GAZ-AAA – Soviet Cargo Truck
O caminhão GAZ-AAA é a modificação triaxial do GAZ-AA. O protótipo GAZ-AA era um caminhão americano Ford-Timken. Durante sua produção em série (1934-1943) foram produzidos 37.373 caminhões, e durante a Segunda Guerra Mundial 9.724 caminhões. Os caminhões GAZ-AAA foram usados para transporte de mercadorias, pessoal e para reboque de sistemas de artilharia. Durante o período pré-guerra, na base dos caminhões GAZ-AAA, foram produzidos veículos de artilharia autopropulsados, como o SU-1-12 com canhões de 76 mm, posições antiaéreas com metralhadora automotora Maxim (4M); durante a Segunda Guerra Mundial - posições antiaéreas com metralhadora pesada DShK e com canhões automáticos de defesa aérea de 25 mm e 37 mm. Diferentes caminhões especiais foram produzidos com base no chassi GAZ-AA, como estação de rádio RSB-F, oficinas móveis PARM e PM tipo A, tanques de combustível BZ-38 e BZ-38U, de água-óleo BMZ-38, partidas de solo AS-2 etc. Também os veículos blindados BA-6 e BA-10 foram produzidos com base no chassi GAZ-AAA.

A "Polutorka" em seis rodas
O GAZ AA de 1932, apelidado de "Polutorka", tornou-se o caminhão leve padrão em serviço com o exército vermelho quando a Operação Barbarossa começou em junho de 1941. Já 155.000 GAZ AA estavam em serviço, mas havia um pool de um milhão total requisitado. A produção do GAZ MM simplificou e começou em tempo de guerra, enquanto o 6x4 GAZ AAA seguiu a suíte com o Modelo 1940 e 1941. A produção parou em 1943, com apenas 37.000 veículos entregues, uma pequena fração de seu primo 4x4, mas encontrou aplicações mais especializadas.

Desenvolvimento do GAZ AAA
NAZ (Foi criado em 1926 com linha de montagem criada para produzir o Ford Model AA sob kits knocked-on no início. Em 1931, este NAZ-AA e os carros de passageiros NAZ-A foram produzidos e a partir de 1933 a fábrica foi expandida, tornando-se GAZ ("Gorky Automobile Plant") em Nizhny Novgorod. A partir do bem-sucedido 4x4, a empresa criou o GAZ-AAA, uma variante de caminhão 6x4 2t, de 1934. O exército brincava com a ideia de melhores versões off-road, como o experimental GAZ-AAAA 8x8 (1936) ou derivados como o caminhão basculante GAZ-410 (1934-1947). Na década de 1920, o conceito de veículos off-road de três eixos ou "sex-de seis rodas" com o arranjo de 6x4 tornou-se popular na indústria automotiva global. Na Ásia Central, o popular veículo utilitário francês Renault MH provou que poderia fazer em terrenos difíceis, e alguns exemplos foram comprados para aplicação civil, especialmente no extremo leste. Enquanto isso, o Ex��rcito Vermelho, estava de olho no caminhão britânico Moreland TX6 de 7 toneladas. Com base no último em 1931, um carro blindado D-9 foi criado. Produção
Números conflitantes do total produzido, ao contrário das estimativas de aproximadamente um milhão para o AA. Embora a AAA em sua forma experimental tenha sido testada em 1934, a produção só começou em 1936 com entregas até 1943. Ao contrário do AA, uma vez que era um derivado, nenhuma licença foi aplicada, enquanto o AA foi firmemente limitado sob 985.000 por contrato. O AA foi substituído pelo MM mais tarde e estava fora de licença. Assim, apenas uma pequena fração de GAZ AAA existia ao lado do AA. Era mais raro ver no campo de batalha, mas apresentava algumas vantagens. Dois GAZ-AAA e três Ford-Tinken foram comparativamente testados durante o rali Moskow-Karakum-Moskow de 10.000 quilômetros, relatórios tornando o GAZ-AAA superior e, portanto, levando a autorizar em 1934 o seu status operacional. A produção em série da GAZ-AAA foi acelerada em 1936 e continuou até agosto de 1943, interrompida devido à destruição da Fábrica GAZ pela Luftwaffe. Os últimos foram montados em 1944 de peças salvas. Foram produzidos cerca de 37.373 caminhões GAZ-AAA e isso incluiu 3.331 veículos blindados (BA-6/BA-10) e os ônibus 194 GAZ-05-193. De 1941 a 1943, o GAZ-AAA foi maciçamente simplificado com para-lamas de ângulo retângulo, uma cabine de motorista de madeira mais simples e as outras modificações feitas no GAZ-MM. Alguns autores o chamam de GAZ-MMM por esse motivo, mas nunca parece oficial. As rodas de reposição foram agora fixadas em cada lado do capô do motor e o chassi foi usado para desenvolver vários veículos blindados ou especializados.
Layout do Chassi e Carroçaria
O GAZ AA era essencialmente o mesmo AA, baseado no modelo Ford AA / Ford BB com seu layout FR ou "Movimento frontal, direção traseira", mesmo chassi e corpo e onde um único eixo com duas rodas de estrada estavam presentes, o chassi do tipo escada foi apenas para caber outro eixo com rodas duplas novamente, para um total de oito, dez ao contar a direção frontal. As dimensões eram as seguintes: Distância entre eixos 3.440 mm (135.4 pol.), Comprimento 5.335 mm (210,0 pol.), Largura 2.040 mm (80,3 pol.), Altura 1.970 mm (77,6 pol) para um peso de calva de 1,810 kg (3.990 lb). Assim, o GAZ AAA era mais pesado que o AA com 2.475 kg em vez de 1.810 kg e mais lento com 63-65 km/h na melhor das hipóteses versus 70 km/h, mas a carga saltou para 2 t, uma melhoria de 500 kg. A cabine era um 2-seater de 2-3 lugares com um beliche simples, janelas de vidro dobráveis manuais, mesmo perfilado teto da cabine com um defletor de sol para a frente e o defletor de chuva com seu cache removível. Aeração para ventilação também foi manual. Assim como o GAZ-AA, o AAA não era anfíbio, mas pode atravessar cerca de 80 cm de água sem preparação. O leito normal, carga máxima foi de 2.000 kgs. As rodas dianteiras eram cobertas por paralamas estampados, enquanto o eixo traseiro não tinha nenhum, protegido pelo leito plano, e os defletores de lama de lona para a frente e para trás quando disponíveis. As costas da cabine também tinham uma pequena janela. O veículo era desarmante, mas resistente, com cubos de rodas de estrada estampadas de 2 mm, um revestimento de chassi de 5 mm de espessura, banhado a lenha de 15 mm, caixa radiadora sem blindagem. Havia dois faróis (rede elétrica 6V) soldados em uma barra simples, correndo e entre os para-lamas com um chifre no parachoque direito. Isso foi completado por luzes traseiras, além de um gancho padrão para rebocar as mesmas cargas úteis que o GAZ AA devido ao mesmo motor que está sendo usado. O GAZ AAA poderia rebocar dois trailers, e várias peças de munição não mais pesadas do que duas toneladas. Estruturalmente, o GAZ-AAA foi uma modificação de três eixos do GAZ-AA de dois eixos, onde o eixo de transmissão traseira foi substituído por um bogie de dois eixos com uma suspensão de eixo de equilíbrio em 4 molas semielípticas longitudinais, impulsos finais de vermes e uma engrenagem de redução de 2 estágios na transmissão. O aumento associado no número de rodas possibilitou reduzir a pressão específica de cada uma delas no solo.

Motor e Performances
O motor GAZ era uma cópia derivada do Ford 201 CID (3,3 L) de 4 cilindros em linha. Era um 3.3L GAZ-AA I4 acoplado com uma caixa de marcha manual de 4 velocidades e marcha à ré. Este motor a gasolina de quatro cilindros, que deslocou 3,285 litros, assim como o AA, com uma potência de 29,5 kW (40-41 hp) a 2.200 rpm. A capacidade do tanque também era de 100 litros de gasolina, por cerca de 400 km por estrada. A transmissão mecânica tinha quatro engrenagens para a frente, uma marcha reversa, para uma velocidade máxima ou cerca de 63 km/h totalmente carregada. Havia um dínamo com pré-aquecedor para lidar com as condições de inverno, além da manivela habitual. O diâmetro do cilindro de 3,3L GAZ-AA I4 foi de 98,43 mm, o curso de pistão foi de 107,95 mm. A relação de compressão foi de 4,22/1. O torque máximo foi de 16,5 kGm (162 Nm). O consumo médio foi de 20,5 litros por 100 km. O GAZ AAA 6x4 significava que apenas o eixo traseiro para a frente era direcional. O traseiro foi fixado e só lá para suportar a carga. As capacidades off-road ainda eram boas e havia um pneu sobressalente amarrado sob o chassi traseiro. O GAZ MM de 1938 recebeu molas de folhas reforçadas e novos pneus militares, e isso se espalhou para a produção da GAZ AAA de 1941.
Variantes do GAZ AAA
Os sistemas de rádio de alerta precoce RUS-2, estações de rádio e oficinas de vários tipos, tanques de gás e petróleo M3-38, e assim por diante, foram montados no chassi GAZ-AAA. Além disso, em 1941-1945, o ônibus GAZ-05-193 foi produzido no chassi GAZ-AAA, que foi usado como quartel-general ou ambulância, bem como laboratórios de automóveis higiênicos e bacteriológicos da AL. Um sistema de lançamento de foguetes múltiplos BM-8-48 Katyusha e o canhão autopropulsado SU-1-12 com um canhão de 76 mm foram instalados no chassi GAZ-AAA. Além disso, um avião AC 2 foi criado com base no GAZ-AAA.

Among the challenges facing developing countries, none is arguably more crucial than the significantly deteriorated fiscal situation that threatens to erase several years of progress on development agendas. According to some estimates, almost 60 percent of the poorest countries are either in or at high risk of debt distress, nearly doubling since 2015 (Figure 1; World Bank 2022a). Total debt service payments on public and publicly guaranteed (PPG) external debt of the poorest countries rose to over $50 billions in 2021, with repayments now representing 11.3 percent of government revenue in the poorest countries, up from 5.1 percent in 2010 (Figure 2). In most developing countries, the cost of servicing external debt now exceeds expenditures on health, education, and social protection combined (UNICEF, 2021). The current global environment characterized by higher global interest rates and exchange rate depreciations against major currencies is adding to the fiscal challenge by raising the cost of external financing and debt service. Debt service payments for the poorest countries rose 36 percent to over $70 billion last year and are projected to remain elevated through at least 2027 (Figure 3). It is increasingly evident that the Common Framework for Debt Treatments, adopted by the G-20 to help developing countries restructure their debts and address solvency issues and protracted liquidity problems, is facing serious operational challenges. Echoing widely shared concerns about the limitations of the CF, the International Monetary Fund’s Managing Director called for changes to it while the World Bank President urged for the acceleration of its implementation. Likely due to the challenges with the CF, out of the 37 countries at high risk of or in debt distress, only four countries have requested assistance under the framework so far. We need a pre-emptive and wholesale approach to restore fiscal sustainability across the developing world and avert a systemic debt crisis.

In this policy brief, we propose that the G-20 adopt a Brady-like scheme to accelerate the restructuring of external private sector debt to restore debt sustainability in the affected countries with the following design features.
First, we recommend the creation of a new special purpose fund—the recovery and sustainability fund (RSF)—to be capitalized by International Financial Institutions (IFIs) and bilateral donors. Second, the funds will be used to secure collateral against new tradable bonds—Recovery and Sustainability bonds (RSBs)— issued by participating indebted countries. The guarantees attached to the RSBs will provide credit enhancement and allow countries to issue the new bonds on terms that are more favorable than those of the current stock of private external debt. As shown in Figure 4, despite holding about 27 percent of the debt, the private sector accounts for 37 percent of the debt service due to the higher cost; the median coupon rate is 7.5 percent. The new bonds would also have longer maturities, ideally 30 years. The beneficiary countries could use the proceeds from the RSBs to retire the outstanding balance on the current private external debt.

The lower coupon rates on the RSB along with the longer maturity will lead to sizeable reductions in the debt burden to more sustainable levels. We conduct a simple illustrative simulation, which indicates that this scheme could reduce the debt service payments as a share of government revenues by up to 4 percentage points per year for the average developing country, cutting near half the debt service burden in many cases. We further estimate a total reduction in external debt repayment of up to $100 billion over the next five years. In the remainder of the brief, we document the deterioration in sovereign debt situation, review the challenges with the CF, and outline the case for a Brady-like plan.
