm surrounded by mountains, forests, lakes, I can see so many stars at night, it's amazing. Something in between would be cool, where I get nature but also a little more convenience (a supermarket in walking distance would be the dream, having to rely less on a car to get somewhere in general), but I haven't found that place yet.
I have a cat
Her name is Luna, and she is a feisty little menace and one of the sweetest and funniest cats I've ever known! She's been with me since late 2019, adopted from a shelter where she was notorious for getting into fights with other cats and staff apparently XD When I picked her up the first time she immediately snuggled up to me and gave me lots of kisses xD Could say it was love at first sight really. Also, I leash-trained her and we go on little outdoor adventures regularly (another reason why I'd like to remain living near a place where we can keep doing that).

I have 7, 3 in my face, 4 in my ears altogether. And I want moooore, but I'm paralyzed by all the choices :D One I've wanted for a long time is a nose bridge one, and I think it would suit me, but it would also intensify my resting bitch face by 100% so, I'm a little on the fence still xD I might also be a little obsessed with the one my V has on his cheek, because that's one I'd never really seen on a real life person before. They do exist though, as dermal anchors/implants and I think I've also seen pics where they looked like done "regularly", kinda like eyebrow piercings, so more research and a consultation by a professional are required before I settle on anything XD
I studied Computer Science and Media
I never finished my course though, didn't get a degree, and I beat myself up for it for a long time. I quit in the first place because I was so burnt out and depressed and unhappy with everything to do with uni, it really almost killed my creative drive for good. Not only were we constantly told we'd only have a chance in jobs and fields after graduating that sounded absolutely dreadful to me, the faculty itself seemed to make it as hard as possible for us every step of the way to reach the end of the course (from "killer-exams" to get rid of the students only in it with "the wrong intentions", and a horribly disorganized administration that regularly just lost your grades and scores and tried to blame it on you). I'm someone who loves learning, and I loved learning what I did there. I have many amazing memories of people and projects we got to work on. But it's all overshadowed by the awful strucutures in place around it. I'd still like to study something some day, maybe to do with art or history or film or languages... but currently I'm kinda just happy existing and doing things at my own pace, without too much outside pressure to perform.
I work at a supermarket and am a registered freelance artist
I have a stable, permanent, part-time job at a supermarket (the wine and liquors department is all mine to manage basically, and I don't even drink XD but it's a lot of fun there really. Unless when something breaks...)
Money-wise, this job's just enough to not worry too much about life atm, but I wouldn't mind more xD It being part-time gives me a lot of free time I wouldn't have at most "regular" jobs, but rarely having a weekend sucks big time, especially when most of your friends work "regular" jobs.
I'm also registered as a freelance illustrator, and I'd love to get back into the swing of offering commissions again at some point, or building a small creative business somehow that would make the supermarket job obsolete in the end (just havent quite figured out what and how to pull that off, all attempts so far semi-successful XD). But yeh, that's like, the ultimate dream, really. Just making art and living off of it, and still having the time to follow my hobbies and go on adventures with my cat xD Don't need fame or riches, just want a comfortable, happy life bringing joy to others with what I do. And that joy-part, and feeling useful is what's lacking at my current dayjob. It's a job, it pays the bills, it can be fun and leaves a little bit of creativity here and there even... but it's not as fulfilling as I'd wish it to be.

It’s a massive privilege and a chance you get “Once in a lifetime”. Ireland and Writing were two things that were calling me since I was a child. I had this deep-rooted sense of belonging in me. A vocation that never stopped buzzing in my head – like white noise – a craving I was never able to satisfy. It was always accompanied by a sense of restriction, a sensation of not being valued. Since I’ve been connected to Ireland that has changed. I felt like myself, and I was inspired to write, and work for my goals. I was finally able to breathe, to show my true self to the world. My dream was reachable, my vocation was becoming real. I’ve written nine books so far, waiting to be picked up by a publisher. One of them I Self-published.I am a European citizen currently residing in Germany. I want to continue to write and build my career as a writer with the Postgraduate Masters Program that has been offered to me. I am a published author, and a Human Rights Activist so really there should be no problems in me moving to another EU State to take up education, & receiving reciprocal rights under mutually agreed EU law. No problems at all arise unless like me you are classed as disabled. In order to stay alive & live some semblance of an independent life daily, I must have 24/7 support, provided by a Personal Assistant.My world was crushed – from one moment to another. My care organization refused to finance my care assistant in Ireland when I am a permanent resident – The Reason: I am bound by the territorial law of Germany. I am a Person with a Disability who requires support, hence I am a social welfare case, and I am bound to the national welfare. This means that I – and therefore all people with disabilities – are apparently disabled from partaking in their rights as a European Citizen. This is clearly a severe Human Rights Issue. It was no question that this has to change and I had to fight for it.I wrote an appeal and highlighted the violation of multiple articles of the UNCRPD, Point 3 “Enjoying EU Rights”, and 3.1. “The right to reside and move freely” of the European Disability Strategy 2021-2030, and, of course, the Charter of the Fundamental Rights of the European Union: I informed, various Irish and German entities. (Politicians, Organisations; Activists.) I was stunned by the support I got from Ireland – but alas, nothing but radio silence from Germany. (There was one newspaper that had approached me because a personal assistant I knew had a friend who’s working there, but that’s it) whereas on the Irish side, everyone I’ve approached cared and tried to help. I kept fighting and pushing with those great helpers joining in, for myself and my community. I realized somebody has to change this. For the future for others that might follow.My appeal got refused again, but it came with a loophole, they offered to at least fund the time of my studies when I am withdrawing the Legal complaint I’ve filed. I told them I wouldn’t do that until I’ll have something written in my hands, that I am allowed to go and that the funding will be granted for the period of my Master’s program.Now, 3 weeks later, I still haven’t received anything final on paper and they’re finding another bureaucratic issue they can delay the process with.After years of corresponding funding organizations, I can tell, that this is a tactic. They want to drag it out until my studies begin, simply saying, they want me to give up. But that won’t happen. I deserve my education, WE DESERVE THE RIGHT OF EDUCATION, we deserve the chance to say yes to such once-in-lifetime opportunities, and to see how far our potential can lead us when we are offered an opportunity, cause we are European Citizens. Oman
The conversion of Oman visitor or tourist visas into work visas has been suspended.
This alteration in immigration regulations became effective on October 31st.
Saudi Arabia
Saudi Arabia has implemented more stringent visa regulations for hiring domestic workers from overseas by introducing an official digital platform.
One of the restrictions the government places on the platform is that employers seeking a visa must be 24 years old or older.
United Kingdom
