Congress Sees Echoes of Its Promises in Budget 2024
As Union Finance Minister Nirmala Sitharaman unveiled the first Budget of the third Narendra Modi government, the Congress party quickly drew parallels between the budget’s provisions and promises made in its Lok Sabha election manifesto.

Internship Scheme and “Pehli Naukri Pakki”
One of the most notable announcements was the government’s plan to offer internships to 1 crore youth in 500 top companies over the next five years. This scheme, along with three employment-linked schemes, caught the Congress’s attention for its similarities to their own manifesto promises.
The Congress had proposed a “Right to Apprenticeship Programme,” famously branded as “pehli naukri pakki” (guaranteed first job). This program aimed to provide a one-year apprenticeship with either a private or public sector company to every diploma holder or college graduate under the age of 25, ensuring them an annual income of Rs 1 lakh. According to the Congress, this initiative would impart skills, enhance employability, and open doors to full-time job opportunities for millions of young people.
Reacting to Sitharaman’s announcement, Congress communications head Jairam Ramesh remarked, “The Finance Minister has taken a leaf out of the INC’s Nyay Patra 2024. However, the scheme is designed to grab headlines with its ambitious target of 1 crore internships, rather than offering a guaranteed program for all diploma holders and graduates as envisioned by the Indian National Congress.”
Employment Incentives
The Congress had also promised to reform the production-linked incentives (PLI) scheme to target sectors capable of creating thousands of jobs and introduce a new employment-linked incentive (ELI) scheme for corporates. This scheme aimed to provide tax credits for additional hiring.
In response, the Budget outlined three employment-linked schemes:
A scheme providing one month’s wage to new entrants in the workforce across all sectors.
Incentives for additional employment in the manufacturing sector, particularly for first-time hires.
Reimbursement of up to Rs 3,000 per month for two years towards EPFO contributions for additional employees earning up to Rs 1 lakh per month.
Sitharaman stated that these schemes are expected to benefit 30 lakh youth and their employers.
Women’s Hostels and Angel Tax
The Congress manifesto had also promised to double the number of working women hostels across the country, with at least one Savitribai Phule Hostel in each district. The Budget’s mention of setting up working women hostels in partnership with state governments aligns with this promise.
Additionally, the Congress had pledged to eliminate “angel tax” and other burdensome tax schemes that hinder investment in new companies and start-ups. Sitharaman’s Budget included a proposal to abolish angel tax for all classes of investors, reflecting this aspect of the Congress’s manifesto.
Strategic Mining Program
Another area where the Congress saw alignment was in the strategic mining program. The Congress manifesto had promised to explore and mine rare earths and critical minerals, aiming to increase mining’s share in GDP to 5% and create 1.5 crore jobs in mineral-rich states. Sitharaman’s announcement of a critical mineral mission for domestic exploration, recycling, and overseas acquisition echoed this commitment.
Conclusion
While the Congress has noted several parallels between its manifesto promises and the Budget’s provisions, it remains to be seen how these plans will unfold in practice. The party’s reactions highlight their ongoing critique of the Modi government’s policies and their aim to showcase the relevance of their own proposed initiatives.

Delhi University Invites Applications For Vice-Chancellor Internship Scheme
The students will be awarded with a certificate at the end of the internship programme in addition to a stipend of ₹ 5250 per month.

New Delhi: The Delhi University has invited applications for the part-time Vice-Chancellor Internship Scheme (VCIS) 2023. The scheme will award students with a stipend of ₹ 5,250 per month (subject to approval).
The applications are invited by Delhi University’s Dean of Students’ Welfare Office and would require the applicant to devote nearly 8–10 hours per week on work. The maximum period for serving the internship is six months from the date of joining. The last date to register for the internship scheme is October 4.
Eligibility for the internship
Students from the university who are enrolled in regular college course in any stream at the undergraduate or postgraduate level are eligible to apply for the programme.
Students from the first year/first semester are not entitled to apply for the internship scheme. 
The scheme can be availed by a student only once during the course of study at the university.
Award for the programme
The Dean of Students’ Welfare will award the students with a certificate at the end of the internship programme. The certificate will be received subject to a satisfactory appraisal report from the concerned department.
The possible domains for the internship are the vice Chancellor’s office, office of dean of colleges, Director South Campus office, proctor office, office of dean of students’ welfare, registrar office, PRO, dean academic, central reference library, student library, department libraries, departmental labs, examination branch, finance office, research council, sports council, NCWEB, equal opportunity cell (including readers and writers for visually challenged), cluster innovation centre (CIC), Institute of Life Long Learning, WSDC, Centre of Global studies and more.

If She could do anything in the world? It’d be to CTRL + ALT + DEL, illness. Mainly for selfish reasons but who’s gunna get mad? The pope? No.
So yes, Sunny is sick.. yes. She hasn’t left her dorm in a day or two— and yes, Sunny is laying on the floor in the middle of the room because her ankle gave out and she doesn’t feel like getting back up to huddle on the couch again.
The TV is still playing Starwars though… so.. Sunny just. Tilts her head to the side and keeps watching.

The Prime Minister's Internship Scheme (PMIS) 2025 has become a pioneering initiative to connect the youth of India. The scheme has made significant strides in its first phase, reaching diverse regions and improving the lives of countless young learners across India.
Through structured internships across various sectors, the scheme is fostering skill development and boosting employability. The introduction of facilitation centres in collaboration with the Confederation of Indian Industry (CII), has expanded the reach of PMIS significantly so that every young learner across India gain direct exposure to real industry environments.
Key Achievements of Phase 1
1. Massive Participation and Outreach
Phase 1 witnessed an overwhelming response, with over 6 lakh candidates registering for internships across the country. This enthusiastic participation underscores the scheme's relevance and the eagerness of the youth to gain industry exposure.​
2. Diverse Internship Opportunities
The scheme facilitated over 82,000 internships in Phase 1, spanning 24 major sectors, including:​
• Banking, Financial Services & Insurance (BFSI)
• Green Energy & Sustainability
• Hospitality & Tourism
• Healthcare & Pharmaceuticals
• Information Technology & Digital Services
Thus, such diversity guarantees that students with different educational backgrounds would be able to find opportunities that align their interests and qualifications.
 3. Nationwide Accessibility
Internships were made available across all 730+ districts in India, ensuring that candidates from remote and rural areas could equally benefit from the scheme.
4. Financial and Insurance Support
The scheme has addressed economic issues while also promoting participatory purposes by offering:  
• A monthly stipend of ₹5000, to which the partner companies contribute ₹500 and the government gives ₹4500 through Direct Benefit Transfer (DBT); 
• A one-time grant of ₹6000 at the time of joining, also paid through DBT; 
• Since the premium payments for the Pradhan Mantri Suraksha Bima Yojana are paid by the government and additional accidental insurance provided by partner organizations.
5. Collaboration with Leading Corporates
The Ministry of Corporate Affairs (MCA) collaborated with 500 top companies, selected based on their Corporate Social Responsibility (CSR) contributions over the past three years. Some of the notable contributions are:
Jubilant Foodworks Limited – 14,263 internships
Maruti Suzuki India Limited – 12,444 internships
ONGC Limited – 6,020 internships
Eicher Motors Limited – 4,260 internships
Reliance Industries Limited – 5,000 internships
6. Regional Participation Highlights
Certain states demonstrated significant engagement in Phase 1:​
Uttar Pradesh: 1,234 interns
Assam: 994 interns
Bihar: 715 interns
Madhya Pradesh: 693 interns
Odisha: 467 interns​
7. Recognition of Outstanding Interns

Following the successful completion of Phase 1, Phase 2 of the PM Internship Scheme was initiated in February 2025, offering skill development and real-world industry exposure.
The first PMIS Facilitation Centre was set up at Corporate Bhawan, Kolkata, leveraging the CII Model Career Centre as a hub. These pathbreaking steps served as the first-ever PMIS outreach hub, with plans to establish similar centers across 8 locations in West Bengal.
CII and MCA Organised PMIS Mela in Kolkata
CII and MCA jointly organised a PMIS Mela in Kolkata, bringing together 28+ industry organisations and 960+ participants. The event facilitated career-building opportunities, resulting in 400 new internship registrations on the same day.
Key Highlights of the Mela:
Roundtable Discussions: Engaging interactions between students, mentors, and industry experts, followed by career counselling and a detailed exchange of information about the program.
Open House Sessions: Providing candidates with a platform to address queries and gain insights into industry expectations.
Participation of Key Representatives: Esteemed officials from the Ministry of Corporate Affairs (MCA) and leading industry players attended the event.
Recognition of Outstanding Interns: Certificates are awarded to interns who successfully excelled in PMIS and demonstrated exceptional performance in their respective domains.

1. Paid Internship Programme
The government is set to launch a paid internship programme in 500 top companies. Announcing this, Sitharaman stated, “Internship in 500 top companies to be encouraged under the 5th new scheme of the Modi government. 1 crore youth to benefit from the government’s internship scheme. An internship allowance of Rs 5000 per month and one-time assistance of Rs 6,000 will be provided under the internship scheme. Companies will bear training costs from their CSR funds.”
2.Youth Skilling Scheme
In an effort to boost youth employability, the finance minister announced an increase in provisions for the Youth Skilling Scheme. The revised model skill loan scheme will facilitate loans up to Rs 7.5 lakh with guarantees from a government-promoted fund. This scheme aims to benefit 25,000 students per year
3. Roadmap for Job Growth
Sitharaman outlined incentives for job growth, stating that incentives will be provided to both employees and employers in the first four years of employment. She said, “All employment within a salary of Rs 1 lakh per month will be counted. The government will reimburse employers Rs 3,000 per month towards EPFO contributions for two years for each additional employee.”
4.Three Schemes for Employment Generation
To further boost employment, the government will set up three schemes focused on employment generation. The first scheme will provide a one-month wage to all persons newly entering the workforce across all sectors. This first-time employment scheme is expected to benefit 2.1 crore youths.
These initiatives reflect the government’s commitment to job creation and youth empowerment, aiming to provide substantial support to both employers and employees in the coming years.
