Abstract
Using concrete evidence in any decision - making is a critical thing to do as a leader in an organization. Therefore performance measurement and evaluation are two keys to support leaders at any level of an organization. They indeed highly help to develop systematic understanding and possible strategies for success.
While often undertaken separately, using performance measurement and evaluation together can result with stronger evidence and information to formulate focused and efficient future for an organization.
Introduction and Problem Definition
The concept of organizational performance is critical in all types of organizations. Leaders have almost direct responsibility for assessing organizational performance, and also have to contribute for the performance itself. Others, such as organization’s environment and sub systems; which are made up of individuals and groups, are equally essential for any organization’s performance.
It has been searched over for several years, on how to measure this performance. Companies and their managers have been tracking quality, market share and other measures for years. They have given them greater status in determining strategy, promotions, bonuses, and other rewards.
How leaders think about their service or business performance has a direct impact on the decisions they make. Logically, what gets measured gets attention, particularly when rewards are related to the measures. This creates a fair competitiveness in an organization, in all aspects.
The main questions here are; given our strategy, what are the most important measures of performance? What measures truly predict long – term success in our service or business? And of course how can we prepare a suitable performance measurement check list for our organization?
While measuring and evaluating a performance of an individual, group or an organization itself; our target must be the strategic plan which directs the overall success. In the process we have to prepare for performance measures, identify outcomes, create performance measures, and at the end collect, analyze and communicate results. This process is showed in the following figure.

Review of Concepts in the Area
Discussing on the area of performance measurement and evaluation, there are some concepts to be reviewed and assessed. These concepts and terminologies plays a great contribution for the understanding and implementation of performance measurement and evaluation in any given organization.

Organizational Performance Measurement
Organizational performance can be subjective depending on the organization, its goals, and the market. Organizational performance, as it is the ability of an organization to reach its goals and optimize results, it can be defined as the ability to achieve goals in a state of constant change.
It is important to recognize the subjective nature of organizational performance. Initially, we might think performance could be linked directly to financial performance. There are a number of factors that are dependent on what’s important to the company – and what aligns with its core values. This includes things like shareholder value, social systems, market share, or organizational culture.
According to the Harvard business review, we can think about organizational performance broadly. After all organizational performance is rather subjective. There are mainly two types of organizational performance. These are: Tactical performance and Adaptive performance.
Tactical performance is rooted in strategy, focus, and consistency. How well does your organization stick to its strategy? Tactical performance is defined as it sounds. It’s consistent and focused on execution. It doesn’t allow for much room when it comes to risks, creativity, and innovation. But it allow organizations to stay focused, especially when resources are limited.
Adaptive performance is the exact opposite. To be adaptive means your organization diverges from its strategy. Adaptive performance adopts agility and flexibility. This type of organizational performance is built for change. Solid, adaptive performance gives employees more autonomy over decision – making, strategy, and innovation.
Therefore, measuring organizational performance is subjective and it will look differently depending on what a given organization does. Consider looking at the market share, organization’s purpose, and organizational culture.
Financial performance, resiliency and change, culture and collaboration, and employee retention and growth are some of the measurements for organizational performance. Whereas the manager and employee relationships, upskilling and learning opportunities, and external environment are factors that impact organizational performance. The following diagram shows how organizational performance can be assessed for effectiveness of any given organization.

Organizational Evaluation
Evaluation is an important tool for improving management. Through organizational assessment – commonly known as evaluation – the effectiveness of an organization is measured in terms of its functioning, problems and achievements from both the behavioral and social system points of view. This organizational evaluation involves measurement of variables related to patterns of organizational behavior and effectiveness.
Organizational evaluation can play an important role in helping leaders improve the efficiency and effectiveness of their operations. Depending upon when evaluation is conducted, organizational evaluation is divided into three. Ante evaluation, current evaluation, and post evaluation.
Ante evaluation is conducted prior to implementation. It involves analysis of internal and external consistency of plans, programs and projects before their implementation. Current or progress evaluation is conducted during implementation. It measures the extent of use of resources and materials, the execution of activities and the particular results reached in relation to the set plans. It can take place at any point during implementation. Post evaluation is conducted after implementation. It involves evaluation of the results and impact in relation to the set objectives.
Organizations need evaluation due to various reasons. Organizational evaluation measures, compares and analyses the coherence between results and specific objectives and general objectives of institutional projects, programs or plans.
It can be helpful in identifying: whether or not the objectives and goals originally established are being achieved, as well as their expected effects and impact, whether the organization is adapting to new environments, changing technology and changes in other external variables so as to efficiently utilize the available resources, areas which need to be improved, modified or strengthened, and different modes to better fulfil the needs of the clients of the institute.
Depending upon the objectives of the evaluation exercise, assessment may focus on: Economic impact, Impact evaluation, Basic evaluation, Analytical evaluation, Operative evaluation, Evaluation of results, traditional evaluation or Personnel evaluation which covers the evaluation of professional, administrative and technical human resources in the organization. The following figure shows the various variables those can be assessed in organizational evaluation.

Conclusion and Recommendation
Organizational performance and organizational effectiveness have to be measured, assessed and evaluated strategically. The main reasons to implement these assessments in an organization is: to meet organizational goals, to rise benefits and market share, and also to build a conducive work environment in a given organization.
Every organization will benefit from both the organizational performance measurement and organizational performance evaluation. It is highly recommended to implement both in planned and adequate way. By assessing its performance, any given organization can raise itself to an excellence and competitive entity.
