Valarie would sell her cybernetic enhancements to Mr. Foreman in exchange for money and the chance to check on the TARDIS, often telling him stories about the Doctor as she did so. You voted for it, you got it. A "fix-it" that's really gonna heal you after watching Parting of the Ways for the millionth time. (I deserve compensation for the emotional damage I experienced RTD!).
Summary: Bad Wolf, and by extension, Rose, with all their infinite power decide to take things into their own omnipotent hands. It's time for the Doctor to get some much-needed R&R! Adjusting to life in the slow lane is a little hard for our Doctor, but the goal is healing and he's willing to try. Perhaps all he needed was just a bit of something human to help him get there.
