Colonel Neelakantan Jayachandran Nair
Colonel Neelakantan Jayachandran Nair, (popularly known as "NJ") was a highly decorated officer of the Indian Army. On 20 December 1993, while heading an advance party of the battalion, his convoy was ambushed by Naga rebels. Nair personally led the attack to break the ambush and sacrificed his life defending his men. For this act of valour, he was conferred the Ashoka Chakra.

Ethnic groups in India's north-east have long opposed the Armed Forces Special Powers Act (AFSPA) - a controversial federal law that gives the army sweeping powers, including protection from prosecution for soldiers who mistakenly kill civilians. The law has been blamed for "fake killings" and campaigners say it is often misused. The call to repeal the AFSPA was echoed by rights body Human Rights Watch, and the chief ministers of Nagaland and nearby Meghalaya state. Even leaders of India's ruling Bharatiya Janata Party (BJP), which is also a coalition partner in the Nagaland government, agree. "Security forces are meant to protect humans. We want to tell India's home minister Mr Shah that this draconian AFSPA law is unprofessional, based on unprofessional intelligence inputs and a total failure," said Hosea Konyak, a senior BJP leader from Mon district.

On 4th December, 2021, the Indian Army killed a total of 14 civilians in Nagaland "mistakenly" while trying to "ambush" insurgent groups. This is part of a long pattern of civilian murders and rapes that military and paramilitary forces have perpetrated with complete impunity in states in the North East as well as in Kashmir.

Nagaland killing is a case of mistaken identity, states Union Home Minister Amit Shah
Union Home Minister Amit Shah expressed grief over the incident that took place in Nagaland wherein civilians were killed by the security personnel and informed the parliament on Monday that “a team of 21 para-commandos of Indian Army laid an ambush” for insurgents in Mon district on December 4 evening but “it turned out to be a case of mistaken identity”.
He also stated that the government has formed a Special Investigation Team (SIT)) which has been directed to inspect the case and complete the investigation within one month. He said that the situation was “reviewed in detail to ensure that normalcy is restored at the earliest” and all agencies are being told to “ensure that no such unfortunate incident recurs in future while undertaking operations against insurgents”.
Shah gave an identical statement in both the houses which read, “The Government of India sincerely regrets this unfortunate incident in Nagaland and expresses its deepest condolences to the families of those who have lost their lives.”
“Based on inputs received by the Indian Army about the movement of the insurgents near Tiru village in Tizit area of Mon district, a team of 21 para-commandos of Indian Army laid an ambush in the evening of 04.12.2021. During the ambush, a vehicle approached the location and it was signaled to stop. However, the vehicle tried to flee, following which the vehicle, suspected of carrying insurgents, was fired upon resulting in the killing of 6 out of 8 persons travelling in the vehicle. However, it turned out to be a case of mistaken identity. The two persons who sustained injuries were evacuated to the medical facilities by the Army personnel,” he added.
“Upon receiving the news, local villagers surrounded the Army team, burnt two vehicles and assaulted them, resulting in death of one Security Force (SF) personnel and injuries to several others. To disperse the crowd, SFs opened fire which resulted in killing of 7 more civilians and injuring some others,” he said.
