How the world’s richest man laid waste to the US government

Elon Musk has achieved astonishing power in Trump’s administration – and spent the weekend wielding it

Since declaring his support for Donald Trump in July of last year and subsequently spending more than $250m on his re-election effort, Elon Musk has rapidly accumulated political influence and positioned himself at the heart of the new administration. Now as prominent as the president himself, Musk has begun to make use of that power, making decisions that could affect the health of millions of people, gaining access to highly sensitive personal data, and attacking anyone who opposes him. Musk, the world’s richest man and an unelected official, has achieved an astonishing level of power over the federal government.

Over the weekend, workers with Musk’s “department of government efficiency” (Doge) clashed with civil servants over demands for unfettered access to the computer systems of major US government agencies in a breakneck series of confrontations. When the dust settled, several top officials who opposed the takeover had been pushed out, and Musk’s allies had gained control.

Musk, with the backing of Trump, is now working to shut down the US Agency for International Development (USAid) – the world’s largest single supplier of humanitarian aid. He bragged on Sunday about “feeding USAid into the wood chipper”. He has also targeted several other agencies in an aggressive attempt to purge and remake the federal government along ideological lines, while avoiding congressional or judicial oversight.

Many of Musk’s actions have taken place without forewarning or transparency, sowing chaos and confusion among the thousands of people employed at the agencies like USAid that he has gone after. Humanitarian organizations that rely on US funding have halted operations and laid off staff, while government workers have been locked out of their offices. He is operating Doge as an unofficial government department with no congressionally approved mandate while he technically holds the position of “special government employee”, which allows him to sidestep financial disclosures and a public vetting process.

Musk has gleefully posted on X, the social media platform that he owns, throughout the chaos. He has accused USAid of corruption, and of being a “criminal organization” and “radical-left political psy op”, without any evidence. Why? He tweeted an explanation of simply doing Trump’s bidding: “All @DOGE did was check to see which federal organizations were violating the @POTUS executive orders the most. Turned out to be USAID, so that became our focus.” He said it was “time for it to die”.

Musk also suggested that opposition to his team will be punished, reposting a letter sent to him from the Trump-appointed federal prosecutor for Washington DC, who vowed to “pursue any and all legal action against anyone who impedes your work or threatens your people”.

The New York Democratic senator Chuck Schumer wrote on Tuesday morning: “An unelected shadow government is conducting a hostile takeover of the federal government. DOGE is not a real government agency. DOGE has no authority to shut programs down or to ignore federal law.” Musk responded that the reaction was “hysterical”.

As other Democrats and government oversight groups began to respond to the breakneck series of actions from Musk’s team, on Tuesday the Tesla and SpaceX CEO continued to plow ahead with his cuts and told his supporters: “We’re never going to get another chance like this.”

Musk takes over federal agencies

Immediately following Trump’s inauguration on 20 January, the president issued an executive order establishing Musk’s “department of government efficiency”. Rather than create an entirely new entity, the order renamed the US Digital Service, which was previously tasked with updating government IT systems, and brought the rechristened bureau into the executive office of the president.

Government accountability groups instantly saw red flags with its creation, filing four separate lawsuits that alleged Doge violated federal transparency laws while warning that the initiative was “slated to dictate federal policy in ways that will affect millions of Americans”.

The concerns from watchdog organizations have borne out. Musk and employees of Doge have gained access to sensitive government systems in the treasury department and USAid in recent days, as well as exerted control over the office of personnel management (OPM) and the General Services Administration, which handles federal real estate, with the goal of ending office leases. Two federal workers additionally sued on Tuesday for a temporary restraining order against Doge for allegedly operating an illegal server in OPM.

Attempts at blocking Musk’s team have resulted in several top agency officials being ousted. On Friday, the treasury department’s acting secretary, David Lebryk, resigned after refusing to grant Musk’s team access to highly secure systems that control about $6tn in annual payments to millions of Americans. The next day, two senior security officials at USAid attempted to stop Doge workers from gaining physical access to restricted areas at the agency – resulting in a standoff in which a deputy for Musk threatened to call the US marshals. Both security officials have subsequently been put on administrative leave, and on Sunday night staff at USAid received emails telling them to not come into work the next day.

The events unfolded swiftly and took place mostly outside of working hours, creating uncertainty over the weekend as to who was in charge and what authority the Doge team possessed. Many of the Doge team tasked with carrying out the overhauls of government agencies appear to have little to no experience in government and are extremely young. One of the engineers is as young as 19, Wired reported, while a 25-year-old who previously worked at two of Musk’s companies gained access to treasury department payment systems.

The Trump administration has maintained that all Musk’s actions have been legal and did not violate security protocols, although the details of what Doge employees are doing with access to government systems is still unclear. “No classified material was accessed without proper security clearances,” Katie Miller, a Doge spokesperson and wife of the far-right Trump administration official Stephen Miller, wrote on X.

Musk has claimed that his actions are cutting unnecessary costs and will allow for more efficient government, but he has also suggested his taskforce is ideologically opposed to liberal initiatives such as refugee services and the promotion of trans rights. He has routinely engaged with far-right and conspiracy theory-promoting accounts on X while touting his dismantling of USAid, an agency that has become a target in recent years among hardline conservatives. The far-right Heritage Foundation thinktank specifically called for reforming USAid in its controversial Project 2025 report, accusing it of spreading “climate extremism” and “gender radicalism”.

Musk acting with Trump’s backing

Trump has supported Musk’s aggressive approach to dismantling government agencies, confirming plans on Monday to shut down USAid and praising Musk as a “big cost cutter”. As backlash swelled and Democrats issued calls for action against Musk on Monday, Trump attempted to assuage some of the concerns and reassert that he was in charge.

“Elon can’t do and won’t do anything without our approval,” Trump said in the Oval Office. “We’ll give him approval where appropriate and where not appropriate we won’t.”

But there have been no public signs thus far that Trump has reined in Musk’s ambitions or prevented him from engaging in potential conflicts – he has many, as a number of his companies do extensive work with government agencies he now holds sway over. Several of Trump’s recent policy announcements also appeared to align with Musk’s worldview and personal grievances.

Trump declared on Monday that he would shut down all aid to South Africa, Musk’s country of birth, over what he alleged was a “massive human rights violation” in the form of a new land rights law. Musk has repeatedly accused the South African government of racism against white people and falsely claimed that the government is allowing a “genocide” against white farmers.

Another executive order from Trump on 31 January vowed to “unleash prosperity through deregulation” and declared that whenever a government agency issues a new regulation it must first remove 10 existing regulations. The order has echoed Musk’s longstanding calls for widespread deregulation of the federal government, which Musk reiterated in a livestream on Monday night on X, when he stated “regulations, basically, should be default gone”. He described the current administration as “our best shot” at this deregulation and “the best hand of cards we’re ever going to have”.

Musk has made sweeping and aggressive declarations about what else must change about the US government, indicating where he might strike next. He stated on Monday: “Activist judges must be removed from the bench or there is no justice,” and praised the representative Marjorie Taylor Greene for issuing calls for NPR and PBS to testify at a hearing about their operations. Greene, who is head of a “delivering on government efficiency” group within the House oversight committee that aims to support Musk’s efforts, accused the public media organizations of ideological bias – citing a PBS report that Musk “gave what appeared to be a fascist salute” during a speech last month.

It is uncertain what mechanisms may prevent further cuts by Musk. His immense influence coupled with his erratic behavior have made it difficult to quickly ascertain where the next axe may fall, such as on Monday when Musk claimed that a government agency that worked on a free IRS tax filing system was “deleted” while giving no further information. The agency’s program was still online as of Tuesday.

What is clear from Musk’s public statements is the intent to barrel ahead with accumulating more power over government agencies, while framing his crusade as an existential fight for the future of the country.

“Okay the reports done.” Jay said. “ You think these joint task force reports would be easy, but getting approval from all the departments is a real headache.”

“ So what’s the final title of the report?” I asked.

“ Corruption in selected foreign military and the difficulties in building Infrastructure” Phew. Err some parts of the NCIS report has been redacted. I don’t know why.” Blake said.

“ Well we need to find out. I mean the it’s their marines who are working for the state building infrastructure. But state has the right to know ground data.” I said.

“ Yeah ,I tried to talk with the NCIS Director but he shut me out. “ Nadine said.

“ Well its not only State’s development money , but it is also the funding of many international Agencies. We can’t put up redacted reports to the UN.” I stated.

“ Well I will ask Russell Jackson to look it up. After all nothing is Privy from POTUS”. As his chief of staff Russell Jackson will know what to do.

“ This is Special Agent Leroy Jethro Gibbs” Henry said. He is a fellow marine. He served under me in the marines. I believe you two have met before.”

“ Yes we crossed paths a few times related to work” I nodded.

“OK”said Russell Jackson. “In a Joint mission by NCIS and DIA we have uncovered alarming human rights violations in the countries mentioned in the report. The part redacted is actually the source that helped us uncover this.”

“ We studied the file” . “ Well State knew we were fighting Corruption, but this is cruel”.

“ Yes” Henry said. “ They kept it so hushed up , even CIA did not catch wind.” One of the translators working there when we were deployed as Marines has now rose in their military ranks. He brought this to us.”

“Henry, I mean Dr . McCord worked extensively with him, the asset ,our source. . Henry was not only my superior officer in the Marines, but we hung out together. Anyhow that’s how we met him , in a bar while we were hanging out. He was young , idealistic and Dr McCord hired him . We were in dearth of translators and he helped us. Anyhow we are planning to present the military leader in the international Criminal Court.”

“ We have frozen some of his assets. However he got wind of it. The dictator thinks there is a leak. Before we can pursue the dictator , we need to get our asset out. Now the state is visiting to Geneva right , to sign a trade deal?”

“ Now the asset trusts only Henry and Gibbs” Russell Jackson said. “ The asset is visiting Geneva with the dictator. We can take him in safety there. Henry and Gibbs have to go. Henry’s cover is as Msec’s arm candy. Gibbs will your date Y/N. Since the event in WTO mentions that staff could bring dates, he will be yours.”

I nodded.

“ Oh one more thing. The week in Geneva, you will be sharing a room with him. The dictator suspects we might to do an extraction. If by any chance he gets to know a staff’s date is in a separate room, he will get our plan. We need to be careful. “

“ I am Okay with it if Special Agent Gibbs is” I said , to which he nodded.

“ While Henry and Gibbs works the extraction, your job is to get the trade deal signed by him. It’s a multilateral agreement and when we present him to the International Criminal Court, there will be instability in the country. We don’t know if we could get his successor to agree to the trade deal. Since they control vital maritime routes , it’s important we get them to sign the deal. “

“ Now that his assets are frozen, he might use the trade deal as a leverage to unfreeze it. We can’t unfreeze the assets. Then the dictator would escape before we could get to him.” Russell said.

“ So Y/N” you would have to drop into NCIS once to work on your cover.” Henry said.

“ While you are at it familiarize Jethro with the protocols okay.” Msec said.

I saw Y/N walking in with a huge binder. How on earth does she work in those heels. Well they were sexy though. I would like to fuck her with those boots on. Wow from where did that thought come from. I blinked to get that image off my head.

But if we get her to meet , I can access her cell data, her client list , her records of who she set up , how she got the roofie, who she used a photographer, everything.”

“ We need to get the location of our kidnapped admiral. Or else she would leverage that for a deal.”

“ Well Gibbs you can go in as a client. You can tell her to meet at a bar my friend owns. She has great tech that breaks signal jammers for video games. She uses them in her bar ,so she could play video games without any interference. I can put in someone undercover as a waitress . In that way while I attach a chip on you to hack her phone data, someone can get her phone locations.”

“ Well, Ziva, Kate, Jessica and Ellie have all interrogated and talked to her. So who to put.” I ask.

“ Her” Abby says looking at Y/N.

Gibbs was standing behind me , bending down to look at the computer screen. His close presence made me feel butterflies in my stomach. “ Nope, find a better one” Gibbs said.

“ Maybe in a coffee shop, while we were getting coffee?” Gibbs continued.

“ Maybe at a bar. Two complete strangers. Fucked behind the alley. Had on and off casual sex. Then started dating.” I mused.

We were going through our covers. We saw the lawyer being escorted out. Suddenly she took out the gun of an NCIS agent holding the entire squad room at gunpoint.

“ I will not go to prison” the lawyer said.

“Okay ,Okay ,we can talk” I said.

“ I will walk out from here, you will not follow me” she said. “ Get me that box of money and fake passports you confisticated now”

“ OK, Ok I said . I am bringing it.” Then looking at my shoes, I looked at Gibbs, a silent understanding passing between us.

I took the evidence box and approached her . Then jammed my foot on her, my stilleto shoes causing her real pain and she dropped her gun. Gibbs immediately slipped it away as Ziva tried to handcuff her.

“You bitch” she shouted at me, and she attacked Ziva, snatching her knife and throwing it at me. Gibbs immediately pulled me down on the floor , protecting me with him on top of me before Ziva subdued her. The knife however hit the window and a piece of glass cur my shoulder. I gasped at the pain.

Jethro’s POV:

I looked at Y/N. I saw the blood from the glass that had cut her shoulders.

I pulled her up. She looked shaken. I pulled her in a hug , holding her tight against my chest.

“ Get Ducky now”. I said to Kate.

“ You know Y/N it’s okay to say it hurts while getting stitches.” Ducky said. “ You don’t have to grit your teeth and put up a brave face.”

“ You gave me painkillers Ducky. Plus the Alcohol you made me chug helped me with the nerves, as you said.”

“ You gave her painkillers with alcohol Ducky?”

“ Well it helps with the nerves . Though I suggest she doesn’t drive today.” Ducky said.

“ I will take her home Ducky.”

Ducky finished doing her stitches. “ Well you can take her home now Jethro.”

It makes sense that he would be doing this with the ultimate goal in mind of getting the adoption of his controversial, contrarian commentary as belief by much of the public that is followed by its/their sudden mass spread of this maverick conclusion as an expectation that could and might, as a matter of caution and self-concern by others en masse, hush bad publicity and vote-losing rhetorical attacks and endorsements against Trump by socially high-profile figures and organizations of influence otherwise critical of Trump, to a desired significantly beneficial political effect for him in a close election, according to a consensus of the major election polls, in the last few presidential campaign days leading up to the US presidential election of 11/05/2024.

In essence, they proposed that these dubious private polls of the past may have been the strategic, fallback plan-B, motivational groundwork that set the stage in advance of that election for MAGA-movement attempts to overturn it, if it resulted in a defeat of Trump’s reelection bid, which it did, by various means, such as mass mobilization action of aggressive MAGA political activists, legislatively and administratively within GOP-dominated state legislatures and GOP-MAGAs in the houses of Congress and judicially, by state and federal courts, including the GOP-membership-dominated US Supreme Court, all tried but comprehensively failed means to overturn the election of Biden as US president and retain the Trump Presidency. They say, in overall effect, that the Trump-MAGA team have probably learned from this previous thorough failure to alternatively win the US presidency in contravention of traditional federal Constitutional- and statutory-law institutional protocols and means and this time may be using such partisanly private and dubious election polls and bogus forecasts disseminated on online social media platforms and in right-wing mass media broadcasts, such as Fox, etc., as a same fallback strategy in the event of another defeat of Donald Trump in his current 2024 presidential election bid to overturn a win of that election by current US Vice President Kamala Harris but one with a much improved, better and more effective overturn or insurrection “game.”

All the while the Trump campaign and its compatriots on the sidelines, including those in the mass communications media, illusorily misrepresent the former Trump Presidency as having been an economic success story in which business and households were better off then economically than they are now under the Biden Presidency. It is a fallacious good-old-days mirage of a Trumpian national economic success story in that in less than half way into the second two years of Trump's four-year term as US president, our nation, and the nations of almost the whole of humanity worldwide was/were stricken by the Covid-19 pandemic, which was mismanaged by Trump and his presidential administration by first delaying announcing it publicly, then downplaying its significant danger and delaying taking societal action to contend with it nationally until the casualties from it soared, which resulted in a nationwide economic shutdown, a national shortage of toilet paper, the emptying of and lasting shortage in supplies of groceries in grocery stores, comprehensive spikes in the prices of groceries, extending to soaring price inflation, often seller-gouging price push inflation, of nearly all goods and services and retention of increased prices, and in mass job losses and unemployment, all the product of the soaring-inflation, economically failed Trump Presidency, like his past 6 business bankruptcies.

The Biden Presidency has been the rescue and clean-up crew of the dream economy inherited, and trashed, by former POTUS Trump from the Obama Presidency, in which Biden was vice president, and has restored record-level high employment to our nation, competently managed its takeover in handling the national Covid-19 pandemic and phased our nation out of its crisis status, and it, together with the Federal Reserve Bank, has substantially reduced the rate of inflation it inherited from the Trump Presidency.

However, the economist Paul Krugman explained that never following periods of soaring price inflation have prices returned to what they were before the periods of soaring price inflation, which is the way economic history works.
